신·구시가지의 도시공원 불균형 분포 분석 및 개선방안 연구 (A Study on Improving the Unbalanced Deployment of Urban Parks)

  • The objective of this study is to analyze the distribution of urban parks and its problems in a city in Gyeonggi-do where new towns and old towns are mixed. The study will also analyze and understand the unbalanced deployment of urban parks - rest areas and carbon absorbers of an entire city - between old towns and new towns, suggest improvement opportunities and examine and suggest plans to create and expand urban parks in old cities that lack urban parks. Findings showed that first, new towns were 1.2~1.6 higher than old towns in the number of parks, park area, and per capita park area, indicating that parks were unbalanced across towns. Second, as for a plan for improving the unbalanced deployment of urban parks, when the use area needs to be changed in an urban development project, it was suggested to donate 10% of the project site to the city to create it into a park and it was suggested to identify and proactively improve alternative park resources that can replace parks such as rivers and recreational sites. Third, regarding a plan for improving urban parks in old towns, it was suggested to secure urban parks by attracting various urban development projects to old town areas. The amendment of related laws was proposed to double required park area to $6m^2$ per household. Amendments were also suggested for one law and four guidelines to specifically define the location of urban parks as well.

  • The Australian construction industry is characterized as being a competitive and risky business environment due to lack of cooperation, insufficient trust, ineffective communication and adversarial relationships which are likely lead to poor project performance. Relational contracting (RC) is advocated by literature as an innovative approach to improve the procurement process in the construction industry. Various studies have collectively added to the current knowledge of known RC norms, but there seem to be little effort on investigating the determinants of RC and its impact on project outcomes. In such circumstances, there is lack of evidence and explanation on the manner on how these issues lead to different performance. Simultaneously, the New Engineering Contract (NEC) that embraced the concept of RC is seen as a modern way of contracting and also considered as one of the best approaches to the perennial problem of improving adversarial relationships within the industry. The reality of practice of RC in Australia is investigated through the lens of the NEC. A synthesis of literature views on the concept, processes and tools of RC is first conducted to develop the framework of RC. A case study approach is proposed for an in-depth analysis to explore the critical issues addressed by RC in relation to project performance. Understanding the realities of RC will assist stakeholders in the construction industry with their investment in RC.

Changes in Urban Planning Policies and Urban Morphologies in Seoul, 1960s to 2000s

  • The purpose of this paper is to highlight the main policies of the last half century that have shaped the urban architectural fabric of Seoul today, and explore whether a modified approach might better address the current socioeconomic conditions in Korea. The paper defines and examines urban planning in Korea through an overview of the four main urban project policies implemented in Seoul from the 1960s to the present: Land Readjustment (LR), Housing Site Development (HSD), Urban Redevelopment (UR), and Housing Reconstruction (HR). While the fundamental ideology behind these policies served well during a prolonged period of high economic growth, evidence is growing that these policies are losing steam under today's conditions. A growing legacy of stalled and incomplete urban projects from the mid-2000s-the New Town Project is an example-begs the fundamental question as to whether an alternative urban planning paradigm is needed for Korea in an age of low economic growth, low birth rates and a fossil fuel energy crisis. Through the urban morphologies of the three residential areas in Seoul developed by LR projects, this paper looks at the possibility of urban regeneration through the sustainment of urban architecture in those residential areas that have not been affected by HSD, UR, and HR.

지방자치단체 환경영향평가 조례 비교 연구 (A Comparative Study on the Local Governments' Environmental Impact Assessment Regulations in Korea)

  • This study aims to survey whether local governments have legislated laws and regulations on environment impact assessment system, to compare and analyze specific projects and their scale, assessment items, and procedures & discussion process, to identify issues and generate improvement plans, and to suggest a direction for future legislation to local governments that plan to legislate laws and regulations in the future. Major outcome of the study are as follows. First, terminologies used for environment impact assessment by local governments need to be unified. Also, laws and regulations need to be legislated soon. Second, in "urban development project" areas, a total of nine project areas including "quarrying of soil and stone, sand, gravel, and minerals" was essential common projects. A total of six project types were added or newly established compared to national systems. Among them, four project types were added within national-level project areas and two project types were not available under the national-level project areas and newly added due to the nature of local governments. Third, in terms of project scale, scale enhancement of "urban development project" was most common. Analysis showed that in case of clean natural environment such as Cheju Island, it is necessary to consider reinforcing project areas where development activities take place directly in forests or rivers such as "industrial base and complex development", "water resource development", and "development of tourism complex." Fourth, the discussion and review procedures of assessment reports were similar to those at government level. However, in case of Seoul city, it is required to write a "preparation plan" before drafting an assessment report. The city features partial introduction of scoping and screening, which allows to exempt discussion procedures if impact on environment is found to be minimal after drafting the assessment report. In case of national-level, it has a dual system that is split between Ministry of Construction and Transportation and Ministry of Environment. However, in case of environment impact assessment of local governments, it is a single system where city mayors and provincial governors are in charge of both project execution and environmental assessment. Therefore, the most important task is how to satisfy objectiveness and accountability.

