In order to transmit video data stored in servers with limited bandwidth in IoT environments to many clients, a transmission plan must be established by considering factors such as the number of transmission rate changes, peak transmission rate, and transmission rate changes. This transmission plan is called smoothing, and includes CBA that minimizes the number of transmission rate increases, MCBA that minimizes the number of transmission rate changes, and MVBA to minimize the transmission rate changes. In this work, to evaluate the performance of the proposed algorithm[16], we compare the proposed algorithm with the existing smoothing algorithms with the peak rate, the number of transmission rate changes, the rate increase, the peak rate utilization, and the average transmission rate with various video data and buffer sizes. The evaluation results show that the proposed algorithm helps to efficiently use the server's finite network resources by establishing a transport plan with the lowest average transfer rate.
Purpose: Nowadays, the risk assessment system is widely used in many industrial and public areas to reduce the possible risks. The system is used to determine the priorities of the government quality assurance works in Defense Agency for Technology and Quality. However, as the risk assessment system is used for other purposes, there are some items that need improvement, and in this study, we propose improvement plans by benchmarking the risk assessment systems of other institutions. Methods: In this paper, first, the procedures of risk assessment system used in many industrial sites were reviewed, and how each institution specialized and applied the system. Afterwards, by benchmarking various risk assessment systems, an improvement plan on how to operate the risk assessment system in the case of government quality assurance for centrally procured military supplies was presented, and practical application cases were presented to prove the usefulness of the improvement plan. Results: The proposed risk assessment system differs from the existing system in five major aspects. First, inputs, outputs, and key performance indicators were specified from the systematic point of view. Second, risk analysis was analyzed in four dimensions: probability of occurrence, impact, detection difficulty. Third, risk mitigation measures were classified, control, transfer, and sharing. Fourth, the risk mitigation measures were realized through document verification, product verification, process verification, and quality system evaluation. Finally, risk mitigation measures were implemented and the effectiveness of the risk mitigation measures was evaluated through effectiveness evaluation. Conclusions: In order for the risk assessment procedure proposed in this study to be applied to actual work, it is necessary to obtain the consent of the person involved in the work due to the increased time for risk identification and preparation of the government quality assurance log, and a change in the information system that performs the actual work is required. Therefore, the authors of this study plan to actively perform internal seminar presentations and work improvement suggestions to apply these research outputs to actual work.
Civil complaints and lawsuits filed in the process of providing emergency medical service include fall accident on the way of carrying the patient, transfer consent, refusal and rejection of rescue request, range and behavior restriction of emergency medical technicians, false registry of logbook, neglect of duty and emergency patient, and violation of traffic laws on the way of dispatch to the scene of accident. This study suggested the measures by cases as follows. 1. The accidents on the way of carrying a patient could be divided into fall of patient and fall by paramedic's mistake. In the former case, damages caused by the ambulance's shaking must be notified to the patient and guardian and recommended to fasten seat belt, in the latter case, the plan of patient's posture, route of transport, rescue and equipments should be comfirmed before fixing the patient. 2. Transfer consent must be made as implied when the patient is unconscious under delusion and was not able to consent physically, and paramedic must take an action by his judgment and record details of services on logbook. 3. When a patient refused to transfer, get 'confirmation of transfer refusal' and inform him of refusal. Paramedic should receive the signature. In addition, in case of refusal, transfer request should be made after hearing doctor's opinion and it should be notified to transfer request and superintendent of fire station after making 'confirmation of transfer refusal'. 4. Emergency medical technicians should perform their duties within the range of services prescribed by Article 41 of Law of Emergency Medical Service and Article 33 of Its Enforcement Regulations and shall not make announcement of death. In case of reporting the death to guardian, it is desirable to use record data like ECG results. 5. The best way to have protection from legal problems is making and keeping the exact records of accident and patient. Paramedic should not mention his subjective opinion about the accident-related matter. He must record correctly and keep the original medical records. 6. As emergency medical technicians are responsible for taking care of emergency patients, they must contact a briefing room when they meet a difficult situation suddenly due to vehicle stop or treatment of other patients and then must have support from neighboring hospital and other safety centers. 7. Since the ambulance operator is responsible for safety and careful driving of ambulance, he must be careful when he violates traffic regulations unavoidably. The operator should drive slowly below 10km/h at an intersection and pass it after getting way from general vehicles driving from all directions.

