This study was to develop effective water quality management measures using LDC (Load Duration Curve) curves for TMDL (Total Maximum Daily Loads) unit watershed. Using LDC curves, major factors for BOD and T-P concentration loads generation (i.e. point source or non-point source) in the case study area (Geumho river basin) were found for different hydrologic conditions. Different measures to deal with the pollutant loads were suggested to establish BMPs (Best Management Practices). It was found that the target area has urgent T-P management methods especially at moist and midrange hydrologic conditions because of point source pollutants occurred in developed areas. One example measure for this could be establishment of advanced treatment facility. This study proved that the use of LDC was a useful way to achieve TWQ (Target Water Quality) on the target watershed considered. It was also expected that the methodology applied in this study could have a wider application on the establishment of watershed water management measures.
Synthetic unit hydrograph equations for rainfall run-off characteristics analysis and estimation of design flood have long and quite frequently been presented, the Snyder and SCS synthetic unit hydrograph. The major inputs to the Snyder and SCS synthetic unit hydrograph are lag time and peak coefficient. In this study, the methods for estimating lag time and peak coefficient for small watersheds proposed by Zhao and McEnroe(1999) were applied to the Kum river basin in Korea. We investigated lag times of relatively small watersheds in the Kum river basin in Korea. For this investigation the recent rainfall and stream flow data for 10 relatively small watersheds with drainage areas ranging from 134 to 902 square kilometers were gathered and used. 250 flood flow events were identified along the way, and the lag time for the flood events was determined by using the rainfall and stream flow data. Lag time is closely related with the basin characteristics of a given drainage area such as channel length, channel slope, and drainage area. A regression analysis was conducted to relate lag time to the watershed characteristics. The resulting regression model is as shown below: ※ see full text (equations) In the model, Tlag is the lag time in hours, Lc is the length of the main river in kilometers and Se is the equivalent channel slope of the main channel. The coefficient of determinations (r$^2$)expressed in the regression equation is 0.846. The peak coefficient is not correlated significantly with any of the watershed characteristics. We recommend a peak coefficient of 0.60 as input to the Snyder unit-hydrograph model for the ungauged Kum river watersheds
Human activities and land-use practices are intensely widening the urban areas. High impervious surface areas cover much of urban landscapes and are the primary pollutant sources which can lead to water quality and habitat degradation in its watershed. As the urban areas expand, transportation land-use such as parking lots, roads, service areas, toll-gates in highways and bridges also increase. These land-uses are significant in urban pollution due to high imperviousness rate and vehicular activities. To regulate the environmental impacts and to improve the water quality of rivers and lakes, the Ministry of Environment (MOE) in Korea developed the Total Pollution Load Management System (TPLMS) program. The main objective is to lead the watershed for a low impact development. On a local scale, some urban land surfaces can be emitting more pollution than others. Consequently, in urban areas, the unit loads are commonly employed to estimate total pollutant loadings emitted from various land-uses including residential, commercial, industrial, transportation, open lands such as parks and golf courses, and other developed land like parking areas as a result of development. In this research, unit pollutant loads derived specifically from transportation land-uses (i.e. branched out from urban areas) will be provided. Monitoring was conducted over 56 storm events at nine monitoring locations during three years. Results for the unit pollutant loads of transportation land-use are determined to be $399.5kg/km^2-day$ for TSS, $12.3kg/km^2-day$ for TN and $2.46kg/km^2-day$ for TP. The values are higher than those of urban areas in Korean MOE and US highways. These results can be used by MOE to separate the pollutant unit load of transportation landuses from urban areas.
