Analysis of Traffic Accident Reduction Effects considering Monitoring Direction of Traffic Camera (교통단속카메라 전·후방을 고려한 사고 저감효과 분석 -울산시 북구를 대상으로-)

  • PURPOSES : Traffic cameras have been installed to reduce traffic accidents. The effectiveness of traffic cameras has been proved by dozens of studies, but recently questions over its effectiveness have been raised by a series of studies. In this study, the effectiveness of traffic cameras was analyzed with a focus on different road environments. METHODS : The effectiveness of the traffic cameras was analyzed by extracting the occurence frequency before and after camera installation. The effect of reduction was analyzed comprehensively considering the installation position, monitoring direction, and surrounding environment of traffic cameras. RESULTS : The result of this study is as follows. First, the installation of cameras in an area with relatively low accidental traffic was more effective. Secondly, the effect of camera installation on car-to-pedestrian collisions was better than that of car-to-car collisions. Thirdly, accidents tended to occur more frequently when cameras were installed in front of the accident-prone owing to the negative spill-over effect. CONCLUSIONS : The result can be used to guide placement of traffic cameras. Moreover, the installation of cameras with consideration of the road environment is expected to contribute to a reduction in traffic fatalities.

Analysis of PM (Personal Mobility) Traffic Accident Caracteristics and Cause of Death (PM (Personal Mobility) 교통사고 특성 및 사망사고 발생 요인 분석)

  • In this study, PM accidents (1,603case) and bicycle accidents (14,672case) that occurred in the last three years were analyzed to determine the characteristics of PM traffic accidents. In particular, PM traffic accidents were divided into perpetrators and victims to determine the characteristics in detail. For PM accidents, the analysis was conducted on the status of each road grade, road type, weather condition, accident type, day and night occurrence, and vehicle type. The number of PM accidents that occurred in 2019 increased by 129%, and deaths increased by more than 200% compared to the previous year. The proportion of pedestrian accidents among PM traffic accidents was higher than that of bicycle accidents. Therefore, regulations on PM traffic are necessary. For the 20 deaths of PM, a detailed analysis was conducted to analyze the factors of traffic accidents. PM fatalities occurred in 50% of vehicle accidents, and 7 out of 10 vehicle accidents occurred at night. This is believed to have been caused by falling or overturning due to an obstacle, such as a depression in the road pavement or a speed bump.

  • Directed graphic algorithm was applied to an empirical analysis of traffic occupant fatalities based on a model by Crandall. In this paper, Crandall's data on U.S. traffic fatalities for the period 1947-1981 are focused and extended to include 1982-1993. Based on the 1947-1981 annual data, the directed graph algorithms reveal that occupant traffic deaths are directly caused by income, vehicle miles, and safety devices. Vehicle mileage is caused by income and rural driving. The estimation is conducted using three stage least squares regression. Those results show a difference between the traditional regression methodology and causal graphical analysis. It is also found that forecasts from the directed graph based model outperform forecasts from the regression-based models, in terms of mean squared forecasts error. Furthermore, it is demonstrates that there exists some latent variables between all explanatory variables and occupant deaths.

  • The main causes of traffic accidents can be classified by 3 factors - human error, vehicle deficiency and road environmental problem and most accidents occurs not only 1 factor but combination of 2 or 3-factors. Among these factors, road environmental factor is the most important factor due to influence the behavior of cars and road users and road environmental factor affects 30% of total accidents approximately. The 5 years traffic accidents data analyzed to verify the accidents severity on Korea National Highways. In order to analyze the severity, Ordered Probit Model was used. As a independent variables of this model the number of lane, neighbor road environments, sight distance, vertical grade, lane width, shoulder width and traffic volume were used and as a dependent variables the minor injuries, serious injuries and fatalities were used. Research results shows that sight distance and lane width are identified as significant factors for the traffic accident severity and lesser sight distance and lane width shows greater traffic accident severity.

Traffic Safety Recommendation Using Combined Accident and Speeding Data

  • Speed enforcement is one of the major challenges in traffic safety. The increasing number of accidents and fatalities has led governments to respond by implementing an intelligent control system. For example, the Korean government implemented a speed camera system for maintaining road safety. However, many drivers still engage in speeding behavior in blackspot areas where speed cameras are not provided. Therefore, we propose a methodology to analyze the combined accident and speeding data to offer recommendations to maintain traffic safety. We investigate three factors: "section," "existing speed camera location," and "over speeding data." To interpret the results, we used the QGIS tool for visualizing the spatial distribution of the incidents. Finally, we provide four recommendations based on the three aforementioned factors: "investigate with experts," "no action," "install fixed speed cameras," and "deploy mobile speed cameras."

