France is known to be making particular efforts to maintain its traditional urban architectural culture by diverse measures including the implementation of urban policies. However, France is facing up to the need to pursue modern urbanization in keeping with the requirements of the current times. Thus, this paper examines with what priority France is attempting to reflect in its current urban policies its determination to retain its urban architectural tradition and to recreate its capital city of Paris as a future European hub city. To that end, the paper first seeks to analyze Paris' policies for urban architecture from diachronic perspectives in a bid to determine Paris' urban architectural culture. Second, the study attempts to examine within the purview of the paradigm of contemporary urban architectural designs how Paris is pursuing the two conflicting purposes of the preservation of tradition and modern urbanization through the Paris Local Urbanization Plan (or Plan Local d'Urbanisme [PLU]). First, the findings indicate that Paris is applying the principle of a sustainable development plan in all fields of environment, economy and society. In terms of environmental sustainability, Paris is trying to improve the life quality of its citizens through the establishment of efficient mass transportation systems and the expansion of its green belt areas. In terms of social sustainability, Paris is implementing policies to ensure social diversity through housing policies. Also, in terms of economic sustainability, Paris is trying to expand employment and bolster its urban functions by conserving commercial activities and developing peripheral urban areas. Second, the findings indicate that Paris' policy of recovering its traditions takes priority over that of creating a sustainable city.
Objectives: The occurrence characteristics of BTEXS and phytoncides were investigated by type of urban forest. Methods: Four types of urban green space (Hongneung Forest, Mt. Chunjang, residential park, and traffic island) and Gwangneung Forest were selected. Monitoring of phytoncides and BTEXS was conducted considering the activity times of urban residents (five times per day) using a Tenax TA tube and suction pump in June 2017 (one day). Results: Phytoncide concentrations were ranked as Gwangneung Forest>Hongneung Forest>Mt. Cheonjang>traffic island>residential park. Relatively high concentrations of phytoncides were also identified in the urban forest. There was no significant difference between Gwangneung Forest and the urban forest. BTEXS concentrations were ranked as traffic island>residential park>Hongneung Forest>Gwangneung Forest>Mt. Cheonjang. Traffic island and residential park showed high levels of BTEXS depending on the inflow of vehicles. The difference in concentration by time was significant for the traffic island in particular. Pollutant levels in Hongneung Forest were as low as in Gwangneung Forest. Conclusion: The concentrations of phytoncides and BTEXS were different by types of urban green space, and the potential for health and hygiene of urban forests were able to be investigated. This study is expected to provide as basic data for the creation of urban forest spaces in the future.

This paper aimed to analyze the type of urban shrinkage over the past 20 years for four case cities designated as abandoned mining area promotion zones and present the direction of future urban spatial policies through the analysis of shrinking status. According to the analysis of urban shrinkage in the past 20 years, all of the case cities were analyzed as fixed-type shrinking cities, showing a population decrease of more than 30% over the past 40 years compared to the peak population. Despite the decrease in population, the designated area of urbanization and non-urban areas is increasing every year, and the development permit and construction permit in non-urban areas are also increasing, requiring efficient management and operation of urban space. It is necessary to study military-level cities in the high-risk phase of extinction in the future, and to develop various indicators for segmentation of urban shrinkage types and analysis of status by type.
This study aims to find out a institutional base in urban planning and urban project, confronted with climate change and necessity of sustainable development in France. The establishment of Grenelle Environment Law became a start point to draw concrete effect and implement urban projects. The relation in urban policy on climate change and its concrete shape in urban projects are examined in this paper, especially focused on HQE2R criteria and Eco-Quartier projects. It provides various information on ways to improve Korea urban planning, urban revitalization and development projects, which is in similar situations and necessity in France. As shown in the case of France, for the sustainable urban development related on climate change, it is necessary of Central Government's firm and clear policy framework, as well as the institutions and organizations linked to actual process of local communities are required. In addition, through the development of indicators applicable to urban development and architectural process, objective and rational framework for planning and design standards should be established.
This article problematizes and interrogates the idea of 'community' which is increasingly important in Korean urban policy-making. For the purpose, this article scrutinizes, and compares, how ordinary citizen participants and civil society activist organizations in a 'community garden' program of Seoul make sense of, utilize, and practice the policy concept. The neo-Faucauldian perspective of 'governmentality' is employed to understand the association between the community-focused policy program and neoliberalism, but Barnett's( 2005) call for 'bottom-up governmentality' is taken seriously in order to avoid any deterministic interpretation. On the basis of this eclectic perspective on governmentality, this article presents empirical findings that may suggest a contestation over community between ordinary citizens and civil society activists. More specifically, ordinary citizen participants prioritize place-based, on-the-ground community experiences that are built on common cultivation practices, whereas civil society activists tend to consider community garden as a teleological governmental technology generative of particular citizen subjects. Civic community garden advocacy as such aims to address social, economic, and spatial problems that neoliberalsim has produced, but it also appears to be in a close association with neoliberal urban policy. Thus, the community activism's meaningfulness lies in its active intervention to neoliberal urban policy, but a gap between ordinary practical achievements and civic activism can be a potential danger to urban community policy. On the basis of this discussion, this article asks more detailed investigations about the taken-for-granted positivity of urban community (re)vitalization programs, and also examinations on whether and how such projects generates emergent tensions between ordinary achievements and policy prescriptions.

