PURPOSES: This study analyzes the characteristics of traffic flow on freeway sections under daytime and nighttime conditions to improve traffic safety, and suggests a method to estimate an accurate freeway capacity value that reflects these characteristics. METHODS : The trends and differences in capacity were investigated using comprehensive field data collected under both daytime and nighttime conditions on freeway sections with designated speeds of 80, 100, and 120 kph. RESULTS : The capacity values under nighttime driving conditions were reduced by 3.3%, 6.9%, and 8.8% at 80, 100, and 120 kph, respectively. Several nighttime adjustment factors were deduced for each designated speed category from the analysis results. CONCLUSIONS : It is expected that more accurate capacity values can be estimated for freeway sections under nighttime conditions by applying the resulting adjustment factors. In addition, traffic safety will be improved through the increased efficiency of traffic management on these freeway sections.

The total number of deaths by traffic accidents is decreasing every year in our country. However, in 2009, children died in traffic accidents at a rate of 2.3 deaths per 100,000 children, which was higher than the average of OECD countries (1.9 deaths per 100,000 children). In particular, traffic accidents are showing rapid increase in school zone during the past 2 years because of problems in the designation and management of school zone. Traffic safety facilities such as road sign, reflector mirror, speed bump have the ultimate limit of vehicle accidents prevention. Thus, in school zone, children safety is still not guaranteed due to illegal parking and the absence of driver's awareness of safety. Therefore, In order to protect children from traffic accidents within school zones, we have realized a safe school zone system, which enables the drivers to better know the intended school zones and creates pedestrian environment through unmanned monitoring camera, using LabVIEW.

본 연구는 평택항을 통항하는 선박의 항해 안전을 확보하기 위해 교통안전특정해역 설정의 필요성을 정량적인 데이터로 제시하고자 하였다. 연구 비교 대상 6개 항만과 평택항과의 안개 일수, 도선 거리, 대형선 입항 척수, 조업 어선 척수를 비교 분석하였다. 연구결과 평택항은 잦은 시계 제한의 영향을 받는 역 조건의 가운데 부산, 부산신항, 울산, 포항항보다 약 3.5 ~ 6배 더 긴 도선 구간을 항해 해야한다. 특히 어장이 형성되는 5 ~ 7월에는 통항로에 위치한 35척의 조업 어선을 피하기 위해 대형선이 역주행하는 상황이 발생하여 상대 선박과의 충돌 위험을 갖는 교통 환경임을 확인하였다. 따라서 평택항 접근수역에 교통안전특정해역으로 설정한다면, 대형선이 조업 어선 보다 법적 우위를 갖게 되므로 통항 안전성을 확보할 수 있을 것으로 판단된다.

본 연구에서는 선박항행이 허용되어 선박이 다니는 공유수면의 일정부분을 바다골재채취구역으로 하는 골재채취업에 대한 법적근거, 해상교통안전진단제도와 해역이용 협의 및 평가제도의 평가에 대한 중복성 및 양 제도간 적용 우선순위 등의 문제점으로 사업자에게 시간적 경제적 부담을 가중시키고 있으므로, 문제점 해결을 위한 개선방안을 제시하였다. 해양수산부에서 해사안전법과 해양환경관리법을 담당하고 있으므로 업무 협조체계를 유지하여 각각의 제도 평가위원회에 상호 전문가를 포함하는 방안과, 법률을 개정하여 근본적으로 해결하는 방안이 있다. 이를 통하여 해양에서 발생하는 사고의 개연성을 감소시키고 해양환경을 보호하는 방법이 될 것이다.

도로점용공사를 비롯 각종 공사구간은 주변의 혼잡을 가중시키고 차량과 통행자들의 불편을 증가시키며 교통사고의 위험도를 증가시키는 중요한 요인이 되어 인명피해 사고가 발생하기도 한다. 또한 대형다중이용시설을 이용하기 위한 차량 및 이용자들로 인한 교통지체는 막대한 경제적 손실을 가져온다. 현재 공사장 등에 대한 교통안전체계를 위한 관련법규 제정되어 있으나 실효성 미비로 인명 사고 및 지체로 인한 경제적 손실 지속적 발생되고 있다. 이와 같은 문제점을 해결하기 위해서는 선진국에서 시행하고 있는 교통유도경비(일본), 교통통제관제 (캐나다, 미국 등)의 제도 도입은 필요한 실정이다. 본 연구에서는 외국의 선진사례를 분석하여 현행 한국의 현황을 살펴보고 한국에 적합한 교통유도경비의 도입방안을 제시하는데 있다. 교통유도경비의 자격은 일정한 교육과 시험을 통과한 교통유도경비원에게 1급, 2급, 기술사를 부여하는 것이 바람직하다. 또한, 법제도를 개정하여 도로상의 공사와 혼잡한 장소 등에 있어서는 교통유도경비의 자격증을 가진 사람에 한하여 의무적으로 설치할 수 있도록 해야 할 것이다. 교육시간에 이론교육은 기본교육과 전문교육이 포함되어야 한다. 기본교육에는 법규의 이해, 직무의 이해 등이 포함되어야 하고 전문교육에서는 교통관리, 안전교육, 교통사고의 이해, 교통통제시설물의 조작, 사고시 처리방법 등을 실무교육에서는 현장에서의 교통유도업무(수신호, 안전물설치, 교통사고 처리, 응급처치 등)등이 포함된다.

