A Study on the Student Records Management System: Cases of Myongji University (대학 내 학생 관련 기록 관리 방안에 관한 연구: 명지대학교의 사례를 중심으로)

  • Student records are essential for the functional, social, and personal aspects of the university. However, it is difficult to systematically manage such records because of the vast amount produced by several agents, the decentralization of the university's records management system, and various types and forms produced. Despite acknowledging the importance of student records, Myongji University implements its records management system at a sluggish pace. This study defined students' records except for the administrative records of the university as "student-related records" and categorized them into education records, student creation and research records, and student activity records. After examining the best practices in Korea and abroad, we reviewed the current status of Myongji University's student records management system and proposed appropriate and comprehensive management plans accordingly.

A Study of Comparing the Paper-Based Medical Record with the Electronic Medical Record on the Level of Medical Record Completeness and the Accordance (종이의무기록과 전자의무기록의 기재 충실도 및 일치도 비교 연구 : 의사의 입원.퇴원기록지와 간호사의 입원.퇴원간호정보기록지를 중심으로)

  • This study was tried to evaluate the level of completeness and the accordance in electronic medical records by comparing paper-based medical record in doctor's admission records, discharge summary, and nursing information records. Medical records of inpatients of neurology department that the 100 paper-based medical records in 2004 and 100 electronic medical records in 2006 were targeted. Existence of record items and doctor-nurse record accordance were evaluated in doctor's admission record, discharge summary, admission nursing information record, and discharge nursing information record. There were not any differences between electronic medical records and paper-based medical records in doctor's admission record and discharge summary. Electronic medical records had less missing records than paper-based medical records in admission and discharge nursing information records. Electronic medical records showed higher accordance than the paper-based medical record in doctor-nurse record generally, but there were statistically differences in only medication, allergy, smoking, and drinking (p<0.05). In this study, it was verified that the quality of electronic medical records are better than paper-based records in nursing information record and doctor-nurse record agreement.

A Study on the Development of a Classification System for the Records in Closed Private Universities: Focused on "Seonam University" (폐교 사립대학 기록물의 분류체계 개발에 관한 연구: 서남대학교를 중심으로)

  • Records at closed private universities are simply kept in stacks without the use of records classification systems. However, the systematic management of such records is needed as these are important records that have legal and evidential value during the litigation process. Therefore, this study intends to develop a classification system for recordkeeping at closed private universities aiming to eliminate unnecessary follow-up procedures that may occur because of the absence of a records classification system, and to develop practical tools for managing records at closed universities. To this end, Seonam University, among the 13 transfer records kept by the Korea Advancing Schools Foundation, was selected as the example for this study. The peculiarities of the closing processes and the catalogs of the transfer records were reviewed, and a business function analysis was conducted. Based on the Guidelines for Prescribing Retention Period of University Records by the National Archives and the Ministry of Education, a records classification system for the closed private universities was proposed for the Records Disposition Schedule to handle the uniqueness of closed universities.

A Study on University's Management of the Founder's Private Records (대학의 설립자 개인기록 관리에 관한 연구)

  • This research has been conducted under the premise that private records can supplement public records. It recognized that important records of a university could be supplemented with not only administrative records, but also with private records of persons related to the university. The analysis of the founders' life history research was used to establish the classification system of private records and collection strategies. The life history of the founders of the university was analyzed and utilized for the classification system of records and the construction of the collection strategy. This research proposes a multiclassification system with function, subject, and type as the criteria of the classification system, and uses keywords derived from the classification system as a starting point of searching for future record collection and deducing them as potential collectors and producers. Although it cannot be a standard for all private records, it can be considered a significant attempt that takes the diversity of private records into account.

  • The recent demographic cliff caused the schooling population to steadily decline and the number of college admissions to sharply drop, which led to the prediction of the Ministry of Education wherein 38 universities in Korea will be closed within the next 3 years. As such, the legal, administrative, historical, and informational values of university records shed light on the importance of the follow-up process and management of closed university records. Although closed university records need to be systematically managed according to legal procedures similar to other public records, there is no practical and clear legal standard for the management of such records at present. Moreover, management standards considering the characteristics of (closed) university records and individual universities' situations and specificity have been insufficient. This study, therefore, examines the ambiguous standards for closed university records management and analyzed relevant problems. Furthermore, an integrated management system is suggested as a way to improve the records management of closed universities.

