The arrival time of rescue ships is very important in the event of distress. This paper presents the development of experimental data to calculate the arrival time of rescue ships. The ship's traffic probability distribution was used. Mokpo Port was selected as the area of study, and AIS data for a 1 year period were used. For the ship's traffic probability distribution, a gateline was established. The lateral range distribution was calculated and fitted to the normal distribution and two Gaussian mixture distributions (GMD2), and each parameter was extracted. After the locations of ${\mu}$, ${\mu}{\pm}1{\sigma}$ of the normal distribution and ${\mu}_1$ of the two Gaussian mixture distribution(GMD2) were set as waypoints, the location and probability were determined. A scenario was established in relation to each type of parameter. Thus, the arrival time can be calculated.

This paper describes on the consolidation of AIS and ARPA radar positions by comparing the AIS and ARPA radar information for the tracked ship targets using a PC-based ECDIS in Busan harbor, Korea. The information of AIS and ARPA radar target was acquired independently, and the tracking parameters such as ship's position, COG, SOG, gyro heading, rate of turn, CPA, TCPA, ship s name and MMSI etc. were displayed automatically on the chart of a PC-based ECDIS with radar overlay and ARPA tracking. The ARPA tracking information obtained from the observed radar images of the target ship was compared with the AIS information received from the same vessel to investigate the difference in the position and movement behavior between AIS and ARPA tracked target ships. For the ARPA radar and AIS targets to be consolidated, the differences in range, speed, course, bearing and distance between their targets were estimated to obtain a clear standards for the consolidation of ARPA radar and AIS targets. The average differences between their ranges, their speeds and their courses were 2.06% of the average range, -0.11 knots with the averaged SOG of 11.62 knots, and $0.02^{\circ}$ with the averaged COG of $37.2^{\circ}$, respectively. The average differences between their bearings and between their positions were $-1.29^{\circ}$ and 68.8m, respectively. From these results, we concluded that if the ROT, COG, SOG, and HDG informations are correct, the AIS system can be improved the prediction of a target ship's path and the OOW(Officer of Watch) s ability to anticipate a traffic situation more accurately.

Ships and marine structures(lighthouses and buoys for AtoN) have AIS(Automatic Identification System) for transmission messages which include navigational and environmental information. VTS Center and surrounding ships receive and apply the information to safety navigation. A main characteristic of AIS messages is open to general people, so many researches are in progress. In this paper, we design an information management system which considers marine vessel traffic and environmental information in korean littoral sea. The system gathers and processes the information, and stores the processed data to multi-stage database. Also the system visualizes the stored data to use analysis and statistics based on ENC.

In this study, a network monitoring system, including a secure 460-Network and a 460-Gateway, is designed and developed according with the requirements of the IEC (International Electro-Technical Commission) 61162-460 network standard for the safety and security of networks on board ships. At present, internal or external unauthorized access to or malicious attack on a ship's on board systems are possible threats to the safe operation of a ship's network. To secure the ship's network, a 460-Network was designed and implemented by using a 460-Switch, 460-Nodes, and a 460-Gateway that contains firewalls and a DMZ (Demilitarized Zone) with various application servers. In addition, a 460-firewall was used to block all traffic from unauthorized networks. 460-NMS (Network Monitoring System) is a network-monitoring software application that was developed by using an simple network management protocol (SNMP) SharpNet library with the .Net 4.5 framework and a backhand SQLite database management system, which is used to manage network information. 460-NMS receives network information from a 460-Switch by utilizing SNMP, SNMP Trap, and Syslog. 460-NMS monitors the 460-Network load, traffic flow, current network status, network failure, and unknown devices connected to the network. It notifies the network administrator via alarms, notifications, or warnings in case any network problem occurs. Once developed, 460-NMS was tested both in a laboratory environment and for a real ship network that had been installed by the manufacturer and was confirmed to comply with the IEC 61162-460 requirements. Network safety and security issues onboard ships could be solved by designing a secure 460-Network along with a 460-Gateway and by constantly monitoring the 460-Network according to the requirements of the IEC 61162-460 network standard.

The approaching waters of Po-hang port will be increased the traffic volume and passage of larger vessel according to the opening of Young-il new port in 2006. But the adjacent area of Po-hang port still exist the danger elements of safe navigation, the disordered navigation and traffic congestion. Therefore the safety of traffic must be improved in Po-hang vicinity area. This paper describes the status of marine traffic flow and navigational characteristics based on the marine traffic survey using the exclusive software, and the results of marine traffic survey classify into the ship's types and tonnage and track history of passing ships through the statistical method. Finally the examinations of main traffic route, traffic flow and navigational characteristics are discussed, and these results can be utilized the best design of ship's routing at the Po-hang approaching water.

