Recently, localized heavy rainfall has led to increasing flood damage in urban areas such as Gangnam, Seoul ('12), Busan ('13), Ulsan ('16) Incheon and Busan ('17) etc. Urban flooding occurs relatively rapidly compared to flood damage in river basin, and property damage including damage to houses, cars and shopping centers is more serious than facility damage to structures such as levees and small bridges. In Korea, heavy rain warnings are currently announced using the criteria set by KMA (Korea Meteorological Administration). However, these criteria do not reflect regional characteristics and are not suitable to urban flood. So in this study, estimated the flooding limit rainfall amount based on the damage records for Seoul and Ulsan. And for regions that can not estimate the flooding limit rainfall since there is no damage records, we estimated the flooding limit rainfall using a Neuro-Fuzzy model with runoff characteristics. Based on the estimated flooding limit rainfall, the urban flood warning criteria was set. and applied to the actual flood event. As a result of comparing the estimated flooding limit rainfall with the actual flooding limit rainfall, the error of 1.8~20.4% occurred. And evacuation time was analyzed from a minimum of 28 minutes to a maximum of 70 minutes. Therefore, it can be used as a warning criteria in the urban flood.

One of the big problems facing municipalities is the management and control of urban flooding where urban drainage systems are under growing pressure due to increases in urbanization, population and changes in the climate. Urban flooding causes environmental and infrastructure damage, especially to roads, this damage increasing maintenance costs. The aim of the present study is to develop a decision support tool to identify the performance of storm networks to address future risks associated with climate change in the Middle East region and specifically, illegal sewer connections in the storm networks of Karbala city, Iraq. The storm water management model has been used to simulate Karbala's storm drainage network using continuous hourly rainfall intensity data from 2008 to 2016. The results indicate that the system is sufficient as designed before consideration of extra sewage due to an illegal sewer connection. Due to climate changes in recent years, rainfall intensity has increased reaching 33.54 mm/h, this change led to flooding in 47% of manholes. Illegal sewage will increase flooding in the storm system at this rainfall intensity from between 39% to 52%.

The study used the simplified flooding analysis model, SIMOD, to distribute the total flood discharge by time, so research on flooding in urban areas can be conducted. The conventional flooding analysis models have limitations in constructing input data and take a long time for analysis. However, SIMOD is useful because it supports rapid decision-making process using quick modeling based on simple hydrological data, such as topography and inflow flood of the study area, to analyze submerged routes formed by flooding. Therefore, the study used the SIMOD model to analyze flooding in urban areas before conducting a comparative study with the outputs from FLO-2D, which is one of the conventional flooding analysis models, to identify the model's applicability. Seongseoje was selected as the study area, as it is located downstream the Geumho river where streams flow in the adjacent areas, and dikes are high enough to apply the "Overflow and Break" scenario for urban areas. With regard to topography, the study applied DEM data for the conventional flooding analysis and DSM data to represent urban building communities, distribution of roads, etc. Input flood discharge was calculated by applying the rectangular weir equation under the bank and break scenario through a 200-year return period of a design flood level. Comparative analysis was conducted in a flooded area with a simulation time of 1-24 hours. The time for the 24-hour simulation in SIMOD was less than 7 minutes. Compared with FLO-2D, the difference in flooded areas was less than 20%. Furthermore, the study identified the need for topography data using DSM for urban areas, as the analysis result that applies DSM showed the influence of roads and buildings.

This study analyzed urban infrastructure risk to flooding based on the possibility map of flooding calculated by neural network model focusing on Seoul. This study found that Gangnam-gu, Songpa-gu, Seocho-gu and Seodaemun-gu contained relatively large high-risk areas to flooding. Over $4.17km^2$ of transportation facilities were located in high-risk area to flooding and Gangnam-gu included over $0.85km^2$ of infrastructures exposed to high inundation risk. This study is meaningful in that it first applied the neural network modeling to flooding risk assesment and results of risk assessment can be incorporated into various planning process.

