이성분계 혼합물의 하부 인화점에 의한 이슬점 예측 (Dew Point Prediction by Lower Flash Points of Binary Mixtures)

  • Vapor-liquid equilibrium calculation is required to properly design and operation of distillation process. The general calculation method is to use binary interaction parameter. Lower flash points of cyclohexanol+aniline and cyclohexanol+cyclohexanone were measured by using Seta-flash closed cup apparatus. The measured flash points were compared with those calculated by the method based on Raoult's law and the optimization method using Wilson equation. The absolute average errors(A.A.E.) of the results calculated by Raout's law are $0.25^{\circ}C$ and $1.07^{\circ}C$ for cyclohexanol+aniline and cyclohexanol+cyclohexanone, respectively. The absolute average errors of the results calculated by the optimization method are $0.22^{\circ}C$ and $0.65^{\circ}C$ for cyclohexanol+aniline and cyclohexanol+cyclohexanone, respectively. As can be seen from A.A.E., the calculated values based on the optimization method were found to be better than those based on the Raoult's law. The binary interaction parameters calculated by the optimization method are used to predict the dew points of cyclohexanol+aniline and cyclohexanol+cyclohexanone. The A.A.E. for these mixtures show that there is an acceptable agreement between experimental and calculated dew poins.

진단용 방사선 안전관련 법령의 법체계상 문제점 (Problems of the Legal System Related to the Regulation of Radiation Safety for Diagnosis)

  • It is not easy to regulate the amount of radiation used for the medical purpose as there usually is more good than harm to the patient's health and life caused by the medical exposure to the radiation. However, the rapid increase of the use of diagnostic radiation involves a high possibility of increasing the radiation hazard exposure. Therefore, it is imperative to implement effective regulations in order to secure the safety of diagnostic radiation. The one and only rule we currently have for the diagnostic radiation is "Medicine Act" with only one clause dedicated to regulate the safety management that does not include any rules for the medical radiation. A set of inclusive rules for the whole medical radiation inclusive of diagnostic radiation and therapeutic radiation need to be based on the "Medicine Act" rather than "Nuclear Safety Act" in order to protect the medical professionals, patients and the guardians of patients from the hazards of diagnostic and/or therapeutic radiation that was not used the purpose of medical treatment. If there is an administrative measure to be imposed to secure the safety of diagnostic radiation, it is considered as exertion of governmental authority of administrative agency. There must be clear and realistic legal guidelines for in-fringe on people's interests. The administrative measures for the safety management of the diagnostic radiation must be clearly and specifically based on the law and the detailed standards for the administrative measures must be dele-gated by the presidential decree or departmental ordinance. Accordingly, the restrictions imposed by the administrative measures to the "Safety Inspection Institute of Radiation along with Radiation Exposure Measuring Institutes" should have clear legal basis as well and the detailed standards for the administrative measures should be regulated by the Ministry of Health and Welfare decree instead of the notification by the Director of Korean Centers for Disease Control and Prevention. While securing the safety of radiation on one side, careful review and up-grade on our legal system for the safety management of the diagnostic radiation is required on the other side to guarantee the legality, interest balance and reliability of the administrative measures.

요양병원의 피난안전에 관한 연구 (A Study on Evacuation Safety of a Long-term Care Hospital)

  • In this study, We analyzed that evacuation characteristics of residents, fire safety standards, evacuation facilities and flame retardation, etc to increase the evacuation safety of a long-term care hospital. Therefore, In order to improve of evacuation safety in case of fire, We proposed that an increase in the number of care workers, education, training and an amendment to the law, a change of positions of fire safety controller.

  • 우리나라는 지금까지 항공기 개발에만 투자가 집중되어 필수적인 안전절차를 비롯한 인증활동 등에 대한 세부기준과 절차에 대해서는 소홀하였던 게 사실이다. 대부분의 항공 선진국들은 항공기의 안전한 운용을 위해 ICAO Annex 8에 근거한 감항증명을 법제화하여 의무적으로 시행하고 있으며, 미국은 국방부 및 FAA의 감항증명 체계를 자국의 현실에 맞게 적용하고 있다. 따라서 항공기 개발을 할 수 있는 국가로서 항공기의 높은 안전성 구축과 더불어 해외수출 기회 마련을 위해 항공기의 안전성을 보장할 수 있는 국제적 수준의 항공기 감항인증 체계의 구축이 필요하다. 이를 위해 국내 감항증명의 문제점을 분석하여 국외 선진사례를 반영하여 개선된 감항증명 체계의 구축방안에 대하여 연구를 수행하였다.

