This paper examines asbestos activism in South Korea by focusing on the politics of knowledge between the asbestos activist group and regulatory agency on the risk of asbestos exposure. Asbestos activism has contributed to establishing asbestos pollution an important safety and public health agenda in South Korea. Asbestos pollution investigation is key to core argument of the activism that asbestos pollution is pervasive especially in urban environment and a serious environmental health problem with its worst consequences has not yet seen. A distinctive characteristic of such asbestos investigation is the use of "settled dust analysis," non-standard, non-legislated analysis method. In this paper, literary technologies used in asbestos investigation report written by activists and controversies over asbestos pollution measurement in Samsung's head office building. Asbestos activists successfully concentrated media's attention on their argument and mobilize resources needed to make policy decisions, by using settled dust analysis data. Regulatory agency and expert group, however, neither saw settled dust analysis nor activists argument persuasive enough to make policy changes, base on their evaluation on the use of standards and evidentiary context for analyzing measured data. While its explanatory power is partially acquired, through the dispute between asbestos activists and regulatory agencies unspoken assumptions of regulatory science was revealed and became the matter of social debate. Settled dust analysis captures the characteristic of asbestos analysis which combined social movement and science to challenge the regulatory agency and expert group.

This research uses public transportation card data to analyze the inter-regional transfer times, transfer frequencies, and transfer resistance that passengers experience during transit amongst the metropolitan public transportation modes. Currently, mode transfers between bus and rail are recorded up to five times during one transit movement by Trip Chain, facilitating greater comprehension of intermodal movements. However, lack of information on what arises during these transfers poses a problem in that it leads to an underestimation of transfer resistances on the Trip Chain. As such, a path choice model that reflects passenger movements during transit activities is created, which attains explanatory power on transfer resistance through its inclusion of transfer times and frequencies. The methodology adopted in this research is to first conceptualize the idea of metropolitan public transportation transfer, and in the case that mode transfers include the city-rail, to newly conceptualize the idea of transfer resistance using transportation card data. Also, the city-rail path choice model within the Trip Chain is constructed, with transfer time and frequency used to reevaluate transfer resistance. Further, in order to align bus and city-rail station administrative level small-zone coordinates to state and regional level mid-zone coordinates, the big node methdod is utilized. Finally, case studies on trip chains using at least one transfer onto the city-rail is used to determine the validity of the results obtained.
Soil loss is a serious problem frequently caused by local torrential rainfalls due to climate change. In particular, soil loss is occurring in agricultural areas rather than urban areas, and many pollutants are introduced into rivers, causing environmental problems. To reduce soil loss, the Ministry of Environment has designated and managed non-point source management areas. The Jaun-district in Hongcheon-gun, which was designed as a non-point pollution source management area in Gangwon-do, is located in the upper stream of Soyang Lake. Most of the agricultural fields are composed of highland agriculture fields. The highland agricultural fields in the Jaun-district are also composed of large-scale farming areas, and the ditches located near the agricultural fields have been illegally used for farmland. Therefore, the local government in Hongcheon-gun is conducting a project to restore the ditches occupied by agricultural fields. However, an analysis of the amount of soil loss that can be reduced by the restoration of the ditches has not been conducted yet. Thus, the purpose of this study was to analyze the effect of reducing the soil loss from the restoration of the ditches used as agricultural fields in the Jaun-district. The SATEEC L Module was used to analyze the reduction in soil loss by ditch restoration. The SATEEC L Module was constructed to estimate the LS factor using Moore and Burch's method after calculating the slope length using the digital elevation model and the maximum allowable slope length. The LS factor and the USLE formula were used to estimate the amount of soil loss that could be reduced by ditch restoration. The analysis showed that the ditch restoration could reduce about 16.6% of the soil loss in the Jaun-district. The results of this study will contribute to the study of methods to reduce soil loss in non-point pollution management areas.

