As the elderly population increases, concerns for the elderly's welfare become greater both quantitatively and qualitatively. In order to give a chance for the elderly to live in familiar dwelling and regional context to which they are accustomed, and to participate in their society actively, it is of great importance that suitable living spaces must be provided for the elderly. The practical ways of providing people with good living environment and its easy maintenance for healthy and valuable lives were discussed in this paper. This research is designed to propose pertinent policies related to social issues concerning the elderly. 137 seniors over 60 living in Gwanaju city were sampled and surveyed. The scope of planning for the elderly's lifestyle and welfare is divided into two parts, one is planning of space for the realization of stable and spacious dwellings and another is urban environment planning capable of supporting healthy and affluent lifestyles. Also, the realization of stable housing, the construction of urban structure for a healthy life, and the provision of barrier-free living conditions are investigated. For increasing the degree of stabilization and improvement for the elderly's life, self-governing bodies should grasp the demands of living condition and spatial requirements by taking the lifestyles of the elderly into account in urban or regional levels. Then, a master plan including development, improvement, execution, and maintenance of proper housing facilities and urban environments should be made for the best results.
As the cities developed and grew into larger metropolises, land value grew and land invariably became an asset. One of very critical causalities of such widespread need for development was the urban residence that got converted into cesspools of urban slum, major crime area and rapidly degraded. Incessant population growth of these cities called for more land to build residences especially the economically affordable and safe housings were needed for the citizens of none or low-income community. However, not enough attentions have yet been given to the essential basics of human habitation that exist within metropolitan limits by social, economical and political aspects. The following paper studies and elaborates the development motivation adopted by the government to develop public housing in the United States under the technical guidance of supporters and developers from national and international communities. The paper discusses current situation of public housing in the United States with a focus on understanding the present status of public housing and physical condition of their surroundings, strategies for fund mobilization, types of local involvement and community participation, ways of continuous monitoring and maintenance, etc. thereby creating a self-sustaining and integrated management plan for public housings in the future.

As the rural economy is worsening day by day due to rapidly declined population and increase of aging generation, the emptiness in the rural areas are becoming increasingly intensifying. In particular, urban runoff of young adults and middle-aged people and the decrease in birth rate have shrunk the rural population reaching to raise concerns on the stage of emptiness. On the other hand, people in the urban areas with rapid industrialization and overcrowding call for the variety of housing needs moving away from monolithic housing types. In order to solve problems of rural communities such as emptied out rural society as well as the problems of urban communities in overcrowdings, environment, and housing, it is required to develop an urban-countryside village complex pursuing advantages of the rural environment and convenience of urban living. Of this time, there needs a change in rural development policies which can make the urban residents migrate and settle in the rural areas as they are naturally embracing the rural life according to the social background and demand.
The purpose of this study was to provide basic information about the study of model development of sustainable housing area. The major findings are summarized as follows: First, the attempt of environmental sustainability was restrictive such as minimal environment pollution and waste, water resource protection and conservation of nature ecosystem. Second, in social-culture sustainability, the effort of right to housing, solution of urban squatter and housing welfare eliminated. The purpose of this study was to identify the opinions on 'Dagagu' Housing Purchase and Public Rental Program by public officials and professionals in the area of social or housing welfare to suggest ideas for improvement of this program. Data were collected from 146 public officials and 108 professionals in the area of social or housing welfare. Respondents showed that the perception on this program was not high, especially respondents working in Seoul showed lower perception than respondents in other localities in spite of experience of pilot program executed in Seoul. Respondents also thought that this program will take an realistic role to improve housing welfare for urban poor. Other opinions to practice this program were also suggested.
Most research on high-rise housing has focused on low-income residences, and usually the psychological and social well-being of women and children. The validity of such findings are questionable for other populations since high-rise living has served other groups and their various needs in particular settings. Lack of knowledge and understanding about high-rises has represented an obstacle to the accurate representation of American urban reality in residential environments. The review of literature and factor analysis identified Important environmental factors. The survey was conducted in the selected downtown high-rise communities of major U.S. cities. Analyses revealed that there were unique characteristics of residents who prefer to live in this type of housing. It was also found that living in middle-income urban high-rise condominiums does not contribute significantly to the problems associated with high-rise living itself. Even though there were some deficiencies of social interaction and activities among residents, the middle-income condominiums were serving particular residents as maintenance-free and safe place imprinted by a positive image of sweet memories or sometimes by a window view presiding over downtown skyline.
This study aims to establish an approach to assess urban flood vulnerability by identifying social characteristics such as the road transportation and the vulnerable groups. Assessment procedures comprise three steps as: (1) composing the assessment criteria to reflect the urban characteristics; (2) calculating the weight; and (3) evaluating the vulnerability. The criteria were adopted by Delphi survey technique. Four criteria as land cover, residents, vulnerable areas, and disaster response were adopted in the current study. To determine the weight set of criteria, subjective and objective methods were combined. The weight set was determined using the combined method which reflects the Delphi method and Entropy analysis. In the process of data-based construction, GIS tools wwere used to extract administrative unit materials such as land cover, road status, and slope. Data on population and other social criteria were collected through the National Statistical Office and the Seoul Metropolitan statistical data. TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) technique, which uses materials from cell units in order to rank the closest distance to the best case and the farthest distance from the worst case by calculating the distances to the area of assessment, was applied to assess. The study area was the Dorimcheon basin, a flood special treatment area of Seoul city. The results from the current study indicates that the established urban flood vulnerability assessment approach is able to predict the inherent vulnerable factors in urban regions and to propose the area of priority control.
The grands ensembles, or large-scale high-rise housing projects, are widely regarded as notorious products of postwar French government policy in the area of housing and urban planning. There was a general consensus that the grands ensembles had been a 'failure'. They were perceived as the source of all the ills of the contemporary city, as responsible for a social breakdown stemming from lack of infrastructure, geographical isolation, and monotonous environments. French government embarked on a broad renovation effort in light of the deteriorated condition of grands ensembles in the 1980s, which has been approved as generally 'successful'. This study focusing on French cases allowed me to demonstrate that following qualifications are critically important for successful housing projects: urban contextual continuity, socially mixed community, authentic planning for achieving sense of place, relationship between collective and individual expression, et cetera.
This paper has attempted to analyze the site planning theories of Raymond Unwin (1863-1940), who is called the father of British town planning. A prominent contribution of his was to establish both the site planning of garden suburb and urban housing style in British type. Here it attempts to analyze how he greatly and firmly established the concept of Housing Group, and how he got this the concept from the life and spatial composition of villages. It could be pointed out that the main factors of the Unwin theory are social mixture, creation of community consciousness and informal landscape design, and that the small enclosed space with plenty of amenity is his main theme. It is pointed out that the Unwin theory is composed of recognizing urban life as totality, and group planning theory, and that he definitely originated a new technique: Housing Group. It is analyzed that the syntactic relations between the group planning theory and housing designs in the English garden suburbs are epitomized in Hampstead Garden Suburb, Middlesex.
