A Study on Maritime Traffic Characteristics according to Water Time(Multte) (물때에 따른 해상교통특성에 관한 연구)

  • This study seeks to analyze ships traffic characteristics according to water time in order to provide the necessary data for efficient traffic management development. To analyze maritime traffic volume according to water time, 1 year amount of solar calendar data were converted into lunar calendar, and then applied the traditional water time system of West Sea by using AIS(Automatic Identification System) observation data gathered in Mokpo port for a year of 2013. As a result, it was found herein that the number of outbound ships was larger on the $2^{nd}-3^{nd}$ water times than the $7^{th}$ water times by 23-24 %. And the number of inbound ships was higher on the $12^{th}-13^{th}$ water times than the $9^{th}$ water time by 29-33 %. The hourly variation index of inbound and outbound ships according to time, in particular, was found to change in the form of sine function model. This study is expected to serve as a necessary basic material for development of maritime traffic management according to water time.

  • At the adjacent sea area of Busan Central Wharf, a variety of vessels, such as middle-large passenger ships, small fast sailing ships, container ships, cargo ships and working ships as well as small miscellaneous vessels are freely sailing comparatively without special steering and sailing Rules and marine traffic control because exclusive wharfs in accord with their purpose and use have been arranged in each wharf. In this research, we analyzed traffic stream and navigational characteristics of main traffic route based on statistics and distribution of tracks by ship's type and tonnage of the passing vessels after conducting marine traffic survey twice using exclusive software by targeting the sea area during the period of time. We examined the traffic safety of the passing vessels by classifying the sea area by each function based on the analysis about this traffic situation, and analyzing the effect by designating 'Buknea passage'. We also studied the plan for the effective rearrangement of Central Wharf considering basically the traffic safety oif arrival and departure in a point if view of navigators.

  • Approximately 4,000 vessels including sea trial ships per day are passing, entering or departing from Korea coastal waterway. Sea trial ships have erratic navigating patterns such as quick turning, crash stop and do not communicate with other vessels in appropriate time, so sea trial ships are often to expose dangerous situation such as collision in heavy traffic area. To identify the sea trial vessel's risk factors, this paper surveyed marine traffic volumes for 7 days in Korea harbour & coastal waterway, and it analyzed marine accident rate and intended to identify the risk degree of passing vessels. After that, this researched how many sea trial ship's traffic and what is the sea trial risk among sea trial items. We also conducted survey questionnaire and identified risk factors of sea trial ship. So this paper aimed to enhance the safety of korea coastal waterway to prevent sea trial ship's marine accident.

  • This research analysed the marine traffic dangerous degree of korean ports by using the number of passing ships, the passing ratio of large ships and the occurrence number of marine accident. Also, it investigated the basic parameters as the number of sector or area of vessel traffic service area, and it examined the proper design compared the traffic dangerous parameters with the present area number of VTS.

  • The use of satellite remote sensing in maritime safety and security can aid in the detection of illegal fishing activities and provide more efficient use of limited aircraft or patrol craft resources. In the area of vessel traffic monitoring for commercial vessels, Vessel Traffic Service (VTS) which use the ground-based radar system have some difficulties in detecting moving ships due to the limited detection range. A virtual vessel traffic control system is introduced to contribute to prevent a marine accident such as collision and stranding from happening. Existing VTS has its limit. The virtual vessel traffic control system consists of both data acquisition by satellite remote sensing and a simulation of traffic environment stress based on the satellite data, remotely sensed data. And it could be used to provide timely and detailed information about the marine safety, including the location, speed and direction of ships, and help us operate vessels safely and efficiently. If environmental stress values are simulated for the ship information derived from satellite data, proper actions can be taken to prevent accidents. Since optical sensor has a high spatial resolution, JERS satellite data are used to track ships and extract their information. We present an algorithm of automatic identification of ship size and velocity. This paper lastly introduce the field testing results of ship detection by RADARSAT SAR imagery, and propose a new approach for a Vessel Monitoring System(VMS), including VTS, and SAR combination service.

  • Intelligent maritime traffic information service for maritime traffic safety operates a service that provides safe and efficient optimal safety routes considering information such as water depth, maritime safety law, weather information, and fuel consumption. However, from a service user's point of view, they prefer a route that suits their personal navigation experience and style, such as unnecessary detours and conservative safety distances for maritime objects. In this study, the optimal safety route can be extracted based on the experience of service users without reflecting the separate maritime environment by adjusting the weight of the trunk line for the area where the ship frequently navigates with the ship's track data collected through LTE-M model was studied.