The purpose of this study is to analyze the spatial-temporal proliferation of individual factories in the Seoul Metropolitan Area and to provide policy implications. The location of the factory is divided into individual locations and planned locations. In the case of individual locations, it takes a long time to establish factories. Also, due to high cost and regulation, the establishment of individual factories is not easy. However, since the establishment process is simple and the price of land is low, the establishment of individual factories has led to an increase in the number of individual factories. The problem of the undeveloped factories is that the lack of infrastructure such as the road and environmental pollution treatment facilities around the factory deteriorates the pleasant environment and the cityscape and deteriorates the health of the residents in the surrounding area. In this study, we analyzed the location of individual factories established in the Seoul metropolitan area from 2001 to 2016 by using ArcGIS Pro. The results of the analysis are as follows. First, individual location factories are formed around existing industrial complexes and industrial sites. The reason for this is considered to be the external effect that can be obtained from the surrounding area. Secondly, since the Seoul city's individual location factories are established in many residential areas, it shows the conflicting result of the mixture of residence and factory. Third, the Gyeonggi province's individual location factories have a high proportion of non-urban areas. This is because the Gyeonggi province's management area occupies a larger proportion than other areas in Gyeonggi province. This study analyzed the spatial - temporal spreading process of individual factories and the unfolding of individual factories in the metropolitan area, and it can provide policy implications to control the over development of individual factories in the future.

The main reason for urban traffic problems is the increasing in the use of private cars. In order to solve this problem, strong traffic demand management policies such as the collection of congestion tolls and the crackdown on freight vehicles are emerging. Now, however, it is necessary to seek ways for users to make changes in traffic behavior through direct communication between public agencies and passenger car users. As a technique to make this possible, mobility management, which aims to use rational passenger cars by inducing behavior change through individual consciousness change, has recently been proved to be effective in overseas. Therefore, this study concluded that the introduction of MM, which emphasizes individual voluntary behavior change, is necessary at present. In order to investigate the ways of inducing voluntary changes in traffic behavior of passenger car users, a questionnaire survey was conducted on traffic experts and the priorities of voluntary traffic behavior change measures were calculated using AHP. As a result of the analysis, it was shown that "to actively appeal to change the traffic behavior by using the mass media" was the top priority. The next priority were in order of company education for the change of traffic behavior, education for the school, and small-scale workshops.

Pipelines are buried in urban area, and the position (depth and orientation) of buried pipeline should be clearly identified before ground excavation. Although various geophysical methods can be used to detect the buried pipeline, it is not easy to identify the exact information of pipeline due to heterogeneous ground condition. Among various non-destructive geo-exploration methods, ground penetration radar (GPR) can explore the ground subsurface rapidly with relatively low cost compared to other exploration methods. However, the exploration data obtained from GPR requires considerable experiences because interpretation is not intuitive. Recently, researches on automated detection technology for GPR data using deep learning have been conducted. However, the lack of GPR data which is essential for training makes it difficult to build up the reliable detection model. To overcome this problem, we conducted a preliminary study to improve the performance of the detection model using finite difference time domain (FDTD)-based numerical analysis. Firstly, numerical analysis was performed with homogeneous soil media having single permittivity. In case of heterogeneous ground, numerical analysis was performed considering the ground heterogeneity using fractal technique. Secondly, deep learning was carried out using convolutional neural network. Detection Model-A is trained with data set obtained from homogeneous ground. And, detection Model-B is trained with data set obtained from homogeneous ground and heterogeneous ground. As a result, it is found that the detection Model-B which is trained including heterogeneous ground shows better performance than detection Model-A. It indicates the ground heterogeneity should be considered to increase the performance of automated detection model for GPR exploration.
Walking is an eco-friendly and sustainable means of transportation that promotes health and endurance. Despite the positive health benefits of walking, pedestrian safety is a serious problem in Korea. Therefore, it is necessary to investigate with various studies to reduce pedestrian-vehicle crashes. In this study, the cognitive characteristics affecting pedestrian-vehicle crashes were considered by applying deep learning semantic segmentation. The main results are as follows. First, it was found that the risk of pedestrian-vehicle crashes increased when the ratio of buildings among cognitive factors increased and when the ratio of vegetation and the ratio of sky decreased. Second, the humps were shown to reduce the risk of pedestrian-related collisions. Third, the risk of pedestrian-vehicle crashes was found to increase in areas with many neighborhood roads with lower hierarchy. Fourth, traffic lights, crosswalks, and traffic signs do not have a practical effect on reducing pedestrian-vehicle crashes. This study considered existing physical neighborhood environmental factors as well as factors in cognitive aspects that comprise the visual elements of the streetscape. In fact, the cognitive characteristics were shown to have an effect on the occurrence of pedestrian- related collisions. Therefore, it is expected that this study will be used as fundamental research to create a pedestrian-friendly urban environment considering cognitive characteristics in the future.

