Utilizing Under Voltage Load Shedding Strategy to Prevent Delayed Voltage Recovery Problem in Korean Power System

  • The presence of induction motor loads in a power system may cause the phenomenon of delayed voltage recovery after the occurrence of a severe fault. A high proportion of induction motor loads in the power system can be a significant influence on the voltage stability of the system. This problem referred to as FIDVR(Fault Induced Delayed Voltage Recovery) is commonly caused by stall of small HVAC unit(Heating, Ventilation, and Air Conditioner) after transmission or distribution system failure. This delayed voltage recovery arises from the dynamic characteristics associated with the kinetic energy of the induction motor load. This paper proposes the UVLS (Under Voltage Load Shedding) control strategy for dealing with FIDVR. UVLS based schemes prevent voltage instability by shedding the load and can help avoid major economic losses due to wide-ranging cascading outages. This paper review recent topic about under voltage load shedding and compare decentralized load shedding scheme with conventional load shedding scheme. The load shedding strategy is applied to an actual system in order to verify the proposed FIDVR mitigation solution. Simulations demonstrate the effectiveness of the proposed method in resolving the problem of delayed voltage recovery in the Korean Power System.

  • This paper deals with improvements to the special protection schemes (SPS) which have been applied to the low probability and high impact contingencies in the Korea Electric Power Corporation (KEPCO) system since 2004. Among them, the SPS for voltage instability in the Seoul metropolitan area is considered in this paper, and is a form of event-based undervoltage load shedding with a single-step scheme. Simulation results based upon a recent event that occurred on 765kV lines show that the current setting values of the SPS have to be revised and enhanced. In addition, by applying response-based multi-step undervoltage load shedding (UVLS) schemes to severe contingencies in the system, more effective results than those of the existing single-step SPS can be obtained. Centralized and distributed UVLS schemes are considered in the simulation. ULTC-based load recovery models and over excitation limiters (OXL) for the KEPCO system are also included in the long-term voltage instability studies.

  • Significant penetration of induction motor loads into residential neighborhood and commercial regions of local transmission systems at least partially determine a vulnerability to a fault induced delayed voltage recovery (FIDVR) event. Highly concentrated induction motor loads with constant torque could stall in response to low voltages associated with system faults. FIDVR is caused by wide spread stalling of small HVAC units (residential air conditioner) during transmission level faults. An under voltage load shedding scheme (UVLS) can be an effective component in a strategy to manage FIDVR risk and limit the any potential disturbance. Under Voltage Load Shedding take advantage of the plan to recovery the voltage of the system by shedding the load ways to alleviation FIDVR.

  • Load shedding is a last measure to avoid nationwide cascading collapses of power system by removing the pre-determined amount of loads from the main grid. In Korea, SPS(Special Protection System) is prepared to keep the power system stability from the extreme contingency of the critical transmission line losses. Among them, we need to pay attention to 765kV T/L’s because they have great influence on the total system stability. According to the present SPS operating guide, the total loads of 1,500MW should be removed through 2 step under-voltage load shedding(UVLS) scheme in case of 765kV T/L’s contingencies. However, it is not clear to defined how to determine the typical load reduction amounts for each case. This paper proposes a method to estimate appropriate amounts of load shed for 765kV T/L’s contingencies by analyzing the relevant national and international standards.

  • Recent technology advancement related to computer & communication and measuring devices allows system operators to adopt more intelligent monitoring and control systems to their power systems in order to prevent massive system blackout. Among them, wide-area monitoring and control(WAMAC) system based on synchro-phasor technology has been widely applied to power systems for their own purposes. In this paper, the study on the development of load shedding scheme to improve voltage stability in KEPCO system is introduced. Summary of WAMAC technology being developed and applied in the world through extensive literature survey is proposed. And methodology to develop voltage stability index and multi-step load shedding scheme based on synchro-phasor data is also presented.
