동북아지역 국제어업협력체제의 구축과 운영방향 (Establishment and future prospects of new international fisheries regime in Northeast Asian region)

  • In the Northeast Asian region fisheries agreements of the past regarding high seas as an agreement area were transformed or new agreements were introduced in order to conform to the EEZ regime. However, the existing joint regulatory zone which “open” status is somewhat similar to the high sea not only disappear, but also two new systems were established. To begin with, parties of the agreement claimed their EEZs to be from the territorial sea baselines to the extent set forth, problem of the fishery access of the other party under the agreement is to be solved on the principle of reciprocity and on recognizing of the catch results achieved in the past. In regards to the overlapping zones like neutral zone of the East Sea of Korea(Sea of Japan) and neutral zone to the south of the Cheju Island, provisional measures zones in the Yellow Sea and in the East China Sea, and transitional zone of the Yellow Sea special fisheries management systems reflecting the legal character of the zone involved are applied. Moreover, as fisheries agreements defining open sea as an agreement zone are not able to conform to the EEZ regime, so new fisheries agreements must be taken out from old systems and conceptions, and must be understood and enforced from the new point view. Therefore, countermeasures needed to do so should be developed, and their basic structure is as follows. Firstly, the basic concept of the EEZ regime requires that the coastal states have sovereign rights on their sea zones' natural resources and bear responsibilities appropriate to their allowed jurisdiction. Each Northeast Asian state should adjust the structure of fishing industries and employ advanced fisheries management system, and should make efforts toward such issues of the state policy as increasing fishery resources and preserving ocean environment. Secondly, measures should be developed to solve the international fisheries disputes which are to occur under enforcement of the new fisheries agreements system. In regards to the acts of violation the fisheries laws in the foreign EEZ the principle of jail sentence prohibition is established by the UN Convention on the Law of the Sea, and every fisheries agreement reflects this principle. Therefore, the present question is to consider concrete measures to enable the easy release of the seamen, who violated fisheries laws slightly and well-intently, through establishment and management of the guarantee fund needed to make collateral reasonable. Thirdly, Korean-Russian and Russian-Japanese fisheries relations were formed on the basis of the EEZ regime, since 1992 and 1977 respectively, and are expected to maintain mutually beneficial cooperative character. As for Korean-Chinese-Japanese fisheries relations, the operational problems of overlapping zones, and problem of the permits for EEZ mutual access should be solved on the basis of the principle of reciprocity and equity rather than unilaterally from any side.

한반도 중서부 근 ${\cdot}$ 외해의 표층 퇴적물 특성과 퇴적환경 (Depositional Environments and Characteristics of Surface Sediments in the Nearshore and Offshore off the Mid-Western Coast of the Korean Peninsula)

  • 한반도 서해 중부지역의 대륙붕과 연안의 경계인 근${\cdot}$외해의 퇴적환경과 퇴적작용을 연구하기 위하여 1996년 부터 1999년 사이에 연속적으로 84개의 표층퇴적물을 채취하여 분석하였다. 연구지역 표층퇴적물은 역질 사(gravelly Sand), 사(Sand), 실트질 사(silty Sand) 그리고 사질 실트(sandy Silt)의 퇴적상을 보이고 있다. 조직변수는 표준입도 -0.39${\sim}7.82{\Phi}$, 분급도 0.36${\sim}4.68{\Phi}$, 왜도 -0.38${\sim}$0.86, 첨도 -1.56${\sim}$3.43로서 다양한 분포를 보이며 중앙지역의 조립하고 분급도가 좋은 사질 퇴적물을 중심으로 연안, 북과 남쪽으로 갈수록 세립해지고 분급도가 나빠지는 경향을 나타내며, 조석우세환경을 나타내는 양의 왜도를 나타내고 있다. 퇴적기작은 3가지(밑짐이동, 점이부유, 지속적 부유) 양상에 의하여 3지역으로 구분된다. 파랑, 조류의 영향으로 밑짐이동(mode A)으로 운반, 재분포된 북부지역, 상대적으로 지속적 부유(mode C)에 의한 이동, 운반, 퇴적된 남부지역 그리고 3가지 양상이 복합(mode B)되어 나타나는 중앙지역으로 구분된다. 따라서, 연구지역인 근${\cdot}$외해지역 퇴적환경은 강의 공급, 잔류퇴적물 그리고 수리학적 작용에 의해서 중앙, 남, 북부 지역으로 구별된다. 결론적으로 서해 중부 근${\cdot}$외해지역은 복잡한 수리학적 작용에 의한 다양한 퇴적기작으로 재배치된 연안의 육성기원퇴적물과 대륙붕의 잔류퇴적물이 특징적이며, 이런 퇴적작용으로 인해 연안에서 대륙붕으로 연결시켜주는 전이지역으로서의 퇴적환경을 보여주고 있다.

