도시재생사업은 도시쇠퇴가 나타난 지역의 환경적, 사회적, 경제적 측면을 종합적으로 고려하여 도시기능을 재활성화 시키는 것을 목적으로 한다. 그러나 지금까지 우리나라의 도시재생사업은 도시재생에 관한 명확한 이념정립 및 목적의식의 부재로 말미암아 물리적 환경 측면에 국한되어 진행되어 왔을 뿐 사회적, 경제적 측면까지를 종합적으로 고려하지 못한 채 추진되어왔다. 또한 체계적인 도시재생사업의 추진을 위한 사업운영원리 및 지원체제가 구축되지 않아 부처별 산발적인 사업으로 시행되는 등 비효율적인 사업추진 행태가 지속되었다. 이러한 도시재생의 전반적인 문제점을 해결하고 도시재생제도에 명확한 방향을 제시하여 종합적이고 창의적인 도시재생 실현하고자 도시재생에 관한 기본법 마련이 필요하다는 주장이 제기되고 있다. 본 연구의 목적은 먼저 도시재생기본법의 적절한 법적 성격과 효력을 설정하고, 이에 적합한 도시재생기본법의 기본구조를 마련한 후, 도시재생 운영원리에 관한 중점 내용을 앞에서 도출한 기본구조에 담아 도시재생에 대한 체계적인 방향을 제시하는 도시재생기본법(안)을 도출하는 것이다. 이를 위해 국내 전체 54개 기본법을 성격 및 효력에 따라 유형별로 분류하고 도시재생기본법에 적합하다고 판단되는 선언적 성격의 19개 기본법의 구조분석을 통해 총칙, 내용, 발전의 3단계, 총 19개 조항으로 구성된 도시재생기본법(안)을 도출하였다. 도출된 기본법(안)은 타법과의 관계에서 일반적(현재), 우선적(미래)법적 지위를 가지고 있다. 또한 도시재생기본방침을 제시하여 도시재생사업에 대한 가이드라인을 제시하되 지역별 여건 역시 적절히 반영하여 지역 실정에 맞는 도시재생사업을 추진할 수 있도록 하였다. 마지막으로 도시재생사업간 연계, 공공역할의 강화, 도시재생전략 다각화 등 도시재생의 운영원리 측면에서 강조되어야 할 내용을 규정하였다. 이 연구는 우리나라의 도시재생정책이 종합성, 일관성, 계속성을 가지고 추진될 수 있도록 법제도적 장치를 마련하는 방안을 제시하였다는 점에서 그 의의가 있다.

The way to check whether the urban regeneration project is going in the right direction is fundamental for understanding the satisfaction of local residents relevant to the project. This study aims to analyze the satisfaction of residents by selecting factors that affect the satisfaction of Namhae-gun residents with urban regeneration projects. Through this, after examining whether the project is being implemented well in accordance with the purpose of the urban regeneration new deal project, this study presents the direction of the Namhae-gun urban regeneration new deal project. In result, in the case of the resident group, satisfaction with security and landscape influenced satisfaction with the entire project. In addition, publicity for urban regeneration projects had the greatest impact on satisfaction, and other neighborhood reliability, urban regeneration-related education, and meetings had the greatest impact on satisfaction with the project. In the case of the merchant group, it was found that the satisfaction with the entire project increased when the satisfaction with the public relations. However, it was found that physical factors, that is, factors for improving the living environment, did not affect satisfaction with urban regeneration projects. The findings of this study, as local parts of Namhae-gun urban regeneration project progresses, can be further expanded to the holistic county level.

도시 재생 사업은 낙후된 상업지역이나 주거지역을 대상으로 경제를 활성화하고 주거 지역의 생활의 개선을 통해서 도시의 공동체를 유지하는 활동이다. 본 연구를 통해서 다양한 국내 및 해외의 도시재생의 성공 사례 및 부산영도 봉산마을 내 도시 재생 관련 설문 내용을 수집하고 분석하였다. 분석에 따른 각 사례별 주요 키워드를 도출하여 이를 그룹화하고 상위 키워드를 작성하였다. 13개의 상위 키워드를 리커트의 5점 척도를 활용하여 평가하였으며, 최종 선정된 10개의 키워드를 대상으로 AHP를 진행하였다. AHP 분석 결과 "공간 및 물리적 속성"에 대한 선호도는 "공공성", "지속 가능성", "정체성" 순으로, "컨텐츠 및 시스템 속성"의 선호도는 "주민 참여", "편의성", "지역성", "지자체 참여" 순으로 도출되었다. 본 연구를 통해서 도출된 도시재생 키워드의 선호도 분석을 통해 향후 보다 더 활성화되는 다양한 도시재생 사업과 관련하여 도시재생 디자인을 수립하기 위한 디자인 가이드라인으로의 역할의 제시가 필요하다.

Urban parks are progressing but are in chaos in the twenty-first century. Therefore the purposes of this study are to consider critically and classify the new paradigm of urban parks. Urban parks are one of the space products, and progressing aspects can be divided into three parts; supply, demand and market aspects. In the abstract, urban parks' progress represents process, openness or voidness, general and cultural ecology, productivity, experience program, identity or sense of place, carriers of urban regeneration, urban infrastructure, community space, multi-layered activity, active space, communication with urban space, tool of low carbon strategy and consilience. But urban parks have come under increased criticism about the long period development on trees growth, covering open space, limitation of general and cultural ecology, production, activity programs, identity and community space, visible urban regeneration, economic validity, urban sprawl, not using as the low carbon strategy, and finally negative consilience with contiguous fields. We collected these critical consideration about progressing urban parks, and proposed urban agricultural park as one of the alternative urban parks. This is closely connected with sustainable region development, low-carbon society, local food, well-being, Lohas paradigm and amenity of urban life.

최근 도시재생 및 사회적 경제 등의 분야에서 도시 공동체가 주목받고 있다. 지금까지는 도시 공동체의 이상적 대안적 성격에 관심이 있었으나, 도시 공동체의 발전을 위해서는 현실의 공동체에 대해 구체적으로 분석하고 이를 통해 과제를 도출하는 것이 필요하다. 이러한 문제의식 하에, 본 논문에서는 최근 공동체 활동이 활발하게 전개되고 있는 대구광역시 동구 안심지역 주민들을 대상으로 그들의 사회경제적 특성, 지역사회에 대한 공동체 의식, 지역에서 이웃과 맺고 있는 관계와 공동체 활동에 참여하는 것과의 관계를 분석함으로써, 도시 공동체의 현황과 과제를 고찰하였다. 분석 결과 이 지역에서는 중산층, 고학력, 아파트 거주자들이 주로 참여하였으며, 이웃과 사회적 관계를 활발히 맺는 경우가 그렇지 않은 경우보다 참여가 활발하였다. 이러한 공동체 활동의 특정 계층 지향성은 다른 주민의 정보 접근을 제한하고 이는 참여 제한으로 이어지며 배제가 일어나는 원인이 될 수 있으므로, 본 논문에서는 계층 간 보다 개방적인 느슨한 연대가 필요하다고 제안한다.
