The purpose of this paper is to explain policy directions of the Korea Customs Service which enforces various policies related to tariff and non-tariff barrier elimination for the trade liberalization while the Korean government is pursuing FTAs on a multi-track basis. This paper aims to seek ways to apply FTA policies to the Korean society and economy in a smooth manner. First of all, this paper examines changes in Customs administration brought by the proliferation of FTAs to such areas as FTA negotiations, import/export management, duties and taxes collection, drawback reduction/exempt ion of duty application area of preferential tariff rate and country of origin management. Then, the paper sets FTA missions of "supporting Customs Administration to lead the new trend of free trade environment" after analyzing the environment changes. To achieve the FTA mission mentioned above, the KCS designated 4 strategies and 40 implementation tasks. The 4 strategies are named "4C Strategies" taking initial letters from Client-oriented, Customized procedures, Cooperation and Constitution. • The vertically integrated power industry was divided into six generation companies and one market operator, where electricity trading was launched at power exchange. In this environment, the profits of each generation companies are guaranteed according to utilization of their own generation equipments. Especially, the electricity demand shows seasonal and weekly regular pattern, which the some capacity should be provided into ancillary service based on the past demand forecasting error and operating results of electricity market. Namely, if generation cost function is applied to SMP and BLMP as announced the previous day, the available generation capacity of the following day could be optimally distributed, and therefore contract capacity of ancillary service applied to CBP(Cost Based Pool) and TWBP(Two-Way Bidding Pool) is determined. Consequently, it is Possible to use the retained equipments optimally. This paper represents on efficient bidding strategies for generation equipments through the calculation of the contract and the application of each generator cost function based on the past demand forecasting error and market operating data.

The level of satisfaction on the EMAR was 14.9% and regarded to be very low while the answering rate of necessity and urgency toward introducing marine telemedicine assistance system for the future through utilizing telemedicine equipment what is called U-helath including motion pictures information was very high. The answering rate of willingness to provide their personal health information positively when introducing marine telemedicine system was very high(97.4%). It is thus necessary to permit marine telemedicine service system, establish service model of marine telemedicine through conducting demonstration projects, promote marine telemedicine actively at the level of government, etc.

  • In this paper, we implemented practical application service using VoiceXML. Developers can utilize the advantages of using VoiceXML such as reducing development time and sharing contents between applications. Up to now, speech related services were developed using APIs and programming languages such as C/C++ or exclusive developing tools, which methods depend on system architectures. For this reasons, reuse of contents and resources was very difficult. If developers want to change scenarios of the application services or change platforms, they have to edit and recompile their program sources. To solve these problems, nowadays, companies develop their applications using VoiceXML. But, there's poor grip of actual problems can be occurred when they use VoiceXML. To overcome these problems, we implemented stock trading system using VoiceXML. We found out problems which occurred during developing services. We proposed solutions to these problems And, we analyzed strong points and weak points of applications using suggested system.

  • The important and main purpose of revision of Incoterms rules are to adapt it to contemporary commercial practice in world trade, and to contribute to great service to foreign trade. Incoterms$^{(R)}$ 2010 revision basically focuses on trade terms to be used for any mode or modes of transport at compared Incoterms 2000 gouping in four basically different categories, and presents trade terms to be used for traditionally seaborn trade. Therefore the former is for trading in manufactured goods involved in containerization, the latter is for trading in community. This study focuses on a motive of revisions and main features of the Incoterms$^{(R)}$ 2010 rules, an outline, the problems and alternative of them. In conclusion, I would like present as follows; (1) Although they only concerned the models of delivery and critical point, they only say a few of the many factors of a sale contract, that is to say for the devision of fuctions, costs and risks between the contracting parties as supplement law, but the guestion of the legal position of Incoterms rules is various in different countries and scholars. in spite of that, it must focus on the practical application and the wide acceptance of Incoterms rules in world trade. (2) Although they present more simple and clear, unfricative, than Incoterms 2000 rules, in order to help users, the need to unify consistently and fully explanate in contents and expression. (3) Introduction and guidance note of Incoterms$^{(R)}$ 2010 rules basically focuses on the understanding of a motive of revisions as compared Incoterms 2000 rules. But it is well advised to do this on the assumption of understanding the various basic meaning of terms. (4) finally, trade concerned regulations take account of the reflection for the application to domestic and international trade according to formally reconization of availability for both trade.

  • CALS/EC is about doing business electronically. It is based on the electronic processing and transmission of data, including text, sound and video. It encompasses many diverse activities including electronic trading of goods and services, online delivery of digital content, electronic fund transfers, electronic share trading, electronic bills of lading, commercial auctions, collaborative design and engineering, online sourcing, public procuremet, direct consumer marketing, and after-sales service. It involves both products(e.g. consumer goods, specialised medical equipment) and services(e.g. information services, financial and legal services); traditional activities(e.g. healthcare, education) and new activities (e.g. virtual malls). CALS/EC will be emerging to replace and substitute the role of the conventional market. By changing and eliminating some processes of the transactions, the electronic market and the electronic commerce will redistribute the power and hence the benefits of the market activities. Traditional way of doing business may enter into the new electronic market because the role and function of trust and established reputation will be reinforced in the electronic market. The CALS/EC through the Internet has been in the spotlight in the shopping behavior of the consumers. Accordingly Corporates are trying to adapt themselves to those rapidly changing environments being affected by the Internet. Among others, particularly to be noted is the CALS/EC between corporations and consumers whose potential growth can be considered very substantial. This report, focusing on the introduction of CALS/EC for the logistics of SMEs, will allow us to prepare more efficiently for the coming 21st Century. It is obvious that CALS/EC is fast becoming the useful way of exchanging not only information but products in business between firm-to-firm and firm-to-customer.
