델파이 조사에 의한 교통안전시설 관련업무체계 개선방안 (A study on improving the organizational structure of traffic safety facilities operation using a delphi technique)

  • 본 연구는 도로상에 설치, 유지·관리되는 교통안전시설 관련업무체계의 개선방안을 모색함에 그 목적이 있다. 현재 교통안전시설 관련업무는 예산과 대다수 인력은 지방자치단체에서 지원되나, 업무의 주관은 중앙행정기관인 경찰이 수행하는 이원화된 체계로 인하여 많은 문제점이 유발되고 있다. 본 논문에서는 델파이기법을 이용하여 교통안전시설 관련 업무체계의 문제점을 분석하고 개선방안을 제시하였다. 설문결과는 설문대상자 전체 또는 이해관계그룹별로 분석하였으며, 다차원척도법을 이용하여 하나의 지각도상에 표현하여 분석하기도 하였다. 이러한 분석결과를 토대로 할 때, 교통안전시설 관련업무체계는 일원화되어야 하는 바, 구체적으로는 지방자치단체내에 전문기관이 설립, 운영되는 것이 최적대안으로 제시되었으며, 교통경찰을 지방경찰화하는 것이 차선대안으로 제시되었다.

Radiological Safety Assessment of Transporting Radioactive Wastes to the Gyeongju Disposal Facility in Korea

  • A radiological safety assessment study was performed for the transportation of low level radioactive wastes which are temporarily stored in Korea Atomic Energy Research Institute (KAERI), Daejeon, Korea. We considered two kinds of wastes: (1) operation wastes generated from the routine operation of facilities; and (2) decommissioning wastes generated from the decommissioning of a research reactor in KAERI. The important part of the radiological safety assessment is related to the exposure dose assessment for the incidentfree (normal) transportation of wastes, i.e., the radiation exposure of transport personnel, radiation workers for loading and unloading of radioactive waste drums, and the general public. The effective doses were estimated based on the detailed information on the transportation plan and on the radiological characteristics of waste packages. We also estimated radiological risks and the effective doses for the general public resulting from accidents such as an impact and a fire caused by the impact during the transportation. According to the results, the effective doses for transport personnel, radiation workers, and the general public are far below the regulatory limits. Therefore, we can secure safety from the viewpoint of radiological safety for all situations during the transportation of radioactive wastes which have been stored temporarily in KAERI.

  • 1990년대 개발되어 현재의 모습을 갖춘 교통신호제어기는 최근 도로 이용자의 교통안전 향상 및 자율협력주행 등을 목적으로 설치되는 다양한 장치들에 대한 전원공급 문제와 다양한 통신방식, 계층화된 블랙박스 구조 등으로 인해 유연성과 확장성에 한계를 가지고 있다. 이에 본 논문에서는 이더넷전원장치(PoE : Power over Ethernet) 기술을 통해 직류(DC) 전원 사용과 전원공급 문제를 해결하고, 메시지 브로커(Message Broker) 기술을 통해 중앙화된 데이터 기반 제어를 함으로써 빠르게 변화하는 미래 교통환경에 대응이 가능한 교통안전시설 통합관제시스템을 설계하였다. 또한 시계열 데이터를 기반으로 동작하는 교통안전시설 장치를 위한 데이터 기반 실시간 제어 방안을 구현하고 검증하였다.

직류철도 급전계통의 안전성 향상을 위한 차단기 동작 최적 설정의 실험적 고찰 (An Experimental Study on Operation Setting Optimization of Circuit Breaker for Improving Safety on DC Railroad Feeder System)

  • This paper presents an experimental study on the optimal settings for the selected DC fault relay (50F) to improve the operating performance for the high-speed circuit breaker on DC feeding system which ensure safety within rolling stock maintenance depot. In this study, current supplied to overhead contact wire was calculated on 1 ms interval to analyze the correction values of DC fault selective relay for the operation of current supply cutout. Particularly, standards for the accurate detection of accidents between an electric railway vehicle and the electric power facilities are shown by investigating the optimal correction values for detection of fault current, and the results indicated that it takes about 213 ms for the DC fault selective relay(50F) to fully open. In the future, the correction values of DC fault selective relay suggested in this paper will be used as the reference values of protective relay for the safe operation of DC electric railroad system such as urban railway.