해안개발사업으로 인한 갯벌매립의 효율적 저감방안 (Effective Mitigation Measures for the Loss of Tidal Flat in Coastal Development Projects)

  • 연안습지로 분류되는 갯벌은 육상과 해양을 연결하는 주요 전이대로서 다양하고도 고유한 생물상을 포함하면서 필수적인 생태적 기능을 수행하고 있다. 우리 인간을 포함하여 주변의 생물들이 누려왔던 갯벌의 생태계서비스 기능과 그것의 긍정적 효과를 유지 또는 강화하기 위해서는 갯벌의 보전이 매우 중요하나 국내의 경우 지금까지 보존보다는 개발이 우세하게 진행되어 왔다. 따라서 본 연구에서는 갯벌매립으로 인한 환경영향을 최소화할 수 있도록 해안개발사업으로 인한 갯벌훼손의 사례를 유형별로 분석하여 이를 토대로 저감방안을 수립하고자 하였다. 지금까지 해안개발사업을 추진하면서 입지선정단계에서 사업대상지가 갯벌로 구성되어 있다는 사실을 중요한 고려사항으로 인식하지 못하여 왔다. 이에 따라 1960년대 이래 우리나라 갯벌 면적의 거의 절반에 해당하는 갯벌이 매립되었고, 개발로 인해 주변 갯벌은 직 간접적으로 훼손되었으며, 모든 계획을 수립한 이후 환경영향평가의 협의단계에서 문제점이 지적되어 사업이 원래의 계획과는 다르게 수정해야 하는 경우도 나타나게 되었다. 이러한 문제점을 해결하기 위해서는 사업을 계획하는 초기단계에서 갯벌 환경에 대한 고려가 우선적으로 이루어져야 한다. 특히 입지선정단계에서 해양환경이 양호하여 다양한 생태계 기능을 수행하는 갯벌 (펄갯벌 및 모래갯벌)을 포함하여 암반 조간대, 사빈, 조하대 잘피숲 및 해중림 지역은 배제하도록 하여야 할 것이다.

입자크기 분포를 고려한 부력침강 저수지 밀도류의 탁도 모델링 (Turbidity Modeling for a Negative Buoyant Density Flow in a Reservoir with Consideration of Multiple Particle Sizes)

  • Large artificial dam reservoirs and associated downstream ecosystems are under increased pressure from long-term negative impacts of turbid flood runoff. Despite various emerging issues of reservoir turbidity flow, turbidity modeling studies have been rare due to lack of experimental data that can support scientific interpretation. Modeling suspended sediment (SS) dynamics, and therefore turbidity ($C_T$), requires provision of constitutive relationships ($SS-C_T$) and accounting for deposition of different SS size fractions/types distribution in order to display this complicated dynamic behavior. This study explored the performance of a coupled two-dimensional (2D) hydrodynamic and particle dynamics model that simulates the fate and transport of a turbid density flow in a negatively buoyant density flow regime. Multiple groups of suspended sediment (SS), classified by the particle size and their site-specific $SS-C_T$ relationships, were used for the conversion between field measurements ($C_T$) and model state variables (SS). The 2D model showed, in overall, good performance in reproducing the reservoir thermal structure, flood propagation dynamics and the magnitude and distribution of turbidity in the stratified reservoir. Some significant errors were noticed in the transitional zone due to the inherent lateral averaging assumption of the 2D hydrodynamic model, and in the lacustrine zone possibly due to long-term decay of particulate organic matters induced during flood runoffs.

Infranuchal Infrafloccular Approach to the More Vulnerable Segments of the Facial Nerve in Microvascular Decompressions for the Hemifacial Spasm

  • Objective : We investigated the locations of compressing vessels in hemifacial spasm. To approach compression sites, we described and evaluated the efficacy of the infranuchal infrafloccular (INIF) approach. Methods : A retrospective review of 31 consecutive patients who underwent microvascular decompression (MVD) through INIF with a minimum follow-up of 1 year was performed. Along the intracranial facial nerve, we classified the compression sites into the transitional zone (TRZ), the central nervous system (CNS) segment and the peripheral nervous system (PNS) segment. The INIF approach was used to inspect the CNS segment and the TRZ. Subdural patch graft technique was used in order to achieve watertight dural closure. The cranioplasty was performed using polymethylmethacrylate. The outcome and procedure-related morbidities were evaluated. Results : Twenty-nine patients (93%) showed complete disappearance of spasm. In two patients, the spasm was resolved gradually in 2 and 4 weeks, respectively. Late recurrence was noted in one patient (3%). The TRZ has been identified as the only compression site in 19 cases (61.3%), both the TRZ and CNS segment in 11 (35.5%) and the CNS segment only in 1 (3.2%). There was no patient having a compressing vessel in the PNS segment. Infection as a result of cerebrospinal fluid leak occurred in one patient (3%). Delayed transient facial weakness occurred in one patient. Conclusion : The TRZ and the CNS segment were more vulnerable area to the compression of vessels. We suggest that surgical avenue with the INIF approach provides early identification of this area.

