Drought is a non-negligible disaster of nature and it is mainly caused by rainfall shortage for a long time though there are many definitions of drought. 'Standard Precipitation Index' (SPI) that is widely used to express the level of meteorological drought intensity has a limit of not being able to consider the hydrological changes such as rainfall and evapotranspiration caused by climate change, because it does not consider the temperature-related variables other than the precipitation. Recently, however, 'Standardized Precipitation Evapotranspiration Index' (SPEI), a drought index of new concept which is similar to SPI but can reflect the effect of temperature variability as well as the rainfall change caused by climate variation, was developed. In this study, the changes of drought occurrence in South Korea were analyzed by applying SPEI for meteorological data (1973~2011) of 60 climate observatories under Korea Meteorological Administration (KMA). As the result of application, both of SPI and SPEI showed the trend of deepening drought in spring and winter and mitigating drought in summer for the entire nation, with SPI showing greater drought intensity than SPI. Also, SPI and SPEI with 12 months of duration showed that severe droughts with low frequency of around 6 years are generally being repeated.

Urban park planning has become difficult due to the lack of municipal funds. Thereupon, a special scheme was imposed for city park planning. Since then, a legal amendment was made for economical improvement and more active participation. However, there are a lot of questions about whether it was a suitable direction for parks and where it should be emphasized for public interest. Base on these concerns, this study examined the basis and characteristics of location, creation, and maintenance of private development parks in Japan, which was the policy model of Korean private parks. Location and space planning of private development parks was made up considering an effective green network and disaster prevention function, and a minimum area was about 1.42ha. The minimum area, 1ha, was established on the basis of considering realistic possibilities, disaster protection, and universal validity. It was also amended to consider the standard of type two mid- to high-rise exclusive residential areas and consultation with regional governance. Finally, it was built on the lowest limit of ordinance of the relevant city; for example, 100% of the floor area ratio, 30% of the building coverage ratio, and the maximum height of 11 stories, etc. For maintenance, private and public sectors were working together. Maintenance fees for 35 years (based on $300yen/m^2$ per month) were paid en bloc by the licensee. However, the city was paid for facilities that accompanied excessive maintenance costs. Meanwhile, it seemed difficult to introduce attractive profit facilities because of the limitations in location, usage permission, and introduction equipment; furthermore, there were problems with management authority, and the burden of expenses was deducted. For creating private Korean parks, this study suggested that we should build priority of creating city parks and select appropriate locations first; also, we need to make criteria for location, creation, and standard management rules that are relevant to the whole nation of Korea.

According to the official letter of the Ministry of Employment and Labor (recent guidance on the status of deaths in the construction industry and thorough safety management, April 4, 2022), 17 deaths occurred in construction works worth more than 5 billion won until March 31, 2022. In terms of the size of the construction, 7 cases of 5 billion won to 12 billion won, 5 cases of 12 billion won to 80 billion won, and 5 cases of more than 80 billion won occurred. The causes of death accidents were found to be nine cases (50%), five cases (28%), two cases of collapse (11%), one case of entrapment (5%), and one case of drowning (5%). Safety facilities need to be strengthened to reduce deaths caused by falling, which accounts for most of the deaths, and if fall prevention nets, openings, and safety rails are completely installed, most falling accidents can be prevented. Therefore, this paper intends to present cases of development and use of patent technology through improvement of safety facilities in order to prevent accidents corresponding to the fall of new urban living housing sites, which are small apartment houses.
The importance of the dual drainage system model has increased as the urban flood damage has increased due to the increase of local storm due to climate change. The dual drainage model is a model for more accurately expressing the phenomena of surface flow and conduit flow. Surface runoff and pipe runoff are analyzed through the respective equations and parameters. And the results are expressed visually in various ways. Therefore, inundation analysis results of dual drainage model are used as important data for urban flood prevention plan. In this study, the applicability of the COBRA model, which can be interpreted by combining the dual drainage system with the natural watershed and the urban watershed, was investigated. And the results were compared with other dual drainage models (XP-SWMM, UFAM) to determine suitability of the results. For the same watershed, the XP-SWMM simulates the flooding characteristics of 3 types of dual drainage system model and the internal flooding characteristics due to the lack of capacity of the conduit. UFAM showed the lowest inundation analysis results compared with the other models according to characteristics of consideration of street inlet. COBRA showed the general result that the flooded area and the maximum flooding depth are proportional to the increase in rainfall. It is considered that the COBRA model is good in terms of the stability of the model considering the characteristics of the model to simulate the effective rainfall according to the soil conditions and the realistic appearance of the flooding due to the surface reservoir.
PURPOSES : This study examines the performance changes of road networks according to the strength of a disaster, and proposes a method for estimating the quantitative resilience according to the road-network performance changes and damage scale. This study also selected high-influence road sections, according to disasters targeting the road network, and aimed to analyze their hazard resilience from the network aspect through a scenario analysis of the damage recovery after a disaster occurred. METHODS : The analysis was conducted targeting Sejong City in South Korea. The disaster situation was set up using the TransCAD and VISSIM traffic-simulation software. First, the study analyzed how road-network damage changed the user's travel pattern and travel time, and how it affected the complete network. Secondly, the functional aspects of the road networks were analyzed using quantitative resilience. Finally, based on the road-network performance change and resilience, priority-management road sections were selected. RESULTS : According to the analysis results, when a road section has relatively low connectivity and low traffic, its effect on the complete network is insignificant. Moreover, certain road sections with relatively high importance can suffer a performance loss from major damage, for e.g., sections where bridges, tunnels, or underground roads are located, roads where no bypasses exist or they exist far from the concerned road, including entrances and exits to suburban areas. Relatively important roads have the potential to significantly degrade the network performance when a disaster occurs. Because of the high risk of delays or isolation, they may lead to secondary damage. Thus, it is necessary to manage the roads to maintain their performance. CONCLUSIONS : As a baseline study to establish measures for traffic prevention, this study considered the performance of a road network, selected high-influence road sections within the road network, and analyzed the quantitative resilience of the road network according to scenarios. The road users' passage-pattern changes were analyzed through simulation analysis using the User Equilibrium model. Based on the analysis results, the resilience in each scenario was examined and compared. Sections where a road's performance loss had a significant influence on the network were targeted. The study results were judged to become basic research data for establishing response plans to restore the original functions and performance of the destroyed and damage road networks, and for selecting maintenance priorities.
The objective of this study is to develop a two-dimensional (2D) flood model that can perform accurate flood analysis with simple input data. The 2D flood inundation models currently used to create flood forecast maps require complex input data and grid generation tools. This sometimes requires a lot of time and effort for flood modeling, and there may be difficulties in constructing input data depending on the situation. In order to compensate for these shortcomings, in this study, a grid-based model that can derive accurate and rapid flood analysis by reflecting correct topography as simple input data was developed. The calculation efficiency was improved by extending the existing 2×2 sub-grid model to a 5×5. In order to examine the accuracy and applicability of the model, it was applied to the Gamcheon Basin where both urban and river flooding occurred due to Typhoon Rusa. For efficient flood analysis according to user's selection, flood wave propagation patterns, accuracy and execution time according to grid size and number of sub-grids were investigated. The developed model is expected to be highly useful for flood disaster mapping as it can present the results of flooding analysis for various situations, from the flood inundation map showing accurate flooding to the flood risk map showing only approximate flooding.
The objectives of this study are to propose a system for combined use of a hydrologic and a hydraulic model for urban flood forecast model and to evaluate the system on the $300km^2$ Jungrang urban watershed area, which is relatively large area as an urban watershed and consequently composed of very complex drainage pipes and streams with different land uses. In this study, SWMM for hydrologic model and HEC-RAS for hydraulic model are used and the study area is divided into 25 subbasins. The SWMM model is used for sewer drainage analysis within each subbasin, while HEC-RAS for unstready flow analysis in the channel streams. Also, this study develops a GUI system composed of mean areal precipitation input component, hydrologic runoff analysis component, stream channel routing component, and graphical representation of model output. The proposed system was calibrated for the model parameters and verified for the model applicability by using the observation data. The correlation coefficients between simulated and observed flows at the 2 important locations were ranged on 0.83-0.98, while the coefficients of model efficiency on 0.60-0.92 for the verification periods. This study also provided the possibilities of manhole overflows and channel bank inundation through the calculated water profile of longitudinal and channel sections, respectively. It can be concluded that the proposed system can be used as a surface runoff and channel routing models for urban flood forecast over the large watershed area.

