Analysis of Factors Influencing the Satisfaction of Urban Regeneration New Deal Projects - Focusing on the Namhae-gun Urban Regeneration New Deal Project - (도시재생 뉴딜사업 만족도에 영향을 미치는 요인 분석 - 남해군 도시재생 뉴딜사업을 중심으로 -)

  • The way to check whether the urban regeneration project is going in the right direction is fundamental for understanding the satisfaction of local residents relevant to the project. This study aims to analyze the satisfaction of residents by selecting factors that affect the satisfaction of Namhae-gun residents with urban regeneration projects. Through this, after examining whether the project is being implemented well in accordance with the purpose of the urban regeneration new deal project, this study presents the direction of the Namhae-gun urban regeneration new deal project. In result, in the case of the resident group, satisfaction with security and landscape influenced satisfaction with the entire project. In addition, publicity for urban regeneration projects had the greatest impact on satisfaction, and other neighborhood reliability, urban regeneration-related education, and meetings had the greatest impact on satisfaction with the project. In the case of the merchant group, it was found that the satisfaction with the entire project increased when the satisfaction with the public relations. However, it was found that physical factors, that is, factors for improving the living environment, did not affect satisfaction with urban regeneration projects. The findings of this study, as local parts of Namhae-gun urban regeneration project progresses, can be further expanded to the holistic county level.

  • The purpose of this study is to examine the status and limitations of the activation plan as a result of the change in urban regeneration paradigm. In particular, the change in housing life was considered following the guidelines of the New Deal project. Specifically, the three types - General Neighborhood, Housing Support, and DongneSaligi - were analyzed from the perspective of organization, space and program. In addition, the master plan and unit project, the organization and progress, and the budget plan were reviewed. As a result, the New Deal project for urban regeneration is importance on economic regeneration, which, unlike the integrated and continuous guide proposed by the government, could limit the individual progress of transitional organizations, 2-dimensional planing and various programs. Thus, first, in order to supplement the organization's verticality and inefficiency in progress, the annual business assessment should be discouraged and the permit and progress of the project should be determined at the local government level. Second, integrated and multidimensional planning is necessary to produce synergy effects in the physical environment. Finally, the link between program unit projects and the economic effects can be considered.

  • In the 1960s, planned cities were developed to solve urban issues aroused from rapid urbanization and industrialization. But as time goes by, planned cities are not playing their existed role. As the paradigm of the city has changed over the years from quantitative expansion to qualitative growth, it is resulted to focus more on urban regeneration rather than development. However, most urban regeneration took place mainly in the self-generated old cities. The purpose of this study is to reveal the validity of a project for urban regeneration in old planned city by examining its necessity and possibility. Focusing on the case of Ansan as representative planned city and Wolpi-dong as area of new deal project for urban regeneration, this study examines the historical background and analyzes the current state of Ansan to identify core strategies of project for urban regeneration.

An Application of Crowdsourcing to Expand Residents' Participation in Smart Urban Regeneration New Deal Policy (스마트 도시재생 뉴딜 정책의 주민참여 수단으로서 크라우드소싱 시범 적용 연구)

  • The purpose of this study is to explore the possibility of using crowdsourcing as a means to expand the participation of citizens in the process of smart urban regeneration New Deal policy. Using mobile devices, they built a crowdsourcing prototype system that enables residents to provide location-based ideas and opinions about the urban regeneration New Deal policy and share and manage the collected data. The system was applied to the actual urban regeneration New Deal project site to draw implications. The main research results are as follows. First, crowdsourcing is a means of strengthening expertise by utilizing collective intelligence dispersed among local residents. Through the online platform developed in this study, various ideas and opinions of the community can be collected. Second, the procedural legitimacy and transparency of the rehabilitation project can be secured by expanding the participation opportunities of the residents. Third, the efficiency of project promotion can be improved through participation of residents using online platform.

Diagnosis of the Policy Tasks for the Execution of an Urban Regeneration Project Plan in Gangwon-do (강원도 도시재생사업계획 수립을 위한 정책 과제 진단)

  • This study aims to establish the measures required for strengthening the internal stability of and executing the systematic plan for Gangwon-do in relation to the "urban regeneration preliminary project" launched by the Ministry of Land, Infrastructure, and Transport. The results of this study are as follows. The unit project carried out via the Gangwon-do urban regeneration preliminary project presented the tendency for the standardization of the H/W and S/W projects such as the establishment of the community anchor space and the resident competency reinforcement project. Further, rather than focusing on the contents that could objectively measure the effects of the project, it concentrated more on the performance indicators that are required for verifying the execution of unit projects like the establishment of buildings and operating programs. It was found to be insufficient with regard to the practicality of the project, the correlation with the New Deal Project, and the validity of the project contents. To improve these aspects, Gangwon-do would be required to highlight its distinguishability from the other regions and increase its practicality by operating the field-centered urban regeneration educational program, inducing the participation of experts in each of the areas in case there is a need to execute a project plan and discover a project with placeness. It also needs to focus on strengthening its connection with the urban regeneration new deal project by discovering the resident leaders and professional manpower, and establishing the performance indicators needed for systematically monitoring the regional changes in accordance to the urban regeneration preliminary project.

  • This study focused on the fact that there are a lot of alleys in some areas of the Urban Renewal New Deal project. In this study, we proposed a method to construct a spatial module by combining small modules. It is expected that the combination of small modules developed in this way will help revitalize the New Deal of Urban Regeneration. In the future, additional joint details will be developed, structure review will be conducted.