국내 최대 상수원인 팔당호는 하천형 호소로 분류되며, 팔당호 수질은 외부오염원의 영향이 크다. 이에 본 연구에서는 팔당호 상류지역의 오염원 분포와 오염물질 유출특성을 분석하여 BOD와 TP 관리를 위한 중점관리 오염원을 선정하고자 하였다. 이를 위해 11개 단위유역에 대한 오염원별 발생부하량과 배출부하량을 조사하고, 74개 소하천의 수질 유량 측정결과를 이용하여 유달부하량과 유역면적당 유달부하 밀도를 분석하였다. 오염원별 BOD, TP 발생부하량과 배출부하량, 유달부하량을 분석한 결과, BOD 발생부하량은 축산계가 66.0%로 가장 높은 비율을 차지하였고, BOD 배출부하량은 생활계가 42.7%를 차지하였으며, BOD 유달부하량은 축산계와 생활계가 각각 36.4%, 34.3%를 차지하는 것으로 나타났다. TP 발생부하량과 배출부하량, 유달부하량 모두 축산계에서 가장 높은 비율을 차지하였으며, 각각 82.5%, 44.4%, 46.7%로 나타났다. 또한 BOD 유달부하밀도는 인구밀도가 높은 경안천 유역이 $14.6kg/km^2/d$으로 가장 높았고, TP 유달부하밀도는 가축사육두수가 많은 청미천 유역이 $1.23kg/km^2/d$이 가장 높게 나타났다. 이러한 연구결과를 통해 팔당호 수질개선을 위해서는 생활오수와 가축분뇨를 중심으로 오염원관리가 필요하며 경안천 유역은 생활오수에 대한 관리가 필요하고 남한강 유역, 특히 청미천 유역은 가축분뇨에 대한 관리가 필요한 것으로 판단되었다.
As a result of analysis based on the observed data for BOD, COD and TOC in order to manage non-biodegradable organics in the Geumho River, COD/BOD ratio was analyzed as the occupying predominance proportion. In this study, the classification(changes in water quality measurement : increase, equal, decrease) and measurement of BOD and COD were analyzed for trends over the past 10 years from 2005 to 2014 in the Geumho River. The Geumho River is expected to need non-biodegradable organics management because BOD was found to be reduced 61.1% and COD was found to be increased 50%. As a result of the analysis of land use, the Geumho-A is a unit watershed area of $921.13km^2$, which is the most common area that is occupied by forests. The Geumho-B is a unit watershed area of $436.8km^2$, which is the area that is highest occupied by agriculture and grass of 24.84%. The Geumho-C is a unit watershed area of $704.56km^2$ accounted for 40.29% of the entire watershed, which is the area that is occupied by urban of 15.12%. Load of non-biodegradable organics, which is not easy biodegradable according to the discharge, appeared to be increased because flow coefficient of COD and TOC at the Geumho-B were estimated larger than 1 value. The management of non-point sources of agricultural land is required because the Geumho-B watershed area occupied by the high proportion of agriculture and field. In this segment it showed to increase the organics that biodegradation is difficult because the ratio of BOD and TOC was decreased rapidly from GR7 to GR8. Thus, countermeasures will be required for this.
우리나라에서 시행중인 수질오염총량관리제도는 수계 내 모든 유역을 단위유역으로 구분하고 단일 공통 오염물질과 유량조건을 고려하여 본류 중심으로 관리하고 있다. 이러한 수질오염총량관리제도는 지역 및 단위유역의 특성 변화를 반영하지 못하며 관리수계 내 목표수질을 유지한다고 하더라도 각 단위유역에서의 수질변화 여건에 따라서 지류에서 발생되는 오염물질의 부하량 변화를 직접적으로 반영하기 어려운 실정이다. 이를 개선하기 위해서 오염도가 높은 지류의 총량관리를 위한 지류총량제도의 추가 도입이 필요한 실정이다. 본 연구에서는 지류에서의 수질변화 양상이 본류에 미치는 영향을 분석하기 위해서 팔당수계내 3개의 주요 중권역인 남한강 하류, 경안천, 북한강 유역을 대상으로 53개의 소유역으로 구축하여 유역유출모형인 HSPF (Hydrological Simulation Program-Fortran) 모형을 적용하였다. 모의결과 BOD는 0.17 mg/L - 4.30 mg/L의 범위로 전반적으로 지류에서 높게 생성되어 하류 유역으로 갈수록 낮아졌다. T-P는 0.02 mg/L - 0.22 mg/L의 범위로 도시화 및 축산업 등의 영향이 큰 유역은 높게 나타나고 북한강 유역은 전반적으로 낮게 나타났다. 또한, 각 단위 유역별로 배출되는 오염부하량 변화에 따른 수질 변화를 분석하기 위해 오염원 저감 시나리오를 선정하였다. 시나리오별 모의결과 BOD와 T-P의 저감률은 북한강 하류유역과 경안천 중·하류 유역에서 크게 나타났다. 이는 각 소유역별 수질 개선의 노력에 따른 수질 저감의 혜택은 각 본류 하천의 중·하류에서 가장 크게 받는 것으로 나타났으며 지류총량관리를 위한 기초자료가 될 수 있다고 판단된다.
