Performance and Problem Analysis of Comprehensive Rural Village Development Project - Case Study of the Income Project in Gurye Banggwang Villages (농촌마을종합개발사업의 성과 및 문제점 분석 - 구례 방광권역 주민소득사업을 중심으로 -)

  • The purpose of this thesis is to analyze and evaluate issues and performance of development projects of Gurye Banggwang villages' key projects, especially directly or indirectly related to resident income augmentation. The agricultural products processing factory, the valley resting, the urban and rural exchange center, and the village festival have been closely selected as directly or indirectly related to the resident income. Analysis of survey of resident and two agriculture unions' members led the performance and problem of Banggwang villages' development projects. The income project has the difficulties of recruiting members, lack of professionalism of people in production and marketing of processed products, and conflict between members etc. For this reason, income projects being adopted as the comprehensive rural village development project is often negative. Compare to the other cases, Banggwang village has more reflection of the income project, and has lot of interest by policy makers whether it be pursued successfully. It is too early to evaluate a performance properly because it is the beginning of income projects and the experience are not yet being sufficient. However, the performance is appearing gradually from various sides. For example, dividend of business profits, employment opportunities and sales of agricultural products are developing increasingly. Income projects have strengthens the residents' participation and interest in comprehensive rural village development project and with securing stable funding it will help to maintain the facilities.

A Study on the Direction of Forest Resort Development -Focusing on the Characteristics of Japan Shinrin Toshi and the Causes for its failure- (산림리조트 개발방향에 대한 고찰 -일본 산림도시의 특성과 그의 좌절요인을 중심으로-)

  • The management aggravation of forests and the increase in the demand on resorts promote the urban use of forests, and the development of forests-using resorts is becoming an important political issue. Based on this understanding, this paper purports to examine the causes for the failure of the Shinrin Toshi policy (development of living space and resorts) which Japan promoted, and also examined the future direction of the development of forest resorts in Korea. As a result of the study, it was found that the Shinrin Toshi policy of Japan was promoted through the new changes of bubble economy and forest culture theory, and various strategies for the co-existence of human beings and nature were worked out. However, the policy took precedence without concrete plan production, which was found as the direct cause for the failure. The reasons for not having concrete plan production were: the target and the resort lifestyle (who will use it and what life will be developed) were not clear; the subject of the policy was restricted to state forests; and the dependence on civil capital in the promotion of the policy was too big. Therefore, in order to make the Shinrin Toshi policy successful, concrete lifestyle how the forest resort will be used and operated - needs to be set up and resources should be concretized. For this, the concrete demand on the forest resort life and the traditional community property of forest areas will have to be examined.

The Effect of Service Quality of Rural Stay on Customer Satisfaction and Recommendation Intention (농촌민박 서비스품질이 고객만족과 추천의도에 미치는 영향)

  • Recently, interest in rural tourism for urban dwellers has increased, and rural communities are chosen as tourist destinations. Under these circumstances, the study was designed to analyze the effects of the quality of service at rural stay sites on customer satisfaction and recommendation intention. The analysis method analyzes the demographic characteristics of the survey participants and characteristics of participation in rural stay. And the quality of service for the experience of rural stay was analyzed with SERVQUAL'S five-dimensional type, reliability, assurance, responsiveness, empathy, tangible and customer satisfaction, intent of recommendation and regression. Major analysis shows that the survey subjects were found to have an average age of 41.8 years, 49 to 59 years old, and a high degree of university graduation. And as characteristic of participation, the form of company was family and relatives, the form of family meeting was many summer, the reservation was Internet, and payment by cash and card were many. As a result of the hypothesis testing, reliability, assurance, responsiveness, and empathy among the quality of service of rural stay were affected in customer satisfaction. In addition, the quality of service and the intent to recommend it were statistically significant, reliability, assurance and empathy. Therefore, it is deemed necessary to make efforts to improve service quality as the quality of service at rural stay places has relevance to customer satisfaction and recommendation intention.

Visual Landscape Plan for Shinan Province with Ecological Landscape Resources (생태경관자원 활용을 고려한 신안군 경관기본계획)

  • The purpose of this study is to suggest the visual landscape plan for Shinan province with ecological landscape resources, which is comprised of more than 1,000 islands. The plan was done by the order of image plan, landscape structure plan and detained landscape plan. The image of Shinan province was elicited as 'nature', 'complexity' and 'connectivity', by the aspects of planning, cognitive and strategic sides. The landscape zones are planned, such as leisure zone, rural & marine ecological zone and marine tourism zone, and the landscape axes are also set, such as marine axis, ecological axis and circular axis. Especially to conserve the ecological resources, some conservation zones are proposed and design guidelines for each landscape type are also provided, which are not commonly included in the urban landscape plan. Consequently, the landscape plan and ecological environmental plan were complementary to each other. In the detailed landscape plan, more specific plans and design guidelines are suggested for coastal scenery, village and forest scenery, historical and cultural landscape management and promotion. To improve the visual landscape in terms of planning and administrative aspects, the visual landscape plan has become increasingly important for the local governments. The establishment of visual landscape plan may hopefully help to make Shinan province more beautiful and attractive. The landscape plan and ecological environment plan should be integrated, and the further discussion and research are necessary.

