A Study on the Safety Measures for Typhoon Shelter in Jinhae Bay Based on AHP Assessment (AHP 기법 기반 진해만 태풍 피항지 내 안전대책에 관한 연구)

  • Jinhae Bay is used as a major typhoon shelter in the southeastern region of Korea. However, when a typhoon strikes, the Jinhae Bay is facing the possibility of marine accidents caused by dragging anchors and the increased number of ships. This paper suggested ways to safely and efficiently manage the port of Jinhae Bay when a typhoon strikes from Vessel traffic service operators in the sea, derived relative importance by conducting an Analytic Hierarchy Process assessment to ship operators, and suggested safety measures reflecting manager and user opinions. In order to select safety measures factors for the AHP survey, VTS operators analyzed the evaluation of measures when a typhoon strikes in Jinhae Bay. As a result of conducting a survey based on the selected safety measure factors, it was found that ship operators consider the safety of ships more than twice as important as efficient management, and comprehensively consider them in the order of management of evacuated ships, management of anchorage area, management of evacuation information, preparation regulations and guidelines, improvement of system equipment, education, publicity, and notification activities. Through the measures and relative importance identified in this paper, it is believed that Jinhae Bay can serve as the basis for safely and efficiently managing typhoon shelters.

A Field Study of Posttraumatic Stress Disorder in a Community after Typhoon Rusa (일개 지역사회 재해 주민의 외상 후 스트레스 장애 정도와 관련요인 분석)

  • Purpose: In South Korea, as growing the need of psychological support in disaster situation psychological assessment on stress after disaster is important to find out the factors affecting coping, and to plan intervention in the community. Method: The volunteers of Korea Redcross who live around K city, and the research team visited all homes at Jirye town, one of the high-impact area, 4 month after the typhoon. One of the family members who is over 18 years old, answered the self-report questionnaire composed of disaster experience, damage, exposure to traumatic event, and posttraumatic stress with IES-K (Impact of Event Scale-korea) He also, described his family members symptom related to re-experiencing, hyper-arousal, and avoidance. Six hundreds households were surveyed. Result: The prevalence of moderate to severe PTSD symptom was 36% of the subjects. The severity of PTSD was affected by gender, economic status and affected by damaged property, physical injury, worsening existing disease, getting infectious disease, amount of experienced traumatic event before disaster, warning, taking shelter, and subjects revealed differences in somatization as severity of PTSD. According to the description, community members had re-experiencing, hyper-arousal and avoidance. Conclusion: At a rural area, South Korea, community members have suffered from psychological distress after disaster. So psychological interventions are required as affecting factors and also to plan for warning and shelter in disaster situation is needed for preventing PTSD.

  • Recently, natural disasters such as earthquake, tsunami, typhoon and tornado are increasing, and cause huge economical loses and victim. Thus, when the disaster occurs, it is important to prepare emergency evacuation shelters for fast and easy construction compared to general building system. And, deployable structures will provide a great help for such aim. Deployable structures have the great advantage of being faster and easier to erect and dismantle compared to conventional building forms. In this study, we confirm the possibility of deployment for shelter structures using scissor structure system. First, Basic model was performed to recognize the appllicability of the deployable systems of the dome-shaped structure. Second, Advanced model that more improved inner space and deployment mechanism was confirmed.

Suitability Assessment for Flood Disaster Shelters of Jinju City (진주시 홍수재해용 대피소 적합성 평가)

  • Jinju city is operating by selecting 8 places as the flood inundation risk area and by designating shelters on this area targeting districts damaged by typhoon and heavy rain, in the past. This study selected the research area as Nabul district and Sangpyeong district where are located in the town and that has high population density out of districts with inundation risk. The network analysis of GIS was applied to the suitability assessment on location of shelter by calculating the moving speed and the arriving time after dividing it into children, general adults, and aged people in consideration of the evacuation condition in inundation disaster. As a result, it was indicated that optimal evacuation plan time for children and aged people exceeded in getting to the shelter because of evacuation time excess and that even general adults outrun the prescribed evacuation time in some districts. Accordingly, a problem for evacuation time was improved by additionally designating 1-2 shelters to existing shelters in Nabul and Sangpyeong districts. A countermeasure is needed to reduce life and property damage in disaster occurrence by implementing the evacuation warning and the age-based evacuation plan more specifically in the future.

Development of Rain Shelter for Chinese Cabbage Rainproof Cultivation (배추재배용 비가림하우스 개발)

