A Study on the Increasing Method in Domestic Use of Export Factoring for Small and Medium Enterprises (우리나라 중소수출기업의 수출팩토링 활용증대 방안에 관한 연구)

  • The object of this paper is to increase in domestic use of export factoring for small and medium trading companies. Factoring involves a process where a specialized firm assumes the responsibility for the administration and collection of account receivable for its clients. It can be considered a form of short term commercial financing based on selling of trade credit at a discount, or for a prescribed fee plus interest. The youngest and smallest businesses cannot receive working capital for account receivable for export from financial companies, while larger businesses tend to have less need for factoring services. Using export factoring provide a valuable improvement to cash flow and working capital position and can possibly contribute to small business growth and development. There are several suggestions for export factoring to activate in Korea. First, the number of factoring companies need to be enlarge to activate export factoring in trade and financial policies. Second, factoring companies have to perform public relations for trading companies to inform the export factoring system and its advantages. Third, government need to support the system of export factoring with legislation and financial instruments. Forth, trading companies need to be reformed credit inquiry system in terms of expenses and methods by government This paper has attempted to emphasize on export factoring for small and medium size exporting companies and deserves more research by academics, practitioners and trade policy makers.

  • Currently, the adoption of FTZ(Free Trade Zone) has been recognized as one of the most important strategies for becoming hub port in the world. For this reason, various policies for successful implementation and adoption of FTZ have been presented, and a special law related this FTZ was actually built in 1999. In the mean time, a port logistics industry is deeply related to the successful implementation of FTZ. However, although many research about FTZ have been conducted, there have been little previous studies about port logistics firms and FTZ. Thus, the aim of this study is to investigate a market structure of firms related to Port Logistics effectively and to analyze the perception of these firms about FTZ in Busan.

The Relationship between Regionalism and Multilatevalism: A Case Study of the Korean Computer Industry (지역주의와 다자주의간의 관계 - 한국 컴퓨터 산업을 중심으로 -)

  • Korea remains one of the few countries in the world that has not participated in any formal regionalism except its first FTA with chile which was just recently concluded. The lack or regionalism in Northeast Asia reflects post-war national policies that favored international export markets as an engine of economic growth. Based on a survey of 50 firms in Korea, this paper examines the relationship between regionalism and multilateralism in terms of computer industry. The results show that the industry favors international rather than regional markets for its continued export growth. According to the results, accelerated trade liberalization measures through the mutilateralism of the WTO dilute the demand for and negative impacts from regionalism. Overall, the results suggest that the Korean computer industry supports a trading system with a strong multilateral commitment based on non-discrimination.

A Framework of Medical Tourism as a Niche Trade Item: A System Approach

  • Purpose - The purpose of this research is to develop two medical tourism system models which explain medical tourism phenomenon with a systemic approach. Design/methodology - This research was conducted by using a qualitative data analysis which mainly refers to previous references of medical tourism in the areas of tourism and medicine. Leiper's tourism system model was utilized as a conceptual framework. In-depth interviews with experts in the field were conducted in order to pretest the models. Findings - This research suggests a medical tourism system framework and a medical service provision framework. The first model presents medical tourism components and their relationships within a framework presented in a diagram. The second model shows the relationships among medical services required by medical tourists, the service providers, and service human resources along with movements of medical tourists. Originality/value - The first model presents a spatial composition of medical tourism components and their relationships, whereas the second model shows the linkage among medical services, the service providers, and relevant service human resources along with time sequential steps of medical tourists. These two models are complementary and may be used as useful tools to observe medical tourism phenomenon with a systemic and holistic approach. These two models may enable stake holders avoid unnecessary confusions and conflicts that result in duplication of government policies and a waste of budget and human resources.

Nexus between Financial Development and Economic Growth: Evidence from Sri Lanka

  • This paper examines the long-run relationship between financial development and economic growth. The effective function of financial development is crucial to promote the economic development of the country. To achieve the objective, this study used Gross Domestic Product as a dependent variable and Credit to The Private Sector, Ratio of the Gross Fixed Capital Formation to GDP, Trade, Consumer Price Index and Labour Force as an independent variable. Augmented Dickey-Fuller test statistic (ADF) to check the stationary. Bounds test for cointegration and Auto-Regressive Distributed Lag Models (ARDL) are used to check cointegrating relationship amongst the variables and causality between financial development and economic growth. Moreover, the Model selection method is Akaike Info Criterion (AIC). This result demonstrates that the labor force and trade hold a significantly negative relationship with economic growth. Nevertheless, inflation, Credit to The Private Sector, and Ratio of the Gross Fixed Capital Formation to GDP show a significantly positive relationship with economic growth. Therefore, there is a statistically significant relationship between Financial Development and Economic growth in Sri Lanka and the Sri Lankan government should reform its trade policies.

