Because of their nature as public facilities, demands that former military facilities be utilized for the public welfare are increasing, thereby leading to an increase in cases in which these military facilities are reestablished as parks. Cases in which former military bases were reestablished as public parks were analyzed; as a result, several implications were derived. First, the objectives of public park projects should be examined from the perspective of the concept of urban regeneration and regional revitalization. Moreover, it is necessary that profits are yielded and that regional identity and history are reproduced through reusing existing facilities as much as possible rather than entirely remodeling former military sites. As parks become larger in size, bases should be reorganized into complexes rather than single facilities or programs. It is also necessary that parks be established in stages considering the enormous expenses required for building public parks. Consequently, because the special characteristics of military facilities can lead to insufficient on-site investigation in the process of establishing parks, thereby incurring a vast amount of costs for design adjustment and contamination disposal, this should be considered in advance. A method of delegating the development rights to partial sites to private businesses and supplementing the costs of park establishment and maintenance with development benefits should be examined. In addition, given that there are various interests and stakes in former military bases, a method of operating a public-private cooperative decision-making organization during project execution should be considered. Finally, policies related to urban parks need to be improved in order to raise funds, expand profitable businesses, facilitate social services and sponsorship, and encourage the participation of trusts and non-profit organizations in park operation and management.
Issues have arisen over the monopoly of housing sales guarantees by the Housing and Urban Guarantee Corporation. If the Ministry of Land, Infrastructure and Transport appoints an additional guarantee institution, there is concern that the property protection between the two parties is insufficient due to excessive competition and the weakening of urban regeneration resources. It argues that housing supply policies for stabilization of the housing market can be smoothly implemented through monopoly projects. This is judged to be an abuse of market dominant position under the Fair Trade Act, and excessive restrictions on pre-sale guarantee requirements may cause delays in business and infringement of property rights of members. First, the establishment of a designation system for market dominant operators of the Fair Trade Commission enables new entry of private guarantee institutions. Second, it is necessary to improve regulations under Article 63 of the Fair Trade Act (consultation on the establishment of laws restricting competition, etc.). Third, through the establishment of the 「Rules on Housing Supply」 under Article 15 (2), the Minister of Land, Infrastructure and Transport can additionally designate a guarantee institution, thereby guaranteeing the right to select a pre-sale guarantee for the business entity. In addition, it is expected that at least one of a number of guarantee insurance companies can be designated to improve the efficiency of the distribution of social benefits, thereby lowering the volatility of housing prices. This paper discusses the character of communication among participating stakeholders in the Improving Alley Landscapes in Residential Neighborhoods project. The participation of diverse stakeholders in conventional urban redevelopment is considered to delay and complicate the progress of a project. However, in urban regeneration, a field-oriented operating system and collaboration between diverse stakeholders is considered critical to building a sustainable community. A stakeholder is defined as "a person or organization that can influence decision-making or be influenced by it." This paper uses a case study to examine what types of stakeholders participate and what communicative processes and ideas are shared among them. Six neighborhoods were selected out of a total of 26 of Seoul's 2014 Improving Alley Landscapes project. This research was developed through interviews and a review of the literature. The character of communication among stakeholders in the case study is as follows. Firstly, the administration initiated the project but did not show leadership. This was caused by a gap in understanding about the project between city and borough administrations, Further, the city administration lacked experience with projects that placed an emphasis on fieldwork. Tongjand and Banjang, at ancillary institutions, acted as spokespersons and helped people in the community to understand the administrative process. However, because they led communication and used personal relationships to ensure they communicated effectively, the communication process had limits from the perspective of democratic process. Diverse stakeholders expressed their opinions in the public sphere and communicated about them using diverse media. Finally, experts produced the output, facilitated communication, and mediated in conflicts. Because new experts acted as facilitators and mediators, there was a great deal of trial and error. This project has particular significance: Seoul's city government deals with urban space rather than parks and green space, which are limited by boundaries; and whether "green" can be used for urban renovation was tested by several landscape architects, who sought to identify a new role in urban renovation, namely, the role of landscape and landscape architecture. However, the project has some limitations, including an insufficiently detailed project plan, a lack of common understanding among stakeholders, and a short timeframe. A number of stakeholders overcame these limitations to a certain degree. Officials of the Borough and the Dong managed the project and resolved civil complaints. Experts provided special information, and contributed to the design and construction of improvements.

