무역원활화를 위한 물품반출소요시간 연구(TRS)의 효과적 활용 (A Study on the Effective Use of Time Release Study for Trade Facilitation)

  • WCO TRS는 국경통관절차의 효율성을 평가하는 방법이며 간단히 무역원활화를 개선하는 관점에서 무역원활화 활동을 측정하는 도구이다. 이와 같은 TRS는 국경통과절차상의 문제점을 확인하고 확인된 문제점에 대한 개선책을 마련하기 위한 기초 자료로 활용될 수 있으며 무역원활화 개선 수준을 확인시켜 주며 다른 국가와의 비교 자료로 활용될 수 있다. 또한 더 나아가 개선된 무역원활화를 통해 무역업계의 경쟁력 강화에도 기여하게 될 것이다. 이 같은 유용성을 가지고 있는 TRS를 보다 효과적으로 활용하기 위해서 한국 관세행정당국은 현재까지 추진해오고 있는 CLIS를 통한 물품반출소요시간 측정을 지속적으로 해 나가야 할 뿐만 아니라 수입에만 치중되어 있는 반출소요시간 연구를 수출 TRS까지 확대해 나가서 전체 수출입 물품 반출시간의 효율화에 힘써야 할 것이다. 또한 중국, 일본, 미국과 같은 주요 교역상대국과 공동 TRS를 추진하여 자국내 뿐만 아니라 전체 국제무역공급망의 간소화, 표준화, 조화가 이루어질 수 있도록 해야 할 것이며 아울러 한국 관세청의 최첨단 물품반출소요시간 간소화 경험을 후진국에 전수하여 전체 국제물류공급망의 원활화에 기여할 뿐만 아니라 후진국의 수출입절차상의 역량강화(Capacity Building)에 기여함으로 국제적 위상제고에도 기여할 수 있도록 해야 할 것이다.

Trade Facilitation for the Products of the Industry 4.0: The case of Customs Classification of Drone

  • Purpose - This paper investigates the implications for facilitating trade in the products of Industry 4.0. To identify the issues caused by the conflicts of policy objectives such as applying the tariff concession under the ITA and imposing the export control, by exploring the case of classification of drones. Design/methodology - We adopted a single case study method to gain a deeper understanding of the complex and multifaceted issues of Customs classification in the context of facilitating trade in the products of Industry 4.0. This study employs the case of drones to explore how these issues of Customs classification affect trade facilitation. We ensured the internal validity of the study by confirming the pattern of the results with the existing theories. Findings - Our main findings can be summarised as follows: the intrinsic nature of the products that converge several technologies causes issues in the classification. The inconsistency in product classification delays customs clearance by hindering the Customs risk-management system that pinpoints products subject to controls. To address the issues, therefore, we proposed fundamental reforms of Customs to empower themselves with management roles. Facilitating trade in the products of Industry 4.0 requires more enhanced Customs capability. Therefore, the reforms should include comprehensive capacity-building activities, such as changes in staff-trainings, promotion system, organisation and culture. Customs also need roles in robust designing of cooperative systems to compensate for the lacks of controls and to ensure concrete risk management for expedited Customs procedures. As well, by equipping the Single Window of Customs with crucial control functions of other ministries, Customs need to support the cooperation. The role of harmonising various preaudits of other ministries with its own is another essential role that ensures predictability of clearance procedure. Originality/value - There are scanty studies in the field of knowledge about what obstacles exist and what solution is available in the course of transforming to 'Industry 4.0'. In filling out the gap of knowledge, this paper is of academic significance in that it applies the research theory on trade facilitation for the specific cases of classification of the product of Industry 4.0 to verify its effectiveness and to extend the subject of the studies to the scope of Industry 4.0. It also has practical significance in that the results have provided implications for reforms of Customs procedures to facilitate trade in the products of Industry 4.0.

포항영일만항 활성화를 위한 정책 평가와 사업 여건 분석 (A policy evaluation and empirical analysis on the business environments for facilitation of the Pohang Youngilman Port)

  • The Pohang Youngilman Port is the only international trade port in the Daegu-Gyeongbuk region, but its cargo throughput has been stagnated since its opening. Finding out ways to revitalize the port has been a big issue in the region, taking its potential business effects on the surrounding areas into consideration. This study, therefore, aimed to critically evaluate the government policies and empirically analyze business environments of the Pohang Youngilman Port as a fundamental to reach solutions for its revitalization. The policy evaluation showed that there are discrepancies in viewing contexts, implementations and mechanisms of the port at each government level, which resulted in implementing various but inconsistent solutions. Also, the interview results were analyzed to point out the fundamental problems, such as limited cargo volume due to weak hinterland development, lack of shuttle shipping between Busan New Port and Pohang Youngilman Port, and lack of large shippers to diverse the shipping network. This study has academic and managerial implications in suggesting measures for facilitation of the Pohang Youngilman Port by amalgamating various viewpoints of governments and stakeholders, which can be used for policy development as well as practical solutions for the port.