  • 반도체, 디스플레이 등 IT(Information Technology) 제품 수요 증가로 관련 산업이 확대되고 있다. 이는 생산설비 증설과 화학물질 사용 증가로 이어지며 화재·폭발의 위험성에도 영향을 미치고 있다. 이러한 위험요인에 대해 정부는 오래전부터 인화성 물질을 제조·사용·취급하는 장소의 사고 예방을 위하여 산업안전보건법 및 KS 기준에 따라 폭발위험 장소로 설정하여 관리토록 하고 있다. 그러나, 폭발위험장소를 설정할 때, 중요한 요소인 환기량을 고려하지 않아 실질적인 폭발분위기 조성 가능성을 예측하기는 쉽지 않다. 이 연구에서는 디스플레이 산업에서 주요 공정인 CVD(Chemical Vapor Deposition) 설비에 SEMI S6 Exhaust Ventilation Test 방법을 적용하여 위험한 설비의 환기 성능을 평가하고, 폭발분위기 조성 가능성을 확인하였다. 그 결과, 가상의 시나리오 내에서 환기 성능이 SEMI S6에서 규정한 기준에 적합하였고, 폭발분위기가 조성될 가능성이 낮음을 확인하였다. 따라서, KS 규격뿐만 아니라 공학적 기법으로 폭발분위기의 형성 여부를 예측한 연구 결과를 통해 합리적이고 경제적인 사고 예방에 도움이 될 것으로 기대된다.

노인에게 발생하는 안전사고에 관한 연구 (A Study on Accidents for the Aged)

  • Purpose: It can be said that the aged belong to the group vulnerable to safety accidents. The purpose of this study was to investigate safety accidents to old people and provide basic data to prevent them from being in a safety accident. Result : 1. The number of the aged of traffic accident fatalities per 100,000 persons was 57.8, which was significantly higher than other OECD countries. 2. trauma for the aged, falling accounted for 60.6%, which was relatively higher than other wounds, probably because of decreased capacity of movement and reduced faculty of sensation. 3. accidents to the aged at home, 43.9% occurred in a room, which shows great risk of safety accidents to the aged in a room. 4. the aged generally showed negative awareness of social safety. Suggestion : 1. it is necessary to provide regular education about accidents through the mass media and at social welfare facilities in order for aged people to consolidate safety consciousness repeatedly. 2. it is necessary to make a brief and clear guide to prevention of accidents. 3. the Ministry of Construction and Transportation and the Ministry of Health and Welfare should give priority to designing a building for aged people and authorize construction according to the standards for establishing safety facilities for the aged. 4. it is necessary to change social consciousness. since transportation accidents can be caused not by aged people's insufficient safety consciousness but by that of all the people, it is necessary to provide society-wide education programs against dangerous driving in order to guarantee aged people's safety. 5. legal procedure to secure aged people's safety should be strengthened to reinforce legal protection for them.

건설관리 패러다임 전환에 따른 건설공사 품질관리 적합성평가 시스템 구축에 대한 연구 (A Study for the Construction Conformity Assessment System According to the New Paradigm of Construction Management)

  • The scope of this study is the construction conformity assessment system according to the new paradigm of construction management To minimize the differences between domestic and international state, construction Conformity Assessment is subdivided into system certification and product certification. For the former, WASCON(Worldwide Assessment System of Construction Quality Maturity Stage) is applied. For the latter, AQUA(Advanced Quality Assessment System) was developed and adopted to model project for demonstration. Both systems are designed to enable quantified rating, integrated into PQCS(Project Quality Certification), which is an advanced project quality certification system. The construction work observing PQCS will gain quality score on its own quality certificate(Quality mark on construction itself or facilities is also available, if needed or preferred by customers). This Quality Rating System will inspire and encourage any related parties. PQCS score would let supplier/constructor recognize how much themselves are operating effectively and efficiently, offering them the opportunity of redeeming their weaknesses.

