  • The purpose of this paper is to propose directions for urban greening and nature conservation in small-to-medium-sized cities in Korea for implementation of the Local Agenda 21 (LA 21 hereafter). In this paper, the status of implementation of the LA 21 in both Korea and Japan have been examined. In addition, the green-related plans of both countries have been compared. The cities of Jeonju and Sagamihara were chosen as examples to compare. The result of the research is as follows: 1)With regard to the responsible bodies, in Korea, the implementing plans were initiated by the environment-related authorities of local governments while, in Japan, the plans of action were initiated through consultative committees reflecting opinions from citizens and business entities. 2)Concerning the status of implementation of LA 21, the city of Jeonju has adopted a plan of action and then implemented the plan through a consultative body without adequate legal ground. On the other hand, the city of Sagamihara has enacted a local ordinance to implement the LA 21 It was learned that the newly enacted ordinance has positively been interrelated to existing environmental plans. 3)Regarding urban greening and nature conservation plans, the city of Jeonju has focused on comprehensive measures to preserve and restore ecology while the city of Sagamihara has clearly suggested educational purposes in its plans in addition to preserving and restoring ecology. 4)In terms of support by law or legal system concerned, it has been teamed that, compared with Japan, Korean plans have not been properly supported by law or the legal system to urban greening and nature conservation plans. The same was shown in the city of Jeonju as compared with the city of Sagamihara. As for future directions, the follow are proposed: 1) establishment of a local Committee on Sustainable Development, 2) enactment of relevant and regulations such as the Master Plan of Parks and Green Open paces, 3) establishment of ecological greening plans.

  • This paper has attempted to improve the quality of urban environment in terms of the management of urban green tract and suggest a way of coexistence between human and nature by proposing a plan to establish green network using an urban green zone based on 'linear concept' instead of point and plane concepts. The results have turned out as follows: 1. According to current status of forest functions, forest recreation area has reached 39.6%, satisfying citizens' needs. However, the space for living environment is just about 20% with a lack of a green zone. Therefore, it's been necessary to establish green network using roadside trees and take advantage of them as sustainable living space along with existing green tract. 2. With forest in the suburbs and Geumhogang which is the tributary to the Nakdonggang, Sincheon (stream) flows through the downtown. It connects mountains including Waryongsan from the south to the north around Duryu Park and Dalseong Park. Therefore, the water system that passes through Palgongsan (Mt.) and Biseulsan (Mt.) would make it possible to connect with the parks in the downtown. 3. According to this paper, it appears that it's necessary to establish green network through roof or wall greening by focusing on the existing green tract in the urban parks and suburbs and taking advantage of roadside trees and water system.

  • Urban parks provide good services to the community, and they are enhanced by citizen participation. For that especially, organizational and continued volunteering can be a key strategy. The purpose of this study is to establish factors on promoting the continuity of volunteering in voulatary associations of urban parks. Variables of continuity are continual will, continual time, and psychological continuance motive. To add to this, this study is intended to inquiry about recognition and compensation that volunteers want to receive. The major findings are as follows: First, The main participantes were housewives with high education. Second, Continual will was influenced by gender, profession, the satisfactory degree for individual pursuit an ideal, and the degree of confidence with members. Third, Continual time was influenced by profession and individual network in community. Forth, Continual motive was influenced by individual network in community, the result-analysis behavior of related government organ, the degree of confidence and the degree of ties with members. Finally, Volunteers wanted to receive the volunteering expenses, the compensation about accident, and emotional recognitions. In sum : to ensure the continuity of volunteering, first, recruiting of volunteers is demanded to select a major target group in the community. Second, a voulatary association helps to make confidence and ties with members. Third, the related government organ strives for volunteers to have a positive recognition of the organ's attitudes, for the volunteer association to have a clearly distinguished area of action from the organ's one, and a co-operative system. Finally, an institution needs to be established to give emotional recognitions as well as volunteering expenses and acompensation for accidents.

  • With the recent changes in society and the introduction of new technologies, the usage patterns of parks have become diverse, leading to increased complexity in park management. As a result, there is a growing demand for flexible and diverse park management that can adapt to these new requirements. However, there is inadequate discussion on these new demands and whether urban park management policies can respond. Therefore, empirical research on how park usage patterns are evolving is critical. To address this, blog data, in which individuals share their experiences, was used to examine the spatial consumption patterns through semantic network and topic analysis. This study also explored whether these spatial consumption patterns exhibit experiential consumption characteristics according to the experience economy theory. The results showed that consumption behaviors, such as renting picnic sets and having food and drinks delivered, were prominent and that emotional experiences were pursued. Furthermore, these findings were consistent with the experiential consumption characteristics of the experience economy theory. This suggests that park planning and maintenance methods need to become more flexible and diverse in response to the changing demands for park usage.

  • A human in urban areas has depended on ecosystem for well-being, so it is important to evaluate urban ecosystem services which contribute significantly to human well-being. In this study we classified ecosystem functions and set indicators used for evaluating ecosystem services of urban park by Delphi method. As a result, it derived 12 items and 14 indicators of ecosystem services to evaluate them such as vegetable garden, canopy cover, biodiversity, and educational programs. Based on the derived evaluation indicators, the feasibility of the indicators was examined by applying to two urban parks, Maetan park and Seoho-Ggotme park, in Suwon City. We also suggested strategies to improve each ecosystem services based on the results of evaluation. It is significant to recognize unknown services in urban parks. The results can be used for improving urban ecosystem services consistently in response to current rapid urbanization. In the future, the city should make a master plan on ecosystem service on urban area, beyond urban park, considering both of quality and quantity.

  • This study analyzes the correlation between noise and the size of urban forests. Under the assumption that the main cause of the noise m the city is the population density, the size of urban forests per capita and the ratio of urban forests with respect to the size of urban per 100 thousand persons are used for the calculation of correlations with noise. The results of the calculations of Pearson's and Spearman's correlation coefficients indicate that the increase in the size of urban forests has a significant effects in reducing the day-time as well as night-time noise for most regions in the cities. The size of urban forests within public parks has a significantly negative correlation with the noise. However, calculated correlation coefficients imply the increase in the size of total urban forests is more effective in reducing the noise than the increase in the urban forests in public parks.

  • The Urban park plays a significant role as an ideal space for residents. In this sense, Seoul city established a criterion for urban park system according to the park size per person in each district of Seoul. However, that criterion tends not to meet the residents behavioral patterns and interaction dynamics between districts. The objective of this study is to establish the demand forecasting of urban park in Seoul. The result of this study shows that the priority of designating park area is changed greatly when interaction dynamics between districts is taken into account.
