통일한국 북측해역 기선설정에 관한 쟁점연구 - 국가승계론을 중심으로 (A Study on the Maritime Baseline of the Unified Korea's Northern Part : Focused on the State-Succession)

  • This study is intended for the Maritime Boundaries(Baseline) of the Unified Korea. According to the international law, North-Korea is recognized as a nation. Then with unification, the state succession will be a very important issue. Thus we should seek for the expected problems and counter-measures, by analyzing of the State-succession. There is a conflict of the positive or negative reaction about the state succession. However, in general, 'the principle of continuity' has been applied for at the national border treaty, regardless of the type of State succession. This can be found on Article 11 & 12 of the 「1978 Vienna Convention on Succession of States in Respect of Treaties」, Article 62, paragraph 2 of the 「1969 Vienna Convention on the Law of Treaties」, and a series of international case law. Currently it is being understood as customary international law. In summary, although South and North Korea, China, Russia and Japan are not the parties of 「1978 Vienna Convention」, the unified Korea will necessarily have a duty to succeed national boundaries(also, maritime baseline) of North Korea. Specifically, we have an objective and rigorous review of the treaty of maritime baseline that is signed between North Korea and neighboring countries, such as 「National Border Treaty Regime between North Korea and China」 and 「Treaty between the Union of Soviet Socialist Republics and the Democratic people's Republic of Korea on the Demarcation of the Soviet-Korea National Border」. Also, we analyzed 'Historical Bays' and 'Straight Baseline' system. By this, we are able to occupy a favorable position when renegotiating with neighboring countries, at the point of unification.

물환경분야 남북한 협력방안 (Cooperation plan between South-North Korea in the water environment sector)

  • With growing expectations for economic cooperation between the two Koreas, there is much interest in participating in the construction of infrastructure in North Korea. In particular, water and sewage infrastructure is the four major social infrastructures in addition to housing, transportation, electricity and telecommunications. North Korea is known to have severe water pollution and ecosystem destruction in major rivers, water pollution and soil pollution in mining areas are serious, and water and sewage infrastructures in cities other than Pyongyang are known to be weak. Preemptive investment in water supply and drainage in North Korea is the foundation for securing the quality of life of the North Korean and is the foundation of public health and industry. It is a leading investment to reduce the cost of unification and is a new growth engine for the water reloded industry. In this study, we proposed a plan to exchange and cooperate in water environment for building water infrastructure of North Korea by examining the data related to water quality, water resources, water disaster, related legal system and human resources exchange situations in North Korea.

북한의 도시화와 인구분포 : 남한과의 비교 (Urbanization and Population Distribution in North Korea : A Comparison to South Korea)

  • 이 논문은 지난 반세기동안 북한에서 이루어진 도시화의 추세와 그 특징을 분석하기 위한 것이다. 이를 위해 우선 분단 이후 행정구역변천의 주요 내용을 개괄하였고, 지역별 인구분포를 살펴보았다. 그리고 도시인구의 변화추세와 도시체계의 특징을 경제발전정책과 관련하여 파악하고자 노력하였다. 북한에서는 6.25 전쟁 종료 이후 중공업 위주의 발전정책에 때라 1960년대 말까지 빠른 속도로 도시화가 진행되었으나, 1970년대 초부터 폐쇄적인 경제발전전략이 한계를 드러내면서 도시화의 속도는 현격하게 떨어졌다. 북한의 도시화 과정에 있어서 두드러진 특징은 새로운 도시의 육성전략에 따라 내륙지역의 도시들이 급속히 성장하였고, 중소도시의 인구규모가 꾸준히 증가햐였다는 것이다. 아울러 평양을 비롯한 대도시에서도 도시경계의 확장과 더불어 인구증가가 이루어졌다. 북한의 주요 도시들은 인구규모는 작으나, 외곽에 농업지역을 포함하고 있기 때문에 그 면적은 남한의 대도시들보다 훨씬 더 넓다. 또한 평양이 지니는 사회주의적 종주도시의 성격과 위성도시들의 두드러진 성장도 특징으로 지적될 수 있다. 마지막으로, 이 연구에서는 북한의 이동인구규모와 그 특징, 그리고 통일후에 예상되는 인구이동에 관한 논의도 이루어졌다.