Soil nailing is a reinforcement method used for stabilizing excavated walls or slopes. Due to its much advantages such as ease of construction and economical efficiency, use of soil nailing is increased. However, the soil nail has much disadvantages for use in urban area. The soil nail needs to be installed inevitably beyond private land boundary, which causes rent for use. For this reason, removable soil nailing system was developed. However, the removal rate of this system is just about 50¢¦70%. To resolve this problem, the Fiber Reinforced Plastic (FRP) soil nailing system which does not need to be removed and allows for the installation beyond private land, is developed. In this paper, through theoretical and experimental studies in laboratory and field such as prototype tests, pullout tests, we evaluate the stability and behavior characteristics of the FRP soil nailing system. And, numerical analyses using FLAC2D were performed with respect to various soil conditions, where prototype test for excavation wall and pullout tests were carried out. As a result of this study, the FRP soil nailing systems show similar behavior characteristics with those of removable soil nailing system. Finally, considering the serviceability and mechanical stability of FRP soil nailing systems, it is enough to be used as a good alternative of general soil nailing system.

As a government building transferred to the outskirts of a city, it's easy to foresee a doughnut effect from advancement process of the city. In the case of Busan city comparing different cities a doughnut effect is being advanced seriously. To the access method for a city center activation the possibility which there will be a various branch, but in this research we analyzed factors of the stagnation in the public Government building neighboring area. And then made a proposal for the city activation plan by transferring the public Government building, analyze influence to surrounding areas using factor analysis. Hence, the object of this paper is to propose a plan for the activation of existig city and evaluates it which is presented consequently. In the case of Dongrae government office, a problem of the neighboring area and condition of present were surveyed and causes of the stagnation in existing city analyzed. Consequently the important five factors were extracted as follows; 1) historical and the cultural factor, 2) factor of creating the special street, 3) urban planning factor, 4) factor of transferring government office.

In this county, the gap between the urban 'haves' and the rural 'have-nots' continues to be an increasing problem. WHO and UNICEF see primary health care(PHC) as the key to achieving an acceptable level of health throughout the world as a community development. PHC is essential health care made accessible to individuals and families in the community by means acceptable to them. It is the first level of contact of individual, the family, and community with the national health system. It includes at least education on health system. It includes at least education on health problems, promotion of food supply, MCH including family planning, immunization against infectious diseases, control of endemic diseases, treatment of common diseases and injuries, promotion of mental health, and provision of essential drugs. However, of the aboves, education concerning of mental health problems and the methods to identify, prevent, and control them is the principal step of establishment. In Korea, the category of PHC worker includes the physician as public doctor and nurse as primary health care practitioner and community health leader as village health worker. PHC workers of the aboves will thus function best if they are appropriately trained to respond to the health needs of the community. However in this country, since the national PHC service project launched in 1980, the government has not developed and performed appropriate and enough education and training activities. In light of above reasons, several categories of health education activities had been planned and performed being aimed at above specific target groups and the main focus was on the village health workers for about one year from July 1991 to July 1992 in Yeoju Kun of Kyonki Province. At the end of the period, evaluation of education input was carried out to measure the improvement of healthful life of people in terms of awareness, attitude, and practice. The totals of 80 village health workers, 13 public health practitioners and 9 public docters took in the course of health education for a few hours at every month and the evaluation works of educational effect were taken. The results the study were as follows. 1) Number of persons who realized the maxim "health care of the people is a duty of the government" increased after the education course, On the other hand, the rate of satisfaction on the effort of government for health promotion of the people decreased. 2) Public doctors and primary health care practitioners(nurses) liked and enjoyed the education schedule as a meeting of peer group. It provided chances of communication with staffs of Korea University Hospital. It was said that lectures covered great deal of knowledge and technic they urgently needed in the field. 3) After finishing the education course, more of village health workers(VHW) thought they adapted themselves to their roles and functions showing increased number of home visit and contact with primary health care practitioners by month. 4) In case of patient refer, VHW preferred primary health care practitioners to public doctors. 5) Capability of VHWs in most of their functions increased dramatically after when the education course finished except tuberculosis control.
