정부 기업지원 사업이 기업성장에 미치는 영향 : 성장단계 및 정부지원 활용의 조절효과를 중심으로 (Effects of Government Business Support Projects on Corporate Growth : Focusing on the moderating effect of growth stage and use of government support)

  • 본 논문에서는 정부 기업지원 사업이 기업성장에 미치는 영향을 분석하였으며, 정부지원 활동에 성장단계를 조절 변수로 활용하여 기업의 재무적 성과 또는 비재무적 성과에 미치는 영향을 실증분석하였다. 그 결과 정부 기업 지원은 재무적 성과, 비재무적 성과, 정부지원 활용에 유의적 영향을 미쳤으며, 성장단계의 조절 효과의 경우 재무적 성과 및 비재무적 성과 모두에 정(+)의 영향을 미치는 것으로 분석 되었다. 연구결과를 종합하면, 정부 기업지원은 기업의 성과에 긍정적 영향을 미치며, 성장단계는 재무적 성과 및 비재무적 성과 모두에 정(+)의 효과가 있으며, 재무적 성과에 미치는 영향이 더욱 큰 것으로 나타났다. 이에 각 기업의 성장단계에 맞추어 정부 지원사업을 지원하여야 하며, 그중 쇠퇴기에 기업은 산업분야 및 기업분석을 통하여 기업의 상태에 맞추어 지원하는 맞춤형 지원을 수행할 필요가 있으며 정부 기업지원 사업의 효율성을 개선하는데 의미가 있을 것으로 기대된다.

민간보육시설 재정관리에 관한 시설장들의 인식유형과 개선방안 (The Perception Types of the Directors on PCC Financial Management and its Improvements)

  • 이 연구의 목적은 민간보육시설의 재정관리에 관한 시설장들의 주관적 인식을 유형화하고 그 특성을 파악하는 것이다. 유형별 특성을 통해 민간보육시설의 효율적인 재정관리와 보육서비스의 질 향상을 위한 방안을 모색하는 것이다. 민간보육시설의 재정관리와 관련된 엄선된 25개의 진술문을 가지고 27명의 시설장들에게 Q 분류를 하게한 결과 세 가지 유형이 도출되었다. 첫째, '재정 독립형'은 민간보육시설을 위한 재무회계규칙이 개정되어야 하며, 민간보육시설의 특수성과 독립성을 보장해야 한다는 유형이다. 둘째, '공보육형'인데 민간보육시설에 대한 정부지원이 국공립보육시설에 대한 지원만큼 이루어져야 한다는 유형이다. 셋째 유형은 '사업별 지원형'으로 민간보육시설의 규모, 특성에 부합하는 규정을 제정하고, 그에 따른 지원을 해야 한다는 유형이다. 연구결과를 토대로 한 함의와 보육정책 발전방안을 제시하였다.

A Decision Support System for Small & Medium Construction Companies (SMCCs) at the early stages of international projects

  • Despite the significant increase of Korean contractors in the international construction market, many SMCCs (Small & Medium Construction Companies) have suffered in the global financial crisis, and some of them have been kicked out of the international market after experiencing huge losses on projects. SMCCs face obstacles in the international market, such as an insufficient ability to gather information and inappropriate management of associated risks, which lead to difficulties in establishing effective business strategies. In other words, making immature decisions without an effective business strategy may cause not only the failure of one project but also the bankruptcy of the SMCC. To overcome this, the research presented herein aims to propose a decision support system for SMCCs, which would screen projects and make a go/no-go decision at the early stages of international projects. The proposed system comprises a double axis: (1) a profit prediction model, which evaluates 10 project properties using an objective methodology based on a historical project performance database and roughly suggests expected profit rate, and (2) a feasibility assessment model, which evaluates 17 project environment factors in a subjective and quantitative methodology based on experience and supervision. Finally, a web-based system is established to enhance the practical usability, which is expected to be a good reference for inexperienced SMCCs to make proper decisions and establish effective business strategies.