Estimation of the Traffic Flow in the Korea Coastal Waterway by Computer Simulation (우리나라 연안의 해상교통관제시스템 설치를 위한 기초연구 시뮬레이션에 의한 우리나라 연안의 해상교통량 추정)

  • From the point of view of safety of life and property at sea and the protection of the marine environment, the Vessel Traffic Management System along the Korea coastal waterway is inevitably introduced. But the establishing priority per area must be evaluated under the restricted budget. In this case, the estimated traffic flow has a major effect on priority evaluation. In the former paper , an algorithm was proposed for estimating the trip distribution between each pair of zones such as harbours and straits. This paper aims to formulate a simulation model for estimating the dynamic traffic flow per area in the Korea coastal waterway. The model consists of the algorithm constrined by the statistical movement of ships and the observed data, the regression analysis and the traffic network evaluations. The processed results of traffic flow except fishing vessel are summarized as follows ; 1) In 2000, the traffic congestions per area are estimated, in proportion of ship's number (tonnage), as Busan area 22.3%(44.5%), Yeosu area 19.8%(11.2%), Wando-Jeju area18.1%(6.8%), Mokpo area 14.9%(9.9%), Gunsan area 9.1%(9.3%), Inchon area 8.1%(7.7%), Pohang area 5.5%(8.5%), and Donghae area 2.2%(2.1%). 2) For example in Busan area, the increment of traffic volume per annum is estimated 4, 102 ships (23 million tons) and the traffic flow in 2000 is evaluated 158, 793 ships (687 million tons). 3) consequently, the increment of traffic volume in Busan area is found the largest and followed by Yeosu, Wando-Jeju area. Also, the traffic flow per area in 2000 has the same order.

A Study on Traffic Safety Assessments for Fishing Vessels Near the Southwest Sea Offshore Wind Farm

  • The purpose of this study was to analyze traffic safety assessments for fishing vessels near the southwest offshore wind farm. This study applied a collision model for safety assessment. It also involved a spatiotemporal analysis of vessels engaged in fishing to identify fishing hotspots around the offshore wind farm. This study used data from fishing vessel location transmission devices gathered over 1 year in 2014. As a result, in September, when the average number of vessels engaged in fishing is high, 62 ships were operating in fishing section 184-6 and 55 ships in section 184-6. In addition, in fishing sections 184-8 and 192-2, where an offshore wind farm was located, there were 55 and 38 ships operating, respectively. As the recovery period for a seaway near wind farm turbines is 55 years, it was determined that safety measures are required in order to reduce collision frequency while allowing fishing vessels to navigate through offshore wind farms. Meanwhile, the return period of Seaway B between the groups of generators considered was 184 years. A safety zone for offshore wind farms should be installed covering a distance of at least 0.3 NM from the boundary of turbines. Then, the collision return period was derived to be close to 100 years. Through this traffic safety assessment, it has been concluded that such measures would help prevent marine accidents.

  • Recently, many ships such as fishing boats, cargo ships, high speed ferry boats are visiting Mokpo harbor. In particular, many marine accidents have been occurred at this area due to the narrow channel, a thick fog, the existing of the shallow waters etc. However there is no suitable ships' routeing system which takes account of today's traffic situations in this area. This study aims at the settling of hazardous factors to mitigate the danger to vessels in Mokpo harbor and to secure the safety of maritime environment.

  • Many Countries have made efforts to assist ships navigate accurately , safely and expeditiously for the safety control against increasing marine traffic , in their coastal waters. However, they are exposed in spite of these efforts,to risks of casulaties and marine polluation caused by traffic congestion when ships are navigating through waterways approaches to ports or harbors and in narrow fairways. Therefore, efficient control of VTS in Port is necessary nowadays to provide ships with necessary service , which interacts with shipping and organize the flow of traffic so as to maximize the efficiency of the port or harbor while minimizing the risk of accident and environmental pollution. Even though the navigation condition of ships is very inferior compared to other ports in Korea, such as the big difference between the ebb and flood tide, the frequent fog, the narrow fairway , the density of navigation traffic in Inchon Port is high and transportation quantity of dangerous cargoe increases gradually. In cosideration of the characteristics of natural circumstance and traffic circumstance the VTS established newly in Inchon port have to operate efficiently. The purpose of this study is to help efficient operation of VTS in Inchon port by accomplishing both the literature research and questionnaire survey. Questionnaire survey was read to the VTS personnel in Inchon Port and customer familiar to Inchon Port such as ship navigators, pilots, shipping companies and so on. Most of ship navigators who occupy half of the respondents are Korean Officer who had responded while they were calling at Inchon port. The conclusions and recommendations includes ; First, the service area should be extended over Designated area to provide the vessel with navigational assistance service regarding the information of traffic congestion area, fishing boat and small ship's activities. Second, the types of information service to be offered are ship's movement and weather condition inthe vicinity of the port and state of fairway in the approaching channel to thte fairway. Third, VTS personnel should be upgraded by the on-the-job training and continuous simulation training as well as supplement of the qualified personnel for VTS operation. Fourth , the Harbor Master System to be introduced for safe navigation and efficient port operation.