  • This study was carried out to develop rain shelter which can make an appropriate size and environment for Chinese cabbage rainproof cultivation. Fifty three farms with chinese cabbage rainproof cultivation system have been investigated to set up width and height of rain shelter. Mostly the width of 6m was desired for rain shelter and the height of 1.6m for their eaves, so these values were chosen as the dimensions for rain shelter. After an analysis of their structural safety and installation costs by the specifications of the rafter pipe, Ø$25.4{\times}1.5t$ and 90cm have been set as the size of rafter that such size costs the least. This size is stable with $27m{\cdot}s^{-1}$ of wind velocity and 17cm of snow depth. Therefore it is difficult to apply this dimension to area with higher climate load. In order to sort out such problem, the rain shelter has been designed to avoid damage on frame by opening plastic film to the ridge. Once greenhouse band is loosen by turning the manual switch at the both sides of rain shelter and open button of controller is pushed then switch motor rises up along the guide pipe and plastic film is opened to the ridge. Chinese cabbage can be damaged by insects if rain shelter is opened completely as revealed a field. To prevent this, farmers can install an insect-proof net. Further, the greenhouse can be damaged by typhoon while growing Chinese cabbage therefore the effect of an insect-proof net on structural safety has been analyzed. And then structural safety has been analyzed through using flow-structure interaction method at the wind condition of $40m{\cdot}s^{-1}$. And it assumed that wind applied perpendicular to side of the rain shelter which was covered by insect-proof net. The results indicated that plastic film was directly affected by wind therefore high pressure occurred on the surface. But wind load on insect-proof net was smaller than on plastic film and pressure distribution was also uniform. The results of structural analysis by applying pressure data extracted from flow analysis indicated that the maximum stress occurred at the end of pipe which is the ground part and the value has been 54.6MPa. The allowable stress of pipe in the standard of structural safety must be 215 MPa or more therefore structural safety of this rain shelter is satisfied.

A Consciousness Survey on Natural Disasters of Inhabitants living in Islands of Korean Southeastern Sea (동남해안 도서 주민의 자연재해에 관한 의식 조사)

  • As a basic data to build a countermeasures against coastal disaster, the conscious survey of people living around the coastal are is needed. This study performed the conscious survey on 5 islands located at Korean southeast ocean including Youngdo of Busan. Among many respondents, 503 effective answers are got and followings are the analyzed results. Among the various kinds of disasters, especially the typhoon(28%), storm surge(19%), earthquake(15%) are selected as menacing disasters in mind to coastal inhabitants. Typhoon(60%) and storm surge(21%) were the representative disasters that the coastal inhabitants experienced. 67% among the respondents get the disaster-related information from TV and/or commercial medias, and other 21% depend on their own experiences. Although 33% of respondents attended the disaster-related training and the training time was less than 2 hours, they answered the training was very helpful. Over 85% among the respondents answered they will evacuate if a disaster occur, but only 19% know the evacuee shelter(s). Except the foods, various living goods are selected and willing to carry with for living at shelter if they have to evacuate.

Development of a Flood Disaster Evacuation Map Using Two-dimensional Flood Analysis and BIM Technology (2차원 침수해석과 BIM 기술을 활용한 홍수재난 대피지도 작성)

  • In this study, the two-dimensional flow analysis model Hydro_AS-2D model was used to simulate the situation of flooding in Seongsangu and Uichang-gu in Changwon in the event of rising sea levels and extreme flooding, and the results were expressed on three-dimensional topography and the optimal evacuation path was derived using BIM technology. Climate change significantly affects two factors in terms of flood damage: rising sea levels and increasing extreme rainfall ideas. The rise in sea level itself can not only have the effect of flooding coastal areas and causing flooding, but it also raises the base flood level of the stream, causing the rise of the flood level throughout the stream. In this study, the rise of sea level by climate change, the rise of sea level by storm tidal wave by typhoon, and the extreme rainfall by typhoon were set as simulated conditions. The three-dimensional spatial information of the entire basin was constructed using the information of topographical space in Changwon and the information of the river crossing in the basic plan for river refurbishment. Using BIM technology, the target area was constructed as a three-dimensional urban information model that had information such as the building's height and location of the shelter on top of the three-dimensional topographical information, and the results of the numerical model were expressed on this model and used for analysis for evacuation planning. In the event of flooding, the escape route is determined by an algorithm that sets the path to the shelter according to changes in the inundation range over time, and the set path is expressed on intuitive three-dimensional spatial information and provided to the user.

An Analytical Investigation on the Cause for Mooring Chain Cut in a Naval Moored to a Buoy (부표계류 함정의 계류체인 절단원인에 관한 분석적 연구)

  • This study analyzed the cause for mooring chain cut in a naval ship moored, in preparation for a typhoon approach, to a buoy in a shelter. The result of the analysis led to a very interesting fact. That is, while officers usually understood the cut results from the fact that the wind and the tide were stronger than what the mooring chain can hold, according to the study, it was analyzed the impact power at the point where the mooring chain and the ship's body met was a main factor in the cut. Also, it was confirmed that the analytic result of the study is more logical from the point of mathematical analysis and that the cut corresponds to what the then-witnesses stated about the situation.

Inundating Disaster Assessment in Coastal Areas Using Urban Flood Model (도시홍수모델을 이용한 해안지역의 침수재해평가)

  • In recent years, a large natural disasters have occurred due to worldwide abnormal weather and the amount of damage has been increased more resulting from high density population and a large-sized buildings of the urbanized area. In this study. we estimate the flooded area according to rainfall probability intensify and sea level in Woreong dong, Masan occurred flood damages by typhoon Maemi using SWMM, a dynamic rainfall-runoff simulation model in urban area, and then analyze the damage of flood expected area through connecting with GIS database. In result, we can predict accurately expected area of inundation according to the rainfall intensity and sea level rise through dividing the study area into sub-area and estimating a flooded area and height using SWMM. We provide also the shelter information available for urban planning and flood risk estimation by landuse in expected flood area. Further research for hazard management system construction linked with web or wireless communication technology expects to increase its application.