Evaluation for Sustainability of Land Use in Jeju Island using Ecological Footprint (EF) (생태발자국 지수를 통한 제주도 토지자원 활용의 지속가능성 평가)

  • The residential population of Jeju Island has increased more than 10% for last 10 years. Especially, the tourist population is more than twice comparing to 2005. The population growth of Jeju has brought about large-scale urban development and increased land demands for tourism services. The goal of this study is to analyze the human, social, and environmental status of Jeju Island and to evaluate the environmental capacity of land use using ecological footprint (EF) model. This study shows the changes in ecological deficits of Jeju Island through estimating ecological productive land (EPL) considering EF from 2005 to 2015. The categories of total EF consists of food land, built-up land, forestry, and energy consumption. In order to reflect the characteristics of resort island, we consider not only residential population but also tourist population who can increase land demands. The outputs of this study also provide the potential excess demands of EPL and suggest needs of sustainable management plans for the limited land of Jeju Island.

A Case Study on the Regional Activation Review on the Road Station in Japan (일본 미찌노에끼의 농촌지역 활성화 사례)

  • Since 2000, family tour has increased a lot by effect of five-day workweek in South Korea. So, it became much needed road station. however road station's facilities are lacking. Recently, there is a growing emphasis on rural regional activation. So the government is concentrating in rural policy. In Japan case study, Road Station(RS, Michinoeki) make regional activation by Road station service. Rs is rest area for motor driver in rural area. In general, it is construct at rural roads, not a highway. In this paper, we hope to take a lesson from the RS case study. 2015, 2016, in japan, we visited to 7 case study and interviewed to a staff. As a result, In Japan's Rs was offering convenient services to motor driver and raising farmers's profits by selling local produce. The aim of that this paper is to suggest to Korean Type's Rs. There are five results from this paper as follows : First, Japan Rs, it works well to improve in regional activation in rural area. Two, Also Rs has to community facilities attached to the culture, welfare, library etc. Three, 5 Korean Type Rs can sort out. There are Community type, Joint tourism type, 6th industrialization type, Urban-Rural Interchange type, Shopping center type. This RS is introduced to Korea hopes to contribute to the regional activation in rural area.

The Development of Evaluation Index of Retiree Rural Village Development Project (전원마을 조성사업 평가항목 개발 연구)

  • New rural village development programs have been implemented, and rural village land use is expanded to encompass green-tourism, citizen and silver domicile space because of the internal and the external changes in the agricultural environment. This study was conducted to propose the evaluation index for retiree rural village development project issued by Ministry for Food, Agriculture, Forestry and Fisheries. The evaluation index was consisted of four categories (population, economic, environment, and living), which were consisted of 35 variables. The relative weight for 35 variables was calculated based on the questionnaire survey from the experts and AHP (Analytical Hierarchy Process). Growth rate of population in population criteria, job creation by exterior inflow in economics criteria, improvement of exchange between urban and rural in life criteria, and the flood outbreak in environment criteria were the most important contents of 35 variables. These results are consistent with the objectives of retiree rural village development project, and indicate the need of prevention the negative sides by implementation of the project.

International Flower Exhibition in Anmyon Island and Its Impacts on Regional Development (안면도 국제 꽃박람회가 지역개발에 미치는 파급효과)

  • Taean county region has been economically lagged behind compared with other areas in Chungnam Province mainly due to disadvantages of the location such as traffic accessibility, social infrastructure and industrial complex. However, recently Taean region has been emerged as newly prospective area because west coastal highway will be constructed to connect Seoul urban area to famous beach sites, recreational facilities along the seaside of Taean county, where International Flower Exhibition will also be held in Anmyon Island for the year of 2002. This Paper aims to explore how International Flower Exhibition is contributing to the development of local economy of Taean County area and to suggest the strategies for the development of this area through promoting spread effects of these international events. It is estimated that although there will be loss of 32,987 thousands won during the period of international flower festival based on the cash flow analysis, long run profits would be 108 trillion won, when calculating indirect benefits derived from the sight seeing, flower sales and other incomes from various activities. In order to maximize post benefits of international flower event, it is suggested that Taean county should pursue the strategies for specializing in cultural events such as family recreational events, beach festival and traditional cultural events, improving the social infrastructure and promoting the local industry such as flower, tourism and advanced technological enterprises.

An Analysis of the Heterogeneity in Tourists' Route via the Space Syntax (공간구문론을 활용한 관광객 동선의 이질성 분석)

  • Gamcheon village was a poor village in the past, but it recently has boomed as a representative tourists' attraction in the region. Its unique topography and history have played a significant role in the town's growth as a famous tourists' attraction. The factors contributed decisively to the formation of a special spatial structure there. In the process of the town's rapid development as a tourists' destination, however, the tourism overflowed. As such, the interests of the residents and the tourists conflicted, and the segregation between the two has augmented. These gaps seem to have enormously distorted the perception of the spaces as much as they have seriously distracted the existing traffic circulations in the village. The purpose of this study is to identify the differences in spatial perception of both residents and tourists in the Gamcheon village. For the purpose, it assumes the residents' natural movements and the tourists' purposeful movements, and they are analyzed by the space syntax. The major findings are that the circulations of the residents and the tourists in the village are clearly separated and that the two groups perceive the same space completely differently. This confirms the fact that even the same space could be recognized and used in a totally different way depending on the users' purposes.

  • The government has made a great effort for the development of rural area. The aim of this study is to analyze the change process and characteristics of the government's rural area development policies implemented so far and present an aid as adequate material to the direction of development policy for rural areas. The rural area development policy had been focused on maintenance of physical infrastructure facilities in the rural areas, pursuing urban convenience led by the government from the 1950s to 1990s. The policy has changed to local residents-led rural area development from the late 1990s to present time. The basic direction of the policy turned into making much of environment-friendliness and promotion of regional activation. The policy was transformed to recognize our rural area and also perceive it pastoral and resting space. In addition, green tourism has emerged as an important theme since 2000. In the rural area development policy, it is the most important to connect it with various development projects, select target areas from the long-term perspective and pursue efficiency through intensified investment of financial resources.
