Purpose - This paper proposes some ideas with a view to reducing any possible accidents caused by unlicensed drivers and an illegal use of other's name, particularly by teenagers in consideration of easy and simple instruction on smartphone with very weak and mere consciousness on auto life. Research design, data, and methodology - This study analyzes some accident cases between cargo trucks and rental cars in South Korea, and unlicensed vehicle with unlicensed drivers who use rental cars collided with cargo trucks which were loaded a lot of goods to be delivered to buyer designated. In order to fulfill this research, a case study accompanied with literature survey was conducted. Ideal suggestion for the right growth on rental car industry will be realized by legislation of the law. Results - This paper classified bodily injury of the victim, property damage and damaged cargo arising out of the unlicensed who is driving on car sharing service in South Korea. Conclusions - For the purpose of reducing cargo accidents caused by unlicensed drivers and an illegal use of other's name particularly by teenagers, this paper proposes some ideas of Amendment of the law, Paradigm shift of car sharing company, Preparation by association side and Technical Complementary Measures in South Korea.

The purpose of this study is to develop an accident hazard index model in order to be used for the evaluation of regional traffic safety and to develop a driver violation index model in order to identify the primary causes of traffic accidents. The accident hazard index model was developed considering the accident rates based on population and the vehicle registration. The driver violation index model was developed considering the accident rates of each item of driver violation. Using the models developed in this study, it is identified that in the provincial level analysis the degree of the traffic safety of Chungbuk, Chungnam, and Kyungbuk Province are evaluated to be low. In the county level analysis of Kyungnam Province, the degree of the traffic safety of Yangsan, Euirung, Haman, Sachun and Tongyung County are evaluated to be low. Also, it is found that the major driver violations causing accidents in the nation are driving by unlicensed drives, improper passing, and improper railroad crossing : in Kyungnam Province, improper passing is the most driver violation.

Purpose: The purpose of this study was to identify the factors related in an urban resident's drinking state and drinking problem. Methods: The data was collected from Oct. 2008 to Sep. 2009. Data were collected by questionaire from 359 urban resident over 20 years old and drinking experience residing. The instruments for this study were the alcohol use disorder identification test(AUDIT), the related factors of alcohol drinking. The data were analyzed using descriptive statistics, t-test, ANOVA, hierarchical multiple regression with the SPSS 18.0 program. Results: The problem drinking were 35.7% on AUDIT. (a) Male had significant effect on drinking problem; (b) If you drank alcohol for the first time prior to high school graduation had significant effect on drinking problem; (c) Permanent rental or unlicensed residential had significant effect on drinking problem; (d) Experience in drunk driving had significant effect on drinking problem. Conclusion: It is nessary to education at early childhood for the prevention of drinking problems and regular management for high risk.