Seismic response analysis of embankment dams under decomposed earthquakes

  • In this study, the seismic response analysis of embankment dams was investigated through numerical modeling. The seismic behavior of dams under main earthquake records and wavelet-based records were studied. Earthquake records were decomposed using de-noising method (DNM) and down-sampling method (DSM) up to five levels. In decomposition process, low and high frequencies of the main earthquake record were separated into two signals. Acceleration response, spectral acceleration, and Fourier amplitude spectrum at the crest of embankment dams under different decomposition levels were evaluated. The seismic behavior under main and decomposed earthquake records was compared. The results indicate an acceptable agreement between the seismic responses of embankment dams under wavelet-based decomposed records and main earthquake motions. Dynamic analyses show that the DNM-based decomposed earthquake records have a better performance compared to DSM-based records. DNM-based records up to level 4 and DSM-based records up to level 2 have a high accuracy in assessment of seismic behavior of embankment dams. The periods corresponding to the maximum values of acceleration spectra and the frequencies corresponding to the maximum values of Fourier amplitude spectra of embankment dam crest under main and decomposed records are in good agreement. The results demonstrate that the main earthquake records can be replaced by wavelet-based decomposed records in seismic analysis of embankment dams.

A Review on quotations of Formulae of Chapters related to Five Viscera and Six Bowls in "Dongeuibogam" ("동의보감(東醫寶鑑)" 오장육부(五臟六腑) 관련문(關聯門)의 처방(處方) 인용(引用)에 관한 고찰(考察))

  • Objective : One of the characteristics of "Dongeuibogam" is that there are citation records at the end of quotations. Therefore, each pharagraph and formula in "Dongeuibogam" has citation records. In this article, authors try to review on the way of those citation records. Method : Comparing citation records of formulae-names with citation records of formulae-explanations. Result : On one side, citation records of formulae-names and citation records of formulae-explanations are not same. Conclusion : There are no regular rules in the way of citation records in "Dongeuibogam".

  • With the enactment of the "Public Records Management Act" in 1999 and its revision in 2020, a records management system was established in the domestic public institutions. However, as the focus is on the management of public records, there are difficulties in managing the historical records of the university archives controlled by the nonelectronic records management system. To overcome these difficulties, this study looked at the case of Pusan National University Archives, which attempted to improve the function of the nonelectronic records management system using the "University Innovation Support Project." In particular, it is a case in which the function of the nonelectronic records management system was improved, catalogs reflecting the characteristics of resources were produced, and then the shelves were organized. It is hoped that the improvement of the nonelectronic records management system in Busan National University Archives will provide a positive direction for related organizations facing similar difficulties in the future.

An Assessment of Records Management Practice in Selected Local Government Councils in Ogun State, Nigeria

  • What government does/fails to do is conveyed to the public largely by records and information of various types in the public service, without which there will be no government. When records are poorly managed, much time is involved in sorting and locating needed information from large volumes of records. The rate of records misplaced or lost from which useful information for decision making is usually obtained makes it difficult to provide concise and up-to-date records of both past and present operations, raising the challenge of effective record-keeping. Thus this study examined records management practices in selected local government councils in Ogun State, Nigeria, adopting the descriptive survey research method using questionnaires for data collection. Its population comprised 415 records of personnel in the selected councils, of which 208 were sampled using simple random technique. From the 208 copies of the questionnaire administered on the registry personnel, 150 copies were useable, with a 72.12% response rate. Descriptive statistics were used for the analysis. The results indicated a prevalence of paper as the dominant medium for recording/conveying information in the councils with most of these being either in active state, semi-active, and vital and were kept and maintained in the registry, while in-active records were kept in the records store. Storage facilities for record-keeping were insufficient. Security measures against unauthorized access to records were by restrictions and subject users to managerial clearance. The study concluded that council records were in chaos and recommended the formulation of coherent records management policy, adequate budgetary provision, and adequate finance.

  • This paper introduces an extended version of ${\kappa}$-records. Kullback-Leibler (K-L) information between two generalized distributions arising from ${\kappa}$-records is derived; subsequently, it is shown that K-L information does not depend on the baseline distribution. The behavior of K-L information for order statistics and ${\kappa}$-records, is studied. The exact expressions for K-L information between distributions of order statistics and upper (lower) ${\kappa}$-records are obtained and some special cases are provided.
