  • The visual implementation of 3-dimensional national environment is focused by the requirement and importance in the fields such as, national development plan, telecommunication facility deployment plan, railway construction, construction engineering, spatial city development, safety and disaster prevention engineering. The currently used DEM system using contour lines, which embodies national geographic information based on the 2-D digital maps and facility information has limitation in implementation in reproducing the 3-D spatial city. Moreover, this method often neglects the altitude of the rail way infrastructure which has narrow width and long length. There it is needed to apply laser measurement technique in the spatial target object to obtain accuracy. Currently, the LiDAR data which combines the laser measurement skill and GPS has been introduced to obtain high resolution accuracy in the altitude measurement. In this paper, we first investigate the LiDAR based researches in advanced foreign countries, then we propose data a generation scheme and an algorithm for the optimal manage and synthesis of railway facility system in our 3-D spatial terrain information. For this object, LiDAR based height data transformed to DEM, and the realtime unification of the vector via digital image mapping and raster via exactness evaluation is transformed to make it possible to trace the model of generated 3-dimensional railway model with long distance for 3D tract model generation.

Efficiently Development Plan from the User's Need Analysis of the Army Tactical C4I(ATCIS) System (지상전술 C4I(ATCIS)체계 운용자 요구분석을 통한 효율적 발전 방안)

  • This study was to minimize the trial and error in the primary step of the C4I system(ATCIS) of the each army corps on the front line, and test the economy and efficiency was tested by reviewing related papers and the system characteristics of other countries. The relationship was researched by analyzing the collected survey data and survey data related to the user's requirement level such as the army standards, that is, commonality, timeliness, simplification, automaticity, field availability and viability, multi-stage security and interoperability, unification. The result showed that the C4I system was efficiently operated through the system reliability for the specification of the system and operation manual, maneuverability and security, adaptability of the war field and system support and management, and good education and training about system operation, and less system maintenance and supplementary element. As a result, the development plan confirmed that the continuous operator education and the construction of the maintenance, and the upgrade digitalization(C4ISR+D) with the korean characteristics based on IT of network systems, and system development of the measurement model of the operator performance must be continuously supplemented in the near future.

South-North Legal System Division: Challenge for the Integration of Legal Systems beyond the Division of Korea (남북 법제분단: 분단을 넘어 법제통합을 위한 과제)

  • It has been seventy-two years since the Korean Peninsular was divided into South and North Korea. When Korea was liberated from Japanese colonial rule in August 1945, the South and North established a capitalist system and a socialist system (communism) respectively, intensifying the ideological conflict and confrontation. The division of Korea was not confined to political and economical aspects, but extended to legal system, making it difficult to find legislative homogeneity in the two. The long-term situation of the divided nation results in a social phenomenon accompanied by legal division. For instance, shortly after its liberation from Japan's colonial rule, North Korea responded quickly to secure legal stability to govern the northern part while the Soviet army troops were stationed in it. Based on Marx and Engels' historical materialism, the North drove a change in its ideological superstructure by repealing the privatization of land property which was the means of production and finally enforced land nationalization, in common with other socialist states including the former Soviet Union. The North's land reform made under the guise of fulfilling national independence and doing away with anti-seigneurial and anti-feudalistic relations, has led to a wide difference in the systems between the South and Korea. This paper focuses on the legal systems of South and North Korea and is aimed at exploring the legal characteristics and environment of the North which became secluded from the world while engaging in socialist experiments for the past seventy two years against capitalism. Ongoing studies of legal system integration will be briefly discussed. The legal status of South and North Korea as a political entity will be investigated to overcome legal system division; and the characteristics of South-North relationship in legal terms and the limitations of the North's legal system will be also examined. Moreover, the directions for integrating legal systems and the plan for resolving legal system division will be suggested.

Present Status and Future Prospect on Fishing Industry in North Korea (북한수산업(北韓水產業)의 현황(現況)과 전망(展望))

