  • As the severity of water-related disasters increases in urban watersheds due to climate change, reducing flood damage in urban watersheds is one of the important issues. This study focuses on prioritizing the optimal site for permeable pavement to maximize the efficiency of reducing flood damage in urban watersheds in the future climate environment using multi-criteria decision making techniques. The Mokgamcheon watershed which is considerably urbanized than in the past was selected for the study area and its 27 sub-watersheds were considered as candidate sites. Six General Circulation Model (GCM) of Coupled Model Intercomparison Project 6(CMIP6) according to two Shared Socioeconomic Pathway (SSP) scenarios were used to estimate future monthly precipitation for the study area. The Driving force-Pressure-State-Impact-Response (DPSIR) framework was used to select the water quantity evaluation criteria for prioritizing permeable pavement, and the study area was modeled using ArcGIS and Storm Water Management Model (SWMM). For the values corresponding to the evaluation criteria based on the DPSIR framework, data from national statistics and long-term runoff simulation value of SWMM according to future monthly precipitation were used. Finally, the priority for permeable pavement was determined using the Fuzzy TOPSIS and Minimax regret method. The high priorities were concentrated in the downstream sub-watersheds where urbanization was more progressed and densely populated than the upstream watersheds.

  • The rapid urbanization caused drastic temperature changes in Korea. Excessive urbanization and development result in unpredictable and abnormal climate change all over the world. These changes are reflected in Korean government policy and research about cities, such that various research endeavors have been undergone recently. There are lots of ways to improve the urban environment; the easiest way to solve the urban heat effect problem is to make green spaces within the city. Even though we can't enlarge green spaces over the city limitlessly, it is desperately need for a methodology to efficiently create green space in limited area. Based on awareness of issues as mentioned earlier, we would like to propose landscaping method that can increase thermal comfort in the same area. For this study, simulating the change of temperature, mean radiant temperature, PMV were done due to number of species planted in apartment complex. To increase the reliability of the simulation, first above all, field measurement for temperature change was performed in apartment complex, where residential building are arranged in the form of ㄷ. And based on this data, Envi-met simulation was performed varying 1-7 kinds of species divided by grass, shrubs, arbor (deciduous, conifers) planted in apartment complex. As a result, there was a change less than $1^{\circ}C$ with the increasing number of species in daytime, but the average radiation temperature about $6-7^{\circ}C$ was reduced. In addition, PMV index was improved by more than 0.5 point. Thermal comfort indicator improved significantly depending on the number of species during the day, on the other hand, there were no significant changes at night. As a consequence, this study has shown that not single-species planting but mixed planting varied the number of species would improve the thermal comfort in the same area of landscaping space at daytime.

  • This study focused on the possibility of reducing the cooling load through the change of micro climate in the outdoor space during summer season. This study proposes an efficient planning model by comparing the effects of urban heat island mitigation through wind path planning, outdoor space vegetation, and exterior material change by using the basic model of the street-oriented block housing proposed in the previous research by the same author. As a result, the most effective wind path planning strategy in the street-oriented block housing was the change of the air flow through the mass height adjustment. When the tall building masses were staggered and arranged in a balanced manner, the overall wind environment could be improved. The greater the height difference between low and high masses, the better the air flow was shown. It was also important to arrange the building masses so that the inlet of the main wind was open and to allow the external space to connect to the adjacent block to create a continuous flow. The change of outdoor space vegetation and flooring, and the formation of wind paths through the opening of lower part also showed the effect of heat island reduction. In addition, the change of PMV in summer was the biggest influence of shadow by tall building mass. Attention should be paid to the fact that high-albedo exterior materials are adversely affected by multiple reflections in dense street-oriented block housing. The use of albedo of the exterior material showed that it is necessary to pay attention to apply in the high density block housing. This is attributed to the rise of the temperature due to the absorption of energy into the low-albedo flooring, where the high-albedo exterior causes multiple reflections.

  • This study examined disaster risk from climate change in urban open spaces. This study conducted an assessment depending on type of damage and type of open space, subcategorizing it into flood damage and wind damage, flat park and mountainous park, and classified the assessment items by type into natural factor, artificial factor, and social factor for the purpose of analysis. Our major findings from this study are as follows: To look at the standardized score for the disaster risk from flood damages in the case of a flat park, Asian Park was higher at 55.800 point than Seoul Forest at 51.775 point, and in the case of mountainous parks, Dogok Park was at 58.428 point and Baebongsan Park was at 58.374 point. To look at the standardized score for disaster risk from wind damage, in the case of a flat park, Asian Park was higher at 64.763 point than Seoul Forest at 61.054 point, and in the case of mountainous parks, Baebongsan Park was higher at 58.533 point than Dogok Park at 55.459 point. This study raised a question about the necessity for and value of this disaster risk assessment in open space from damages caused by climate change, established an assessment model for disaster risk from damages in open spaces only to attempt risk assessment. Disaster risk of urban green space was enhanced.