Integrating Real Options with Earned Value methods as a decision support tool for the financial evaluation of alternative construction methods

  • Determining on a particular construction method is typically decided in the initial phases of a project. However, changing conditions during actual construction may require a different method or technology to be employed. Providing an option for project managers to change construction provides flexibility that can increase value to the overall project. This research provides the ability to modify construction methods as a real option, which allows its value to be modeled. The research also formalizes a way to integrate a binomial lattice model with the Earned Value Method's S-curve. The integrated model provides a decision support tool that planners can use to determine whether to exercise the option depending on the status metrics provided by EVM.

정신장애인 동료지원활동의 고용 활성화 방안에 관한 연구 (A Study on the Promotion of Employment for Peer Support Activities of People with Mentally Disabled)

  • 본 연구는 정신장애인 동료지원활동의 보다 발전적인 고용 활성화 방안을 모색하고자 하는데 그 목적이 있다. 그리하여 정신장애인 동료지원활동 리더양성 일자리 지원사업을 담당하고 있는 직업재활실무자들을 대상으로 초점집단인터뷰(FGI)를 실시하였다. 연구결과, 연구참여자들은 본 사업을 통해 역량강화에 대한 기대를 갖고 있었고, 동료지원활동가의 역할에 대해 동료들에 대한 정서적 지원, 프로그램 계획 및 진행, 자조모임 운영, 사업 및 시설홍보, 직원 보조지원의 역할 등으로 인식하고 있었다. 또한 금전적인 보상과 의미있는 역할 수행이 된다면 보다 동기부여 될 수 있다고 보았으며, 사업참여를 통해 힘들지만 보람을 느끼며, 전문성 향상을 위해 스스로 노력하는 모습을 보였다. 본 연구결과를 토대로 정신장애인 동료지원 활동 고용 활성화를 위한 논의 및 실제적인 제언을 하였다.

재정지원 사업의 성과분석을 통한 공학 교육 방향 모색 (Seeking for engineering education direction through performance analysis of financial aid project)

  • 본 논문은 공학교육 개선을 위하여 재정지원 사업을 수행한 대학의 사업성과 분석을 통해 지방 공과대학의 교육방향을 모색하고 개선점을 제시하는데 목적이 있다. 본 연구를 위해 공학교육혁신지원사업을 수행한 대학의 3년간의 사업 만족도 조사를 통해 성과분석을 진행하였다. 사업에 참여한 이해관계자를 대상으로 지원사업의 교육프로그램과 운영에 따른 성과 등 통계적 분석을 진행한 결과 지원사업의 종합만족도 평점은 73.8%에서 83.4%로 상승하고 있으나, 산업체 만족도는 상대적으로 감소하고 있다. 조사 결과 신입사원들의 업무수행의 창의성 및 문제해결 능력의 만족도가 낮아 사업의 종합 만족도가 감소한 것을 알 수 있다. 향후 공학교육 혁신을 위한 교육프로그램 설계를 통해 창의적 문제해결 능력이 배양될 수 있는 공학교육 개선방안을 마련하고자 한다.

탄소의 사회적 비용에 따른 수상 태양광 사업의 경제성 변화 (Changes in the Economic Feasibility of a Floating Photovoltaics Project due to the Social Cost of Carbon)

  • Renewable energy sources play a key role in achieving carbon neutrality and zero net emissions in the power generation sector. Various efforts have been made to support the deployment of renewable energy, particularly solar photovoltaic and wind power, including policies to internalize the external cost of carbon emissions. In this study, we conducted a financial analysis of a 800 MW floating photovoltaic system and compared it with ground solar power generation. Additionally, we conducted a cost-benefit analysis that included the social cost of carbon. The findings showed that the floating photovoltaic project can meet the profitability target through an appropriately designed internalization of the social cost of carbon.