남한강수계 저수기 수질변동 특성에 관한 연구 (Investigation on Water Quality Variation Characteristics during Dry Season in Namhan River Drainage Basin)

  • From the direct outflow of Chungju Dam to the junction of water body and watershed in Paldang lake is the scope of this research. This study performed to investigate the main cause of water quality deterioration and the influenced region in the middle field range of the Namhan river Basin with the onsite measurement of water quality and flow rate simultaneously during spring dry season. The purpose of this study is to find out the time-spatial variation characteristics of water quality and flow rate. Following the flow direction $BOD_5$ and $COD_{Mn}$ concentration increased to the highest value of 3.7 mg/L, 5.9 mg/L at Wolgesa respectively. Chl.a concentration increased to $50mg/m^3$ or so at Kangsang, after that it decreased to $37mg/m^3$ at the junction of Paldang lake. Organic matter concentration variation trend showed similar than that of Chl.a. Also $BOD_5$ concentration tendency was similar to Chl.a in every measuring sites except Paldang lake mixing zone. The major factors of water quality deterioration in Namhan river and Paldang lake during dry season were algal bloom and followed internal production. High phosphorus load from Dalcheon and Seom river caused dry season algal bloom and internal production in transitional zone which was stagnant area in downstream of Namhan river.

강화 남부 갯벌의 유공충 특성 (Foramniferal Characteristics in the Ganghwa Tidal Flat)

  • 연구지역에서 2003년 8월에 199개 정점에서 표층퇴적물을 채취하여 분석하였다. 표층 퇴적물은 6개의 퇴적상으로 구성되어 있었다. 일반적으로 모래 펄 퇴적물이 강화 남단 갯벌에서 우세하였고 모래 퇴적물은 강화도 서부의 수로와 조하대에서 우세하였다. 이 지역의 1997년 퇴적상과 비교하여 모래펄 퇴적물은 갯벌의 동쪽으로 확장 되었다. 강화 남단 갯벌과 주변부 30 정점의 표층퇴적물에서 살아있는 유공충 34종을 포함하여 총 61종의 유공충이 확인되었다. 살아있는 유공충에서는 Ammonia beccarii와 Elphidium etigoense, 전체군집에서는 Ammonia beccarii, Elphidium etigoense, Jadammina sp.와 Textularia earlandi가 연구지역에 넓게 분포한다. 일반적으로 개체수와 종 다양성은 갯벌의 서부에서 상대적으로 높은 수치를 나타냈다. 전체 유공충 군집의 집괴분석 결과 4개의 생물상으로 구분되었다. 생물상 1은 강화 남단의 동부 갯벌, 생물상 4는 강화 남단의 서부 갯벌의 저서환경을 나타냈다. 생물상 3은 생물상 1과 4의 전이환경으로 보여 진다.

A zonal hybrid approach coupling FNPT with OpenFOAM for modelling wave-structure interactions with action of current

  • This paper presents a hybrid numerical approach, which combines a two-phase Navier-Stokes model (NS) and the fully nonlinear potential theory (FNPT), for modelling wave-structure interaction. The former governs the computational domain near the structure, where the viscous and turbulent effects are significant, and is solved by OpenFOAM/InterDyMFoam which utilising the finite volume method (FVM) with a Volume of Fluid (VOF) for the phase identification. The latter covers the rest of the domain, where the fluid may be considered as incompressible, inviscid and irrotational, and solved by using the Quasi Arbitrary Lagrangian-Eulerian finite element method (QALE-FEM). These two models are weakly coupled using a zonal (spatially hierarchical) approach. Considering the inconsistence of the solutions at the boundaries between two different sub-domains governed by two fundamentally different models, a relaxation (transitional) zone is introduced, where the velocity, pressure and surface elevations are taken as the weighted summation of the solutions by two models. In order to tackle the challenges associated and maximise the computational efficiency, further developments of the QALE-FEM have been made. These include the derivation of an arbitrary Lagrangian-Eulerian FNPT and application of a robust gradient calculation scheme for estimating the velocity. The present hybrid model is applied to the numerical simulation of a fixed horizontal cylinder subjected to a unidirectional wave with or without following current. The convergence property, the optimisation of the relaxation zone, the accuracy and the computational efficiency are discussed. Although the idea of the weakly coupling using the zonal approach is not new, the present hybrid model is the first one to couple the QALE-FEM with OpenFOAM solver and/or to be applied to numerical simulate the wave-structure interaction with presence of current.