The frequency of urban floods is recently increased as a consequence of climate change and haphazard development in urban area. To mitigate and prevent the flood damage, we generally utilized a numerical model to investigate the causes and risk of urban flood. Contrary to general flood inundation model simulating only the surface flow, the model needs to consider flow of the sewer network system like SWMM and ILLUDAS. However, this kind of model can not consider the interaction between the surface flow and drainage network. Therefore, we tried to evaluate the impact of bidirectional interaction between sewer and surface flow in urban flooding analysis based on simulations using the quasi-interacted model and the interacted model. As a general quasi-interacted model, SWMM5 and FLUMEN are utilized to analyze the flow of drainage network and simulate the inundation area, respectively. Then, FLO-2D is introduced to consider the interaction between the surface flow and sewer system. The two method applied to the biggest flood event occurred in July 2011 in Sadang area, South Korea. Based on the comparison with observation data, we confirmed that the model considering the interaction the sewer network and surface flow, showed a good agreement than the quasi-interacted model.
In recent years, the frequency and scale of the natural disasters are growing rapidly due to the global climate change. In case of the urban flooding, high-density of population and infrastructure has caused the more intensive damages. In this study, we analyzed the spatial characteristics of urban flooding damage factors using GWR(Geographically Weighted Regression) for effective disaster prevention and then, classified the causes of the flood damage by spatial characteristics. The damage factors applied consists of natural variables such as the poor drainage area, the distance from the river, elevation and slope, and anthropogenic variables such as the impervious surface area, urbanized area, and infrastructure area, which are selected by literature review. This study carried out the comparative analysis between OLS(Ordinary Least Square) and GWR model for identifying spatial non-stationarity and spatial autocorrelation, and in the results, GWR model has higher explanation power than OLS model. As a result, it appears that there are some differences between each of the flood damage areas depending on the variables. We conclude that the establishment of disaster prevention plan for urban flooding area should reflect the spatial characteristics of the damaged areas. This study provides an improved understandings of the causes of urban flood damages, which can be diverse according to their own spatial characteristics.

Increase of impervious areas due to expansion of housing area, commercial and business building of urban is resulting in property change of stormwater runoff. Also, rapid urbanization and heavy rain due to climate change lead to urban flood and debris flow damage. In 2010 and 2011, Seoul had experienced shocking flooding damages by heavy rain. All these have led to increased interest in applying LID and decentralized rainwater management as a means of urban hydrologic cycle restoration and Natural Disaster Prevention such as flooding and so on. Urban development is a cause of expansion of impervious area. It reduces infiltration of rain water and may increase runoff volume from storms. Low Impact Development (LID) methods is to mimic the predevelopment site hydrology by using site design techniques that store, infiltrate, evaporate, detain runoff, and reduction flooding. Use of these techniques helps to reduce off-site runoff and ensure adequate groundwater recharge. The contents of this paper include a hydrologic analysis on a site and an evaluation of flooding reduction effect of LID practice facilities planned on the site. The region of this Case study is LID Rainwater Management Demonstration District in A-new town and P-new town, Korea. LID Practice facilities were designed on the area of rainwater management demonstration district in new town. We performed analysis of reduction effect about flood discharge. SWMM5 has been developed as a model to analyze the hydrologic impacts of LID facilities. For this study, we used weather data for around 38 years from January 1973 to August 2014 collected from the new town City Observatory near the district. Using the weather data, we performed continuous simulation of urban runoff in order to analyze impacts on the Stream from the development of the district and the installation of LID facilities. This is a new approach to stormwater management system which is different from existing end-of-pipe type management system. We suggest that LID should be discussed as a efficient method of urban disasters and climate change control in future land use, sewer and stormwater management planning.
Climate change is predicted to increase the frequency and intensity of rainfall worldwide, and the pattern is changing due to inundation damage in urban areas due to rapid urbanization and industrialization. Accordingly, the impact assessment of climate change is mentioned as a very important factor in urban planning, and the World Meteorological Organization (WMO) is emphasizing the need for an impact forecast that considers the social and economic impacts that may arise from meteorological phenomena. Therefore, in this study, high-resolution analysis and hydrological factors of each area are reflected in order to suggest the depth of flooding of urban floods and to cope with the damage that may affect vehicles, and the degree of flooding caused by rainfall and its effect on vehicle operation are investigated. decided it was necessary. In the era of climate change, the feasibility of a 'multi-functional storage facility' was evaluated in terms of various key performance indices such as flooding prevention effects, urban pollution reduction effects, and rainwater harvesting effects. As a result, the Korea Ministry of Environment introduced a new concept of 'multi-functional storage facility' for sewer flooding prevention and urban non-point pollution reduction. Prior to introducing these infrastructure (a large underground storage facility), the more details were needed to be examined carefully in all of technical aspects of construction and management. It was also well known that the validity of installation of 'multi-functional storage facility' was sometimes weakened because of a low B/C ratio.

The Integrated Flood Management (IFM) concept intends to obtain the maximum of benefits from the use of floodplains and the minimum of losses from flooding which seems to be the ideal outcome of flood management. For this, different strategies are recommended in order to reach this objective. The implementation of this concept leads to a resilience approach for the adaptive management of floods and is currently on its way to be better understood and integrated as part of the water resources management. There exist a fair amount of strategies to adapt to flooding that have been recommended or already implemented either as planned or autonomous ways of adaptation but their effectivity depends on the specific case where they are applied. This is why this paper looks to give a better overview of the different recommended or implemented strategies by analyzing them regarding their inherent advantages and disadvantages.