Because railways themselves are not enough to provide door-to-door service, they need to be complemented by a transportation system access the stations and a convenient transfer system to access other railway lines. User friendly service policies include a faster, interconnected, and intermodal transportation system. It becomes more important to use deep subterranean space from an economical standpoint in order to promote railway construction projects. In this research, the authors dealt with construction plan for strengthening capacity of deep subterranean railways. Since deep subterranean railways are situated deeper underground than other railways, they are more difficult to access and transfer to, in addition to psychological pressure. Moreover, deep subterranean railways with high speed add access difficulties as the distance between stations increases. Therefore, the authors discuss not only systemization for uniting deep subterranean railways and other transportation facilities but also reinforcement strategies. The purpose of these strategies is so that deep subterranean railways provide mobility while established railways provide accessibility to overcome this problem.
An energy loss through the window system occupies about 10 to 30 percent on energy consumption of the whole building. That is the reason, several elements for a building composition of window system are the weakest from the heat. Insulation performance increases for the reducing heat loss. Heat transfer through the window system that is reducing heat transfer through conduction, convection and radiation. Insulation performance reinforcement methods classify improving heat specific quality of window system and improving efficiency of whole window system. The most application method among each methods is reducing emission ratio of the window system(Low-E glass), increasing a number of glazing(multiple window) and a method of vacuuming between glazing and glazing. Therefore this study is investigated a sort of glazing and specific character, U-value calculation with changing glazing thickness and calculation of temperature distribution and U-value with a glazing charging gas kind from double glazing. For a conclusion, an aspect of U-value figure at the smallest value case of vacuum glazing with Low-E coating. That means insulation efficiency is the best advantage during a building plan selecting vacuum glazing with Low-E coating for a energy saving aspect. In this way, U-value become different the number of glazing, coating whether or not and selecting injection gas. Therefore selecting of glazing is very important after due consideration by a characteristic and use of building and consideration of strong point and weak point.
The Kepler(NASA) and CoRoT(ESA) space telescopes are surveying thousands of exoplanet for finding Earth-like exoplanets with similar environments of the Earth. Then the TPF(NASA), DARWIN(ESA) and many large-aperture ground telescopes have plan for spectroscopic observations of these earth-like exoplanets in next decades. Now, it has been started to simulate the disk averaged spectra of the earthlike exoplanets for comparing the observed spectra and suggesting solutions of environment of these planets. Previous research, the simulations are based on radiative transfer method, but these are limited by optical models of Earth system and instruments. We introduce a new simulation method, IRT(Integrated Ray Tracing) to overcome limitations of previous method. The 3 components are defined in IRT; 1)Sun model, 2)Earth system model (Atmosphere, Land and Ocean), 3)Instrument model. The ray tracing in IRT is simulated in composed 3D real scale space from inside the sun model to the detector of instrument. The Sun model has hemisphere structure with Lambertian scattering optical model. Atmosphere is composed of 16 distributed structures and each optical model includes BSDF with using 6SV radiative transfer code. Coastline and 5 kinds of vegetation distribution data are used to land model structure, and its non-Lambertian scattering optical model is defined with the semi-empirical "parametric kernel method" used for MODIS(NASA) and POLDER(CNES) missions. The ocean model includes sea ice cap structure with the monthly sea ice area variation, and sea water optical model which is considering non-lambertian sun-glint scattering. Computation of spectral imaging and radiative transfer performance of Earth system model is tested with hypothetical space instrument in IRT model. Then we calculated the disk averaged spectra of the Earth system model in IRT computation model for 8 cases; 4 viewing orientation cases with full illuminated phase, and 4 illuminated phase cases in a viewing orientation. Finally the DAS results are compared with previous researching results of radiative transfer method.

For the record management of administrative information datasets in Korea, it is recommended to utilize SIARD as a transfer specification when transferring administrative information datasets. However, there are many cases where the application of SIARD is not suitable due to the record management unit of administrative information datasets, technical limitations of tools that support SIARD, and the realistic situation of public institutions. In this study, we propose a plan to diversify the transfer specifications of administrative information datasets other than SIARD. In the record management of administrative information datasets, the need to reproduce the user interface associated with the dataset has been discussed but not specifically presented. This study confirms that the user interface is a property to be preserved from the perspective of Significant Properties, proposes a method to effectively reproduce the user interface, and provides an example of actual verification.

Many port states such as New Zealand, the USA, Australia and Canada have strict regulations to prevent ships which arrive in their port from discharging polluted ballast water which contain harmful aquatic organism and pathogens. They are notified that transfer of polluted ballast water can cause serious injury to public health and damage to property and environment. For this reason, they perceived that the ballast exchange in deep sea is the most effective method, together with submitting the ballast management plan which contains the effective exchange method, ballast system and safety consideration. In this study, we pursued both nautical engineering analysis and optimization of algorithm in order to generate the sequence of stability and rapidity. Heuristic Algorithm was chosen on the basis of optimality and applicability to a sequential exchange problem. We have built an optimized algorithm, for automatic exchange of ballast water, by redefining core elements of the $A^\ast$ algorithm, such as node, operator and evaluation function. Final version of the optimized algorithm has been applied to existing bulk carrier and the performance of the algorithm has been verified successfully.
TORANOMON HILLS is the main building of a large-scale re-development project located in the center of Tokyo. This high-rise building has a height of 247 m and 52 floors above ground, 5 floors below ground, and $62m{\times}80m$ in plan. It is used as hotel, residential facilities, offices, shops and conference facilities. The super structure is mainly a rigid steel frame with response-control devices, using concrete-filled steel tube columns. The underground section is a mixed structure composed of steel, steel-reinforced concrete and reinforced concrete framings. The piled-raft foundation type is used. The remarkable feature of this high-rise building is that the motorway runs through the basements of the building, which makes it stand just above the motorway. This condition is an important factor of the building design. The plan shape is designed to fit along the curve of the motorway. Special columns at the corners are required to avoid placing columns in the motorway. This special column is a single inclined column in the lower floors that branches into two columns in the mid-floors to suit the column location in the upper floors. The cast steel joint is used for the branching point of each special column to securely transfer the stress.

There is an increasing appreciation of the vital role that biomechanics play in the performance of oral implant. The aim of this article is to provide some basic principles that will allow a clinician to formulate a biomechanically valid treatment plan. However, at this point in the history of oral implantology, the clinician should realize that we do not know enough to provide absolute biomechanical rules that will guarantee success of all implants in all situations. To examine the biomechanical questions, one must begin with an analysis of the distribution of biting forcess to implants. Related topics, such as stress transfer to surrounding tissues and interrelationships between bone biology and mechanical loading are major subjects, deserving a separate discussion. Once rigid fixation, angulation, crestal bone level, contour, and gingival health are achieved, stress beyond physiologic limits is the primary cause of initial bone loss around implants. The restoring dentist has specific responsibilities to reduce overload to the bone-implant interface. These include proper diagnosis, leading to a treatment plan designed with adequate retention and form, and progressive loading to improve the amount and density of bone and further reduce the risk of stress beyond physiologic limits. The major remaining factor is the development of occlusal concept in harmony with the rest of the stomagnetic system.
