This study started from my concern over maintenance and renewal of existing buildings and other seriously damaged Modern Architecture under the urban development. Above all, we must face up to reality of an increasing need of renovation of old buildings that are in its physical, social, and economical decrepitude. Currently, 25% of total buildings come under renovation period within 20 years, which means that we do not have enough time to decide the destiny of old buildings. In the city, there has been endless controversy over conversation and development. Recently the Cultural property Registration System made it possible a positive usage of non-designated cultural property with historical value. This very useful system renewed our perception on Modern Architecture as cultural property and also triggered peoples' interest in recreating new value beyond economical one. So we really need a balanced view that can bring into both growth of contemporary city and renewal use of Modern Architecture. Here, in this study I tried to solve that problem with Conversion Design and define what a realistic design way for them is. To get more reasonable result, I chose a factor analysis for 20 conversion projects in Japanese Modern Architecture. Conversion Design is a proper way to restore the identity of old buildings and the most effective way to sustainable use of Modern Architecture.
The necessity of remodeling performance grading system is getting increased for the systematic management of existing housing stock, providing the resident's right to know and promoting the remodeling projects. A quantitative and objective evaluation method that has reflected the characteristics of remodeling must be developed because there is an aspect of having difficulty of assessment by an ordinary person as remodeling performance contains specialized details while the difficulty of applying the criteria of new buildings in terms of assessment items, criteria and methods. Accordingly, this study sets the goal as setting up the development objectives of performance grading system that has considered the remodeling characteristics. This study has analyzed the various assessment systems related to the domestic apartments as well as setting up the organization system of the remodeling performance grading system, perspectives of performance assessment and scope of assessment through literature, etc. It has also established the principles for setting up the assessment items of remodeling performance grade to present the directions for setting up assessment items and criteria.

Currently, the way of providing housing in Korea has been regarded as public rental housing through large-scale development by the government. However, there is an increasing need for qualitative growth not only in quantitative growth but also in policies, systems, and sustainable design. The purpose of this study is to explore the applicable methods for domestic social housing through the policy and design guideline study of UK social housing which has achieved qualitative growth through diversification of development subject. First, the concept of social housing in the UK and sustainable housing design elements will be examined. Second, the characteristics and policy direction, project background, management and sustainability of five social housing projects over the last 10 years in the UK will be analyzed. In conclusion, in order to achieve the sustainable design of social housing, the construction of the social housing in terms of policy and environment must include safe and eco-friendly design adaptability that can secure local identity and respond flexibly to social change. In addition, the social housing in the UK, which forms a sustainable complex through cooperation between the public and the private sector based on its place and history, can be a guideline for establishing policies and design guidelines in terms of urban regeneration.
This research has its objective in searching for a management plan that is stronger than existing plan for the regional development project in time for the execution of "Regulations on Regional Development and Support". Accordingly, the following plans for improvement are suggested to make improvements in lack of regional development projects management awareness; absence of integrated management system; and lack of reliability in project management information. Firstly, the management of regional development project needs to be operated as a system for project evaluation management based on related legislations. Secondly, various information of regional development project should construct a database, which becomes an information system that can be utilized by the central government and regional governing organizations. Third, to promote efficiency in regional development project management and expertise, it is necessary to prepare a project management system utilizing professional outsourcing organizations and such. Lastly, it is necessary to improve the work environment to enhance the expertise and the responsibilities of those government officials in charge of the project.

Chilgok District is a historical area, which has had a certain amount of development. It has its own regional characteristics originating from its isolation from the existing built up area of Daegu City by the Kumho River This study explores the historical development processes and pending development issues of Chilgok District. In 1640 after the Japanese invasion of Korea in 1592, the district upgraded into Chilgok Dohobu due to its importance as a transportation hub of Youngnamdaero(the main road of Youngnam province in Chosun Dynasty). In its early stages, the government office was located in Kasan fortress, later the of office was moved to Eupnae-Dong. The Chilgok district has experienced a developmental lag resulting from the office's removal to Waegwan, located on the Kyungbu railroad since 1914. Later, due to the increasing influence of nearby Daegu City, urbanization continued gradually. Finally in 1981 Chilgok district was officially incorporated into Daegu Metropolitan City. In the later 1980s, the housing land development project was applied into the district centered on the alluvial plain of Palgeo-Cheon(stream) of the Northern part of Taejun-Bridge. Although the old built up zone was excluded from public sector development projects, private sector development has made the zone a modern town. Now, Chilgok district has transformed into a high-density residential new town in which high-rise apartment complexes mingle with numerous houses. As the district has developed, traffic jams have become a hot issue and it is going to get worse than now as the development continues. To solve this problem, Daegu city needs to swiftly construct the fourth belt way and the third subway line.