운전성 유지를 위한 파이프랙의 한계상태와 지진취약도 (Limit States and Corresponding Seismic Fragility of a Pipe Rack for Maintaining Operation)

  • Unlike other facilities, maintaining processes is essential in industrial facilities. Pipe racks, which support pipes of various diameters, are important structures used in industrial facilities. Since the transport process of pipes directly affects the operation of industrial facilities, a fragility curve should be derived based on considering not only the pipe racks' structural safety but also the pipes' transport process. There are several studies where the fragility curves have been determined based on the structural behavior of pipe racks. However, few studies consider the damage criteria of pipes to ensure the transportation process, such as local buckling and tensile failure with surface defects. In this study, an analysis model of a typical straight pipe rack used in domestic industrial facilities is constructed, and incremental dynamic analysis using nonlinear response history analysis is performed to estimate the parameters of the fragility curve by the maximum likelihood estimation. In addition, the pipe rack's structural behavior and the pipe's damage criteria are considered the limit state for the fragility curve. The limit states considered in this paper to evaluate fragility curves are more reasonable to ensure the transportation process of the pipe systems.

3D 스캔과 FLACS를 활용한 화학플랜트 가스 누출의 계절별 위험성 및 피해영향 평가 (A Seasonal Risk Analysis and Damage Effects Assessment by Gas Leakage of Chemical Plant using 3D Scan and FLACS)

  • 현대 화학 플랜트는 공정 및 설비가 복잡화, 세분화됨으로써 대규모 잠재 위험성이 증가하는 실정이다. 내부 화학물질이 난류, 층류, 압력, 온도, 마찰 등으로 인해 여러 조건하에 운영될 때 과도한 응력이 발생하고 이러한 발생 응력이 누적되면서 피로 등의 문제로 화학 설비 및 장치가 손상되거나 파열될 가능성이 존재한다. 사고통계에 따르면 여름철 화학 사고의 발생 빈도는 다른 계절에 비해 높게 나타나며 최근 5년간 발생한 화학 사고에서 누출에 의한 사고는 유형별 사고 중 압도적인 비율을 차지한다. 화학물질의 누출은 폭발 및 환경오염을 포함한 큰 인명 및 경제적 피해를 일으킬 수 있다. 이에 본 연구에서는 계절별로 화학 플랜트 배관 누출 시 위험성 및 피해영향 평가를 수행하기 위해 실제 프로필렌 누출사고 현장을 3D 스캐너를 활용하여 재구성하고 FLACS를 활용하여 계절별 최대농도, 끝점거리 및 확산 거동을 비교 분석함으로써 프로필렌의 계절별 누출 거동을 도출하였다. 그 결과 여름에 화학물질이 누출될 경우 다른 계절에 비해 위험성이 크게 나타나는 것을 확인하였으며 이를 통해 계절별 안전관리 대책 및 방안을 제시하였다.

  • The railroad transportation system has more advantages over other transportation systems in terms of low cost, safety and mass transportation The development in economy and social environments lead to the increase of the transportation between cities. As a result, the increased capacity of transportation system is required and maintenance of transportation facilities becomes more important, In the railroad system mud-pumping is one of the troubles to cause distortion of rails and progressive disrupture of subgrade. h this study, SASW measurements were performed to investigate stiffness structures at the sites with mud-pumping and without mud-pumping, Comparison of the stiffness structures revealed the mechanism of mud-pumping and provided information to choose measures for the mud-pumping.