  • In recent years, the communication and the trade between the Republic of Korea(South Korea) and the Communist bloc has been activated. The simultaneous entrance of South Korea and North Korea to the United Nations will accelerate the political dialogue and also the trade which is indirectly carried out through a third country at present will be turned into direct way. Fisheries products are also treated as one of the important trade goods and there is a hopeful prospect that the amount of trade will be steeply increased in the near future. Furthermore, there is a great possibility of development up to the joint utilization of fishing grounds or the joint investment in fisheries projects. Concerning such points, since it is very much important to understand the present status of fisheries in North Korea, the author made a study on this field as requested by the Board of Unification, and report a part of the study here. The prominent character of North Korea's ruling sea area is that the sea is completely separated into two regions-the East Sea Region and the West Sea Region-and no continuity exists between them. The East Sea Region locates in the fringe of the biggest fishing ground of the world-the North Pacific Ocean-and very rich in resources not only warm water fishes but also cold water fishes. Especially alaska pollack, Theragra chalcogramma, is caught abundantly in this region. Contrary to that, fishing activity in the West Sea Region seems to be interrupted in winter. Even though some valuable warm water fishes-yellow corvenia, Pseudosciaena manchurica, and hair tail, Trichiurus lepturus, and so forth-come to this region from spring to summer along the coast line of this region for spawning, and vigorous fishing activity is carried out. But the most of them migrate southward to the neighboring waters of Cheju Island for wintering from autumn to winter, and so the fishing activity in this region seems to be interrupted greatly during winter. The total number of fishing boats in North Korea is estimated at 36 thousand and the rate of mechnization at about 70% compared with 99 thousand and 78% in South Korea. North Korea proclaimed an exclusive economic zone of 200 nautical miles in 1977. Specific character of this zone is setting of military boundary zone, up to 50 miles from the base line in the East Sea Region and also it covers whole region of the economic zone in the West Sea Region. Especially in the East Sea Region she set up a straight base line which can not be permissible by the international law. North Korea's statistics on fisheries product has not been announced officially on account of her unique isolationism, but it can be estimated through several data procured. At the first, the amount of fisheries products in the North Korea is reported as about 1.7 million ${\frac{M}{T}}$ by Fisheries Statistics which issued by the FAO in 1987, but a North Korea's trade organization announced the amount as 3.5 million ${\frac{M}{T}}$ in 1988. The former seems to be underestimated and the latter must be an exaggeration. According to Chikuni, who is a Japanese worker for FAO, prepared the unofficial statistics based on the evidence which he collected through the fineries development plan of the FAO/UNDP, and estimated the mean amount between 1982 and 1984 was 2.4 million ${\frac{M}{T}}$ or so. The Board of Unification estimated on the basis of various factors that the amount was 2.2 million ${\frac{M}{T}}$ or so in 1987 and in 1988. This seems to be the most reasonable. To solve the chronic lack of foreign currency, North Korea makes effort on the development of fisheries, and has even aimed fisheries product at 11 million ${\frac{M}{T}}$ by 1993, but this target looks unrealistic under the present circumstances. Somehow, we can exploit her extreme policy which has gone so far as to establish such an excessive and impractical target. Nevertheless this will be helpful to promote the joint development of the fishery activity between South Korea and North Korea.

An Impact Analysis of the Korea-Japan Undersea Tunnel Project;focus on Economic Potential Model Analysis (한일간 해저터널사업의 효과분석;성장잠재력 분석을 중심으로)

  • With rapid growing of the Northeastern Asia, the interest for the connection of Infrastructure that was behind of interesting until now is getting larger. In a line of same connection, UN-ESCAP are forwarding transcontinental railway project, asian highway project et al.. And this study aimed at analysis on the effect that extended to a space by Korea-Japan undersea tunnel project. In aspect of a national land balanced-development to solve various problems such as overcrowding in capital region, unbalanced state by regions, weak exchange between South and North Korea, and weakness of national land basis to prepare for unification et al., this study consulted the economic potentiality model as a analysis method to examine an effect. In this analysis, I used 24 scenarios including all cases by combination of 3 scenarios for Korea-Japan undersea tunnel, 4 scenarios for transportation modes in the section of undersea tunnel, and 2 scenarios for adjacency infrastructure. Transportation modes in the section of undersea tunnel are railway, car-train, mixing way of railway and car-train, and mixing way of road and railway. Adjacency infrastructure applied railway and road. In all scenarios, Korea showed higher growth potentiality than Japan. Also, proposal plan C route relatively showed better in national land balanced-development than other proposal plans. The growth potentiality relatively appeared higher by buildup of a connection together with non-capital regions from the construction of Korea-Japan undersea tunnel. In aspect of Northeastern Asia, it resulted in a increasing of trade and chance of network formation in the region of Asia through infrastructure connection. But, in considering passenger and various factors that extended to the economic growth, this analysis have some limitation. Therefore, I hope that deep studies will continuously perform with various factors.

A basic study on the creation of historic revolutionary sites in North Korea (북한의 혁명사적지 및 혁명전적지 형성에 관한 기초연구)