대규모 개발사업에서의 PFV 구성에 관한 연구 (A Study on the composition of PFV(project financing vehicle) used in large-scale development project)

  • The trend of Development Projects has been changing through a few recent years. Small-scale development projects in the past were usually for building residences or officetel in a big cities. making lots of profits. These projects made not only lots of profits but also unbalance between the urban centers and the suburbs. So government made some regulations to prevent the things from being worse anymore, planned to develop the country in balance and began to lead large-scale development project such as Inno city and Newtown. At first, in this study, the phases and the characteristics of development project's change will be looked around. And then, after overview about PFV(project financing vehicle) used a lot in large-scale development projects will be seen, the better ways to use PFV in large-scale development projects are going to be proposed by considering the problems in PFV's conformation.

Improvement Measures for Projects Subject to Environmental Impact Assessment in Urban Areas

  • Purpose: The small-scale environmental impact assessment conducted during the development project stage has focused on the preservation of the natural environment centered on non-urban areas, due to the nature of urbanization, health problems for citizens of high-density urban areas have a limitation in that they are relatively neglected. In the case of strategic environmental impact assessment and environmental impact assessment in urban areas, there is no basis for evaluation in urban areas because there are exceptions to be excluded from the target projects or there are no target project regulations for buildings. Therefore, in this research, we examined the problems with the target project such as the current environmental impact assessment, and tried to establish a system improvement plan that can solve them. Research design, data and methodology: After reviewing the current environmental impact assessment-related laws (including enforcement ordinances) and national land planning laws (including enforcement ordinances), exceptions such as environmental impact assessment in urban areas were identified and problems were identified. Based on this, an amendment to the Enforcement Decree was proposed to provide institutional support for the expansion of target projects such as environmental impact assessment in urban areas. Results and Conclusions: Through this research, it is expected that the projects subject to environmental impact assessment on development projects in urban areas directly related to the health of the people will be expanded, and the net function of the environmental impact assessment system will be maximized.

Phoenix from the Ashes: Dortmund's Cluster Policy and Urban Development Since 2000

  • This paper discusses Dortmund's municipal economic development policy, in particular during the period 2000-2010 in the context of the "Dortmund-project", a strategic concept designed at the end of the last millennium. Its core elements and key projects are presented in the following. We draw much attention to the interplay of cluster policy and urban development. In an earlier paper, Becker and Hermann (2013) had discussed some of other important milestones reached in the context of structural change in Dortmund, with a particular focus on the development of the TechnologieZentrum (=Technology Center) and the TechnologiePark (=Technology Park) Dortmund from its beginning in 1984. The "dortmund-project" was not addressed in detail. This present article and their paper are complementing one another.

  • 사회·경제적 여건 변화에 따른 저성장시대에 진입하며, 전국 대부분의 도시에서 도시재생을 적극적으로 추진하고 있다. 도시재생은 막대한 국가재정이 투입된 사업임에도 불구하고, 아직 명확한 평가시스템이 마련되지 못하였다. 도시재생사업의 지속가능성을 담보하기 위해 도시재생사업의 성과를 평가하고, 정책을 보완하기 위한 환류체계 구축이 필요하다. 본 연구에서는 도시재생사업의 성과를 평가하기 위한 공간 빅데이터 기반의 도시재생성과 평가기법을 개발하는 것을 목적으로 한다. 도시재생성과 평가기법은 도시재생사업 유형, 대도시·중도소시 여부 등을 기준으로 도시재생사업 영향권을 차등화하였다. 인구·사회, 산업·경제, 물리·환경 측면 평가지표의 도시재생사업 영향권 내부·외부 간의 상대적 비교를 통해, 도시재생사업의 성과를 정량적으로 측정하였다.

Developing an Urban Planning Model for Climate Change Adaptation

  • As abnormal climate phenomena occur more frequently due to climate change, damage which results from meteorological disaster increases accordingly and its scale and variety are becoming wider. This paper draws out planning and design elements and application techniques to build cities more adaptive to climate change from urban development cases in US and Europe. An urban model is suggested, that enables built environment to be more resilient to risks caused by climate change is applicable to urban development projects in practice.

도시철도관제시스템 안전성 확보를 위한 RAMS 활동 및 그 적용사례에 관한 연구 (A Study on the RAMS Activities and Practices for assuring Safety of the Centralized Traffic Control System of Urban Railway)

  • The Centralized Traffic Control(CTC) System of Urban Railway is an element(subsystem) of the Urban Railway system to aim safety operation and efficient management of rolling stock in accordance with a train scheduling program in train operation ways. That's why the CTC System must be developed considering systematic and safety-guaranteed methods such as RAMS(Reliability, Availability, Maintainability, and Safety) refereed to IEC standards. The CTC System is consists of rolling stock, signaling, power supply, communication, and mechanical equipment and preforms control and remote monitoring functions. The technical activities considering safety process are very important at such an early stage of development in a railway project. This paper introduces RAMS activities and an independent safety assessment by $3^{rd}$ Party focused on a safety applied to a development of the CTC system of Urban Railway and proposes the experiences as well practices.
