Predictors of Tobacco Use among Youth in India: GATS 2009-2010 Survey

  • Background: Early initiation of smoking and chewing of diverse forms of tobacco among youth in India is a significant driver for tobacco epidemic in India. Several socio-demographic factors are predictors of tobacco use in populations, especially among youth. Interventions which address these socio-demographic factors can help policy makers to curb new initiations and avert morbidity and mortality due to tobacco use. Objective: To study the various sociodemographic variables associated with tobacco use among youth in India. Materials and Methods: Secondary analysis of data from the Global Adult Tobacco Survey-India 2009-10 for the age group of 15-24 years was performed and predictors of smoking and smokeless tobacco were analyzed using data on occupation, education, and other sociodemographic factors. Results: In India there are a total of 51.3 million (22.1%) youth (15-24 years) tobacco users. Of these 35.1 million consumes chewable tobacco (15.1%), 16.2 million smoke (7%) and 1.6 million are dual users (3.1%). Males, urban, less educated, un-employed and those belonging to middle class preferred smoking over chewing; whereas, females, rural, students and those belonging to low socio-economic class are predictors of smokeless tobacco use. The major determinants of dual users are male sex, poor socio-economic strata and student class. The overall tobacco use was higher among males, rural populations, lower socioeconomic strata and un-employed class. Conclusions: India's youth is more susceptible to the tobacco addiction, especially of smokeless tobacco. Youth from rural India especially students, girls and those from poor socio-economic strata prefer to use smokeless tobacco products whereas urban, male and those less educated prefer smoking tobacco products. More population-based and region-focused research is needed to understand initiation patterns into tobacco use among youth so as to inform policymakers to devise new policy measures to curb the growing epidemic.

Development and Evaluation of a Web-based Education Program on Appropriate Antibiotic Use in Korean Adolescents (청소년의 올바른 항생제 사용을 위한 웹 기반 교육프로그램 개발 및 평가)

  • Purpose: This study was done to develop a web-based education program on appropriate antibiotic use and test the effects of the program on knowledge and attitudes towards antibiotic use in Korean adolescents. Methods: The web-based education program was developed through an extensive literature review and professional advisory meetings including technical assistance from a web-based education programmer and content experts. A convenience sample of 851 students from middle and high schools participated in the assessment of effects of the program. Knowledge and attitudes of the students towards antibiotic use and satisfaction with the web-based education program were measured. Descriptive statistics and paired t-test were used to analyze the data. Results: There were significant improvements in knowledge and attitudes towards antibiotic use following self-learning via the web-based education program in both middle and high school students. High school students demonstrated higher scores in knowledge and attitudes than middle school students. Conclusion: The results of this study indicate that this web-based education program on appropriate antibiotic use is a convenient and effective medium for self-learning in adolescents. Therefore the web-based program should be put into wide use as an effective and convenient teaching method for health education in secondary schools.

Econometric Analysis of the Difference in Medical Use among Income Groups in Korea: 2015 (한국의 소득수준 간 의료이용 차이의 계량적 분석: 2015)

  • Background: The purpose of this study is to estimate empirically whether there is a difference in medical use among income groups, and if so, how much. This study applies econometric model to the most recent year of Korean Medical Panel, 2015. The model consists of outpatient service and inpatient service models. Methods: The probit model is applied to the model which indicate whether or not the medical care has been used. Two step estimation method using maximum likelihood estimation is applied to the models of outpatient visits, hospital days, and outpatient and inpatient out-of-pocket cost models, with disconnected selection problems. Results: The results show that there was the inequality favorable to the low income group in medical care use. However, after controlling basic medical needs, there were no inequities among income groups in the outpatient visit model and the model of probability of inpatient service use. However, there were inequities favorable to the upper income groups in the models of probability of outpatient service use and outpatient out-of-pocket cost and the models of the number of length of stay and inpatient out-of-pocket cost. In particular, it shows clearly how the difference in outpatient service and inpatient service utilizations by income groups when basic medical needs are controlled. Conclusion: This means that the income contributes significantly to the degree of inequality in outpatient and inpatient care services. Therefore, the existence of medical care use difference under the same medical needs among income groups is a problem in terms of equity of medical care use, so great efforts should be made to establish policies to improve equity among income groups.

A Study on the Quality Requirements of Administrative Data Using Statistical Purposes (행정정보의 통계적 활용을 위한 품질요건에 관한 연구)

  • This study aims to improve the openness of administrative data and to make extensive use of it in the academic and policy development, analyzing the quality requirements as the users' view of administrative data using statistical purposes. Conducted the exploratory analysis on the case of the Transaction-based Price Index of Housing, applying the administrative data of Realestate Transaction Management System in Korea, based on Denmark's 7 quality indicators for the statistical use of administrative data. According to the results of this study, the administrative data could improve the efficacy of the policy by facilitating the collection of the statistical data which help analyzing the actual market situations. On the other hand, the data have some constraints in adding the required items to producing the statistics, or improving the timeliness problem, due to the characteristics focused on the civil service.

  • This study analyzed the travel pattern with respect to use of public transportation by using transportation card data and presented the measures that can be used in a traffic policy. Transportation card data targeted Gyeonggi-Do area and as a utilization plan, a scenario that when a traffic policy decision maker improves bus stop facilities, the person selects a target site by using several variables that can be obtained from transportation card data was set and analyzed. The analysis result showed that K means cluster analysis which is decision making methodology and CHAID(Chi-squared automatic interaction detection) were used and it can be used usefully in policies in significance level of p <0.01. Also, based on these results, this study presented policy implications to be improved to actually use transportation card data in policies.