As the construction industry is becoming large and complex, it is difficult to understand the overall business workflow and provide the required information. Accordingly, researches on the introduction of Interactive Electronic Technical Manual (IETM), used in manufacturing/maintenance industry, is being carried. In the case of construction projects, Frequent changes of relevant information occur according to changes in the project environments, so it is difficult for administrators to gather and organize the information. Therefore, this research suggests the Information Management Model for Construction Electronic Manual using Collective Intelligence to support the information changes, by expand the information mangers from the system administrators to the whole users and verify the model by applying the model to Urban Regeneration Electronic Manual.

본 연구는 2016년부터 2017년까지 한국 정부가 선정한 다수의 도시재생사업 중 수변공간 관련 사업을 선별하여 세부내용을 살펴보고 수변공간 도시재생사업의 거버넌스 특성을 분석한다. 도시재생사업에서 거버넌스는 사업의 성패를 가르는 핵심 요소로 대두되고 있다. 특히, 협업을 통한 민간 커뮤니티의 역할과 주민참여는 더욱 중요한 비중을 갖게 되었다. 본 연구는 Tallon(2013)의 도시재생 거버넌스 네 가지 형태-관주도(top-down), 주민주도(bottom-up), 시장주도(market-led), 지주주도(property-led) 재생을 기준으로 도시재생사업 활성화계획의 세부내용을 분석한다. 향후 도시재생사업의 추진 및 시행단계에서 거버넌스의 역할이 제대로 작동할 수 있도록 시사점을 제공하고자 한다. 연구의 공간적 범위를 수변공간을 한정하여 분석한 결과 총 20개의 도시재생사업이 도심 내 하천변과 해안가를 활용하여 추진되고 있었다. 구체적인 사업의 형태로는 (1) 생태하천복원, (2) 역사문화자원을 연계한 수변관광지 개발, (3) 수변네트워크 녹지 산책로 조성 (4) 항구 기반 수변도시개발 및 도심재생, (5) 섬의 이점을 활용한 수변경관사업, (6) 조선업 침체지역재생 등이 있었다. 한국의 수변공간 도시재생사업은 가장 일반적인 도시재생방식인 '관주도'로 진행되고 있었다. 그러나 지역의 권한과 역할을 강화하고자 하는 노력은 우선시되고 있었다. 또한, 관계부처 및 공공기관과의 파트너십 구축을 통한 도시재생사업의 효과성 향상을 도모하고 있었다. 특히, 부산시 영도구와 경상남도 통영시의 도시재생사업에서 협업의 노력이 두드러지게 나타났다. '마을만들기'와 같은 주민주도의 도시재생방식은 '주민참여협의체'를 통하여 일부 반영되고 있었다. 예를 들어, 서울시 도봉 노원구, 인천시 부평구, 경상남도 김해시, 부산시 영도구 등이 해당한다. 그러나 구체적인 실천 방안을 통한 주민주도 도시재생 거버넌스를 구축하는데는 부족함을 보였다. 더불어 민간투자를 유치하는 시장주도의 도시재생 접근은 찾아볼 수 없었다. 도시재생사업의 장기적이고 통합적인 특성을 고려했을 때, 안정적인 도시재생사업 추진을 위한 재원 마련에 대한 지속적인 노력이 요구된다.

