공공주택 사업지구의 수요평가모델 구축 연구 (Housing Need and Demand Assessment: Focused on Public Housing Development Projects)

  • 본 연구는 최근 임대 및 소규모 위주의 공공주택정책과 개발 패러다임의 변화를 반영하여 소규모 주택사업지구와 행복주택사업지구를 중심으로 하는 새로운 주택수요평가모델을 제시하였다. 공공주택 사업지구의 수요평가모델은 정량적 평가요소인 잠재소요지표, 수요압력지표와 정성적 평가요소인 지역여건지표로 구성된다. 소규모 주택사업지구의 잠재소요지표는 읍 면 동 단위의 해당 지역에서 도출된 잠재소요량에서 기 공급된 건설임대와 매입 임대 재고물량을 차감하여 산출하였다. 이렇게 산출된 실제소요물량과 신규공급계획물량을 비교하여 공급의 미달, 적정, 초과를 판단하였다. 도심 내 젊은 층을 위한 행복주택사업지구의 경우 잠재소요지표는 시 군 구 단위의 해당 지역에서 행복주택공급대상계층인 대학생, 사회초년생, 신혼부부를 대상으로 임차여부, 소득요건 등을 바탕으로 추정하였다. 중소도시 및 농어촌지역 소규모 주택사업지구의 경우 수요압력지표는 해당 지역의 청약저축가입자수, 기초생활보장수급자수, 국가보훈대상자수와 각각의 무주택가구수 대비 비중으로 산출하였다. 다만 지역여건지표와 산업단지 개발 등 향후 인구유발요인 등을 감안하여 후보지 선정여부를 종합적으로 판단하도록 하였다. 행복주택사업지구의 수요압력지표는 해당지역의 소형주택재고비율, 전세가격상승률, 전세가격수준, 월세거주가구비율로 하였고 이를 전국 및 해당 시 도 평균과 비교하여 수요압력 정도를 판단하였다. 또한 행복주택의 사업여건이나 입지경쟁력과 관련된 대중교통이용여건, 주변시설현황, 중심지와의 거리, 지역개발현황 등의 지역여건지표를 바탕으로 최종적인 평가가 이루어지도록 하였다.

  • Since the government of Korea (Ministry of Environment, MOE) introduced the policy applying 'Biotope-Area-Ratio-Indicator (BARI)' to huge residential land developments which Environmental Impact Assessment (EIA) should be performed, MOE has come to have the necessity to apply the indicator concretely at the stage of Prior Environment Review System (PERS) and EIA in various types of large scale land development projects. This study was conducted with the aim of supporting the application of BARI and related decision making in various other types of EIA projects as well as residential development projects through remodeling the system to apply the indicator of the past. Through the analysis of the problems in applying the past BARI and experimental appraisals to 11 types of EIA projects, the results and implications as follows were drawn. First, it's possible to extend the range of applications of BARI, which has been applied to only residential land development project, to all kinds of projects with area-typed land use pattern out of environmental impact assessment target projects. Second, it's also possible to set a target value into which regional characteristics and differences among locational properties are reflected. In addition, it's come to be able to differentially apply the target value of BARI according to the condition of the existing site. Third, it's improved to be able to suggest a macroscopic target value at the stage of PERS and to set detailed target values in each detailed land use at the stage of EIA. The key point underlies inducing methodology to determine target values to secure more permeable land coverage ratio for detailed land use patterns at the stage of EIA by making it possible to calculate BARI of the present land cover condition of the EIA target projects.

경상북도 귀농·귀촌정책의 문제점과 개선방안 (Problems and Improvements of Urban-to-rural Migration Policy in Gyeongbuk Province)

  • 본 연구는 경상북도의 귀농 귀촌정책의 실태와 특성 그리고 문제점을 분석하고 그 개선방안을 제시하였다. 경상북도는 전국 최초로 관련 조례를 제정하고, 중앙정부 지원 사업 외에 독자적인 사업의 영역을 확대한 결과, 지원 사업에 대한 만족도가 상대적으로 높은 지역이다. 그러나 귀농 귀촌 지원 정책의 문제점으로는 중앙정부 및 산하 기초지자체와의 역할분담과 관련 부서간의 연계성 부족, 지역특성 및 귀농 귀촌인(세대)의 속성을 제대로 반영하지 못하였고, 은퇴자 계층을 중심으로 한 귀촌인의 정책적 수요에 제대로 대처하지 못한점 등을 들 수 있다. 이에 대한 개선방안으로는 기존의 정책 주체 외에 귀농 귀촌인를 포함하는 거버넌스 체계를 구축하고, 이것이 지역에 제대로 뿌리내릴 수 있는 사업을 제도화하여야 한다. 그리고 경제적 물리적 지원중심의 접근방식에서 탈피하여, 적응주기별 차별화된 프로그램과 귀촌인을 위한 '비농업 농촌형 일자리' 및 농촌지역사회에 공헌할 수 있는 전문역량강화 지원 프로그램을 개발하여야 할 것이다.

  • The gap of the quality of life and living environment between urban and rural area have been widened since the industrialization and urbanization oriented five year economic development plans started in 1963. To mitigate the gaps, Korean government had commenced the cultural(collective) village development projects, as a pilot cases such as Gyeryong and Ucheon projects from 1991. This paper contains first the concepts of cultural village, types of village formation, types of village development, allocation problems of housing sites, procurement of project costs and other problems experienced during constuction of the projects. The main policy guidelines for the successful development of cultural villages are as follows: 1. Cultural village development should be carried out in coincide with the present status of farm household incomes. 2. The countermeasures should be consistant with the general objective of the cultural village development institutionally. 3. Propaganda of the cultural village development in rural area is prerequisite to success the projects. 4. Favourable terms and conditions of credit loans as loan amount of 30 million won with interest rate of 3% per annum and 25 years repayment period including 5 years grace period should be given by the Government. 5. Special benefits in the tax system should be given to rural peoples in the cultural villages. 6. The cultural village development should be classified into two groups as the cultural village development in rurban area and the cultural village development in rural area.