  • This research study presents historic revolutionary sites in North Korea. In this study, the creation of historic revolutionary sites in North Korea after the Liberation of Korea in 1945, as yet unpublished in the field of landscape architecture and urban planning, is investigated. For conducting this study, the method of true and urban planning, is investigated. For conducting this study, the method of archival research, in which regarding documents, plans and photographs are investigated, was used. This study covers notions, establishment, related laws and regulations, distribution and present status, developmental stages, concrete examples, and general characteristics, of historic revolutionary sites in North Korea. In North Korea, historic revolutionary sites mean all the places where revolutionary achievements of Kim, Ill-Sung and his family are reached. Those sites have been actively created for the purpose of the idolization of Kim, Ill-Sung since the 1960s. In recent years, the sites have been revobated and new places of this kind have been constructed, so that various idolization facilities and structures are now everywhere in North Korea. In those sites, various historic revolutionary relics are preserved, and the statues of Kim, Ill-Sung, historic revolutionary monuments, revolutionary museums and other facilities are constructed. These places can not be regarded as planned spaces for people in true the meaning of place, and accordingly they must be reconstructed for people's use. They can be redeveloped as places of history, culture and deucation, theme parks, green open spaces, and sight-seeing facilities after unification of Korea. This study can be used as valuable information for further study especially for the reconstruction planning of the places in preparation for a probable unified Korea. For a profound study, North Korea must open broader and more accurately detailed documents, regarding historic revolutionary sites, to the outside world, and the South Korean Government must also have a sense of co-ownership of the information about North Korea rather than exclusive possession and restrictions. Ultimately, academic exchange between South and North Korea must be realized and on-the-spot surveys must be carried out so as to find a reasonable land use plan for the historic revolutionary sites for a future unified Korea.

  • Integration system of conservation ecology, ecosystem management and land planing in landscape scale is major principle strategy for national management system of environmental resource and biodiversity. Current conservation strategy is concerned with not only population and habitat level but also ecosystem and landscape level. In especially, ecological networking to link core areas or major habitat patches is most eminent and emerging issue in European Union (EU) and North America. Moreover, the promotion of national ecological network system in EU is focused on national cooperation to construct ecological corridor for key habitat that distributed in many countries. Integrating landscape ecology into conservation ecology and restoration have important role to stimulate the network system in regional and national level. In this review paper, comprehensive and necessary considerations arisen from the view of landscape ecology were discussed for the present situations of wildlife conservation and management in Korea compared with other countries. Especially, the conservation strategy and policy of biodiversity were addressed in broad sense including habitat protection, legal approaches, and ecological network programs. Finally, a national ecological network system was suggested for environmental policy in Korea in global consideration after the Korean Unification.

  • In this paper, the performances of implementation real-time book search service of government library using OpenAPI. Since 2000, each self-government made a governmnt library for local resident because of policies to encourage reading. Each self-government library services book perusal and lend free for local resident. In current system local residents visit to a library for lending, returning and reading books. And each library run by a self-governing administration provides their own homepage for searching service as well as booking. For each services are not unified, however, it is not easy for lenders to search and lend these enormous books which are spread each library. Accordingly, we present a plan which using organization of every system established now in each library as it is, for a scheme of database by libraries' efficient unification and search, a network of TCP/IP and application which connects each library's database, servicing which uses Open API a check books through real time accessing Database.

Memorial Design for Relocation Site of Steam Locomotive in Jangdan Station on Kyong-Eui Railway (경의선 장단역 증기기관차 이전지 기념공간 설계)

  • Kyong-Eui Railway used to be one of the major cross-country railways connecting Busan and Shineuiju. Being the central axis of logistics and transportation in Korea, it also signifies a symbolic meaning of the people's desire for the unification of divided Korean peninsula. A steam locomotive that had stopped in Jangdan Station was bombed out during the Korean War. The locomotive has been neglected and covered with rust in DMZ over a half century, and now is becoming a historic reminder of divided Korea. The initial design approach was based on the three main perspectives of the relocation plan of the steam locomotive in Jangdan Station which is designated as the registered cultural asset no. 78: historical significance, role of a monumental space, and influence on and from the local culture and tourism. Three design subjects were especially highlighted which would represent the identity of the cultural asset, the stream locomotive. First, a vertical watching deck was installed to provide various view points toward the locomotive while ensuring the security of visitors as well as the cultural asset. Second, the Dokgae bride area has good design potentials being on the railway. However, the site is too narrow. Thus, a new ramp and a stairway were placed responding to the existing topography so that the pedestrian environment could be secured last, to respect the local context where the locomotive was originally located, mulberry trees in the locomotive were transplanted as well. Flowering plants were planted around the display area for better ventilation to minimize the negative impact on the locomotive.

  • The purpose of this article is to analyse the military thought of Ferdinand Foch and to present its contemporary meanings. 1.Foch's life: Since 1871 to end of World War I, he acted as a military philosopher, battle field commander, and Supreme Commender of the Unified Forces so as to be judged as Clausewitz of the 20th century. 2. Historical Background of Foch's Activity Period : The series of the domestic revolutions after Napoleon's downfall were extended to Europe for independence, unification and overseas colonial wars. Thus Foch's growing and acting period was in totally imminent danger at all fields. 3. Foch's Military Thought : Through his three books, he argued cleary the absolute importance of the immaterial power including the technical esteem and the offensive fighting will for the victory. 4. The Contemporary Application of Foch's Thought : Though the operation plan based on Foch's strategic thought was defeated at the early stage of the World War I, its offensive-oriented immaterial spirit power should be remembered. 5. Conclusion : Foch's thought which develops the penetration through the war history and emphasizes the importance of the immaterial power should be highly appraised. Thus it should be also reinterpreted and redeveloped into a modern contemporary meaning.
