  • This research focused on the effect of the GIS, uIT, and RS based smart disaster systems. Ubiquitous IT strongly involved in intelligent analysis for the natural disasters. Remote sensing technologies, such as hyper-spectral imaging, MODIS, LiDAR, Radar, and optical imaging processes, can contribute many means of investigation for the natural and unnatural problems in the atmosphere, hydrosphere, and lithosphere. Recent IT trends guides abundant smart solutions, such as automatic sensing using USN, RFID, and wireless communication devices. Smart monitoring systems using intelligent LBSs will produce many ways of checking, processes, and controls for the human safeties. In results, u-smart GIS, uIT, and RS based disaster systems must be using ubiquitous IT involved smart systems using intelligent GIS methods.

  • As people's living standards and expectations for life increase, by applying advanced technology in the city, to enhance the convenience and safety needs are being expanded gradually. Accordingly, so the future of the city to see a viable alternative to that the ubiquitous city fused information communication technologies, large-scale projects conducted at the national level. Sectoral Disaster Prevention is ready for sure how much the lack of response capabilities in the field for checking solution has been suggested for The National Emergency Management Agency. These results present a Sectoral Disaster Prevention response capabilities somewhat different in were identified. Through these are proposed policy recommendations about Sectoral Disaster Prevention and insufficient areas of step response capabilities and building fire protection system approach combines ubiquitous technology in the new paradigm rather than traditional disaster management, greet era of ubiquitous.

  • This paper takes precautions proposals against prospective disasters from the space weather maximum in 2013. A geomagnetic space storm sparked by a solar maximum like the one that flared toward earth is bound to strike again and could wreak havoc across the modern world. The purpose of the study is that the disaster reduction and safety service implementation study on the ultimate space weather systems by the information systems of the space weather. The process methods of the study are that an implementation of preparation for the smart IT and GIS based disaster management systems of the solar maximum deal with analysis on the flare, solar proton event, and geomagnetic storm from space blasters, These approach and methods for the solar maximin display national policy implementation of the pattern of the radio wave disasters from the protection and preparation methods. This research can provide affective methods for the saving lives and property protections that implementation of the disaster prediction and disaster prevention systems adapts the smart IT systems and converged decision making support systems using uGIS methodology.

  • If industrial disasters happen at workplace, work's desires of workers and business activities may be dispirited. Especially, industrial disasters frequently happen in the field of heavy and chemical industry companies. According to report of the korea occupational safety and health agency(KOSHA), damage due to industrial disasters is more 5 times than losses due to industrial strifes. Thus, in these manufacturing companies, a safety management field for preventing industrial disasters is emerging as an important factor of business activities. This paper proposes an industrial disaster prediction model for safety management and also implements industrial safety management system(after this, is called as u-Safety system) based on the proposed model using ubiquitous computing technologies like USN(ubiquitous sensor networks) which are given much attention among recent information technologies. The implemented system is successfully operating in the shipbuilding division of 'H' companies.

  • 본 연구에서는 무인기(UAV)를 활용하여 재난현장을 분석하고 uGIS기법에 의한 처리방안에 대하여 제시한다. 무인기는 군사적인 용도로 개발되면서부터 급속한 민간의 활용으로 확산되면서 소형에서 대형까지 매우 다양한 시스템으로 수 많은 분야에 적용되고 있다. 특히 무인기는 재난재해의 현장에 어떠한 수단보다도 원활하고 신속 정확한 분석과 모니터링을 동시에 수행할 수 있으며, 그 과정을 uGIS기법에 의한 실시간 현장영상의 제공과 현장의 변화관리를 지속가능하게 공중을 나르는 로봇형 공간정보의 한 기술로서 자료의 전송, 보존 및 관리와 운영을 할 수 있다는 새로운 uIT분야의 하일라이트로서 크게 부각되어, 향후에도 무한한 영향력을 발휘할 수 있는 잠재력을 견지할 수 있는 수단으로 기여될 것이다.