FTA Effects of Secondary Auto-Part Venders in the Daegu Kyungpook Area (대구·경북지역 자동차 2차 부품기업의 FTA활용효과)

  • This study examines the utilization effect of FTA on the sales and profit of the secondary auto-part suppliers in two aspects: 1) firm-level survey on the utilization of FTA and 2) statistical inference on the FTA effects on their sales and profit. We use the GLS statistical technique, panel and survey data of 130 secondary auto-part suppliers in the Daegu and Kyungpook area in 2007-2016. The evidence shows that the secondary auto-part suppliers struggle to prepare documents for the FTA certificates of origin due to their small firm size, although they utilize the FTA at the relatively high rate of 92 percent. Statistical evidence shows that an increase in the export of the first vender significantly affects the sale of the secondary auto-part vendors, but not their profit. The low profit and high managing cost of utilizing the FTA deteriorate the utilization effect of the FTA of the secondary auto-part vendors, which is a key factor in a global supply chain and for the competitiveness of the automobile industry. Government policies are required for the secondary auto-part suppliers to utilize the FTA more effectively and share the benefits of tariff reduction with first auto-part vendors under FTA transaction.

Foreign Capital Flows, Banking Stability and the Role of International Trade Cooperation and Distribution an Empirical Analysis from the ASEAN Region

  • Purpose: Although foreign capital flows have played a vital role in fostering the economic growth in recipient countries, there are some concerns about the adverse impact of international capital flows on the banking stability. Hence, the study revisits this issue to explore the relationship between the different types of foreign investments and banking stability in ASEAN region. Research design, data and methodology: Based on the bank-level data of 96 commercial banks and country-level in six ASEAN countries from 2008 to 2019, we perform the multivariate regression analysis and provide a variety of robustness tests. Results: Our empirical evidence shows the volatility of foreign portfolio investments has significantly negative effect on the banking stability, besides that of foreign other investments has the similar influence but the result is relatively less pronounced in some robustness tests. Additionally, increasing trade cooperation and international distribution may lead countries to face higher risk of banking instability driven from these international investments. Meanwhile, the impact of foreign direct investments is positive, but the evidence is the least obvious. Conclusions: Our findings suggest policy-makers in ASEAN and emerging nations as a whole should carefully consider when building policies-related to mitigate the adverse impact of foreign capital flows.

Evaluating the Competitiveness of Cargo Airports using Best-Worst Method

  • The global economy and the air transport business have been affected since the spread of the COVID-19 pandemic. As countries tighten restrictions on international movements, the growing emphasis on air cargo puts pressure on airports to maintain and upgrade their cargo policies, facilities, and operations. Hence, ensuring the competitiveness of cargo airports becomes pivotal for airports survival under the volatile global demand. The study aims to evaluate the importance of the competitiveness factors for cargo airports and identify areas for further improvement. The study applies the Best-Worst Method (BWM) to assess the cargo airports' competitiveness factors: 'Transport Capacity,' 'Airport Operations and Facility Capacity,' 'Economic Growth,' 'Financial Performance,' and 'Airport Brand Value.' The selected airports include Heathrow Airport, Aéroport de Paris-Charles de Gaulle, Hong Kong International Airport, and Incheon International Airport. The results identify 'Transport Capacity' as the most significant competitiveness factor, and Hong Kong International Airport the best performing cargo airport. This research forms a reference framework for evaluating cargo airports' competitive position, which may help identify airports' relative strengths and weaknesses. Moreover, this framework can also serve as a tool facilitating the strategic design of airports that may accommodate both air cargo and passenger demand flexibly under the demand uncertainty.

Efficiency of Analysis Agricultural R&D Program by Data Envelopment Analysis (DEA를 이용한 농림 R&D 사업의 효율성 분석)

  • For the past few years, the Korean government has been consistently expanding its national research & development budget to accelerate economic growth through technology innovation and the enhancement of international competitiveness in global markets. The objective of this paper is to define the concept and analyze the current status of national R&D programs by measuring R&D efficiencies. We determine R&D efficiency by reflecting inputs and outcomes of the five main agricultural R&D programs between 2010 to 2015, and by categorizing and regrouping figures that may affect R&D performance. Among 1,128 targeted projects, 832 projects with patents and thesis were selected for analysis in terms of measuring technology efficiency, pure technology efficiency, and efficiency of scale. Also, the Kruskal-Wallis test was also utilized as well. As a result of empirical analysis, figures that affected the efficiency level of national R&D programs included differences in research resources, research management levels and skills, and research field. This study can be utilized as a reference for re-establishing national agricultural R&D policies, such as enhancement of national technology competitiveness in the global market environment, improving and adapting to new agricultural conditions, market expansion, national agricultural R&D efficiency, aging rural population, agricultural management cost increase, and climate change mitigation.

  • China adopts the "Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Range Objectives Through the Year 2035" in the context of tremendous changes in the international environment. A new development paradigm is proposed to prioritize domestic circulation, reinforcing both domestic and international circulations. The industrial policies of China's "14th Five-Year Plan" will have an impact on Korea. Thus it is necessary for Korea to cooperate with China to actively respond to changes in the industrial chains and value chains in Asia and the world. Over the past 29 years since the establishment of diplomatic relation between China and South Korea, the two countries have enjoyed close economic and trade relations. China-ROK cooperation is critical to regional economic development in the Fourth Industrial Revolution and the era of remarkable changes in the world's political and economic structure. China is a robust developing country, while Korea is a developed one in with steady foothold in the world economy. China and South Korea should work together to contribute to the rapid recovery and development of the world economy instead of becoming competitors.
