The suggestions that follow are about the plan for the cooperation between private security and local government and the enhancement of its service for facing the change of public peace environment. Fist, by a local government collecting funds, the business for revitalization of local economics should be done to enhance local economic independence. Second, the autonomous right of a local government should be reinforced and the center for taking complete charge of local security should be established in the self-governing body. Third, the private security should be connected with the local characteristics, the role of which enlarged as well. For this developing the model of security service for the local area and working together between private security and police should be achieved. Fourth, it is necessary for a local government to entrust the private security with its public security service. For this it should be achieved to set up the range of local security service and inform local residents of the advantage of security service entrusted to private security. Finally, in connection with the new system of local police, it is necessary to have clear grasp of the work related to the private security among local police services and private security business and local police should take partial charge of the public peace service. Through the cooperation between private security and local government, the role of private security will be enlarged and its business revitalized as well.
In this study, we searched for ways of the demand, the building up of strategic, collaborative networks plan activation of the local area network status by the current social enterprise and the direction of the future resources rinks, conducted by a case study of the (preliminary) social enterprise network-building activities based in Gwangju Metropolitan City and Jeju Special Self-Governing Province. Purpose - This article aims to present and test a model regarding franchisors' supporting activities that may positively influence franchisees' attitude toward the franchising headquarter and their own business performance. Moreover, the authors examine the moderating effect of competitive intensity between franchisee attitude and business performance. Most previous research focused on behavioral performance measurements such as satisfaction, trust, and commitment. There are few empirical studies that focus on financial performance data because it is difficult to determine a relational mechanism between behavioral and financial performance. Moreover, financial data is confidential and difficult to collect in many cases. However, this study measures financial performance (e.g., sales revenue per square meter) differently than most previous research, which is mostly focused on the behavioral performance measurements. Research design, data, and methodology - To test our hypotheses, we selected 137 franchisee managers who are running chains of one of the foremost bakery franchise brands in South Korea. This study carefully investigated the reliability, content validity, convergent validity, and discriminant validity of the proposed instrument by analyzing the data obtained from the samples. The data was analyzed using the AMOS structural equation modeling program. Results - The results indicated that: non-financial support activities (e.g., information exchange and communication) had a positive impact on the franchisee attitude toward the franchising headquarter. The franchisee attitude in turn had a positive effect on the headquarters' business performance. Furthermore, competitive intensity could enhance the relationship between franchisee attitude toward franchising headquarter and business performance in a local franchise market. However, financial support activities (e.g., rewards and promotional support) and training had no relationship with either franchisee attitude or business performance. Conclusions - This study provides some practical implications to franchisors in terms of franchise operation and store opening strategies. With respect to the franchise operation strategy, franchisors need to focus on non-financial rather than financial support. Most franchisees consider the necessity of financial support activities and not their sufficiency because these activities are specified in their franchise contract. In addition, it is important for franchisees to maintain a positive attitude for the franchise headquarters. The franchisees with a positive attitude for the franchisor can show a high degree of solidarity for various support activities, and it consequently determines franchisees' sales performance. In terms of franchise store opening strategy, this study suggests an additional criterion that can be considered in determining the location of direct and non-direct management stores (e.g., franchisees' stores). In this research, franchise stores located within high level of competitive intensity are shown to have a high relationship between franchisee attitudes of franchisor support activities and business performance compared to the franchisees located within low competitive intensity level. This result shows that opening non-direct franchise stores is more effective than direct stores in higher competitive market situations. Research contribution, implications, and further research directions are discussed at the end of the paper.

