Consciousness of Fire Officers and Improving the Working Conditions (소방공무원 의식과 처우개선에 관한 연구)

  • This research intended to show a reasonable way to improve working conditions of fire officers in Korea. It shows that fire officers have dignity of their social roles even though they have the unfairness in a work time, rewards, promotions and opportunities of overseas training compared with those of other government officers. The unfairness needs to be solved. In addition, there are more demands in fire fighters, but part of a regional government system already composed of 64.06% of fire officers, which means, there are too many fire fighters in one regional government. Therefore, it is difficult to employ more fire fighters. This is one of barriers to prevent from improvement of the working conditions. To improve the working conditions and to overcome the barriers, there are important solutions to counter the problems. Those are application of alternative policies and systems. Compared with the employment system and workload of fire officers in USA, Japan and other advanced countries, it is necessary to introduce alternative policies which include operation of partial three-shift system, expansion of oversees training, expansion of rotational-off system and improvement of employees' welfare policies.

ABR Congestion Control for Signal Transmissions in ATM Networks (신호 전송을 위한 ATM 망에서의 ABR 체증제어)

  • In this parer, an ABR (Available Bit Rate) congestion control algorithm for voice transmission in ATM networks was proposed. To deal with the network congestion problem, not only the buffer level of a switch but also the variation of the buffer level were considered. Also, to resolve the unfairness among sources where the bit transfer rates vary, a loading factor that is used to adjust the bit rate was introduced. To show the superiority of this paper over others, simulation was done with a network of 7 voice sources and 4 switches, which was represented by Petri net model. ExSpect was used for simulation. The simulation results showed that there was improvement in network utilization and that unfairness among sources were resolved a lot.

A study on the Improvement of Fairness of DQDB Network (DQDB 망에서 공정성 개선에 관한 연구)

  • In this paper we introduce a solution to improve the unfairness problem and to remove the waste of bandwidth in the distributed queue dual bus system. This solution requires only a minor modification of the current protocol and further shows no bandwidth wastes when we try to resolve the unfairness problem occurred in current DQDB protocol. There has been many problem in DQDB system in terms of fairness of sending message in each node. In order to solve this problem, Bandwidth Balancing technic and proportional assignment technic have been introduced. It is, however, to note that the waste of bandwidth problem is still existing in those technics, even though there has been significant improvement as to the fairness problem. In this paper we introduce a new solution to remove the waste of bandwidth problem while we are still obtaining the improved fairness of the network. By following this new solution, the simulation result shows higher throughput and lower message delay than previously proposed technics.

Perception of College Students toward the Fairness of Korean College Admission System: A Grounded Theory Approach (대학입시제도의 공정성에 대한 대학생들의 인식 연구: 근거이론적 접근)

  • Diversification of college admission system has recently brought up the problem of system fairness. Studies on fairness of college admission system mainly focused on policy proposal or investigation of teacher's perception. Different from previous works, this study aims to analyze college students' perceptions of fairness of the current college admission system. This study used grounded theory and interviews from eleven students. Results of analysis are as follows. Causal condition proved to be frequent change in admission system happened in the course of diversifying admission criteria. The core phenomenon is fundamental unfairness in both procedural and substantive aspects of admission system. Contextual condition is information and infrastructure asymmetry among students which has a root in regional gap in Korea. Mediatory condition is advance of information technology and individual or group effort to overcome disadvantages. In conclusion, students consider that unfairness in college admission system reflects social structural problems that cannot be solved in a one-time prescription.

Performance Analysis of Mesh WLANs based on IEEE 802.11 protocols (IEEE 802.11 프로토콜 기반 메쉬 무선랜의 성능분석)

  • Mesh WLANs, which consist of wireless mesh routers connecting each other in a mesh topology and self-operate after their autoconfiguration, have several advantages in convenience, swiftness and flexibility of deployment and operation over existing WLANs the expansions of which are done by connecting the APs with wires. However, many technical issues still remain to be solved. Among them, network performance degradations due to the interference between the adjacent hops in multi-hop mesh WLANs, and the reusability of the existing wireless network protocols are critical problems to be answered. This work evaluates the VoIP support performance of IEEE 802.11a/g-based mesh WLANs with multiple wireless interfaces with simulations. The results show that there exit an unfairness in VoIP packet delay performances among mobile routers located at different hops, and that although the capacity of the admitted calls can be increased by increasing the size of voice packet payload it is far less than the expected one. This suggests that the existing 802.11 MAC protocols have their limitation when applied in mesh networks and their enhancement or even a newer one nay be required.

