Development of safety-Based Guidelines for Cost-Effective Utility Pole Treatment along Highway Rights-of-way

  • This study was conducted to develop a methodology to predict utility pole accident rates and to evaluate cost-effectiveness for safety improvement for utility pole accidents. The utility pole accident rate prediction model was based on the encroachment rate approach introduced in the Transportation Research Board special Report 214. The utility pole accident rate on a section of highway depends on the roadside encroachment rate and the lateral extent of encroachment. The encroachment rate is influenced by the horizontal and vertical alignment of the highway as well as traffic volume and mean speed. The lateral extent of encroachment is affected by the horizontal and vertical alignment, the mean speed and the roadside slope. An analytical method to generate the probability distribution function for the lateral extent of encroachment was developed for six kinds of encroachment types by the horizontal alignment and encroachment direction. The encroachment rate was calibrated with the information on highway and roadside conditions and the utility pole accident records collected on the sections of 55mph speed limit of the State Trunk Highway 12 in Wisconsin. The encroachment rate on tangent segment was calibrated as a function of traffic volume with the actual average utility pole accident rates by traffic volume strategies. The adjustment factors for horizontal and vertical alignment were when derived by comparing the actual average utility pole accident rates to the estimations from the model calibrated for tangent and level sections. A computerized benefit-cost analysis procedure was then developed as a means of evaluating alternative countermeasures. The program calculates the benefit-cost ratio and the percent of reduction of utility pole accidents resulting from the implementation of a safety improvement. This program can be used to develop safety improvement alternatives for utility pole accidents when a predetermined performance level is specified.

  • Priority-based network service has been widely adopted for the Internet traffic management in the context of IETF differentiated services, and computing optimal prices for such priority-based service is the key topic in many pricing literature. While the equilibrium analysis has been commonly used to this end, many have criticized the validity of the underlying assumption of equilibrium analysis that user utility functions are precisely known. In this paper, we propose a solution for bridging the gap between the existing theoretical work on optimal pricing and the unavailability of precise user utility information in real networks. In the proposed method, the service provider obtains more and more accurate estimates of user utility functions from the initial imprecise knowledge by iteratively changing the price of service levels and observing the users' decisions under the changed price. Our contribution is two-fold. First, we have developed a general principle for estimating the user utility functions. Second, we have developed a novel method for setting the prices that can optimize the extraction of the knowledge about user utility functions. The extensive simulation results demonstrate the effectiveness of our method.

A Study on Practical Method of Utility Curve for Deciding Priority Order of the Improvements in Traffic Safety Audit (교통안전진단 개선방안들의 우선순위 산정 연구)

  • Recently, a massive loss of life and property is occurring in Korea due to traffic accidents, with the rapid increase in cars. For improvement of traffic safety, the Korea Transportation Safety Authority intensively analyzes accident data in local governments with low traffic safety index, performs a field investigation to extract problems and offers local governments improvements for problems, by conducting the 'Special Survey of Actual Conditions of Traffic Safety' each year, starting 2008. But local governments cannot strongly push forward the improvement projects due to the limited budget and the uncertainty of the improvement plan effects. Therefore, this study suggested a model which applied the Utility concept to the AHP theory, in order to efficiently decide a priority of the improvement plans in accident black spots in consideration of the limited budget of local governments. The number of accidents in each spot for improvement and accident severity, traffic volume, pedestrian volume, the improvement project cost and the accident reduction effect were chosen as evaluation factors for deciding a priority, and data about the improvement plan costs and the accident reduction effects, traffic accidents and traffic volume in the spots to undergo the special research on the real condition of traffic accident in the past were collected from the existing studies. Then, regression analysis was carried out and the Utility Curve of each evaluation factor was computed. Based on the AHP analysis findings, this study devised a priority decision method which calculated the weight and the utility function of each evaluation factor and compared the total utility values. The AHP analysis findings showed that among the evaluation factors, accident severity had the biggest importance and it was followed by the improvement plan cost, the number of accidents, the improvement effect, traffic volume and pedestrian volume. The calculated utility function shows a rise in utility, as the variables of the 5 evaluation factors; the number of accidents, accident severity, the improvement plan effect, traffic volume and pedestrian volume increase and a fall in utility, as the variables of the improvement plan cost increase, since the improvement plan cost is included in the budget spent by a local government.