As Russian government signs the Kyoto Protocol on November 2004, it will go into effect on Feb. 16 2004. Under the Protocol, 38 industrialized countries are to reduce their combined emissions of six major greenhouse gases, including carbon dioxide and methane, to below 1990 levels during the 2008-2012 period. Korea ratified the Protocol in 2002 and is currently exempt from the reduction measures. It is expected, however, that Korea will be pressured to join the reduction scheme from 2013. Although the Kyoto Protocol is national-level agreement each country's urban governments are expected and have to play important role to make it successful one. It is more so for such mesa cities as Seoul which has experienced rapidly worsening environment recent years. Statistics shows that the annual average temperature in Seoul has increased by $1.5^{\circ}C$ for the last century, which is much higher than the national average. 'Heat Island' effect is not unusual any more in Seoul. This study reviews the key points of the Kyoto Protocol, urban warming phenomena in Seoul and its policy responses. In doing so, this study evaluates Tokyo case as a comparative one. It is found that Seoul needs to develop more concrete and feasible policy measures to get current efforts more effective.

Article 6 of the Landscape Act stipulates that "the Minister of Land, Infrastructure and Transport establishes a basic landscape policy plan every five years in order to create a beautiful and pleasant landscape, discover and support excellent landscapes." This is a comprehensive plan for landscape policy, a national plan that presents basic directions and strategies for the formation and continuous management of excellent national landscape. The basic landscape policy plan is a plan established every five years. It is an action plan that establishes a medium-term strategy for landscape policy and proposes specific implementation plans. Landscape-related policies are established in various fields, such as the central and local governments, and the private sector, and are based on mutual cooperation. Local cities voluntarily establish basic landscape plans, but in terms of integration, there are few cases in connection with urban regeneration. However, when the existing city establishes the basic landscape plan, the effect will be doubled if a new city is comprehensively constructed in relation to urban regeneration from the overall aspect of the city. Therefore, this study aims to provide data so that a master landscape plan can be established by analyzing and synthesizing the problems of the existing city centering on Jeonju, a representative local city.

This paper is to analyze citizens' consciousness on urban changes, especially focusing on changes in urban environment, spatial structure, and urban planning, of large cities in S. Korea, that is, Seoul, Daejeon, Daegu, and Kwangju in the 1990s. Some significant points can be described as follows. First. The most important factor influencing on the change of urban spatial structure was the expansion of residential area inner and outside of cities promoted by the traditional construction industry, and not development of high-tech industries and their complex or location of multi-national firms which can be emphasized as major factors of new urbanization process of global cities. Secondly, citizens seem to have experienced improvement and deterioration of urban environment simultaneously, emphasizing regulatory environmental policy on the one hand, and recognize the necessity of sustainable urban development within given environmental capacity and restoration of destructed and polluted environment of cities. Thirdly, the building boom of new apartment complex was a major driving force of changing urban spatial structure, but it could neither alleviate a residential gap between the poor and the rich areas nor a relief of traffic congestion. Finally, the urban policy in general was felt somewhat improved by citizens, but not in sectoral details.

Recently, as various metro lines have been constructed and connected to other lines the rate of utilization has also been increased. However, the existing fare policy which the government does still stick to causes not only inappropriate action to the demand pattern but aggravation of the profit of the operation company. This study reviewed rail fare policy of major countries such as Japan and U.K etc. to improve the rationality of fare policy in Korea. In order to systematical analysis of fare policy, such viewpoints as of fare decision method, the card fare discounting system, the structure of fare, and the government subsidy policy were reviewed. Based on the results from the review, various problems and improvement plans were drawn. Through this study, appropriate fare systems to urban railway users could be given to improve the chronic deficit problem of urban railway operators.

The greenbelt of South Korea has been under the process of adjustment and removal since its first designated year. This research is aimed at predicting the effect that the removal of the greenbelt has on urban growth. The SLEUTH model was executed via three calibration phases using historical data between 1990 and 2010. The urban growth of Busan Metropolitan City was predicted under its historical trend, as well as two different scenarios including development and compact development up to the year 2030. The accuracy of model, as verified by ROC, was 85.7%. The historical trend scenario showed the smallest increase, with the urban area expanding from 175.96 km2 to 214.68 km2 in 2030. Scenario 2, the development scenario, showed the most increase, with a 39.9% growth rate from 2010 to 2030. However, according to scenario 3, the compact development scenario, the urban area decreased in comparison to scenario 2. Accordingly, it is necessary to have effective urban growth management to provoke eco-friendly development on the removed areas, and to strengthen the non-removed areas for sustainable development. The results obtained in this study showed that the SLEUTH model can be useful for predicting urban growth, and that it can help policy makers establish proper urban planning as a decision-support tool for sustainable development.