의과대학에서의 환자안전 교육과정 도입을 위한 환자안전 교육현황조사 및 향후 운영방안 (Current Practices and Future Directions in Patient Safety Education and Curriculum in Medical Schools)

  • In 2018, The Ministry of Health and Welfare announced its first comprehensive plan for patient safety, which included the imperative to develop a patient safety curriculum for students studying to become health professionals. The aim of this study is to assess current patient safety education and points of consideration for introducing new curriculum. An online survey was used to understand the status of patient safety education in medical schools, and key informant interviews and focus group interviews were used to collect qualitative data on the experience of patient safety education. The results of the online survey from 16 out of 40 medical schools (40% response rate) and the qualitative data analysis were integrated and analyzed. Twelve schools (75%) had established courses related to patient safety. The qualitative responses suggest that patient safety education is appropriate both before and after clinical training through a variety of educational methods, and that the topics should be linked with clinical training. The challenge of securing lecture time to address patient safety was mentioned as a realistic obstacle. When patient safety education is integrated in future curriculum, it is necessary to consider it as a priority. Moreover, in the early stages of introducing patient safety education, a step-by-step, policy-based approach is required for seamless adoption and settlement.

n-Propanol+acetic acid 및 n-propanol+n-propionic acid 계의 하부 인하점 측정 및 예측 (The Measurement and Estimation of Lower Flash Points for n-Propanol+Acetic acid and n-Propanol+n-Propionic Systems)

  • Flash points for the flammable binary systems, n-propanol+acetic acid and n-propanol+n-propionic acid, were measured by Cleveland open cup tester. The Raoult's law, the van Laar equation and the UNIQUAC equation were used for predicting flash points and were compared with experimentally-derived data. The calculated values based on the van Laar and UNIQUAC equations were found to be better than those based on the Raoult's law. And the predictive curve of the flash point prediction model based on the UNIQUAC equation described the experimentally-derived data more effectively than was the case when the prediction model was based upon the the van Laar equation.

The Measurement and Prediction of Minimum Flash Point Behaviour for Flammable Binarry Solution Using Pensky-Martens Closed Cup Tester

  • The flash point of liquid solution is one of the most important flammability properties that used in hazard and risk assessments. Minimum flash point behaviour (MFPB) is showed when the flash point of a liquid mixture is below the flash points of the individual components. In this paper, the lower flash points for the flammable binary system, n-decane+n-octanol, were measured by Pensky-Martens closed cup tester. This binary mixture exhibited MFPB. The measured flash points were compared with the values calculated by the Raoult's law and the optimization method using van Laar and UNIQUAC equations. The optimization method were found to be better than those based on the Raoult's law, and successfully estimated MFPB. The opimization method based on the van Laar equation described the experimentally-derived data more effectively than was the case when the prediction model was based upon the UNIQUAC.

  • The flash point is an important indicator of the flammability of a chemical. In this study, the flash points for the n-propanol+n-butanol and n-propanol+acetic acid systems were measured by Tag open-cup apparatus. The experimental data were compared with the values calculated by the Raoult's law and optimization method based on van Laar and UNIQUAC equations. The calculated values by optimization method were found to be better than those based on the Raoult's law.

노인보호구역 지정방법 개선에 관한 연구 (A Study on the Improvement of the Silver-Zone Selecting Method)

  • As the silver population rapidly increased, it became more urgent to establish a scheme of the traffic safety for the old. As part of the scheme, a polity to apply 'designation of the silver zone' was legislated into law. However, the standard quoting 'the silver zone should be within 300m - radius of the relevant facility' was considered homogeneous and even limited to apply its original objective. This study was to introduce a new standard to select the silver zone reflecting the actual scale. Consequently, I hope that this study would be useful reference for further development and the approach in the research could be legislated into law for more efficient designation and operation of the silver zone.