A Study on the Application of Suitable Urban Regeneration Project Types Reflecting the Spatial Characteristics of Urban Declining Areas (도시 쇠퇴지역 공간 특성을 반영한 적합 도시재생 사업유형 적용방안 연구)

  • The diversification of the New Deal urban regeneration projects, that started in 2017 in accordance with the "Special Act on Urban Regeneration Activation and Support", generated the increased demand for the accuracy of data-driven diagnosis and project type forecast. Thus, this research was conducted to develop an application model able to identify the most appropriate New Deal project type for "eup", "myeon" and "dong" across the country. Data for application model development were collected through Statistical geographic information service(SGIS) and the 'Urban Regeneration Comprehensive Information Open System' of the Urban Regeneration Information System, and data for the analysis model was constructed through data pre-processing. Four models were derived and simulations were performed through polynomial regression analysis and multinomial logistic regression analysis for the application of the appropriate New Deal project type. I verified the applicability and validity of the four models by the comparative analysis of spatial distribution of the previously selected New Deal projects by targeting the sites located in Seoul by each model and the result showed that the DI-54 model had the highest concordance rate.

A Study on the Pattern and Promotion of Landscape Architects Participation in Urban Regeneration Projects- Focusing on the Urban Regeneration New Deal Project (2017-2019) - (도시재생사업에서 조경의 참여 양상과 증진 모색 - 도시재생 뉴딜 선정사업(2017-2019)을 중심으로 -)

  • This study aims to identify the role and the use of landscape architects as a core strategy in urban regeneration projects by project type. This study attempted to find ways to promote landscape architects' participation patterns and characteristics in promoting urban regeneration and revitalization plans. Among the New Deal projects, from 2017 to 2019, when the urban regeneration projects were promoted, a total of 822 projects with terms such as park, garden, landscaping, rest space, forest, greening, planting, and flowers were included, In this study, an integrated approach was applied, considering the status of landscape architects participation, a literature survey by project entity, analysis of prior research, revitalization plan reports, and interviews by project entity, and aspects and characteristics of landscape architects participation according to project type. The results were classified. In the urban regeneration projects, the landscape characteristics were analyzed in terms of hardware or software participation methods according to the project type, and the participation patterns and promotion measures of landscape architecture and ways to promote them identified in the course of the project are as follows. First, the role and participation pattern of landscape architects in urban regeneration projects differed depending on the type of project. As the prerequisites for each type of project, the subject of the project, the direction, the differentiation of the regeneration strategy for each project, and the level of participation of residents interacted in a complex way. The participation of landscape architects has changed and expanded its meaning and role. Second, the change and value of the expanded the participation method of landscape architects in the urban regeneration project and appeared as a multi-purpose and complex role in the process of a project, indicating that the value of landscape in the classical sense is changing and its substantive aspect depends on the type of project. Third, this study confirmed the importance of recognizing the role and value of 'landscape architecture' as a strategic and practical means of regeneration that can be utilized. Therefore, in order to promote the participation of landscape architects, diversification is required through changes in participation methods according to urban regeneration strategies for each project, rather than participation focused on hardware projects, such as park creation in terms of form and place. In addition, it was confirmed that the participation of landscape architects, which play an important role in fostering a sense of community among residents as an experience and activity program, should be further activated in terms of the process of the ideal way of existence. This study is meaningful in that it substantially grasps that the role of landscape architects is expanding as the subject of urban regeneration projects, and presents the direction for its promotion. Participation and research should be continued.

  • The Urban Regeneration New Deal project, which started in 2017, has become an important means of urban redevelopment. Anyang Myunghak Village Urban Regeneration Project was selected in 2017 and is currently in its 4th year in 2021. During that time, many conflicts have occurred in the project promotion process, and conflicts are expected to occur in the future. The purpose of this study was to find out what kind of conflicts occurred in what form and how the conflicts were resolved through what solutions at each stage by targeting these Myunghak Village urban regeneration project. And through this, the characteristics of the conflict aspects that occurred in the Myunghak Village urban regeneration project(①The occurrence of continuous conflict in the urban regeneration project ②Composed of various conflict subjects and contents ③The role of conflict-related organizations is insufficient, ④The importance of communication with residents in conflicts) and implications for conflict management in future urban regeneration projects(①continual conflict management plan, ②Early formation of the conflict management organization and strengthening its role, ③communication with residents for conflict management, ④customized conflict management for each stage of project implementation) was presented.

Classification and Analysis of the Project Contents and Expected Effects of Urban Regeneration Pilot Projects (도시재생 선도지역의 사업내용 및 기대효과 유형 분류 및 분석 -근린재생형 도시재생 선도지역 마중물 사업을 대상으로-)

  • Urban regeneration is a project to enhance the competitiveness. Therefore, it is necessary to examine the contents and expected effects of urban regeneration projects. In this study, we classified and analyzed the contents and expected effects of the 11 neighborhood urban regeneration pilot projects. The main results are as follows; First, physical regeneration is the most popular in terms of project contents, and social approach is the most typical for the expected effects. Second, the project of social regeneration is mainly focused on strengthening the capacity of residents. Third, the most expected effect of physical regeneration was about the improvement of landscape. Fourth, the most expected effect of social regeneration was the contents of residents' participation. Finally, there is a need for the development of projects that can expect a combination effects rather than a single effect. The urban regeneration new deal projects need to pay more attention to projects that can have various effects based on the development of competitive urban contents.
