A Study on Transportation Route of Chemicals using Quantitative Risk Assessment (정량적 위험성평가를 이용한 화학물질 운송경로에 관한 연구)

  • During the transportation of chemicals, quantitative risk assessment for chemical leakage accidents caused by traffic accidents was carried out and the appropriateness of chemical transportation route was evaluated. The quantitative risk assessment method applied to the chemical leakage accidents that may occur in the chemical handling equipments installed in the workplace was presented and applied to the chemical transportation. By analyzing the number of traffic accidents in transportation vehicles, the probability of chemical leakage accidents during chemical transportation was predicted and applied to the quantitative risk assessment of chlorine gas leakage accidents that may occur when transporting liquified chlorine bombe using vehicles. As a result, the most appropriate route of transporting the liquefied chlorine bombe was suggested on the basis of risk.

  • Current risk assessment of Spent Nuclear Fuel (SNF) transportation has the problem of the incomplete risk factors consideration and the general particle diffusion model utilization. In this paper, the accident frequency calculation and the detailed simulation of the accident consequences are coupled by the integrated risk assessment method. The "man-machine-environment" three-dimensional comprehensive risk indicator system is established and quantified to characterize the frequency of the transportation accidents. Consideration of vegetation, building and turbulence effect, the standard k-ε model is updated to simulate radioactive consequence of leakage accidents under complex terrain. The developed method is applied to assess the risk of the leakage accident in the scene of the typical domestic SNF Road Transportation (SNFRT). The critical risk factors and their impacts on the dispersion of the radionuclide are obtained.

  • The types and quantities of Hazmat and Hazmat transportation are gradually increasing, keeping pace with industrialization and urbanization. At present the safety management for Hazmat transportation only considers reducing accident probability, but even when an accident involving Hazmat-carrying vehicles occurs, that is not regarded as a Hazmat-related accident if the Hazmats do not leak out from the containers carrying them. Thus the methods to reduce risk (Risk=Probability$\times$Consequence) have to be developed by incorporating accident probability and consequence. By using Geographic Information System (GIS), a technical method is invented and is automatically able to evaluate the consequence by different types of Hazmat. Thus this study analyzed the degree of risk on the links classified by the Hazmat transport pathways. In order to mitigate the degree of risk, a method of 7-step risk management on Hazmat transportation in railway industries can be suggested. (1st step: building up GIS DB, 2nd step: calculating accident probability on each link, 3rd step: calculating consequence by Hazmat types, 4th step: determination of risk, 5th step: analysis of alternative plans for mitigating the risk, 6th: measure of effectiveness against each alternative, and 7th step: action plans to be weak probability and consequence by the range recommended from ALARP). In conclusion, those 7 steps are used as a standardization method of optimum transportation routing. And to increase the efficiency of optimum transportation routing, optional route can be revise by verification.

  • Recently, the potential risks of tank lorry transportation from the petrochemical plant have been increasing, so the research was performed to build up the evaluation criterion of the transportation safety, as well as aggressive risk+assessment of a variety of chemical materials. This research was applied to the Maximum Credible Accident Analysis technique and modeled on the risk management of chemical transportation using the following four steps for risk evaluation, firstly the comparison of representative fype and standard of hand ling chemical materials transported by tank vehicles secondly, specific classification of potential hazards thirdly, grasp and recognition of virtual accident scenario at last, the risk evaluation of virtual accident scenario(qualitative/quantitative - chemical release modeling).

A software tool for integrated risk assessment of spent fuel transportation and storage

  • When temporary spent fuel storage pools at nuclear power plants reach their capacity limit, the spent fuel must be moved to an alternative storage facility. However, radioactive materials must be handled and stored carefully to avoid severe consequences to the environment. In this study, the risks of three potential accident scenarios (i.e., maritime transportation, an aircraft crashing into an interim storage facility, and on-site transportation) associated with the spent fuel transportation process were analyzed using a probabilistic approach. For each scenario, the probabilities and the consequences were calculated separately to assess the risks: the probabilities were calculated using existing data and statistical models, and the consequences were calculated using computation models. Risk assessment software was developed to conveniently integrate the three scenarios. The risks were analyzed using the developed software according to the shipment route, building characteristics, and spent fuel handling environment. As a result of the risk analysis with varying accident conditions, transportation and storage strategies with relatively low risk were developed for regulators and licensees. The focus of this study was the risk assessment methodology; however, the applied model and input data have some uncertainties. Further research to reduce these uncertainties will improve the accuracy of this model.

A Study on Quantitative Risk Assessment Method and Risk Reduction Measures for Rail Hazardous Material Transportation (철도위험물수송에 관한 위험도 정량화방안 및 경감대책 연구)

  • The object of this study is to develop a tool for quantifying risks related to the rail transportation of hazardous commodities and to present mitigation measures. In this study, the Quantitative Risk Assessment (QRA) is used as a risk analysis tool. Based on the previous explosion history (Iri explosion) and consideration of its high risk, Iksan-si is selected as a model city. The result, expressed as average individual risk for exposed people with various distance, indicates that the model city is considered to be safe according to the nuclear energy standard. Also, the mitigation measures are provided since Societal risk of Iksan-si is set within ALARP. Risk reduction measures include rail car design, rail transportation operation, demage spread control as well as derail prevention and alternative routes for reducing accident frequencies. Finally, it is expected to achieve high level of public safety by appling the risk reduction measures.