북한 임상검사인력에 대한 고찰 (A Review on the Clinical Laboratory Personnel in North Korea)

  • 북한과 남한은 임상검사실 인력구조에서 차이가 있다. 북한에서는 남한의 '임상병리사'에 해당하는 유사인력을 '실험의사(검사의사)'라고 호칭한다. 본 연구자들은 탈북 보건의료인의 증언을 바탕으로 한 선행연구를 고찰해 보면, 검사의사(laboratory doctor)의 신분은 의사(physician)와 준의(feldsher, physician assistant)일 것이라고 사료된다. 의사와 준의는 5.5년제 의학대학 및 3년제 의학전문학교에서 양성되고 있다. 북한의 보건의료인력체계는 남한의 경우처럼 보건전문가들의 전문영역별 업무나 교육, 자격 및 법률이 세분화되어 있지 않다. 대한임상병리사협회는 한반도 통일을 대비하여 유관 단체와 함께 정책연구를 통해서 북한 임상검사인력에 대한 직제 전문화 구축과 발전 방향을 상호 모색해야 할 것으로 사료된다.

사람중심의 통일교육 모델의 제안: 통일 단계에 따라 (A model for person-oriented unification education: Based on the stages of the unification)

  • 본 연구는 '통일교육은 근본적으로 통일에 대한 심리교육이다.'라는 사람중심의 통일교육 관점에서 한민족에게 교류의 활성화와 통일의 완성을 위해서는 어떠한 심리적 요소에 대해 통일교육을 해야 하는 지를 제안하기 위한 것이다. 본 연구의 배경은 독일의 경우 통일된 지 17년이 지난 지금에도 완전한 통일 즉, 내적 통일을 이루기 위해서는 앞으로 30년 내외가 더 필요하다는 평가를 받고 있기 때문이다. 따라서 우리의 경우에는 독일이 하지 못했던 이 교육을 통일 이전부터 해야 한다. 그리고 우리는 독일과 달리 통일 이전의 교류시기가 상당히 길 것으로 전망되기 때문에 이 교류시기에 이 교육을 해야 한다. 우리의 상황에서 중시해야 할 사람중심의 통일교육의 요소는 이데올로기 중심의 통일 교육을 넘어서서 교류와 통일 시기에 개개인의 심리적 안정성 확보를 위한 적응력 증대 방안으로 이것을 통일 교육에 포함시켜야 한다.

남.북한의 천연기념물 관리제도 비교 (A Comparative Study on the Natural Monument Management Policies of South and North Korea)

  • Korea began preserving and managing natural monuments in 1933 under Japanese Colonization, but North Korea and South Korea were forced to establish separate natural monument management policies because of the division after the Korean Independence. The purpose of this study is to compare and analyze the natural monument management policies of both south and North Korea between 1933 and 2005 to introduce new policies for Korea unification. The following are the results: First, South Korea manages every type of cultural asset, including natural monuments, through the 'Cultural Heritage Protection Act,' whereas North Korea managing its cultural assets through the 'Cultural Relics Protection Act' and the 'Landmark/Natural Monument Protection Act.' Second, South Korea preserves and utilizes natural monuments for the purpose of promoting the cultural experience of Korean people and contributing to the development of world culture, whereas North Korea uses its natural monuments to promote the superiority of socialism and protect its ruling power. Third, North and South Korea have similar classification systems for animals, plants, and geology, but North Korea classifies geography as one of its natural monuments. Unlike South Korea, North Korea also designates imported animals and plants not only for the preservation and research of genetic resources, but also for their value as economic resources. Fourth, North Korea authorizes the Cabinet to designate and cancel natural monuments, whereas South Korea designates and cancels natural monuments by the Cultural Heritage Administration through the deliberation of a Cultural Heritage Committee. Both Koreas' central administrations establish policies and their local governments carry them out, while their management systems are quite different. In conclusion, it is important to establish specified laws for the conservation of natural heritages and clarified standards of designation in order to improve the preservation and management system and to sustain the diversity of natural preservation. Moreover it is also necessary to discover resources in various fields, designate protection zones, and preserve imported trees. By doing so, we shall improve South Korea's natural monument management policies and ultimately enhance national homogeneity in preparation for the reunification of the Koreas in the future.