A Study on the Image Evaluation and preference of Brand Name of Women's Shoes (여성구두의 상표이미지 평가와 상표선호도에 관한연구)

  • The purpose of this study was to classify the attributes of brand image criteria of women's shoes to compose the perceptual map of the brand by factor analysis and to examine the differences in brand preferences and purchase methods of shoes according to demographic variables. 10 brand names were selected for the study Samples were 271 women in Seoul Korea :143 were college students and 128 were career women.The data were analyzed using factor analy-sis multiple regression analysis one-way ANOVA Duncan's multiple range test x2-test t-test. The results of the study were the -followings: 1. Four segments of brand image attributes of women's shoes derived by factor analysis: F. 1. 'utility' F.2'appearance' ; F. 3 'sales promotion' ; F.4 'financial factor'. 2. As the result of draw up the perceptual map 'landrover' was high in utility but low in appearance 'Misope' and 'Mook' was low in utility but high in appearance. 'Fashion Leader' was in the nearest ideal direction to the utility and appearance. 3. The preference level of the shoes brand name was in order of the 'Fashion Leader'. 'Mook' and 'Soda' But consumers possessed 'Landrover' the most 4. There were significant differences among preference level of ' Landrover' and 'Misope' according to the social class. There were sig-nificant differences among possession level of 'Misope' and 'Soda' according to the social class 5. the middle and lower class consumers used an exchange ticket during the bargain sales more than upper class when they pur-chase shoes.

  • This paper summarizes the results of these efforts by offering a photovoltaic system structure in 50kW. The combination of photovoltaic system components are interconnected and system monitoring system will be summarized for the purpose of the increasing safety in this article. This paper describes configuration of utility interactive photovoltaic system which generated electric power supplies to dormitory. In order to installing the middle or large scale photovoltaic system, It must investigated the optimal design of system, compute quantity of power generation, economic rate of return and so on. In this paper represent 50kW utility photovoltaic system examination, developed simulation results and financial analysis. The performance of photovoltaic system has been evaluated, analyzed with simulation and financial analysis results. The results obtained in this research will be much useful to prior investigation for installing utility interactive photovoltaic system.

The Impact of COVID-19 on Individual Industry Sectors: Evidence from Vietnam Stock Exchange

  • The paper examines the impact of the COVID-19 pandemic on the stock market prices. The vector autoregression model (VAR) has been used in this analysis to survey 341 stocks on the Ho Chi Minh City Stock Exchange (HOSE) for the period from January 23, 2020 to December 31, 2020. The empirical results obtained from the analysis of 11 economic sectors suggest that there is a statistically significant impact relationship between COVID-19 and the healthcare and utility industries. Additional findings show a statistically significant negative impact of COVID-19 on the utility share price at lag 1. Analysis of impulse response function (IRF) and forecast error variance decomposition (FEVD) show an inverse reaction of utility stock prices to the impact of COVID-19 and a gradual disappearing shock after two steps. Major findings show that there is a clear negative effect of the COVID-19 pandemic on share prices, and the daily increase in the number of confirmed cases, indicate that, in future disease outbreaks, early containment measures and positive responses are necessary conditions for governments and nations to protect stock markets from excessive depreciation. Utility stocks are among the most severely impacted shares on financial exchanges during a pandemic due to the high risk of immediate or irreversible closure of manufacturing lines and poor demand for basic amenities.