This research examines the extent to which the Urban Regeneration Project has on not just physical environments and settings, but also non-physical elements such as history, culture, community, and the general economy, in addition to the analysis and categorization of its historical-cultural contents. In order to achieve this, the historical-cultural content were defined and categorized by analyzing a total of thirty-three characteristics of the Urban Regeneration Project. The analysis showed three things. First: historical-cultural business seen as a purpose of the Urban Regeneration Project comes to be subdivided into three different categories: the Arts & Cultural, the Economic Cultural, and the Historical Heritage. Second: the historical-cultural content as the leading projects were generally executed in collaboration with physical regenerations. Third: In the initial stages of the project, many businesses made crafty use of an eclectic of historical-cultural content. However, some conflicts between public officials and residents could be observed. In conclusion, the comprehensive use of historical-cultural contents in carrying out Urban Regeneration Project must have using historical-cultural content must have physical regeneration at its core, but also go above and beyond, expanding to an Human Resource-regeneration that is comprised of nonphysical regeneration as well as a governing body. Furthermore, hefty research on the development and appropriate usage of historical-cultural content is critical, as the 4th Industrial Revolution unfold before the world.

As the problem of lowering the efficiency of urban services in small and medium-sized cities in the non-metropolitan area intensifies, the necessity of developing a railway station area is being emphasized to form a compressed urban space through regional bases. Although major station areas in large cities are being developed in the form of complex, the analysis of the development location characteristics of the small and medium-sized city station areas is insufficient. The purpose of this study is to analyze the characteristics of development project conditions and potential demand in the high-speed rail station areas across the country, identify the differences in locational characteristics according to the type of city, such as 'metropolitan city', 'large city in non-metropolitan city', 'medium and small city in non-metropolitan city', and find out the appropriate development method. As a result of the analysis, it was analyzed that the 'metropolitan area metropolitan area' has high potential demand and poor business conditions. On the other hand, in the case of the non-metropolitan area, it was analyzed that the 'small and medium-sized city station area' has good business conditions and low potential demand characteristics, and the 'large city station area' has intermediate characteristics. This suggests the need for different development methods in the development of metropolitan and small and medium-sized city station areas. The analysis results of this study show that it is desirable to encourage private participation in large-scale metropolitan station areas, which require large-scale input, to maximize potential demand, and to encourage private participation through public-led projects based on favorable business conditions or development based on regional characteristics.
This paper analyzes the forecasting errors of traffic volumes by comparing forecasted volumes for the opening year with the observed ones in the years after the urban railway construction in the metropolitan areas. The result shows that the average inaccuracy of traffic volumes for each station was estimated at around 7.27. Based on the confirmed factors of demand estimation errors, this study seeks for an alternative method to reduce estimation errors in feasibility studies. It is noted that there is a tendency that the inaccuracy varies by regions and the longer construction period or the shorter station spacing is, the overestimation increases. If urban railway projects are proceeded as planed, therefore, the level of the inaccuracy for traffic volume forecast will be decreased. In addition, thanks to the theoretical progress, recent estimation results show higher accuracy than before. In that sense, when we introduce the new railway line, it is necessary to make an accurate and realistic demand forecast based on actual outcomes and tendency of the previous estimation. The limitation of our study is that we only cover the errors of the initial period, the opening year and deal with the exogenous variables. Further research including other variables which might be considered to cause overestimation or errors would be needed for increasing the estimation accuracy of traffic volumes.

Because of their nature as public facilities, demands that former military facilities be utilized for the public welfare are increasing, thereby leading to an increase in cases in which these military facilities are reestablished as parks. Cases in which former military bases were reestablished as public parks were analyzed; as a result, several implications were derived. First, the objectives of public park projects should be examined from the perspective of the concept of urban regeneration and regional revitalization. Moreover, it is necessary that profits are yielded and that regional identity and history are reproduced through reusing existing facilities as much as possible rather than entirely remodeling former military sites. As parks become larger in size, bases should be reorganized into complexes rather than single facilities or programs. It is also necessary that parks be established in stages considering the enormous expenses required for building public parks. Consequently, because the special characteristics of military facilities can lead to insufficient on-site investigation in the process of establishing parks, thereby incurring a vast amount of costs for design adjustment and contamination disposal, this should be considered in advance. A method of delegating the development rights to partial sites to private businesses and supplementing the costs of park establishment and maintenance with development benefits should be examined. In addition, given that there are various interests and stakes in former military bases, a method of operating a public-private cooperative decision-making organization during project execution should be considered. Finally, policies related to urban parks need to be improved in order to raise funds, expand profitable businesses, facilitate social services and sponsorship, and encourage the participation of trusts and non-profit organizations in park operation and management.

Globally, due to climate change and urbanization, problems with water cycle destruction in urban areas frequently occur. In order to solve this problem, LID technique is being actively conducted the application in urban and research. In this study, some areas of the new city located in Busan was constructed using a widely used SWMM model to verify the effectiveness of the LID technique. This is to present a plan to maximize the efficiency of urban water cycle of the stormwater management target figure and the LID scale calculation method. In addition, the efficiency of runoff reduction using stormwater storage basin was analyzed in urban development projects. By calculating the scale of customized LID for each sub basin, the amount of runoff and peak runoff after LID application was reduced by 86.8 % and 69.5 %, respectively. Depending on the application of the stormwater storage basin, the reduction effect of peak runoff from 0.5 m3/s to 4.9 m3/s and delay effect of 8 minutes to 10 minutes was shown.