Recently, the number of occurrences of inundation and the severity of flood damage has increased rapidly as the frequency of localized heavy rainfall and the ratio of impervious area increased in urban areas. Most local governments focus on employing structural measures (e.g., the construction of detention reservoirs/pump stations, rehabilitation of drainage and sewer pipes) to prevent urban inundation. On the other hand, the effectiveness of implementing such structural measures is being dimished because there are already many inundation prevention facilities. The limitation of structural measures can be overcoming by employing non-structure measures, such as flood alerts and the operation of drainage facilities. This study suggests the pump operation rule (i.e., suggesting pump stop level) for a new detention reservoir operating method, which triggers the operation of a pump based on the water level at the monitoring node in urban drainage system. In the new reservoir operation, a total of 48 rainfall events are generated by the Huff distribution for determining the proper pump stop level. First, the generated rainfall events are distributed as frequencies, quartiles, and durations. The averaged system resilience value was determined to range from 1.2 m to 1.5 m is based on the rainfall-runoff simulation with rainfall generated by the Huff distribution. In this range, 1.2 m was identified considering the safety factor of 1.25 by the Standard on sewer facilities in 2011.

Recently, in urban areas, cavities and ground collapse adjacent to underground structures are frequently reported. Several studies on the cavity generation by structure cracks have been made, however they are focused on the cause of cracks and settlement of the ground. In this paper, soil particle and groundwater discharge through pipe cracks and cavity generation mechanism are investigated. The theoretical analysis of the groundwater, which is the main factor of the drainage of the soil particles, and the particle transport mechanism and flow characteristics were investigated. An experimental model test was carried out to identify the mechanism of cavity generation by underground buried pipe cracks. The soil particle weight of discharge through the cracks, and the movement characteristics of the particles were analyzed using PIV. In this study, it is clearly identified that soil particle movements, cavity generation and ground collapse that occur in the ground are basically caused by the movement of groundwater.

Recently, there have been many natural disasters in Korea, not only in forest areas but also in urban areas, and the national requirements for them are increasing. In particular, there is no pre-disaster information system that can systematically manage the collapse of the slope of the national highway. In this study, big data analysis was conducted on the factors causing slope collapse based on the detailed investigation report on the slope collapse of national roads in Gangwon-do and Gyeongsang-do areas managed by the Cut Slope Management System (CSMS) and the basic survey of slope failures. Based on the analysis results, a slope collapse risk prediction model was established through Adaboost, a classification-based machine learning model, reflecting the collapse slope location and weather information. It also developed a visualization map for the risk of slope collapse, which is a visualization program, to show that it can be used for preemptive disaster prevention measures by identifying the risk of slope due to changes in weather conditions.