탈북 여성 스포츠인의 생애사를 통해 본 남북한 스포츠 (South and North Korean Sport Viewed through the Life History of Female North Korean Defector Sportswoman)

  • 이 연구는 탈북 여성 스포츠인의 생애를 통해 남북한 스포츠의 단면을 살펴보았다. 연구참여자는 1990년대 초중반 북한의 스포츠 대표팀 선수였고 탈북해서 남한에서 같은 종목의 국가 대표팀에서 활동했다. 은퇴 후 지도자 생활을 하다가 했으나 한계를 느끼고 스포츠계를 떠나게 되었다. 연구참여자의 인터뷰를 분석한 결과, 늘 정치적으로 이용당했다는 생각이 지배적이었으며, 운동 기술보다 탈북 자체로 조명을 받은 것에 대한 아쉬움이 있었다. 그리고 남한과 북한 중 어떤 체제도 선택하지 않는 입장이었다. 또한 남북 스포츠 교류는 경제적인 여건이 뒷받침되지 않는 한 발전될 수 없다는 것을 알 수 있었다. 연구참여자는 이방인으로서 소외감을 느끼며 남한에 적응했다. 스포츠인으로 최선을 다했으나 정치적 이슈와 여성이라는 이유로 스포츠 경력을 이어가지 못했다. 그녀의 생애는 남북 스포츠를 동시에 경험한 사례로 개인적, 특수성, 구체성을 가지면서도 동시에 다가올 통일 시대에 보편성을 보여줄 수 있는 것으로 판단된다. 이 미시적 연구는 남북 스포츠 교류에 현실적인 제안을 할 수 있을 것으로 본다.

  • Transportation routes by land like a human being blood vessel should exist for economic and trade exchange in Northeast Asia. Thinking from this point of view. I believe that TSR(Trans Siberian Railroad) and TCR(Trans Chinese Railroad). which will be connected with I would like to talk about .not only the effects of various international railroads and their connections but also economic activation TKR(Trans Korean Railroad). can play important roles. In this study, and effects in Northeast Asia which will be resulted from various international railroads construction. I tried to figure out comparative superiority and comparative advantage of the trade structure and industries in South and North Korea to find out the possibility of economic unification in East Asia. especial1y in Northeast Asia. This study also includes the effort to find out how trade exchange between South and North Korea can be expanded as a result of being a member of East Asia economic zone.

개성공단 분쟁해결 제도 정비방안 - 남북상사중재제도를 중심으로 (A Study on the Readjustment Plans for Solution of Conflict in Gaeseong Complex - Centering around the Inter-Korean Commercial Arbitration System)

  • In order to achieve full-scale economic cooperation between North Korea and South Korea, the Gaesong Industrial Complex should reopen first. In this case, the Inter-Korean commercial arbitration system should be clearly established to effectively resolve the disputes arising in the special economic zones of the Gaesong Industrial Complex. Even though the Inter-Korean Investment Security Agreement, the Agreement on the Resolution of Commercial Disputes between North Korea and South Korea, the Agreement on the Formation and Operation of the Inter-Korean Commercial Arbitration Committee, and the Agreement on the Formation and Operation of the Inter-Korean Commercial Arbitration Committee in the Gaesong Industrial District are in place, specific arbitration procedure is not concretely agreed upon and realized between the two Koreas. Therefore, the realization of commercial arbitration between them led by the Ministry of Unification or the government should be accomplished. In addition, it is necessary to consider the administrative trial or administrative litigation system in order to deal with administrative disputes that are not subject to commercial arbitration. Lastly, discussions on legal integration between the two Koreas should continue, focusing on the special economic zone of the Gaesong Industrial Complex, in order to prevent integration from being hindered by a different culture for a long time.

Study of Peak Load Demand Estimation Methodology by Pearson Correlation Analysis with Macro-economic Indices and Power Generation Considering Power Supply Interruption

  • Since the late 2000s, there has been growing preparation in South Korea for a sudden reunification of South and North Korea. Particularly in the power industry field, thorough preparations for the construction of a power infrastructure after reunification are necessary. The first step is to estimate the peak load demand. In this paper, we suggest a new peak demand estimation methodology by integrating existing correlation analysis methods between economic indicators and power generation quantities with a power supply interruption model in consideration of power consumption patterns. Through this, the potential peak demand and actual peak demand of the Nation, which experiences power supply interruption can be estimated. For case studies on North Korea after reunification, the potential peak demand in 2015 was estimated at 5,189 MW, while the actual peak demand within the same year was recorded as 2,461 MW. The estimated potential peak demand can be utilized as an important factor when planning the construction of power system facilities in preparation for reunification.