While there have many completions of large parks recently under development, there has been a dearth of quality assessments. Studies focused on post-evaluation have been made to resolve this, but most of these are biased toward user satisfaction after completion and therefore behaviour analysis has limitations on solving problemsduring the actual design implementation processes. Therefore, this study examined the internal phenomenon and structure of the implementation process of design competition through the ground theory and microscopic independent perspective. As a result, maintaining the identity and differentiation of parks derived from the preserved design competition scheme contributed greatly to completeness and satisfaction. Outcomes were mainly caused by the trust of public officials as the ordering organization, the will of policy decision-makers, and the competence of operational enterprises, etc. Negative factors such as undermining the whole concept of the park and landscape occurred as external pressure and related subjects intruded on change design factors due to variations in social conditions. Additionally, illogical construction processes occurred, such as a reinvestigation of the budget for restoration after damaging on original landscape. There have been needs for the improvement of the work processing system. On balance, an interventional role is very important in the park construction process, especially the PA and operation committee in terms of maintaining the basic direction, landscape design supervision for detailed designs, and expert construction management on LA in terms of rational work management in the field. The study, using the microscopic perspective of the designer and ground theory, deliver significant meaning as an early study by suggesting alternative methods for the after-evaluation of large parks and structurally looking into main influence factors driven during the construction process.
The market size of e-Commerce in Japan was 15 trillion Yen in 2006, and B2C Internet shopping sales were over 6.57 trillion in 2009. Lakuten is a representative Internet shopping company whose market share is 45%. Lakuten has over 70,000 online stores and Japanese shoppers trust them based on the fair competition rule and pre-control system on e-commerce. Japanese consumers accept new technology rapidly and highly use Internet and mobile channel. This research analyse online shopping behaviors of Japan, a big e-commerce market. Internet shopping intention, satisfaction, and recommendation by Internet shopping motivations, perceived risks, shopping innovativeness were analyzed. A questionnaire survey of 464 Japanese consumer was performed and ANOVA, factor analysis, reliability test have done by SPSS 12.0. As the results, Internet shopping intentions were higher in groups of olders, higher innovativeness. House wives' satisfaction of Internet shopping is highest. High innovativeness group showed higher internet shopping motivation of economics, connivence, hedonic, and social. Student, women, and low income group perceives high risks to Internet shopping. Implications and further researches were suggested based on the results.
The use of local product foods and fresh-cut products, the dietitian's recognition, the required items and the quality for school foodservice was investigated to increase the consumption of high-quality agricultural products. Data from 578 elementary schools, 228 middle schools and 116 high schools were collected by school foodservice personnels in each regional Education Administration in Gyeong-gi province. The first criteria of buying food materials was reliability/safety for all school foodservice. The second criteria were the origin of the product and freshness/ripeness for elementary and middle schools and high school, respectively. The most important consideration for selecting a supplier was the quality of the material. The appearance/status of the food was the first factor for buying food materials. The origin and the seasonality were very important for buying farm products. Dietitians in Gyeong-gi province recognized the local products, and used them weekly. The advantages of using local products were the quick supply, freshness and safety. On the other hand, the disadvantages were the lack of information and the uncertainty of supply. Sixty eight percent of the subjects had experienced the high-quality agricultural products in school meals, but the frequency was low. The main reasons for not servicing high-quality agricultural products were the high cost and the lack of trust on the quality. Among fresh-cut products, seasonings and root vegetables were purchased most frequently, but leaf vegetables was 5.7% only. The purchase of fresh-cut products was not frequent, but usually satisfied. The advantages of fresh-cut products were the reduced workload and waste, but the reason for not using them were poor hygiene and the high price. The diverse supply system and the promotion of the local product foods would be necessary since the most food materials were purchased through suppliers. In addition, the problems related to the high cost and distrust should be resolved to expand the consumption of the high-quality agricultural products and the fresh-cut vegetables. The institutions for certifying the quality should be needed to increase the confidence of these products.