  • Recently, the flood inundation caused by heavy rainfall in urban area is increasing due to global warming. The variability of climate change is described in the IPCC 5th report (2014). The precipitation pattern and hydrological system is varied by climate change. Since the heavy rainfall surpassed the design capacity of the pipeline, it caused great damage in metropolitan cities such as Seoul and Busan. Inundation in urban area is primarily caused by insufficient sewer capacity and surplus overflow of river. Inundation in urban area with concentrated population is more dangerous than rural and mountains areas, because it is accompanied by human casualties as well as socio-economic damage to recover destruction of roads, brides and underground spaces. In addition, various factors such as an increase in impervious area, a short time of concentration to outlet, and a shortage of sewer capacity's lack increase flooding damage. In this study, flood inundation analysis was conducted for vulnerable areas using XP-SWMM. Also, three structural flood prevention measures such as drainage pipeline construction, detention reservoir construction, and flood pumping station construction are applied as flood damage prevention alternatives. The flood data for each alternative were extracted by dividing the basin by grid. The Spatial Compromise Programming are applied using flood assessment criteria, such as maximum inundation depth, inundation time, and construction cost. The purpose of this study is to reflect the preference of alternatives according to geographical condition even in the same watershed and to select flood defense alternative considering regional characteristics.

  • Cities in Korea have rapidly urbanized and they are not well prepared for natural disasters which have been increased by climate change. In particular, they often struggle with urban flooding. Recently, green infrastructure has been emphasized as a critical strategy for flood mitigation in developed countries due to its capability to infiltrate water into the ground, provide the ability to absorb and store rainfall, and contribute to mitigating floods. However, in Korea, green infrastructure planning only focuses on esthetic functions or accessibility, and does not think how other functions such as flood mitigation, can be effectively realized. Based on this, we address this critical gap by suggesting the new green infrastructure planning framework for improving urban water cycle and maximizing flood mitigation capacity. This framework includes flood vulnerability assessment for identifying flood risk area and deciding suitable locations for green infrastructure. We propose the use of the combination of frequency ratio model and GIS for flood vulnerability assessment. The framework also includes the selection process of green infrastructure practices under local conditions such as geography, flood experience and finance. Finally, we applied this planning framework to the case study area, namely YeonJe-gu an Nam-gu in Busan. We expect this framework will be incorporated into green infrastructure spatial planning to provide effective decision making process regarding location and design of green infrastructure.

  • This study developed a new algorithm of extreme rainfall extraction based on the Communication, Ocean and Meteorological Satellite (COMS) and the Tropical Rainfall Measurement Mission (TRMM) Satellite image data and evaluated its applicability for the heavy rainfall event in July-2011 in Seoul, South Korea. The power-series-regression-based Z-R relationship was employed for taking into account for empirical relationships between TRMM/PR, TRMM/VIRS, COMS, and Automatic Weather System(AWS) at each elevation. The estimated Z-R relationship ($Z=303R^{0.72}$) agreed well with observation from AWS (correlation coefficient=0.57). The estimated 10-minute rainfall intensities from the COMS satellite using the Z-R relationship generated underestimated rainfall intensities. For a small rainfall event the Z-R relationship tended to overestimated rainfall intensities. However, the overall patterns of estimated rainfall were very comparable with the observed data. The correlation coefficients and the Root Mean Square Error (RMSE) of 10-minute rainfall series from COMS and AWS gave 0.517, and 3.146, respectively. In addition, the averaged error value of the spatial correlation matrix ranged from -0.530 to -0.228, indicating negative correlation. To reduce the error by extreme rainfall estimation using satellite datasets it is required to take into more extreme factors and improve the algorithm through further study. This study showed the potential utility of multi-geostationary satellite data for building up sub-daily rainfall and establishing the real-time flood alert system in ungauged watersheds.

  • Most governments have an interest in unused energy, because of high oil price and climate change. Particularly, it is very important to urban governments which have less renewable energy than other local governments. So Seoul, the capital of Korea, established a plan for the development of unused energy in 2007. But it has some problems related to the feasibility of this plan. So this paper checked and reviewed the economic feasibility of unused energy development cases in four cities by using three sub elements: technology, infrastructure, institution. As a result, it discovered that these urban governments have technological feasibility because they are located near big river or ocean. And they used the existing infrastructure and received the institutional subsidies from central governments in order to increase the economic feasibility of unused energy development projects. In conclusion, local governments of Korea have to try to seek how they can utilize the existing infrastructure for unused energy development in the situation that there are few institutional supports from the central government.

  • In response to the rapid climate change, in order to save energy in the field of buildings, the country is planning not only zero energy buildings but also zero energy cities. In the Urban Development Project, the Energy Use Plan Report is prepared and submitted by predicting the amount of energy demand at the planning stage. However, due to the activation of zero-energy buildings and the increase in the supply of new and renewable energy facilities, the energy consumption behavior of buildings in the city is changing from the previous ones. In this study, to estimate urban energy demand of Zero Energy City, building energy demand forecasts based on "Passive plans for use of energy based primary energy consumption", "Actual building energy usage data from Korea Appraisal Board" and "data from Certification of Building Energy Efficiency Rating" as well as demand forecast according to existing "Consultation about Energy Use Plan Code" were calculated and then applied to Multifunctional Administrative City 5-1 zone to compare urban total energy demand forecasts.

  • Recently, heat island and dry island phenomena occur frequently due to land surface development and excessive energy consumption in urban areas. As a result, the surface temperature of the building and the entire temperature of its surroundings are increased, and as a result, the durability of the building is rapidly deteriorated. In order to suppress these causes, a method of maintaining the temperature of road heating wires was implemented as a temporary measure, but this did not predict climate change. Therefore, this study is a method to measure the compressive strength, density, and thermal conductivity of lightweight concrete using waste glass foam beads. After fabricating a simple chamber, the temperature and humidity of the inside and outside were measured with an Arduino device in consideration of external factors. Therefore, if waste glass foam beads made through proper mixing are constructed in the urban center, the quality of the urban can be improved.