An Analysis of Traffic Accident Injury Severity for Elderly Driver on Goyang-Si using Structural Equation Model (구조방정식을 이용한 고령운전자 교통사고 인적 피해 심각도 분석 (고양시를 중심으로))

  • PURPOSES : The purpose of this study is to verify traffic accident injury severity factors for elderly drivers and the relative relationship of these factors. METHODS : To verify the complicated relationship among traffic accident injury severity factors, this study employed a structural equation model (SEM). To develop the SEM structure, only the severity of human injuries was considered; moreover, the observed variables were selected through confirmatory factor analysis (CFA). The number of fatalities, serious injuries, moderate injuries, and minor injuries were selected for observed variables of severity. For latent variables, the accident situation, environment, and vehicle and driver factors were respectively defined. Seven observed variables were selected among the latent variables. RESULTS : This study showed that the vehicle and driver factor was the most influential factor for accident severity among the latent factors. For the observed variable, the type of vehicle, type of accident, and status of day or night for each latent variable were the most relative observed variables for the accident severity factor. To verify the validity of the SEM, several model fitting methods, including ${\chi}^2/df$, GFI, AGFI, CFI, and others, were applied, and the model produced meaningful results. CONCLUSIONS : Based on an analysis of results of traffic accident injury severity for elderly drivers, the vehicle and driver factor was the most influential one for injury severity. Therefore, education tailored to elderly drivers is needed to improve driving behavior of elderly driver.

Effectiveness Analysis of NCAP(New Car Assessment Program) on Traffic Safety (자동차 안전도평가제도의 정량적 효과분석)

  • New Car Assessment Program(NCAP) provides consumers with vehicle safety information, primarily front and side crash rating results, and more recently rollover ratings, to aid consumers in their vehicle purchase decisions. NCAP is a system to improve driver and passenger safety by providing market incentives for vehicle manufacturers to voluntarily design their vehicles to better protect drivers and passengers in a crash and be less susceptible to rollover, rather than by regulatory directives. NCAP have been performed since 1999 in Korea by the government in order to reduce fatalities and injuries caused by traffic accidents. Although as the number of vehicles models increases, more vehicle models are required to be test and NCAP is evaluated as a valuable system for vehicle safety, the expansion of the system is slow. It looks like that the benefit of NCAP quantitatively was not verified. In this study, based on the idea that the benefit of the NCAP is defined as the decrease of traffic accident severity by improving vehicle safety, a methodology to analyze the effectiveness of NCAP quantitatively in terms of traffic safety was developed. According to the developed methodology, the reduced numbers of fatalities and injuries were 1.51 and 466 in 2005.

Proposed TATI Model for Predicting the Traffic Accident Severity (교통사고 심각 정도 예측을 위한 TATI 모델 제안)

  • The TATI model is a Traffic Accident Text to RGB Image model, which is a methodology proposed in this paper for predicting the severity of traffic accidents. Traffic fatalities are decreasing every year, but they are among the low in the OECD members. Many studies have been conducted to reduce the death rate of traffic accidents, and among them, studies have been steadily conducted to reduce the incidence and mortality rate by predicting the severity of traffic accidents. In this regard, research has recently been active to predict the severity of traffic accidents by utilizing statistical models and deep learning models. In this paper, traffic accident dataset is converted to color images to predict the severity of traffic accidents, and this is done via CNN models. For performance comparison, we experiment that train the same data and compare the prediction results with the proposed model and other models. Through 10 experiments, we compare the accuracy and error range of four deep learning models. Experimental results show that the accuracy of the proposed model was the highest at 0.85, and the second lowest error range at 0.03 was shown to confirm the superiority of the performance.

A study on the relationship among traffic accidents, fire occurrences and tunnel characteristics in local road tunnels (국내 도로터널내 발생 교통사고, 화재사고 및 터널특성 관계 연구)

  • As the length of local tunnels is getting longer, the demand for tunnel safety attracts more attention. But only a few information can be found concerning traffic and fire accidents occurred in local tunnel, and full-fledged studies had not been carried out to fulfill the expectation of the tunnel users. This study aims at collecting and analyzing the data on traffic and fire accidents in local road tunnels and providing the fundamental data for the tunnel fire safety evaluation. Focus is placed on quantifying the relationship among traffic accidents, fire occurrences and tunnel characteristics.

Urban and Rural Roundabout Accident Occurrence Models (도시 및 지방 회전교차로 사고 발생 모형)

  • PURPOSES: The operational characteristics of roundabouts are generally influenced by location as well as traffic volume. The goal of this study is to develop urban and rural roundabout accident models and to discuss safety improvement guidelines based on the model. METHODS : To analyze accidents, count data models are utilized in this study. This study used accident data from 2010 to 2013 for 56 roundabouts collected from the Traffic Accident Analysis System (TASS) of Road Traffic Authority. Poisson and negative binomial regression models were developed for this study using NLOGIT 4.0. RESULTS : The main results are as follows. First, the hypotheses that there are distributional differences in the number of accidents and injuries/fatalities among rural and urban roundabouts were accepted. Second, Poisson and negative binomial regression accident models, which were all statistically significant, were developed. Seven independent variables, which were statistically significant, were adopted. Third, the common variable of models was evaluated to be traffic volume. CONCLUSIONS : This study developed two negative binomial roundabout accident models and suggested some accident reduction strategies. The results are expected to give some implications to the safety improvement of roundabout.