This paper presents the Part 1 of the Questionnaire Survey on Marine Safety and VTS in the Philippine Coastal Waters. This part deals with respondents profiles; experiences onboard and ashore; familiar areas; and their subjective perception of marine risks- by factors and by areas. The subjects are chosen from different regions nationwide with connection and/or with maritime background. There are 202 responses returned and these are put into a database for analysis made through Excel programs and statistics references. The result of the nationwide responses show that 97 % of respondents have shipboard experiences onboard of different ships' types and sizes; and 88 % are directly involved in the navigation of ships. Risk Perception levels - by factors and by familiar areas - show a higher risk degree in the 3rd level ('Sometimes Increases Risks') and 4th level ('Often Increases Risk') in each respondents' response indices. The study finds that the most risky factor is the "Violation of Rules and Regulations" which has a high risk at 5th level (Very Often Increases Risk), and for the over-all familiar areas, the Manila Bay area (NCR region) garners the most risky perception, also, at the 5th level. It is, therefore, recommended by this paper to conduct a comprehensive review of the rules and regulations viable in each locality; strengthening the maritime traffic systems, structures and educating the stake-holders specifically in Manila Bay area and other busy waterways of the country. The ultimate goal of this paper is to gather information, analyze these data and develop a set of tools and techniques to be utilized as a guide in the improvement and development of maritime traffic safety in the country.

The Myodo-Strait at Yeosu Port is normally used as a major vessel passage for dangerous cargo carriers that carry regular products of dangerous goods. Currently, the Myodo-Strait allows only single passage, and the speed of passage is also limited to 8 knots. As a result, demurrage at the wharf of hazardous goods are also on the rise. It is expected that the development of a number of dangerous commodity wharf in the future will increase the volume of vessel traffic and increase the number of vessels used in the project area. Therefore, it is urgent to improve the waterway in order to secure the safety of ships using the waterway and improve the demurrage. This study proposed an improvement plan for the waterway through the analysis of the marine environment of the waterway and the process of collecting opinions from users in the sea area. and it was finally proposed to expend the width of the strait to 300m and secure a depth of 9.50m through Guidelines of Port and Harbor Design review and ship handling simulation evaluation. In addition it was evaluated that the vessel traffic congestions at peak-time in the situation of solo passage was greatly improved from 71.01% to 47.3% even when it was allowed to ship's crossing passage, as a result of vessel traffic congestions evaluation. According to the proposed improvement plan, the safety of ships' passage in the project area can be secured, and the issue of demurrage was also considered to be improved.

The recent increase in maritime traffic and coastal leisure activities has led to a rise in various marine accidents. These incidents not only result in damage to human life and property but also pose a significant risk of marine pollution involving oil and hazardous and noxious substances (HNS) spills. Therefore, effective ship monitoring is crucial for preparing and for responding to marine accidents. This study conducted an aerial experiment utilizing hyperspectral remote sensing to develop a maritime ship monitoring system. Hyperspectral aerial measurements were carried out around Gungpyeong Port in the western coastal region of the Korean Peninsula, and spectral libraries were constructed for various ship decks. The spectral correlation similarity (SCS) technique was employed for ship detection, analyzing the spatial similarity distribution between hyperspectral images and ship spectra. As a result, 15 ships were detected in the hyperspectral images. The color of each ship's deck was classified based on the highest spectral similarity. The detected ships were verified by matching them with high-resolution digital mapping camera (DMC) images. This foundational study on the application of aerial hyperspectral sensors for maritime ship detection demonstrates their potential role in future remote sensing-based ship monitoring systems.
Although it is expected to provide fundamental data for advanced VTS system by analyzing traffic accidents in VTS area, there is no quantitative analysis to find it.. In this research, it is examined and analyzed marine casualties records(1999-2004), data of Port-MIS and data of each VTS center. The results of this research are as below. 1) It is necessary to reduce traffic accident and to improve VTS operating system. 2) It is discovered for statistical discrepancy between vessels controlled by VTS and vessels not controlled by VTS in accident cause, visibility, perception distance and cause of late perception in collision accidents 3) It is necessary for VTS assistance to be positive and to made in ample time consecutively. 4) As the result of traffic accident prediction model, it is necessary to develop a system improving VTS operators' ability to identify dangerous ships.

In this study, we analyzed AIS measured data for ten days by selecting the four main ports with many ships arriving in the national ports. The peak time congestion of the main ports, calculated by survey research, was about 3.8-5.7 times higher than the hourly average congestion. This is very different from the results of the advanced research, evaluating the marine traffic congestion of the Ulsan main port based on the existing Port-MIS statistical data, which showed a peak time congestion of about 1.7 times higher than the hourly average. This identifies the problem of distorting the traffic characteristics of the current passage. Therefore, in order to evaluate marine traffic congestion, it would be more appropriate to calculate it based on survey research, rather than Port-MIS statistical data.
