An International Comparison Study of Universal Service Support Mechanisms and Duplications (보편적서비스 지원제도 비교연구)

  • The decision of the USA to found the USF(Universal Service Fund) in 1983, which was aiming to support basic telecommunication services provision at affordable price in rural and high cost areas, has triggered many countries to introduce universal service support mechanisms. Korea has been also operating a universal service support mechanism since 2000 but there are lively controversies on the change of the existing support mechanism. This paper, first, will review universal service support mechanisms in major countries including USA, EU, Chile, Peru and Japan. Second, this paper will classify types of the mechanisms and review merits and demerits of the mechanisms. Finally, this paper will derive some implications for the improvement of domestic Mechanism.

  • Universal service policy is the core of telecommunications policy and, therefore, in many countries, governments have been accomplished universal service as the critical goal of telecommunications policy. In the past when the market was under monopoly, the monopolist had the responsibility of supplying for universal service, whereas supply cost complemented through internal assistance. From 1998 when WTO basic telecommunications negotiation took effect, however, telecommunications markets fully opened, it was impossible to supply of universal service under the past system. Therefore, governments of major countries are trying to renew laws and institutions for policies compatible with competition environments. In this paper, I analyse and compare major countries' policies for the universal services and try to find out policy implication for Korea.

Design of a Novel Polishing Tool Mechanism with 3-axis Compliance

  • In this paper, a novel polishing tool mechanism with 3-axis compliance is presented, which consists of 2-axis rotational and 1-axis linear compliances in series. The 2-axis rotational compliance mechanism is made up of four cantilever beams for adjusting rotational stiffness and one flexure universal joint at the center for constraining the z-axis deflection. The 2-axis rotational compliance can mechanically adjust the polishing tool to machined surfaces. The polishing press force can be simply controlled by using a linear spring along the z-axis. The 2-axis rotational and 1-axis linear compliance design is decoupled. The stiffness analysis of the 2-axis compliance mechanism was performed based on link compliance matrix and rigid body transformation. A 3-axis polishing tool was designed by configuring the 2-axis compliance mechanism and one linear spring.

  • 유비쿼터스 환경에서의 일반 사용자를 위한 흠 네트워크의 실현은 다양한 가전 제품군의 홈 네트워크 미들웨어들이 표준화되고 상용 장비에도 장착이 되어 실용화된다. 흠 네트워크 환경에서 UpnP (Universal Plug and P1ay) HAVI (Home audio/video interoperability) HNCP(Home Network Control Protocol)등과 같은 개별 단체 표준 미들웨어들을 탑재하고 있는 이종 정보가전기기들 간의 상호연동성을 제공하고,홈 네트워크 미들웨어들을 쉽게 수용하기 위해서 Universal Middleware Bridge 시스템 규격을 ITA 표준안에서 정의하였다. TTA의 Universal Middleware Bridge(UMB)를 표준화로 제안되고 있는 범용 미들웨어 브릿지(UMB)는,SOAP/HTTP 기반의 UMB 메시지 전송/수신 기능을 가지고 있는 Universal Middleware Bridge Core(UMB-C)와 접속 설정 기능과 UMB 메시지를 수신,해석,생성,전송하는 기능을 가지고 있는 Universal Middleware Bridge Adaptor(UMB-A)로 구성 된다. UMB 메시지는 3가지 범주로 분류된 메커니즘이 있다. 첫 번째는 미들혜어의 접속과 해제에 관련된 메커니즘이고,두 번째는 장치 접속/해제에 관한 메커니즘이며,세 번째는 장치에 대한 제어/감시/이벤트에 관한 메커니즘이 있다. 본 논문에서는 미들웨어 운영 메커니즘에 서비스 품질 패키지,경고 메시지에 대한 메커니즘을 추가 설계하였다.

Vibration Experiment and Stability Prediction of a Universal Machining Center (만능형 머시닝센터의 진동실험 및 절삭안정성 예측)

  • There have been many researches on machine tool vibration and chatter to obtain assessment procedure and more productivity. In this paper chatter limit is predicted on a universal machining center which used a parallel mechanism. The prediction method uses the combination of structural dynamic characteristics and cutting dynamics. So the dynamic characieristics were obtained by vibration experiments. We showed the unstable cutting conditions, and from them we could plot the unstable borderlines.

  • Parallel Kinematic Mechanism (PKM) is a device to perform the various motion in three-dimensional space and it calls for six degree of freedom. For example, Parallel Kinematic Mechanism is applied to machine tools, medical equipments, MEMS, virtual reality devices and flight motion simulators. Recently, many companies have tried to develop new Parallel Kinematic Mechanism in order to improve the cycle time and the precisional tolerance. Parallel Kinematic Mechanism uses general universal joint and spherical joint, but such joints have accumulated tolerance problems. Therefore, it causes position control problem and dramatically life time reduction. This paper focused on the rolling element to improve sliding precision in new sliding ball joint development. Before the final design and production, it was confirmed that new sliding ball joint held a higher load and a good geometrical structure. FEM analysis showed a favorable agreement with tensile and compressive testing results by universal testing machine. In conclusions, a new sliding ball joint has been developed to solve a problem of accumulated tolerance and verified using tensile and compressive testing as well as FEM analysis.

  • In this paper, we present a new two-dof anthropomorphic joint mechanism that enables to mimic the humanlike motion. The proposed mechanism, called Double Active Universal Joint(DAUJ), generates a two-dof swivel motion without rolling by the coupled motion of two independent motor. In addition, we perform basic experiments to confirm the effectiveness of the proposed mechanism and the results are reported.

  • Extensive researches have been carried out on machine tool chatter to obtain assessment procedure and improvement measures. In this study, chatter limit is predicted on a newly fabricated universal machining center by the combination of structural dynamic characteristics and cutting mechanics. We showed the unstable cutting conditions, and from them we could plot the unstable borderlines. From the chatter simulations we could say that the newly built universal machining center can be well used in the finishing machining of steel as other common machine tools.

Fatigue program is consist of test simulation, data analysis and print report by control fatigue testing program which expansively applies tension-compression tests with using oil pressure mechanism by Visual Basic software running under windows 98.
