For the development and management of u-City(ubiquitous city), Ubiquitous City Construction Law was enacted(March 3, 2008) to form the legal basis of u-City plan, construction and managements afterwards. Among u-City elements, the u-City Management Center has its own meaning and importance in roles which are crucial to the u-City developments, and its legal establishment is one of the core u-City realization factors. In spite of its crucial position for u-City, the legal arrangement of its basis concept, physical/systematic structures, and managerial finance sources and their standardizations are very immature. Therefore, the purpose of this study is to analyse its overall problem issues and then to suggest the basic directions and enforcement strategies to form its legal basis.

U-City related researches and development have been actively conducted in Korea since 2002. According to the Act on Ubiquitous City Construction, "U-City" is defined as "the city to provide ubiquitous service anytime anywhere through the existing ubiquitous backbone systems and ubiquitous technologies, ultimately for the purpose of improving urban competitiveness and quality of life. This research explains the plan to develop collective management technology for integrated operation of U-Space which makes up U-City. Specifically, this report is intended to suggest basic approach of identifying collective management elements of each U-Space type, developing integrated management system and creating interface module to link the system with urban integrated operation center.

This research is for analyzing current situations related to u-City world market preoccupation and to suggest effective national strategies based on the analyzing result. It is predicted that u-City world market will grow fast and it is time to prepare effective strategies for u-City world market preoccupation. Therefore, this research reviewed current policies related to u-City world market, conducted a SWOT analysis based on reviewing results, and suggested four different strategies like followings: (1) grasping continuous current situations, (2) connection within/between internal and international network, (3) international development cooperation, and (4) core technology development. This research is conducted based on literature reviews and consultation with experts. And the research result can be used for the u-City comprehensive plan.

The purpose of the city planning is to share the future image of the area where all citizens sympathize and to function as tools to implement a policy. Recently, the city of Seoul has established the community plan to manage the city as neighborhood units, but there are several issues that need to be addressed, such as lack of practical strategies. Therefore, this study studied the neighborhood unit plan in terms of feasibility. The comparative analysis is the masterplan of the City of Seattle in the U.S and the city of Yokohama in Japan, which are known to accomplish advanced urban planning. As a result, three factors were needed; there are 1) a masterplan that acts as an action plan, 2) administrative support tools such as financial and human resources that encourage people to participate in urban planning with enthusiasm, and 3) a management system that continuously manages the plan itself. This result is expected to be a reference for the establishment of method for the implementation of neighborhood unit plan in Seoul.

This study is for the effective training strategy of human resources for the u-City construction to support the u-City human resource development plan of the Ministry of Land, Transport and Maritime Affairs (MLTM). One of the biggest problems concerning u-City is the shortage of advanced human resources for the u-City constructions. The characteristic of u-City makes u-City related human resources had knowledge of various fields including IT, GIS, construction engineering, urban planning and so on. But, there are only a few programs to train u-City related human resources. Therefore, this research established the objective of the training strategy for u-City human resource development as "the training strategy of human resources for the successful u-City constructions". To achieve this objective, four different core strategies are established like followings: (1) demander-oriented education, (2) regional balanced education, (3) integration education of u-City related subjects, (4) u-City related education infrastructure development. These 4 different core strategies can be achieved from 5 sub projects like followings: (1) demand estimation of u-City human resources, (2) u-City education from selected regional core universities, (3) u-City education from u-City human resource education centers, (4) online education and (5) construction of education infrastructures. These 5 interrelated sub projects can be preconditions of the successful human resource strategy development.

As a leading nation of ubiquitous technology, South Korea has been promoting u-City pilot projects throughout the country. According to 'Fundamental Construction Law of u-City,' u-City projects are classified into old-town and new-town types. However, most projects have focused only on the new-town type. Pushing forward large-scale land development projects, Korea Land and Housing Corporation (LH Co.) under Ministry of Land Transport and Maritime Affairs (MLTM) has gained a development profit out of the u-City infrastructure and then donated the infrastructure to a local government without making any plan for operations. In the process of u-City pilot projects, old-towns have been relatively ignored and various of unexpected problems have emerged. Building the u-City of an old-town is not easy due to many constraints such as huge initial investment, long validity and verification procedures, lack of useful services for citizens, lack of professional outsourcing methods for business promotion, high operating costs of the integrated control center, inadequate law related, insufficient institutional requirements and so on. This paper introduces a case study on u-City development for an old-town, Ansan City, as a private investment project. The case will help boost u-City projects for old-towns by solving their problems and providing an effective operational mechanism. As the first BTL (Build-Transfer-Lease) project for constructing u-City, 'Broadband Information Network Development Project' of Ansan City will provide a reference model of expanding u-City projects for other cities.

The purpose of this study is to develop the evaluation system of which the city safety can be realized in the U-City. The evaluation system on "how much safe the present city is" and "how much safe it will be in the future" has been selected and the criticality has also been analyzed. The result of criticality analysis is that the indicator for "how safe the current city is" showed that the disaster prevention and environmental field are important. In the future, the indicator of possibility for the U-safe city should be prepared by the imtegrative operation management system, and on the basis of this, it also showed that the necessary indicator to build the system for keeping the safe city is important. The evaluation system for the U-safe city, hereafter, can be utilized for the city plan, construction, operation, and management utilized by IT in local government.
