지방부 2차로도로의 새로운 서비스수준 산정에 관한 연구 (A Study on The New Level of Service for Rural Two-Lane Highways)

  • 2차로도로는 우리나라 포장도로의 80% 이상을 차지하고 있기 때문에 2차로도로가 국내의 교통흐름에 있어서 차지하고 있는 비중은 매우 높다할 수 있다. 그러나 2차로도로는 진행방향당 한 차로만이 허용되어 있어 저속차량에 의해 지체가 발생할 경우 고속차량이 대향차로를 이용하여 추월해야 한다. 이러한 추월은 교통사고를 유발할 가능성이 매우 높으며 추월에 의한 사고는 중앙선 침범에 의한 정면 충돌사고를 일으킬 수 있으므로 사고의 심각도 또한 매우 높다할 수 있다. 그러나 2차로도로의 전반적인 운영상태 등을 나타내는 서비스수준에 대하여 현행 KHCM 에서는 '서비스수준이란 통행속도, 통행시간, 통행자유도, 안락감 그리고 교통안전 등 도로의 운행상태를 설명'하는 개념으로 정의하고 있지만 실제 서비스수준을 산정함에 있어서 서비스수준의 개념에 나타나 있는 바와는 달리 총지체율만을 이용하여 서비스수준을 산정하기 때문에 지체만을 고려하고 사고(교통안전)를 고려하지 않고 있다. 따라서 본 연구에서는 기존의 서비스수준 산정방법인 총지체율을 이용하여 지체시간을 산정하는 방법을 제시한 후, 여기에 지체비용을 곱하는 방식으로 총지체비용을 산출하는 방법을 제시하며 사고를 고려하기 위해 교통사고예측모형을 통하여 교통사고건수를 예측하고 여기에 평균교통사고비용을 곱하는 방식으로 총교통사고비용을 산출하는 방법을 제시한다. 마지막으로 앞에서 산출된 총지체비용과 총사고비용을 합산하여 운영비용을 산출함으로써 지체와 사고를 고려한 서비스수준의 새로운 판정척도를 개발하고 더불어 서비스수준을 제시하였다.

국내 교통사고 후유증 환자의 평가도구에 대한 임상연구 실태조사 (A Review of the Assessment Tools in Clinical Trials for Patients Injured in Traffic Accidents in South Korea)

  • Objectives : The aim of this study is to review the instruments used to assess patient condition and the effects of Korean medical treatment for patients injured in traffic accidents in clinical studies in the Korean medical field published in South Korea. Methods : A literature study was performed, and clinical studies on patients injured in traffic accidents visiting Korean medical clinics or hospitals were examined. Data about chief complaints, tools used to assess either patients' condition or the effectiveness of Korean medical treatment, and time point of assessment were extracted. The studies were classified according to symptom. The use-frequency and the parent category of the assessment tools were also analyzed. Results : 78 studies were selected and classified into 5 categories based on the chief complaints, neck pain, lower back pain, headache, psychological symptoms and unspecified symptoms. Various scales were used to report the patient's pain severity, and functional or psychological status resulting from traffic accidents. Pain index, in particular VAS, was most frequently used and a few mechanical instruments and Korean medicinal assessment tools were mentioned. Conclusion : Most instruments used in Korean medicine clinical studies on patients injured in traffic accidents are self-reported tools. To assess both the patient's condition precisely and the effectiveness of Korean medical treatment on patients injured in traffic accidents, more appropriate and unified tools should be designed that consider pain, functional disability, psychological status and objective assessments measured by devices together.

졸음운전과 교통사고 (Drowsy Driving and Traffic Accidents)

  • Drowsy driving is a major cause of automobile crashes and can lead to more serious injuries than other causes of traffic accidents. Factors increasing the risk of drowsy driving and related crashes include sleep loss, late night driving, untreated or unrecognized sleep disorders, use of sedating medications and consumption of alcohol. Young people, especially young males, shift workers, and people with untreated sleep apnea syndrome and narcolepsy are well known as the population groups at highest risk. To prevent drowsy driving and its consequences, getting adequate and quality sleep is both easier and much more successful than any remedial measure. Other helpful behaviors include avoidance of alcoholic beverages and limiting late night driving. Taking a short nap or consuming caffeine can make a short-term difference in driving alertness. In addition, information should be actively provided to the public about the importance of sleep disorders and their consequences. To reduce injuries and death caused by drowsy driving, it is a prerequisite to increase public awareness that drowsy driving can cause serious automobile crashes and has morbidity and mortality rates as high as those of drunk driving.

