While various fiscal measures have been used to influence regional capital inflow or industrial location, the effect of fiscal variables on labor mobility has been little understood. Understanding the relationship between the composition of local public and urban migration would enhance the city govenment's ability to pursue an appropriate population policy. In order to examine the potential for local public finance to be utilized as a policy tool in directing urban population growth, this paper analyzes the impact of local government financial structure on urban migration. In examining the data on local government finance and the changes in population of Korean cities during the last ten years, it was found that cities with high per capita expenditure in regional development have experienced high population growth rates. In this study migration equations were constructed using various fiscal variables such as the proportion of special account expenditures which are mostly spent for local development purposes, per capita regional development expenditure, degree of local financial independence and per capita net fiscal benefit, along with other explanatory variables. The results of regression analysis showed that city government's regional development expenditure variables have a positive effect on urban net migration and a negative effect on outmigration. Fiscal independence and per capita net fiscal benefit had mixed effects on in and out migration variables, implying that local tax burden does not consistently deter inmigration or induce outmigration. Based on the results of this study some important policy implications can be found regarding local government's fiscal policies. Those cities seeking to attract higher population inflow should make a greater effort in appropriating local expenditures for regional development purposes such as infrastructure, housing, and transportation. city governments should not be too concerned about high local tax burden or necessarily seek to enhance financial independence for these factors do not exert a clear influence on urban population growth or labor supply.

With the launch of a new millenium of the 21st century ahead, one of tasks that need to be considered in urban ecological aspect is the understanding of impact of continuing urbanization on urban ecosystem, habitats, and various species of animals and plants. In addition, alternatives and measures to mitigate these impacts including environment restoration should be pursued. In this article, the following points will be reviewed; 1) the definition and significance of an eco-city and "ecological network", 2) the necessity of an eco-network as one of factors composing an eco-city, in the aspects of urban planning and urban ecology, 3) ways to build an urban ecological network and example of foreign countries, 4) as an example of a city in Korea, the present state and impending tasks of the ecological network of Seoul city, and 5) a brief conclusion and suggestion. By providing a basic tool called "an ecological network" for urban space planning, it attempts to contribute in promoting networking of cities (netropolis) and urban biodiversity. It is believed that how to create an ecological network in an artificially developed urban area is a pending issue we are faced with. Herein lies the necessity of natural environment restoration and creation based on the so-called the Third Ecology. Regarding the efforts to return the Nature to urban citizens, there is a need to view the development of a desirable urban ecological network as the starting point and finishing point of the effort. In this way, it is believed that the objectives of urban sustainability through netropolis development would also be achieved.
Urbanization can be significantly affected the hydrologic cycle by increasing flood discharge and heat flux. In order to mitigate these modifications in urban areas, Low Impact Development (LID) technique has been designed and applied in Korea. In order to estimate runoff reduction rate using SWMM LID model, the characteristics of five LID techniques was firstly analyzed for water balance. Vegetated swale and green roof were not reduce flood discharge nor infiltration amount. On the other hand, porous pavement and infiltration trench were captured by infiltration function. The flood reduction rate with LID is substantially affected by their structures and properties, e.g., the percentage of the area installed with LID components and the percentage of the drainage area of the LID components.
This study analyzes the determinants and patterns of regional migration in Myanmar. Population migration is affected by various factors such as economic and social factors as well as regional characteristics. It is affected by factors such as income, employment and social overhead capital. Therefore, this study attempts to analyze the following two research problems. First, I would like to analyze whether the reform and opening of Myanmar is causing the migration of rural to urban population. Myanmar is also trying to verify the pattern of population migration experienced by other developing countries. Second, we analyze the impact of social overhead capital on population migration in Myanmar. We analyze the impact of basic infrastructure such as roads, electricity and water on population movements. This will give implications for investment policy decision of social overhead capital for balanced regional development. First, the pattern of population migration in Myanmar is shifting from rural to urban areas, as other developing countries have experienced. Myanmar's urban areas of Yangon and Mandalay have been analyzed as having migration. Second, the expansion of social overhead capital was found to have an impact. Social overhead capital such as roads and educational environments were analyzed to have the capacity to inhale the population. Especially, the educational environment of the region has a great effect on population migration. It is analyzed that education reform is an important policy issue for the balanced regional development of Myanmar. Fourth, employment opportunities were analyzed to have the greatest impact on Myanmar population movements. In the early stage of economic development, it is analyzed that the population moves to a region where employment opportunity is high in the situation where foreign capital is coming in. It is analyzed that the direction of inflow of foreign capital and the imbalance of development in the region will be determined in the situation where the economic development is carried out through foreign capital.
In the standard specifications for the urban EMU(Electric Multiple Unit) train, there are several items to ensure safety against accidents. The 21th -23th items have much relation with the crashworthiness of the urban EMU train. In this study, the rubber- tired AGT(Automated Guide-way Transit System) under development by KRRI is numerically evaluated in a crashworthy point of view by applying the above crashworthiness items. The numerical results show the detail design of the AGT satisfies the 22th and 23th items. But the design is recommended to adopt mechanical fuses to reduce the impact accelerations with respect to the 21th item.