중소기업의 전자무역(e-Trade) 활성화 방안에 관한 연구 (A Study on the Facilitation Strategies of e-Trade in the Korean SMEs)

  • This paper's objective is to provide insights about the problems and expansion strategies of electronic trade. Korean small and medium-sized firms have adopted the Internet since the end of 1990s in order to reshape their competitiveness, and it is now being utilized as a major export marketing instrument to develop new customers, save export transaction costs ad facilitate new work processes. However, at present, the use of the internet in the field of trading is limited to the collection of market information, owing to legal, technical and institutional restraints between countries. In addition to that, because firms have the difficulties in making the trade contract through the e-trade system, the negative recognition on its' utility has been spreaded gradually between companies. This is one of the barriers to block the expansion of e-Trade between Korean firms. Therefore, this paper points out the problems of e-trade in the environmental, institutional and strategic view and provides many considerations for establishing the expansion strategy of e-trade by the Korean government and trade supporting institutions.

WTO Reform Priorities post-COVID-19

  • Although the WTO has fulfilled several key tasks it was set up to do - providing periodic reviews of members' trade policies, resolving disputes, supporting negotiations - with the notable exceptions of the Trade Facilitation and Information Technology agreements, WTO members have not been able to negotiate new rules on "bread and butter" trade policies. The importance of doing so was illustrated by the COVID-19 pandemic which saw widespread uncoordinated recourse to trade policy instruments. This paper highlights four reforms that would bolster the effectiveness of the WTO as a forum for trade cooperation: (1) improving collection and reporting of information on trade-related policies; (2) supporting analysis-informed deliberation to establish a common understanding of the need and scope for cooperation in specific policy areas; (3) putting in place a stronger multilateral governance framework for plurilateral cooperation between groups of WTO members; and (4) reestablishing an effective dispute settlement system.

전자상거래무역 확산을 위한 법률개정방안에 관한 연구 (A Study on the Way to Amendment of the Law for Diffusion of CBEC)

  • 최근 급속히 확산되고 있는 '전자상거래무역' 혹은 '국경을 넘는 전자상거래(CBEC)'에 대하여 우리정부는 수출증대에 미치는 영향이 크다는 판단하에 적극적인 지원을 하고 있다. 그러나 다양한 부처에서 산발적으로 추진되는 지원은 효과적이지도 효율적이지도 못한 실정이다. 따라서 지원정책의 일관성과 효과성, 효율성을 높이기 위해서는 법률적으로 주무부처를 명확히 하고 타부처에 대하여는 협조의무를 부여하는 방안이 바람직하다. 이를 위해서는 기존에 부처별 업무영역에 따라 산재되어 있는 법률들을 각각 개정하거나 새로운 법률의 제정을 해야 한다. 그러나 이는 현실적으로 실행하기가 쉽지 않기 때문에 기존 법률 중 가장 유사한 영역을 규정하고 있는 '전자무역 촉진에 관한 법률'을 개정하는 것이 실현가능한 대안으로 판단된다. 본 연구에서는 CBEC를 확산하기 위하여 이 법률의 개정을 하는 것이 다른 방안에 비하여 합리적이라는 점을 다양한 문헌자료를 통하여 제시하여 우리나라 CBEC의 확산, 특히 CBEC 수출의 확대에 기여하는 것을 연구의 목적으로 삼는다.

전자무역문서보관소(電子貿易文書保管所) 운영상(運營上)의 문제점(問題點)에 관한 연구(硏究) (A Study on the Operational Problems of e-Trade Document Repositary)

  • It is no unnecessary to tell the importance of foreign trade in Korea economics. Nevertheless, government's direct support is impossible owing to WTO's regulation. Accordingly, government have brought focus into trade facilitation as paperless trade. e-Trade document repositary building by government's budget and private sector's cooperation is a part of e-Trade platform and necessary function in connection with relay and certification of e-Trade document. This study examined the estimated operational problems of e-Trade document repositary as compared Licensed Electronic Document Repositary. Firstly, the operator of e-Trade document repositary undertake multiple role and function as Licensed Certification Authorities(e-sign Act), Licensed Electronic Document Repositary(Framework Act on Electronic Transaction) etc. Secondly, sufficient levy that meet operating cost of the e-trade document is the key point of e-Trade document repositary's success, because additional budget invest in that operation is too hard to do. Thirdly, the operator of the e-Trade document repositary have to keep fairness, objectivity and transparency because the operational right is exclusive.