  • Since 2004, as Ubiquitous Information Technology that is new information technology paradigm has emerged, the necessity of government's role has been raised. In order to understand the government's role model for the effective use of the Ubiquitous Information Technology, this article closely analysed the process of the information policy in Korea. To accomplish these purpose the literature review and the exploratory research were used. The intent of this study was to analyze the government's role in the process of the information policy. Following are the major findings of this study. First. the government's role in driving the new information policy must be considered for the effective adopt and diffusion of the new information technology'. Second, three stages(adopt, diffusion, evaluation) are considered in the process of Korea information policy. Third, the revised government's role model is needed for the effective use of the new information technology in the future. In this study, I suggested the revised government's role model, that is consist of four stages. plan. adopt. diffusion, and performance and evaluation stage.

A Study on the Improvement Strategies of Policy Information Services for National Library of Korea, Sejong (국립세종도서관 정책정보서비스 개선 전략 연구)

  • The purpose of this study is to propose the improvement strategies for policy information services of National Library of Korea, Sejong through analysis of their current status and problems. For the study, we conducted interviews with service providers and users and identified some issues in provision and use of the services. Specifically, we found problems of service provision system characterized by dualization and decentralization, and further identified specific issues with provision of individual services. Moreover, the interviews with service users suggested user types, user perception of the service, and problems in the use of individual services. Based on the findings, we proposed improvement strategies in six aspects: collection, services, organization, system, promotion, and cooperation. We hope these strategies contribute to vitalizing the policy information services of National Library of Korea, Sejong.

  • Analyzing on an object in the sphere of domestic law with the method of international law has been already on the horizon in international law. For the lawyers of international law and space law, it is quite natural that they utilize the method of international law, whatever objects they may choice. The reason is that the characteristic of international law do not depend upon object in itself, but depend upon method in itself. The object of this paper is the idea of Peaceful Use(IPU or PU) in Japanese Space Policy. The method to be applied to this analysis is the international law's interpretation theory on legal principles, i.e., the method of international law. One of the aims of this paper is to explain critically the need of review on IPU in Japanese Space Policy; in particular with respect to the positive reconstruction of IPU through historical analyzing on the transfiguration and the mere shell of the Post-War Japanese Pacifism(PJP) as the starting point of IPU. The historical process of the transfiguration and the mere shell is as followed, i.e., "from the ultra-nationalism in the pre-war Japan to PJP in the post-war Japan, from PJP to IPU, and from IPU to IPU's regression. In particular with respect to the interpretation theory, the meaning of the teleological, aims and objects school's approach on the interpretation of legal principles(P) has been emphasized. The reason is that the promising development of IPU will be realized by cooperating with the interpretation theory on P in international law. At the end of the beginning, I'd like to quote K. Marx's thesis in order to make the positions and missions the lawyers of international law and space clear. It is as follows, i.e., "THE PHILOSOPHERS HAVE ONLY INTERPRETED THE WORLD IN VARIOUS WAYS - THE POINT, HOWEVER IS TO CHANGE IT.

Climate Change and Regional Land Use Planning : The Formulation of California Senate Bill No. 375 (기후변화와 광역토지사용계획: 캘리포니아의 Senate Bill No. 375의 사례)

  • This paper explores how effectively the newly introduced planning process - California Senate Bill No. 375 will achieve the regional GHG emissions target under the California policy and planning framework and how well incentive based environmental policy might perform. The new legislation creates a future growth scenario to reduce greenhouse gas (GHG) emissions with incentives as means of implementation of AB 32 - the Global Warming Solution Act of 2006 and includes five important policy and planning aspects: 1) the role of sustainable communities strategies (SCS) as one of the key elements in their regional transportation plans; 2) planning for transportation and housing; 3) specified incentives for the implementation of SCS; 4) the regional planning approach toward reducing GHG emissions; and the role of the California Air Resources Board to establish the regional GHG emissions target. This has significant implications for regional and environmental planning with incentives - resources allocation and approval process.

A Study on the Improvement Plan of Speed Limit and Road Service Quality according to the Implementation of Safety Speed 5030 Policy (안전속도 5030 시행에 따른 제한속도 및 도로서비스 질의 개선방안에 관한 연구)

  • The safety speed 5030 policy, which is currently being implemented nationwide, tends to increase citizens' dissatisfaction due to reduced mobility and inconvenience. In order to successfully promote the Safety Speed 5030 policy, it is important to collect various opinions of citizens who use roads by deviating from quantitative policy evaluation criteria such as traffic accidents and traffic speed. Therefore, in this study, citizens who use roads were classified into a driver group and a non-driver group, and civic consciousness analysis such as adequacy evaluation of speed limit, satisfaction evaluation of road service quality (MDS), and importance-satisfaction analysis (IPA) was conducted. As a result of the analysis of civic consciousness, in particular, satisfaction with mobility, economy, and environment was low. Accordingly, it was intended to promote the successful implementation of the Safety Speed 5030 policy by presenting measures to improve the speed limit and quality of road service for roads with low satisfaction.