A community-centered smart village process model was developed through the theoretical review of the rural field forum. By analyzing the difference in technology demand according to the digital capabilities of leaders by community type, village types were classified and detailed technologies were defined. The smart village process was proposed to enable residents to operate autonomously by inducing continuous interest and participation of local residents through the conception stage, planning stage, implementation and self-reliance stage, and allowing them to cooperate together. The business model canvas was reconstructed to be used in the workshop. It was applied to the village of Yesan-gun. As a result of running a resident workshop using the business model Cambus, the lack of resident awareness and illegal garbage dumping were presented as the first problems to be solved. The value of the village was set as 'a village that is clean and clean with a sense of residents, and a good place to live', and users were expressed as 'family' and 'outsiders'. It was suggested that we meet frequently to convey the value of the village by using broadcasting and announcements as a channel to convey the value. Core activities were to cultivate residents' consciousness, such as implementing a campaign against illegal garbage dumping, and to establish and guide separate collection sites. When a garbage collection center is installed, it was estimated that around 2 million won per month for management costs, and it was investigated that it was possible to spend an hour or so twice a month to solve the problem of illegal dumping. If a method to derive village projects based on the derived business model canvas is developed in the future, it will be more practical.
Recently, interest in data analysis has increased, and convergence research through data analysis has been actively conducted in various fields such as engineering, natural science, and social science. In the field of architecture, various studies using data analysis are being conducted, and in particular, efforts are being made to solve the problems in the field of architecture that have been quantitatively expanded through the urbanization process. In this study, data analysis on residential satisfaction of residents in residential environment improvement areas and similar neighborhoods through urban regeneration projects is performed. Through analysis using R for post-residential evaluation elements that are conducted after building construction and occupancy, important evaluation items that affect the satisfaction of the residential environment are identified by analyzing the association rules between each evaluation element and identifying the frequency of major requirements of residents. To grasp. Through this, we intend to conduct convergence research between IT and architecture fields, such as the development of a system that can recommend high-quality residential areas as well as providing data for securing high-quality residential spaces when constructing residential areas in the future.

How can we explain the phenomenon of small, old alleyways in the city becoming rising commercial places attracting people from an aesthetic perspective? This research discusses distinctive aesthetic experiences of urban commercial alleyways, which are located on inner roads and consist of small-scale stores and explore the specific aspects of Sharosu-gil, located in Gwanak-gu, Seoul. The aesthetic experience of urban commercial alleyways is generated by the contrast with the refined urban fabric along main roads in terms of space, the gap between the old and the new, and the antagonism between the known and the less known. The approach to Sharosu-gil consists of the high-rise buildings along the main road built in the 2000s, then encountering low-rise buildings on inside roads built from the late 1970s to the present. Therefore, it is judged that the site has sufficient conditions to generate the aesthetic experience as an urban commercial alleyway. As a result of analyzing the street improvement projects, first, the official announcement of the name 'Sharosu-gil' was interpreted as an escape from the place specificity and garnered the acquisition of the characteristics of an alternative. Secondly, the improvement project for old-established signboards was interpreted as harmony between the new and the old and the loss of temporality. Thirdly, in the pedestrian priority road project, the pavement was interpreted as a reinforcement of the identity as an alleyway and the visualization of the area. Since the reality of urban commercial alleyways depends on the user's visiting, it is necessary to interpret alleyways from the perspective of the senses and aesthetics, not just from social phenomena or capital logic perspective. The study will cast implications for relevant schemes and data-driven research.

Since the "Special Law on Cadastral Resurvey" was enforced in 2012, the Cadastral Resurvey Project in South Korea has been promoted in earnest. However, it has been difficult to obtain the following items: a budget for the project, the establishment of land boundaries by increasing/decreasing the area of the parcels of land in the downtown area, the calculation of the adjustment fee, and the analysis of the relationship between the business owner and the landowner in regards to conflicts of opinion. The analysis of Japan's private-public boundary system, which is promoting the Cadastral Resurvey ahead of South Korea, should not attempt to determine complex interests, especially when they are pursuing consensus of the boundary setting portion of the Cadastral Resurvey Project. Therefore, this study shows that there is a need to reduce the number of stakeholders and promote them by using a step-by-step process. The introduction of cost-saving measures for the Cadastral Resurvey through a private-public boundary preliminary investigation is needed. This study suggested the following: link the precision road map construction business using MMS, introduce the preliminary research projects for the Cadastral Resurvey, and gather the important land survey information for the private-public boundary basic survey. In order to establish the utilization base, the researcher proposed linking the downtown area regeneration with the downtown area planning business.

With significant influences of old industrial complex in September 2009, Ministry of Land, Infrastructure and Transport chose the 4 districts for the first pilot project. In December 2014, the second pilot project districts were established. In addition, there were 10 districts in April 2016 and 5 districts in April 2016 as the third pilot project and 5 districts in March 2017 as the fourth pilot project. In order to promote smooth business operation of the recycling business, we introduced the effective area designation and special system as stipulated in Article 39.12-13 of the Industrial Location and Development Act revised in May 2015.