현행 수질오염총량관리제는 원인자부담원칙를 기본으로 설정된 단위유역별 지자체별 할당부하량을 해당 지자체가 개별적으로 대처하도록 하고 있다. 그러나 하천으로 유입되는 수질오염물은 공기오염물과 달리 상류에서 하류로 일방적으로 흐르고, 하나의 하천에 다수의 지자체가 연관이 되어 있으며, 일반적인 하수처리시설은 '규모의 경제'를 따르는 시설물임을 감안한다면 지자체간 협조를 통해 수질관리비용을 절감할 수 있다. 본 연구는 유역 전체의 관점에서 비용효과를 가질 수 있도록 삭감량을 재배분함으로써 수질관리비용을 절감하는 방법을 제시하였다. 이를 위해 영산강 유역을 대상으로 현재 단위유역별 지자체별로 할당된 계획삭감량을 총량의 증감없이 오염원이 집중된 지역으로 재배분하여 발생하는 수질개선 효과와 비용절감 효과를 분석하였다. 분석결과, 기존 계획에 의한 영산강 유역 전체의 비용은 787,575.0 백만원이며, 시나리오-1과 2는 각각 123,671.8 백만원, 171,433.5 백만원의 비용이 절감되었다. 본 연구는 오염총량관리제를 준수하기 위한 지자체의 수질관리 비용을 절감하는 방안으로서 사례가 될 것으로 기대된다.
In this study a general analysis method for watersheds with the entire runoff conditions and corresponding water quality is proposed and its applicability based on the currently available information is investigated. Using the 8-day-interval data set of runoff and water quality observed by Nakdong River Environment Research Center, the flow duration curve and discharge-load relation curve for each unit watershed are established, then the load duration curve is finally constructed. This paper discusses how the load duration curve can be used in the assessment of TMDL. The entire Nakdong river watershed is also divided into prior managing areas of point sources or non-point sources in a way of general management. It is thought that LDC can be a great tool for visualizing overall probabilities of current water quality and thus for the TMDL management.
The size, scale, and number of subwatersheds can affect a watershed modeling process and subsequent results. The objective of this study was to determine the appropriate level of subwatershed division for simulating streamflow. The Soil and Water Assessment Tool(SWAT) model with a GIS interface(BASINS SWAT) was applied to Yongdam Dam watershed. Daily output was analyzed from simulation, which was executed for 10 years using climate data representing the 1987 to 1996 period. The optimal number of subwatersheds and HRUs to adequately predict streamflow was found to be around 15, 174. Increasing the number of subwatersheds and HRUs beyond this level does not significantly affect the computed streamflow. this number of subwatersheds and HRUs can be used to optimize SWAT input data preparation requirements and simplify the interpretation of results without compromising simulation accuracy.
통합수자원관리에 있어 가장 중요한 요소는 바로 지역 혹은 국가별로 상이한 수자원의 특수성에 대한 고려이고 결국 수자원의 지역적 특수성의 고려가 보다 효과적인 IWRM을 도출하게 되는 것이다. 수자원과 관련된 특수성은 수자원과 관련된 수문학적, 수리학적 그리고 기상학적인 특수성뿐만 아니라 수자원과 관련된 사회, 경제, 제도적인 특수성까지도 포함된다고 할 수 있다. 본 논문은 통합수자원관리의 단위(Unit)라고 한 수 있는 유역통합관리 방안을 소유역별로 접근하여 통합수자원관리의 실행방안을 시도하였다. 특히 소유역중심의 유역관리에 반드시 요구되는 재정문제와 재정확보방안에 대한 제안을 하였다.