Estimating United States-Asia Clothing Trade: Multiple Regression vs. Artificial Neural Networks

  • This study discusses the influence of economic factors on the clothing exports from China and 15 South and Southeast Asian countries to the United States. A basic gravity trade model with three predictors, including the GDP value produced by exporting and importing countries and their geographical distance was established to explain the bilateral trade patterns. The conventional approach of multiple regression and the novel approach of Artificial Neural Networks (ANNs) were developed based on the value of clothing exports from 2012 to 2018 and applied to the trade pattern prediction of 2019. The results showed that ANNs can achieve a more accurate prediction in bilateral trade patterns than the commonly-used econometric analysis of the basic gravity trade model. Future studies can examine the predictive power of ANNs on an extended gravity model of trade that includes explanatory variables in social and environmental areas, such as policy, initiative, agreement, and infrastructure for trade facilitation, which are crucial for policymaking and managerial consideration. More research should be conducted for the examination of the balance between developing countries' economic growth and their social and environmental sustainability and for the application of more advanced machine-learning algorithms of global trade flow examination.

한국형 전자선하증권 활성화 전략에 관한 연구 (A Study on e-B/L Korea Service and its Facilitation Strategies)

  • 우리나라는 2003년부터 2008년까지 전자정부 과제로 인터넷기반의 국가전자무역망(uTradeHub)을 성공적으로 구축하여 무역의 전자화를 활성화하고 있으며, 전자무역의 마지막 단계라고 불리는 선하증권(B/L)을 전자화한 '한국형 전자선하증권 서비스(e-B/L Korea)'를 정부와 민간의 협력 하에 구축하여 시범사업을 거쳐 2009년에 공식적으로 전자선하증권 서비스에 들어갔다. 국가적 차원에서 상법을 개정하고 시행령을 만들어 선하증권을 제도화한 것은 세계 최초이며 세계 각국이 이의 성공여부에 지대한 관심을 가지고 주목하고 있다. 한국형 선하증권의 성공은 2011년 말을 기점으로 우리나라가 세계에서 9번째로 무역 1조불 클럽에 가입한 '무역강국'의 위상을 높이고 실질적으로 우리 수출입기업의 무역거래비용을 절감함으로써 향후 무역 2조불시대를 앞당길 전자무역 활성화의 시금석으로 인식되고 있다. 하지만 아직은 국가 간 연계구축망이 부재하고, 서류의 보안성과 안전성올 높이기 위한 전자인중이 국제적으로 통용되고 있는 사적인증을 배제하고 국내공인인증만을 취급하는 등 e-B/L 서비스를 활성화하기 위해서 해결해야할 문제점도 산적해 있어 실질적으로 e-Nego 서비스가 크게 확산되지 못하는 실정이다. 따라서 본 연구는 e-Nego 또는 서면전환 과정에서 발생할 수 있는 한국형 전자선하증권의 변형에 따른 문제점을 비롯하여 구조적, 제도적 문제점과 사용상 장애요인을 도출하여 이에 대한 해결방안을 제시하였으며, 한국형 전자선하증권의 특성을 검토하고 통 서비스 활용을 활성화하기 위한 전략을 제시하였다.

  • An information technology revolution is sweeping the world driven by digitalization and tremendous popularity of the Internet. Electronic commerce and trade is the mainstream of this trend, and realization of a cyberspace without physical, spatial, and time restraints has led radical structural changes in international trade. Northeast Asia including Korea, China and Japan is becoming more important as a core economic region in terms of economic growth, intra-regional trade in particular. The introduction to electronic trade system and networks would playa vital role in speeding up trade of commodities, service and information etc. Therefore the study aims to examine a scheme to facilitate international trade in Northeast Asia by establishing information infrastructures. The study begins with reviewing current situation in information infrastructure such as the number of PC, utilization ratio of internet, information network, volume of electronic commerce. It is analyzed that what kinds of obstacles to facilitating electronic trade in Northeast Asian countries in terms of physical infrastructure, institutions, regulations, technologies regarding information exchange among countries. Finally this study presents some suggestions in order to remove the problems currently existed in vitalizing electronic trade.