천안 성정동 지역의 화분분석 결과를 통한 Pleistocene 후기 고환경복원 (Reconstruction of the Paleo-environment during the Upper Pleistocene at Seongjeong-dong, Cheonan-si, inferred from Pollen Analysis)

  • 충남 천안시 성정동 지역의 천안천 충적평야 화분분석 결과를 통해 최종빙기 최성기부터 홀로세에 걸쳐 고식생 환경과 기후 변화를 중심으로 고환경을 복원하였다. 화분대 I (약 23,000-15,000 yr BP) 시기는 목본이 드물게 분포하는 소림(疏林)상태로서 초지가 넓게 펼쳐져 있었다. 기후는 한랭하였으나 영남 산간지역에 비해 심하지 않았으며, Woldstedt(1962)와 Yoon and Jo(1996)에 따르면 'very cold'에 대비된다. 화분대 II (약 15,000-10,000 yr BP)는 회갈색 모래층에 해당하는 무화분대로서 최종빙기 최성기에서 홀로세 사이의 점이기에 해당한다. 이 모래층은 실트가 포함된 토탄으로 이루어진 상, 하부 층준과 확연히 구분되는데, 이와 같은 특징은 대단히 한랭했던 시기에서 온난한 환경으로 전환되는 동안 급격한 기후 변화가 진행된데 기인한 것으로 보인다. Holocene 전기에 대비되는 화분대 III (약 10,000-6,000 yr BP)의 화분조성에서는 기후가 뚜렷하게 온난해졌음을 확인할 수 있다.

한.중.일 다자간 어업협력체 구성방안 연구 (A Study on the Construction of the Multiple Fishery Cooperation System Between Korea, China and Japan)

  • Since the declaration made by UN Convention on the Law of the Sea on EEZs, The open seas of Northeast Asia, considerd as a convention area, needed new agreements in conformity with the changes brought by the introduction of the Exclusive Economic Zone(EEZ) system. The Contracting Parties of these agreements set up their own EEZs, which extend certain ranges from their baselines, Fishing in the other party's EEZ is done based on mutual agreements, which take into account traditional fishing activity in the zones. Seperate fishries management systems, in accordance with the relevant legal status of the waters, are applied to individual overlapping areas: Middle Zone in the Bast Sea and the waters south of jeju Island, Interim Measure Zone in the Yellow Sea and East China Sea, and the Transitional Zone in the Yellow Sea. They decided to conclude fisheries agreements as the provisional agreement under Article 74(3) of the UN Convention before the delimitations of the EEZs to avoid the territorial disputes. China and Japan concluded the Fishries Agreement in the November 1997, allowing each coastal State 52 mile EEZ. it was followed by Korea and Japan in September 1998, reaching a final compromise. And also Korea and China came to a satisfactary settlement in November 1998. Fisheries agreements have been established between the three North-east Asian States, the agreement are all bilateral. That implies inefficient resource management on the overlapping waters of the three states, especially on the East China Sea. The Korea-Japan Fisheries Agreement and the China-Japan Fishery Agreement worked as governing rules in the North-east Asian seas before the establishment of EEZs (Exclusive Economic Zones). However the conclusion of the bilateral fishery agreements, Korea China and Japan have developed EEZs, and these three countries have competed for the exploitation of fisheries resources. Therefore, the issue of fisheries resource management was no longer a single countries' problem and emerged as a common issue facing these three countries. In recognition of the above-mentioned problem, it is needed for the construction of cooperative System fishery management in the North-east Asian seas. Therefore, cooperative measures should be establishied. The final goal of the construction of fisheries management cooperative system is to establish sustainable fisheries in the North-east Asian seas. However, there is a big difference in fisheries management tools, fishing gear, exploitation rate of species, etc. This implies that a careful approach should be taken in order to achieve the cooperative fisheries management among Korea, China and Japan. conclusionly, the Governments of Korea, China and Japan should complement three bilateral agreemens, and which they prepares to 'Fisheries Resource Restore Program' Between Korea, China and Japan in the adjacent waters south of Jeju Island.