Therapeutic lumbar facet joint nerve blocks in the treatment of chronic low back pain: cost utility analysis based on a randomized controlled trial

  • Background: Related to escalating health care costs and the questionable effectiveness of multiple interventions including lumbar facet joint interventions, cost effectiveness or cost utility analysis has become the cornerstone of evidence-based medicine influencing coverage decisions. Methods: Cost utility of therapeutic lumbar facet joint nerve blocks in managing chronic low back pain was performed utilizing data from a randomized, double-blind, controlled trial with a 2-year follow-up, with direct payment data from 2016. Based on the data from surgical interventions, utilizing the lowest proportion of direct procedural costs of 60%, total cost utility per quality adjusted life year (QALY) was determined by multiplying the derived direct cost at 1.67. Results: Patients in this trial on average received $5.6{\pm}2.6$ procedures over a period of 2 years, with average relief over a period of 2 years of $82.8{\pm}29.6$ weeks with $19{\pm}18.77$ weeks of improvement per procedure. Procedural cost for one-year improvement in quality of life showed USD $2,654.08. Estimated total costs, including indirect costs and drugs with multiplication of direct costs at 1.67, showed a cost of USD $4,432 per QALY. Conclusions: The analysis of therapeutic lumbar facet joint nerve blocks in the treatment of chronic low back pain shows clinical effectiveness and cost utility at USD $2,654.08 for the direct costs of the procedures, and USD $4,432 for the estimated overall cost per one year of QALY, in chronic persistent low back pain non-responsive to conservative management.

  • Finality in presenting table has an important significance. A presentation method in table comes to have different directionality depending on objective and significance such as the appearance of presentation for the substantial use or the appearance of presentation for delivering message. In our life, the utility table came to have value more than what supplies nutrition. Simultaneously with it, the table came to have the significance as a place of communication. What is being indicated in a different form from this is the art table. The table-coordinate starts to occupy a position in one aesthetic sphere, aside from the functional part of having a meal and communication, and is attempting the entry as the art sphere. What two types have been researched and developed so far in the face of having clear difference is limited to the utility presentation. The utility presentation and the art presentation need to be progressed at the same time rather than being separately classified and thought. Pursuit only for utility leads to being unable to proceed with making a new thing. The art table coordinate will be able to function as the new awakening point in the position of proceeding with such table coordinate. When proceeding with maintaining the form of the existing utility table, a client fails to feel fresh. Thus, coming to give new awareness by integrating art will lead to being available effectively for creating another profit. Even the art table can apply the characteristic of the display table among characteristics of the utility table. The display table aims at creating profit through communication between buyer and seller. Thus, even through the art table, both effects called the occurrence in profit and the initiative in trend will be capable of being enjoyed totally. Accordingly, the presentation of two tables in the art table and the utility table has clearly different characteristic. However, given properly using difference in presentation of the two, the best effect will be possibly seen.

Research on the anti-seismic performance of composite precast utility tunnels based on the shaking table test and simulation analysis

  • In this paper, the parameters of haunch height, reinforcement ratio and site condition were evaluated for the influence on the seismic performance of a composite precast fabricated utility tunnel by shaking table test and numerical simulation. The dynamic response laws of acceleration, interlayer displacement and steel strain under unidirectional horizontal seismic excitation were analyzed through four specimens with a similarity ratio of 1:6 in the test. And a numerical model was established and analyzed by the finite element software ABAQUS based on the structure of utility tunnel. The results indicated that composite precast fabricated utility tunnel with the good anti-seismic performance. In a certain range, increasing the height of haunch or the ratio of reinforcement could reduce the influence of seismic wave on the utility tunnel structure, which was beneficial to the structure earthquake resistance. The clay field containing the interlayer of liquefied sandy soil has a certain damping effect on the structure of the utility tunnel, and the displacement response could be reduced by 14.1%. Under the excitation of strong earthquake, the reinforcement strain at the side wall upper end and haunches of the utility tunnel was the biggest, which is the key part of the structure. The experimental results were in good agreement with the fitting results, and the results could provide a reference value for the anti-seismic design and application of composite precast fabricated utility tunnel.