  • The air traffic industry, one of Korea's major industries, has recently experienced increased demand from overseas air passengers, launched a low-cost airline, and increased special freight transportation capacity. These initiatives have had a positive impact on air traffic (for example, profitability); however, air traffic management has become more complex, which has increased the incidence of aviation accidents and created safety hazards. There is an increasing need to collect and analyze aviation data that can proactively respond to aviation accidents. Concatenation of collected aviation data as big data and the development of artificial intelligence technology are gradually expanding aviation safety event analysis from conventional statistical analysis to machine learning-based analysis. This paper surveys the trends of flight safety event analysis to derive aviation safety risk factors by looking at the types and characteristics of aviation data that can be used to predict accidents related to safety in aviation operations.

순서형 프로빗 모형을 적용한 공사장 교통 사고심각도 분석 (Developing the Accident Injury Severity on a Field of Construction Work Using Ordered Probit Model)

  • The traffic accidents at a construction site, which happen due to construction vehicles' frequent access to a construction site, its subsequent conflicts with ordinary vehicles and pedestrians, and inappropriate installation & management of traffic security facilities, have not many proportions in all traffic accidents, but obviously, the accident damage is quite serious when comparing the level of the fatal per one accident. This research conducted an analysis of traffic accident injury severity using Ordered Probit Model in relation to 241 traffic accident cases that occurred caused by construction sites among the traffic accidents that took place in Seoul and Gyeoggi-do region for two years from 2006 until 2007. As a result, the significant variables enough to explain traffic accident injury severity were analyzed to be the state of road surface, linear shape of an accident spot & whether the damaging car belongs to the vehicle for construction, and whether vehicles have access to a construction site at the time of an accident. Through this, this research found out some fact as follows: first, there need to be more aggressive management of the vehicles for construction and a year-round placement of the manpower who can control vehicular access to a construction site. Second, it is necessary to get drivers to recognize the fact that there exists a construction site on the construction section which is on the border of curved roads in advance to prevent a traffic accident, helping to reduce socioeconomic loss & costs incurred by a traffic accident.

  • 영상처리와 통신 기술의 진보는 통합된 시스템의 일부분으로써 긴급 차량 우선권과 통행 우선 방법 모두를 수용하기 위한 현행 교통 신호 제어기들과 차량 탐지 기술을 가능하게 만들고 있다. 횡단보도에서 현행 교통 신호제어는 고정된 신호 주기에 따라 변하도록 구성되어 있다. 고정된 신호 주기의 신호제어 체계는 통행량이 없는 상황에서도 일정한 신호주기가 주어지기 때문에 상대적으로 교통량이 많은 곳에서는 해당 진행 신호가 부여될 때까지 대기해야 한다. 이러한 대기 시간은 신호 위반에 따른 교통사고의 위험과 교통체증을 유발하게 된다. 본 논문에서는 교통사고의 위험과 교통 체증을 해소하기 위한 방안으로 객체 검출영상을 통하여 현장상황에 맞게 우선적으로 신호가 부여될 수 있도록 적응형 우선순위 교통신호 제어 시스템을 설계하고 시뮬레이션 하였다.

지역별 교통안전도 평가와 중점관리 법규위반사항 적출 (Regional Traffic Safety Evalution and Identifying Driver Violations to Be Controlled by Priority)

  • The purpose of this study is to develop an accident hazard index model in order to be used for the evaluation of regional traffic safety and to develop a driver violation index model in order to identify the primary causes of traffic accidents. The accident hazard index model was developed considering the accident rates based on population and the vehicle registration. The driver violation index model was developed considering the accident rates of each item of driver violation. Using the models developed in this study, it is identified that in the provincial level analysis the degree of the traffic safety of Chungbuk, Chungnam, and Kyungbuk Province are evaluated to be low. In the county level analysis of Kyungnam Province, the degree of the traffic safety of Yangsan, Euirung, Haman, Sachun and Tongyung County are evaluated to be low. Also, it is found that the major driver violations causing accidents in the nation are driving by unlicensed drives, improper passing, and improper railroad crossing : in Kyungnam Province, improper passing is the most driver violation.

  • Railway accidents/incidents occur because of many reasons. Human error by the railway staff or personnel takes a major part of those reasons. In order to reduce and prevent railway accidents/incidents, appropriate measures should be developed to remove root causes induced in human error. A systematic study for analysing causes of human errors and for developing an effective management is necessary. Detailed analysis of the railway traffic signaller's tasks should be preferentially performed for this purpose. This paper introduces the results of analysis for the types and characteristics of the railway traffic signaller's tasks. As a result of the analysis, the railway traffic signaller's tasks can be decomposed into 24 tasks in total, and also be divided into the general task and the emergency task. The railway traffic signaller's tasks are characterized to require continual confirmation and observation activities, and sometimes immediate decision and action.

Human Engineering and aptitude analysis 4. Conclusion In this paper, driver is not the man who drives a car, is the man who is able to adapt himself to road, and traffic environment. There is a limitation in Human faculty, especially, in the power of attention. Therefore, this paper will be studied to show that it is seeking the ability needed by traffic analysis as well as getting ability of aptitude to attribute to prevention of traffic accidents.