An Empirical Research on the 'Eogul' (억울 경험의 과정과 특성에 대한 실증적 연구)

  • The purpose of present study is to discover the meaning of the Eogul(억울) which is known as a emotion from perceived unfairness. Even though Eogul has been mentioned as a cause of the Hwabyung in Korean culture there were few studies about it. Researchers designed two studies to provide clear understanding for this concept. In study 1, researchers conducted an open-ended questionnaire for 44 participants to deduce the cultural contexts and the whole experience on Eogul. Data were analyzed with grounded theory, the results were cross-checked by different evaluators. According to the analysis, Eogul is not only the negative feelings from the perceived unfairness, but also the motivations and behaviors to resolve the feelings. Especially, what makes Eogul culture-bounded could be related display rules on expressing emotions. We conducted study 2 to clarify the cultural attributes of Eogul in Korean culture. Variables that explain cultural differences were chosen and 123 participants were surveyed with them including the items developed for measuring Eogul. Cultural meanings and implications of Eogul were discussed with the results.

Analysis of unfairness of artificial intelligence-based speaker identification technology (인공지능 기반 화자 식별 기술의 불공정성 분석)

  • Digitalization due to COVID-19 has rapidly developed artificial intelligence-based voice recognition technology. However, this technology causes unfair social problems, such as race and gender discrimination if datasets are biased against some groups, and degrades the reliability and security of artificial intelligence services. In this work, we compare and analyze accuracy-based unfairness in biased data environments using VGGNet (Visual Geometry Group Network), ResNet (Residual Neural Network), and MobileNet, which are representative CNN (Convolutional Neural Network) models of artificial intelligence. Experimental results show that ResNet34 showed the highest accuracy for women and men at 91% and 89.9%in Top1-accuracy, while ResNet18 showed the slightest accuracy difference between genders at 1.8%. The difference in accuracy between genders by model causes differences in service quality and unfair results between men and women when using the service.

The Way of the Increase in Helping Behavior: The Effects of Empathy and Fairness on Intention for Helping Behavior (도움행동을 높이기 위한 방안 모색: 공감과 공정성이 도움행동의도에 미치는 영향)

  • The importance of helping behavior in our society has been increasing and this study aimed to find the practical strategies to increase helping behaviors with minorities and general public in our communities. Participants(N=156) were randomly assigned to respond to a scenario which measured the intention to help either foreign workers or general public. Also, participants were given the scale of fairness and empathy to respond. The findings of this study demonstrated that (1) empathy and fairness had main effect of the intention to help other persons and empathy and different targets in the unfair perception had interactional effect; (2) the intention to help foreign workers was positively related to fairness and the intention to help general public was affected by empathy. The results showed that according to the perceived unfairness in helping behavior situations, the role of fairness which empathy did not explain was founded. These findings suggest that empathy and fairness in helping behavior are complementary to each other.

A study of discourses on remarriage of the widows during the enlightenment period -Based on newspapers and Shinsoseol- (개화기 과부개가 담론분석 -신문과 신소설을 중심으로-)

  • This paper serves to analyze discourses on remarriage of the widows at the beginning of the modernization era or during the enlightenment period of Korea (1860-1910). The discourses of newspapers and Shinsoseol which are the text of this study have been analyzed with the qualitative research technique. The major conclusions that are derived from the study are as follows: First, intellectuals during the enlightenment period claimed the unfairness of the prohibition from remarriage of the widows with especially focusing on financial difficulty and life-long loneliness of the young widows. Second, permission of remarriage of the widows was explained not with the point of vies of individual life of widow, but with the point of vies of strengthening the international competitiveness. Third, the discourse claimed that the widow should hold the power of decision of remarriage. Forth, the discourse emphasized the etiquette of the wedding ceremony in remarriage of widows. Fifth, the point that the faithfulness was not easy for a usual widow to obey made the faithfulness noble ethical principle of Korea society.

  • TCP is ill-suited to real-time multimedia applications. Its bursty transmission, and abrupt and frequent wide rate fluctuations cause high delay jitters and sudden quality degradation of multimedia applications. Deploying non congestion controlled traffic results in extreme unfairness towards competing TCP traffic. Therefore, they need to be enhanced with congestion control schemes that not only am at reducing loss ratios and improve bandwidth utilization but also are fair towards competing TCP connections. This paper proposes a differentiated rate adaptation algorithm based on loss and round trip time. Rate in a sender quickly responds to loss ratio and holds steady state. Additionally, this algorithm reduces loss ratio by loss prediction in a receiver.