PURPOSES: This study is to investigate a generated traffic noise when vehicle pass over a transverse rumble strip at toll plaza of highway. METHODS: To investigate traffic noise at toll plaza of highway, Pass-by method which is the most common used for measuring traffic noise was adopted and the traffic noise at toll plaza was measured for 10 min per hour for 11hours(13:00~24:00). RESULTS: The measured traffic noise by pass-by method was changed as function of the transverse rumble strip configuration. Generally, the maximum difference among three noise measurement sections was 7 dB(A). It might be related with traffic speed. Also, the measured traffic noise was strongly generated from a passenger car which was 2 axle. It means that the most of traffic noise on the road is generated at tire/pavement interface of the passenger car. CONCLUSIONS: The traffic noise was strongly related with vehicle speed and transverse rumble strip configuration on the road. For driver safety, the transverse rumble strip is definitely necessary. However, the complaints from residents near highway was increased by traffic noise from transverse rumble strip. Therefore, To satisfy both safety and reduction of traffic noise, the development of configuration of transverse rumble strip is necessary in the further study.

Saigon-Vungtau fairway is the main and the most important fairway of the major economic areas: Ho Chi Minh City, Dong Nai Province and Ba Ria-Vung Tau Province in Vietnam. In last 5 years, 80% of accidents happened on the fairway were caused by collision and contact/impact. This presentation study on marine traffic investigation in the adjacent of the fairway to find out problems related to marine traffic for improving Marine Traffic Safety Management in this area.

Recently, marine traffic engineering has been developed until that possible to estimate a change in traffic flow caused from some transformations of the traffic condition and to assess whether changed traffic condition is can be accepted as a useful thing in navigation or not by compute simulation. This paper's main substance is assessment of the present marine traffic safety at these area adjacent to Pusan harbor. Also in this study, it was carried out in order to be convinced of validity of round about TSS to expect changing in traffic flows by the institution of round about TSS and to assess expected traffic flows by using Environmental Stress assessment model.

As the marine traffic thickens all over the world, the rate of marine casualities is on the increase, Also in Korea the number of the killed and the injured resulting from marine casualities such as ship's collision, increase continuously and the rate of marine casualities in 1992 came to the highest level in the world. The reason of rapid increasing the rte of marine casualities is the mistake of ship's steering in most case. By the way, because the administration of marine traffic is regarded as the belongs of land traffic, the scope of application in laws related to the safety of marine traffic is duplicated or unreasonable. In the view, in case of ship's collision, it is important to know the scope of application in Korean marine traffic laws and to point out the problems companies with them. Therefore, I suggest the improvement of marine traffic laws related to the safety of traffic administration.

In the former aviation law, only the Ministry of Land, Infrastructure and Transport has to provide air traffic services, In the case of providing aviation transportation service from civilian, such as aviation special education institution, private airfield installer, it was possible to carry out only by receiving a private contract from the government. But at the time of private consignment, the fact that the government has to bear the cost through the contract act. It is pointed out that it is a factor that hinders efficiency in the operation sector. Accordingly, in Article 85 of the Aviation Safety Act, which was enforced in March 2017, legal grounds were established to provide air traffic services excluding the Ministry of Land, Infrastructure and Transport. At the same time, we have introduced the air traffic services operating certification system, which enables the air traffic services to meet the requirements set by the Ministry of Land, Infrastructure and Transport in order to secure the safety of air traffic. In this study, we examine the major issues and problems of the small private control tower operated by the private institute in Korea. The effect of introduction of the air traffic services operating certification system which can introduce all the institutions which do not belong to the control agency in the former aviation law into the institutional system and the operation plan were examined.