Conventional construction technologies have been continually applied without consideration of its impact to the environment. This resulted to various problems including the negative responses of local citizens that regarded some constructed facilities as aversive facilities causing environmental and hydraulic problems in the urban area, etc. To prevent these problems, therefore, alternative methods should be undertaken. A new approach termed "Low Impact Development (LID)" technology is currently adapted in developed countries around the world. This study aims to investigate the efficiency of the developed small constructed wetland (SCW) with horizontal subsurface flow as a LID technique applicable in urban areas. Two test-bed facilities were constructed and monitoring had been conducted between July 2010 and June 2011. Based on the findings, the removal efficiencies achieved for TSS, $COD_{Cr}$, TN, TP, Total Fe, Total Pb for the SCW-1 were 66, 53, 46, 55, 67 and 50%, respectively. On the other hand, the SCW-2 attained 82, 62, 51, 48, 74 and 42% efficiency for TSS, $COD_{Cr}$, TN, TP, Total Fe, Total Pb, respectively. The results indicated that the removal of particulate matter and heavy metals which are considered as main pollutants from stormwater runoff in urban areas was satisfactory in the system. Therefore, the test-beds proved to be appropriate for the treatment of pollutants in urban landuses such as road, parking lot, etc. The results of this study can contribute to the conservation of aquatic ecosystems and restoration of natural water cycle in the urban areas.
Even though the center of Cheongju city needs redevelopment because of a doughnut phenomenon, it has to be permitted within the environmental carrying capacity like a target water quality proposed on the Total maximum daily loads(TMDL) of Musim and Miho river watersheds. The aim of in this study is to identify the limit of redeveloping Cheongju downtown after analyzing its environmental carrying capacity using QUAL2E model. As a result of modeling various scenarios, the water quality of Musin river was shown that $BOD_5$ is 2.3mg/L which is the target water quality in the double of existing development plan of the Cheongju downtown. The water quality of Miho river was $BOD_5$ 3.97mg/L which is less than the target water quality of Miho B watershed in the same condition. Therefore, this means that the limit of redevelopment within the environmental carrying capacity of cheongju downtown was estimated to be the double of existing development plan.

Since the implementation of the sunset law in 2020, concerns have been raised over the reckless development of long-term non-executed urban parks. In this study, the FSDAF method and CASA-NPP model were used to evaluate the annual average NPP of long-term non-executed urban parks in Seoul. Based on this, the carbon loss and economic value were assessed under five development scenarios. The total NPP value of long-term non-executed urban parks, except for the greenbelt area in Seoul, was 4,892.18 t C. In the first scenario, the NPP and cost were 4,892.18 t C of vegetation carbon and 1.18 billion won, 2,548.55 t C of vegetation carbon and 615 million won in the second scenario, 238.94 t C of vegetation carbon and 58 million won in the third scenario, 848.38 t C of vegetation carbon and 205 million won in the fourth scenario, and 1,596.00 t C of vegetation carbon and 385 million won in the fifth scenario. These results are meaningful for evaluating vegetation carbon and economic value loss according to five different development scenarios. The results of this study are expected to be useful for the preparation of measures to minimize the impact of the development of long-term non-executed urban parks.
This study proposed a prediction equation for the estimation of blasting vibaration and blasting noise, utilizing 320 datasets for the blasting vibration and blasting noise acquired during urban blasting works in the Incheon, Suwon, Wonju, and Yangsan regions. The proposed blasting vibration prediction equation, derived from regression analysis, indicated correlation coefficients of 0.879 and 0.890 for SRSD and CRSD, respectively, with an R2 value exceeding 0.7. In the case of the blasting noise prediction equation, stepwise regression analysis yielded a correlation coefficient of 0.911 between the prediction values and real measurements for the blasting nosie, and further analysis to determine the constant value revealed a correlation coefficient of 0.881, with an R2 value also exceeding 0.7. These results suggest the feasibility of applying the proposed prediction equations when environmental impact assessments or education environment evaluation according to urban development or apartment construction projects is performed.
Around the world, a lot of people are migrating to the urban areas, and new cities are continuously being constructed. Currently about 54 percent of the world's population live in the urban areas, and by 2050, it is expected to increase to 66 percent; thus, managing the urban areas is one of the most important challenges of sustainable development in the 21st century. The key to successful urban management is to preserve the urban green spaces, which provide aesthetic, psychological and health benefits to the urban citizens. However, the benefits of the urban green spaces are not fully appreciated within the societies due to the difficulty of economic valuation of the urban green spaces. This study examined whether the view of the Songdo Central Park has a positive influence on the prices of the surrounding apartments, using the hedonic pricing method. The results showed that a positive relation exists between the view of the Songdo Central Park and the price of apartment. The price of an apartment with the view of the Songdo Central Park was 5 percent higher than that of an apartment without the view. In addition, it was estimated that the proximity to the Songdo Central Park has an influence on the housing price as well.