미국 도시재생사업과 사유재산권 보호의 차별 - 법제지리학의 관점 - (Discrimination of Private Property Right Protection in the U.S. Urban Regeneration Projects: A Perspective of Legal Geography)

  • 이 논문은 공익명분에 입각한 공용수용 방식을 통해서 시행하는 미국 도시재생사업에서 사유재산권의 차별화를 분석한다. 도시재생사업이 강력한 수용방식을 활용하는 사업임에도 불구하고 실제로는 사회적 약자로부터 대자본 또는 민간개발업자에게 재산권을 이전시키는 재산권 차별화와 희생과정임을 밝힌다. 먼저 도시재생에 대해 다양한 학문적 관점에서 연구동향을 검토하고, 새로운 연구방향으로서 법제지리학적 관점을 제시한다. 다음으로 환경보호청과 회계검사원 자료를 통해 미국에서 이들 사업대상 지구의 규모를 추정하며, 이들을 탈공업화와 교외화의 유산으로 파악한다. 다음으로 사유재산권의 차별화 과정은 미국 연방대법원의 공적소유개념에서 경제적 공익개념으로의 공익개념 확장 과정, 공용수용의 민영화 과정, 개발주의 성장연합체제와 대자본 편향 및 인종 계층적 편견, 신자유주의적 재산권운동 등이 복합적으로 작용하여 발생하는 결과라는 것을 밝힌다.

Refashioning Cities in the Middle East: The Case of Dubai

  • In recent years, urban landscapes across the globe have undergone a remarkable transformation marked by a substantial surge in skyscraper development. This paper offers a comprehensive overview of the contemporary evolution of tall buildings, with a particular emphasis on the Middle East. It surveys tall building development in the ten "tallest cities" across the Middle East, including Dubai, Doha, Abu Dhabi, Sharjah, Riyadh, Manama, Tel Aviv, Kuwait, Mecca, and Jeddah, while listing the tallest ten buildings in each city. The focus sharpens on Dubai, UAE, serving as a compelling case study that vividly illustrates the city's swift metamorphosis from a low-rise to a high-rise urban center. Through meticulous examination, the study aims to unveil the key drivers propelling the construction of the world's tallest buildings, asserting that globalization factors play a pivotal role in fostering this transformative shift. 도시지하공간 개발기술에 대한 특허동향 분석 (An Analytical Study on the Patents Substance of Urban Underground Space Development Technology)

  • The purpose of this study is to present systematic information and direction to urban underground space development industry, civil engineering and R&D. Regarding the development of urban underground space, the situation in Korea, especially now in Seoul, can be called an underground Renaissance. The Superground project, which has been going on for several years through international competition, is now completed and is about to open the Seoul Architecture Museum. Leading underground space complex development project of Yeongdongdaero, which is the largest living underground space in human history, spectral projects such as the Seoul section of the GTX routes, making underground roads of the Dongbu Expressway and the Seobu Expressway are now speeding up progress. Recently, plans have been made to use the underground more actively through the restructuring project of Gwanghwamun Square, the face of Seoul. And then, patents are indispensable resources for establishing a strategy for R&D as one of the indices showing what technologies have been developed and what technology development will be done in the future. Based on this background, this study attempts to classify and define the technical elements of urban underground space development through the analysis of patents of major countries in the world, and analyze and present state of technology level and situation accordingly.

지반굴착공사로 인한 사고사례 분석 (Analysis of accidents due to Urban Ground Excavation)

  • With recent growth of population and industry, urban development grows into grand scheme of excavation and construction in urban area. As the development progress advanced, the developments get large and deepen. With a progress of technology development in geotechnical engineering in Korea, most our grand scheme of projects follows great progress. On the other hand, some excavation in construction site caused direct or indirect event that affects the adjacent or surrounding structures by excavation from time to time. This event usually happens around residential and commercial area where underground tunnel, subway station, commercial building, and high-rises excavation site is, could lead great damage on economy as well as personal injury or human casualties. In order to prevent this event, the study has to be done with analysis on various events of excavation and its cause. In this paper, the research has collected the various excavation events and their causes to analyze on each site and event to define emphasis on surrounding environment.

도시개발에 있어서 중앙과 지방정부의 역할분담

  • With the advent of local autonomy in the 1990s, the polemic issue of decentralizing the central government power will undoubtedly come to the fore. The purpose of this study is to reconsider the government functions both at the central and local levels, paritcularly in the fields of urban planning administration. Those policy guidelines administration. Those policy guidelines employed such delegations include : 1) leaving detailed land use regulations to the discretion of local governments; 2) increasing role of local administrations and people regarding development projects; 3) promotion of urban developers as well as public and private partnership; 4) simplifying the procedure related to development applications. In this context, the role of the central government should be redefined; macro-scale policymaking to cope with on-going globalization trends; area-wide coordination among various local bodies ; providing planning standards and information; straining manpower and operation of urban development funds and subsidies.

  • The rebuilt and redevelopment projects conducted these days surely have invited overpopulation. Its one of the culprits is the municipal ordinances which allow the floor to site area ratio to increase from 200% to 400% in a decade and the adjacent distance ratio from 1.25 to 0.8 times of height of building. Possible solutions for the overpopulation problem are as below. - The floor to site area ratio should be regulated adaptively according to various regional localities. - Draw back the capital gains coming from a rebuilding project For evaluation process; - Select a suitable plan from plurality of proposals - Gradually encourage projects towards remodeling system in the near future