빈집을 활용한 지역사회 거점공간 분석 - 인천시 남구 공가활용사업을 중심으로 (Analysis of Local Community Spaces Bringing Empty Homes back into Use - Focused on Empty Home Utilization Project of Nam-Gu, Incheon)

  • Purpose: This study is to identify the implications and improvement solutions to plan the local community spaces bringing empty homes back into use that fit for regional characteristics, by analyzing the Empty Home Utilization Project implemented in Nam-gu, Incheon. Methods: Among 20 homes sponsored by the Project, five homes being currently operated were analyzed in depth, and features of exterior and interior spaces, and operational characteristics of the subject homes having been renovated through the project sponsorship were examined. Results: A plan is being established to systematically manage deserted or empty homes by assigning classification to each home in Nam-gu, Incheon and they are being utilized as a community space, a place of business or a cultural art space. Most of the physical improvements only included minor repairs such as redoing interior finish, as no major renovation was implemented including layout change and wall removing. Absence of major changes including improvement of house structure resulted in problems regarding accessibility and safety. Also, there was a limit to utilize the spaces only with support on physical improvement cost for empty homes, and it was identified that positive support for renovation should be conducted in accordance with its uses for the purpose. Implications: To complete the Empty Home Utilization Project successfully, it is most critical to reflect the resident opinions and demands, and discover local operators. Furthermore, for sustainable operation of local community space, additional plans for support would be required including financial support and training local leaders, consulting support for operation, encouraging community participation, and connecting with neighbor community.

산업재해 예방을 위한 재정지원사업의 수요자 설문조사를 통한 제도적 개선방안 연구 (A Study on the Institutional Improvement Plan through Consumer Survey of Financial Support Programs for Industrial Accident Prevention)

  • The purpose of this study is to conduct surveys on demanders using financial aid projects to prevent industrial accidents and to improve them. It is divided into clean business and loan support business through the structured questionnaire. In the case of clean business, the following results were obtained. Most of the applications were received within three months after application. The most important factor considered by the consumer is the amount of support, which is considered to consider the substantial improvement as follows.The expectation for the reduction of industrial accidents after the project was 96.1% and compared to before and after the actual business, it showed a 46.8% decrease from the previous year. In addition, the cost decreased by 21.8%, the facility utilization rate increased by 24.4%, the sales increased by 15.9%, and the average number of workers increased by 6.0. As for the sustainability of the business, 86.6% of the respondents said that they should continue to do so. The following results were obtained in the case of loan support projects. Industrial accidents decreased by 45.2% from the previous year. Costs decreased by 19.4%, facility utilization rose by 26.7%, sales increased by 14.9%, and the number of workers increased by an average of 2.8. In the case of suppliers, prevention of industrial accidents at the business sites participating in the clean business was the highest factor (67.0%). 89% of respondents were aware of the disposal criteria for ineligible suppliers. 50.6% of the respondents answered that it is appropriate to maintain the current level, and 39.4% of respondents answered that they should strengthen. The prices for the support items were more than 15% higher than the market prices.

DECISION SUPPORT SYSTEM FOR SUBURBAN STATION REHABILITATION

  • Every public agency governing infrastructure has to plan effectively for rehabilitation of existing facilities within the constraints of the capital program. Numerous technical, social, political, financial, and management constraints govern the decision to rehabilitate a facility. However, without a systematic procedure for selecting facilities for rehabilitation, within the prevailing constraints, it is possible that the funds available for rehabilitation might be suboptimized. Therefore, a decision support system that assists the user in selecting facilities for rehabilitation while considering the technical, social, financial, and political and management constraints will be useful in the decision-making process. This paper compares the Analytical Hierarchy Process (AHP) with the Swing Weight method used to prioritize functional criteria for suburban station rehabilitation. This paper also contains a brief discussion about the relevance of the Multi Attribute utility theory in developing a decision model for the problem at hand. The results of this paper provides the user with a decision support system that would prioritize the stations in order of their weights obtained by a systematic evaluation of various criteria and sub-criteria involved in the decision making process