Social, economic and environmental problems caused by rapid urbanization have been recently overcome by various civic participation projects. Local governance and resident - led partnership through field - based cooperative operating systems from urban regeneration to village projects are considered success factors. Among these, the village greening project which directly affects the residents and requires spontaneity requires the role and cooperation of the various participating actors due to the sharing of public space and private space. Social capital plays a key role in the sustainability and participation of the above - mentioned business as a relational capital centered on trust and participation, network and norms. Therefore, empirical research is needed. In this study, basic research was carried out to build a formation model of social capital in participation - type greening project expanding urban green space system to living area. We analyzed the elements of participation, the components of business progress, and the factors of social capital formation through literature review and in - depth interviews with participating experts. The purpose of this study is to provide basic data of social capital formation model for analyzing sustainability and activation strategies in the future.

Penalties in criminal law must make an enterance at the last, and administrative regulation should be timely intervene in specific situations through diversification. In conclusion, state interventions should be farthest in order to proceed to autonomous control of medical area.

This paper evaluates the governance of the Andong International Mask Dance Festival. The evaluation focuses on mutual cross-assessment of agents engaging in governance relating to four elements: social justification, reliability, professionalism and transparency. Governance based on co-operative partnership was the essential factor leading to the mask festival's success. Governance of the Andong International Mask Dance Festival in 2011 was privately initiated governance having horizontal and open partnership among festival specialists, civil society organizations, regional business organizations, volunteers and local government, with the Andong Festival Tourism Foundation as the central figure. Three of governance elements were successfully carried through; the exception was transparency. The agents who gave more positive evaluations were those who played leading roles in planning and conducting events, as well as in assessing those events. The reasons for positively assessing the elements are the significance of the festival and the guarantee of agents' participation in social justification; the ability of agents, as well as cognitional and institutional trust in reliability; expert knowledge, capacity to suggest alternatives and duality of business in professionalism; and effective communication, the guarantee of opening of information and information sharing in transparency. To improve the effectiveness of governance, the system for allowing passive agents to contribute usefully should be strengthened. Mutual communication and sharing of information among agents, as well as between agents and residents, also should be more strongly reinforced.
The purpose of this study was to understand and improve the clothing habits and the apparel industry of North Korea in preparation for the reunification of South and North Korea. For this study, literary data, reports, periodicals, interviews and internet data of the two Koreas were reviewed. North Korean clothing habits used to be monotonous and uniform but nowadays people's clothes have become somewhat brighter in color and more diverse in design than before. In particular, liberal and individual dressing habits appeared among the privileged classes. When taking part in national events, women have to wear the traditional Korean costume, Hanbok, while men wear business suits for formal wear. In general, men don't wear Hanbok. Students have to be in uniforms but blue jeans, T-shirts with English logos were popular among them reflecting their sensitivity and openness towards western cultures. The brides usually wear pink Hanboks and the bridegrooms wear black business suits for their wedding. North Koreans also wear Hanbok on national holidays like South Koreans. Clothing is the most important item in the trade of process commission between North and South Korea. Trading items are mid to low end men's clothing for the most part due to less emphasis on fashion in the North. The processing is indirect trade and composed of sample making and contracting, sending out materials and production, carrying in goods and setting accounts. To activate South-North trade, establishment of infrastructure, stabilization of shipping, reducing high costs of distribution, building direct communication system by setting up office in a neutral zone and simplifying procedures in applying for the South and North Korea Economic Cooperation Fund. On the other hand, clothing and textiles education is carried on at art colleges, light industries colleges and commercial colleges in Pyongyang. Clothing institutes which study Hanbok and Western clothes, are installed in each city and province. Graduates who majored in clothing and textiles are posted in institutes or apparel factories. Their job is designing, patternmaking and sewing for their customers. Most of them are women and in good state of economic conditions. The North Korean clothing industry has been the core national industry that has developed based on overseas demand form the mid 1980s. The standard is that of South Korea in the early 1980s. In 1999, trade of North Korean textile products with trade counterparts such as Japan and China was $1.3 million in exports and $1.27 in imports. Of this amount the export takes up 25.4% of the total exports in North Korea. However, fundamentally even in sectors that are irrelevant to politics such as the fashion clothing industry, trust between the South and North should be a prerequisite. Only through this can exchange between North and South and economic cooperation contribute towards the reunification.
