  • In this study, we investigate the effect of social presence and affection on usage and participation in the UCC service. We have conducted a face-to-face survey along with an e-mail survey and obtained a total of 329 responses. The findings show that social presence has a significant impact on pleasure and arousal. Social presence and pleasure in turn show a positive impact on using the UCC service. However, arousal has no significant influence on the UCC service usage. Participation in the UCC service appears to be a different behavior than the UCC usage. Pleasure shows a negative effect on the UCC service participation, while arousal very strongly and positively affects the UCC service participation. The significance of this study can be found in that it empirically demonstrates the importance of social presence and affection in promoting the UCC service usage.

  • The purpose of this study is to find out implications which can be useful for enhancement of user participation in Korean disability services from UK community care experience. In Korea, until recently dominant issue on social services always has been the shortage of service provision. But during the recent 20 years, we experienced great expansion in quantity, as though it may be not yet enough. And more recently, disabled people and organizations began to actively argue for appropriate service in quantity and quality. Now, Korean disability policy and practice are confronted to the difficult and embarrassing task how to meet the need of disabled people with limited resources, and how to response to the disabled people's voice arguing on independence and choice. This task would require somewhat deliberate reform which might be quite different from previous one. UK's experience of implementation and development of community care system would give meaningful implications to Korean disability service policy and practice related to user participation. The results of the review on user participation issues in the UK community care give several implications to Korean disability services. Above all, consumerist approach which is the key strategy adopted by UK community care change is not appropriate for Korean disability service because of largely different service environment. The second implication is about decentralization. To enable decentralization of social service leads to enhancement of user involvement avoiding a lowering of service quality, prerequisite conditions should be secured. A third is securing and making declaration on the disabled person's right to assessment and constructing public service system operated by case management process. Fourth, formalized complaints procedure should be established. Fifth, professional education which enables professionals to encourage participation of disabled people should be developed, and the role of disability movement leading disabled users to participate on their services also should be highlighted.

  • Recently, as the range of users utilizing open data has expanded from experts to students, and general citizens, the role of open data portals has changed. In the past, portals have neglected to increase data utilization through citizen participation by focusing on the role of simple data repository, but now they tend to focus on understanding, collaboration and sharing values so that users can actively use data. To meet these social trends, open data portals need to seek ways to improve user-centered services that can encourage citizen participation. The purpose of this study is to identify the main functions for citizen participation in open data portals, to analyze the current status of open data portal user services and to suggest ways to improve them. Through the literature research, we investigated the functions provided by portal services for citizen participation, deduced the types of user services, and analyzed open data portal user services. Furthermore, we suggested user-centered public data portal services improvement plans for citizen participation.

At this time, the role of the digital government and the direction of the service to be pursued are user-centered, and above all, it is necessary to focus on the keywords of pre-emptive, preventive, and customized. In order to propose service quality improvement in the public sector, service user-centered classification and monitoring are integrated and the usability of government documents is improved. It is necessary to identify the needs of whether to provide a path for public participation. In the post-corona era, people are accessing quarantine information from the digital government every day. The government should proactively respond to the acceleration of digital transformation and the non-face-to-face demands of the people who experience non-face-to-face daily life. In order to evolve into a smart organization along with the innovation promotion plan and to provide customized services, it is necessary to use existing guides for institutional and technical improvement, along with new technology and data-based analysis, to strive for change management. The government should seek counter-measures that have advanced one step ahead by incorporating new high-tech IT with user-centered necessary services. This study aims to derive improvement plans to provide user-centered digital government service design when designing public services and collecting public opinions. Based on the e-government development model research and the existing research on user-centered service design in the public sector, institutional and technical measures are provided for the improvement of digital government service design.