A Study on the Establishment of Bunkering Safety Zone for Hydrogen Propulsion Ships in Coastal Area (연근해 수소추진선박의 벙커링 안전구역 설정에 관한 연구)

  • This study aims to establish safety zones for bunkering operations of hydrogen propulsion ships in coastal areas through risk assessment and evaluate their validity. Using a 350 kW-class ferry operating in Busan Port as the subject of analysis, with quantitative risk assessment based on accident consequence and frequency analysis, along with a social risk assessment considering population density. The results of the risk assessment indicate that all scenarios were within acceptable risk criteria and ALARP region. The most critical accident scenarios involve complete hose rupture during bunkering, resulting in jet flames (Frequency: 2.76E-06, Fatalities: 9.81) and vapor cloud explosions (Frequency: 1.33E-08, Fatalities: 14.24). For the recommended safety zone criteria in the 6% hose cross-sectional area leakage scenario, It could be appropriate criteria considering overall risk level and safety zones criteria for hydrogen vehicle refueling stations. This research contributes to establishing safety zone for bunkering operations of hydrogen propulsion ships through risk assessment and provides valuable technical guidelines.

  • Risk assessment techniques are processes used to evaluate hazardous risk factors in construction sites, facilities, raw materials, machinery, and equipment, and to estimate the size of risk that could lead to injury or disease, and establish countermeasures. The most important thing in assessing risk is calculating the size of the risk. If the size of the risk cannot be calculated objectively and quantitatively, all members who participated in the evaluation would passively engage in establishing and implementing appropriate measures. Therefore, this study focused on predicting accidents that are expected to occur in the future based on past occupational accident statistics, and quantifying the size of the risk in an overview. The technique employed in this study differs from other risk assessment techniques in that the subjective elements of evaluators were excluded as much as possible by utilizing past occupational accident statistics. This study aims to calculate the size of the risk, regardless of evaluators, such as a manager, supervisor, safety manager, or employee. The size of the risk is the combination of the likelihood and severity of an accident. In this study, the likelihood of an accident was evaluated using the theory of Bud Accident Chainability, and the severity of an accident was calculated using the occupational accident statistics over the past five years according to the accident classification by the International Labor Organization.

Development of Quantitative Risk Assessment Methodology for the Maritime Transportation Accident of Merchant Ship (상선 운항 사고의 양적 위기평가기법 개발)

  • This paper describes empirical approach methodology for the quantitative risk assessment of maritime transportation accident (MTA) of a merchant ship. The principal aim of this project is to estimate the risk of MTA that could degrade the ship safety by analyzing the underlying factors contributing to MTA based on the IMO's Formal Safety Assessment techniques and, by assessing the probabilistic risk level of MTA based on the quantitative risk assessment methodology. The probabilistic risk level of MTA to Risk Index (RI) composed with Probability Index (PI) and Severity Index (SI) can be estimated from proposed Maritime Transportation Accident Model (MTAM) based on Bayesian Network with Bayesian theorem Then the applicability of the proposed MTAM can be evaluated using the scenario group with 355 core damaged accident history. As evaluation results, the correction rate of estimated PI, $r_{Acc}$ is shown as 82.8%, the over ranged rate of PI variable sensitivity with $S_p{\gg}1.0$ and $S_p{\ll}1.0$ is shown within 10%, the averaged error of estimated SI, $\bar{d_{SI}}$ is shown as 0.0195 and, the correction rate of estimated RI, $r_{Acc}$(%), is shown as 91.8%. These results clearly shown that the proposed accident model and methodology can be use in the practical maritime transportation field.

Enhancement of Transportation Safety Service for Foreigner Residing in Ansan Through Analysis of Travel Behavior and Traffic Accident (안산거주 외국인 통행실태 및 교통사고 분석을 이용한 교통안전서비스 증진방안 연구)

  • There is a need to provide appropriate transportation safety services to foreigners residing in Korea. The main purpose of this study is to enhance transportation safety services for foreigners. In order to identify the risk of traffic accidents, analysis of traffic accidents was conducted using a survey of foreigner travel behavior. According to the results of this model, the study suggests directions to achieve improvement of traffic safety services for foreigners who are unfamiliar with the transportation systems. The study results show that the risk of traffic accidents is influenced by two factors: comprehension of transport geography and of traffic laws. Necessity of policy is influenced by two factors: comprehension of transportation system and the risk of traffic accidents. Intention of using policy is influenced by two factors: the risk of traffic accidents and necessity of policy. Effect of policy is affected by the intention of using policy. The results also demonstrate that the traffic safety services for foreigner can be described as endogenous variables which are approximately 88% of the traffic safety education, 85% of the demanded multicultural district, and 75% of the portal traffic information. Compared with existing research, this study provides a systematic methodology to evaluate effects and the order of priority in establishing traffic safety policies for foreigners.
