A Comparative Analysis of Geospatial Information Strategy and Ubiquitous Policy Between Korea and Japan (우리나라와 일본의 국가 GIS 추진전략 및 유비쿼터스 정책 비교분석)

  • Informatization today has been developed in a ubiquitous environment unifying real and virtual space from digital space. To reflect on this trend, the government has promoted the u-Korea Project, which is a national strategy based on ubiquitous technology. With this national informatization policy, 'The Creation of the Infrastructure for Realization of Ubiquitous Country' for establishing a ubiquitous world is presented in the 3rd National Geographic Information System (NGIS) Master Plan, which manages national spatial information. However, we have not yet discovered distinct change for ubiquitous environments and practical technologies. The purpose of the study is to explain the current status of Ubiquitous policies and National GIS policies as a representative national information strategies directed toward the ubiquitous society by comparing Korea and Japan, and then develops improved strategies for the future.

  • Nowadays, the importance of safety monitoring for facilities is increasing. Therefore, the introduction of ubiquitous technology to replace the existing manually-operated methods is required. In this study, a web-based GIS system that provides monitoring information of bridges in real-time for the application of a bridge management system through the use of ubiquitous technology is constructed. Particular attention is given to the effective interconnection of bridge monitoring information and bridge management system and, through a ubiquitous environment, how to connect this with the UFID and the GIS-based bridge management system (BMS) operated by the Ministry of Construction and Transportation. In addition, data expression methods are also suggested that state the detailed locations and attributes of structures in bridge management by using GIS.

  • The purpose of this study is to present the role of NGIS(National Geographic Information System) and the development strategy for Business GIS in the ubiquitous society. We analyze the level of GIS technology with the ICT(Information Communication Technology) as well as GIS application trends especially in location-based circumstances. Also, we advocate not only making GIS contents to meet the international standards such as GML(Geography Markup Language) and TPEG(Transport Protocol Experts Group) but applying GIS as a killer application to oncoming diverse ICT areas including LBS(Location -Based Service), Telematics, ITS(Intelligent Transport System), gCRM(geographic Customer Relationship Management), DMB(Digital Multimedia Broadcasting), u(ubiquitous)-City and u-Town. Finally, we build a conceptual Business GIS model based on NGIS for QoS, standardization, R&D, education, and security.

  • Korea's GIS market has been proliferating since the 1990s, but still its scale and the structure require overall rearrangements. Recently as the needs and initiatives from central and local governments go stronger to drive 'u-City(ubiquitous City)' developments, there are much more demand of spatial information from sectors like city management, construction, environment and so on. Through the merge between GIS and the advanced Information and Telecommunication Technology, the introduction of new Ubiquitous IT is swiftly changing GIS market environments, so the GIS industry is to be prepared for this trend. The pioneering developments of Ubiquitous-related GIS technologies are expected to highly boost spatial data and related industries, and the pre-occupancy of those technologies in the world would enable the expansion of overseas export market. In the context of these epoch-making chances, by looking into the actual status of GIS industry, this study is to investigate the actual accomplishments to foster the GIS industry through Korea's National GIS Master Plan. Thereby, impending issues will be discussed to provide useful problem-solving suggestions.

A Study on GIS Integration Strategies for the Future u-City Construction (u-City를 위한 지자체 GIS 연계통합 연구)

  • The GIS has grown in its quantity as local authorities established the urban information system for better city administration, civilian services and decision-making support services. Recently, local authorities have expressed much interest on the introduction of ubiquitous technology to improve citizens' safety and convenience. This has become the drive behind the construction of ubiquitous city(u-City). Construction of a u-City requires the multitude of information and telecommunication networks and digital contents; the existing information resources need to be put to use in entirety for that end. In that regard, the integration of GIS established and currently operated by local authorities needs to be strategically promoted. This study intends to propose GIS integration strategies in various aspects for the future u-City and directions for the development of urban information systems in the coming of the Ubiquitous Age.

  • In this research, a ubiquitous-based strategy for managing waterworks facilities is proposed to increase the usability of the existing related databases and to ensure the systematic way of distributing information. The current status of the existing waterworks GIS and GIS database were analyzed to achieve the goal. By studying the state-of-the-art technology, we found that importing the LBS(Location Based Service) technology to the databases is necessary. The results of these efforts are exclusive waterworks-mobile-terminals and LBS system supporting them. Furthermore, the applicability of the ubiquitous technology to waterworks has been examined to realize the real-time waterworks management.

  • Even though Korea's national project - NGIS(National Geographic Information System) has been built since 1995 and the GIS database for underground facilities has also been built, not so many systems are utilizing those databases currently. Also, the waterworks GIS developed and operated by K-Water is not used effectively in supporting field works. In order to manage and operate the waterworks pipelines effectively, systematic supporting strategy must be established by adopting the state-of-the-art technology.   • 언제, 어디서나, 어느 기기로나 네트워크로 연결되어 컴퓨팅이 가능한 환경을 의미하는 유비쿼터스(Ubiquitous)는 차세대 기술혁명으로 우리나라뿐만 아니라 전 세계적으로 화두가 되고 있으며, 중요한 국가 전략 산업으로서 추진되고 있다. 현재 시점에서 우리는 이러한 새로운 패러다임인 유비쿼터스에 대해 GIS/LBS 분야의 기술적 대응을 점검하고, 향후 미래 환경에서의 발전 방향을 예측해될 필요가 있다. 이를 위해 먼저 현재 시점의 유비쿼터스 기반 기술을 조사 분석하고 분류하였으며, 향후 전망되는 기술지도(Technical RoadMap)를 작성하였다. 또한 GIS/LBS 분야별 최신 현황을 분석하고, 분류된 유비쿼터스 기술과의 연계 활용 요소 및 중요도를 도출해 보았다 미래의 구체적인 활용 모습을 예측하기 위해 GIS/LBS 분야별 유비쿼터스 기술 활용 시나리오를 제시하였으며, 유비쿼터스 환경에서의 GIS/LBS 미래상을 그려보았다.

  • Traditionally, Geographical Information System can only process static spatial data, which include geometries and attributes. Recently, According to Special attention is paid to ubiquitous computing environment, we require a u-GIS convergence middleware to efficiently process ubiquitous data and improves the existing GIS engine in order to enable converged processing of spatial and sensor data. So, in this study, we propose a design of u-GIS Convergence Middleware, which are based on the integration between GIS and USN technologies