  • This study analyzes the present state of disaster management system in Korea and the international standardization trend of disaster management systems in advanced nations. ISO has developed international disaster management standards in ISO/TC 223 Societal Security Technical Committee, and the advanced nations such as U.S.A., U.K. and Japan are in competition with each others to reflect their national disaster management standards in international standardization. Each disaster management organization in Korea separately carries on the disaster management standardization and activities because national standards for the disaster management is not established yet. The national standardization efforts for disaster management system have to be executed in Korea to raise efficiency in disaster management activities and to cope with the international standardization of disaster management.

  • In reacting to disasters, rationality only relies on human experience leads to huge lose. Accordingly, in order to prepare for national emergency due to diverse and complicated disaster, the government needs to transfer into cooperation-based disaster management system using smart UT. Hence, this paper analyzes current disaster management systems' problems and considers resolution in fulfilling the requirement in safety. Then, it suggests service structure for technically effective UT utilization and considers u-Gov's role in preparing unpredictable disasters.

  • In the field of urban planning and disaster prevention, various geographical information systems (GIS) and design softwares have been in use. Recently urban planners and disaster managing officials face new challenges, as three dimensional GIS, web environment, and smart phone app are rapidly developed. Technical progress in open API and mashup opens a possibility of making the citizen participation-based smart phone applications in the field of urban planning and disaster prevention. Our suggested smart phone applications will have technical, economic, and administrative impacts on the society in general; and play an effective role in developing U-City, U-health, and disaster prevention.

Fuzzy optimization for the removal of uranium from mine water using batch electrocoagulation: A case study

  • This research presents a case study on the remediation of a radioactive waste (uranium: U) utilizing a multi-objective fuzzy optimization in an electrocoagulation process for the iron-stainless steel and aluminum-stainless steel anode/cathode systems. The incorporation of the cumulative uncertainty of result, operational cost and energy consumption are essential key elements in determining the feasibility of the developed model equations in satisfying specific maximum contaminant level (MCL) required by stringent environmental regulations worldwide. Pareto-optimal solutions showed that the iron system (0 ㎍/L U: 492 USD/g-U) outperformed the aluminum system (96 ㎍/L U: 747 USD/g-U) in terms of the retained uranium concentration and energy consumption. Thus, the iron system was further carried out in a multi-objective analysis due to its feasibility in satisfying various uranium standard regulatory limits. Based on the 30 ㎍/L MCL, the decision-making process via fuzzy logic showed an overall satisfaction of 6.1% at a treatment time and current density of 101.6 min and 59.9 mA/㎠, respectively. The fuzzy optimal solution reveals the following: uranium concentration - 5 ㎍/L, cumulative uncertainty - 25 ㎍/L, energy consumption - 461.7 kWh/g-U and operational cost based on electricity cost in the United States - 60.0 USD/g-U, South Korea - 55.4 USD/g-U and Finland - 78.5 USD/g-U.

A Comparative Analysis of Public Warning Systems by Countries to Improve Public Warning System (공공경보시스템 개선을 위한 국가별 공공경보시스템 비교분석 연구)

  • Purpose The purpose of this study is to examine the current operational status and problems of the Public Warning System (PWS) in China, and to propose feasible solutions to improve the performance and efficiency of the PWS through a comparative analysis with the Cell Broadcast Service (CBS)-based disaster SMS system adopted by other developed countries in the world. Design/methodology/approach In this study, the characteristics of PWS using SMS, applications, and CBS, respectively, are analyzed in detail, and compared and analyzed in terms of convenience, standardization, data security, speed, and location accuracy. In addition, CBS-based PWS in developed countries, such as U.S., E.U., Korea and Japan, were studied and their performance on key criteria was evaluated. Findings Based on the results of the study, the problems of China's PWS are summarized and recommendations are made to improve the PWS through the introduction of CBS technology. To this end, specific improvement measures are proposed in terms of the application of CBS technology, system construction and operation, and improvement of data security. In addition, the comparative analysis of PWSs in other developed countries is conducted to provide reference for the direction of PWS's improvement.
