Recently, our society is seeing cultural value in a new light, perceiving it as an element that creates new values added. Reflecting this trend, the local governments in various levels focus on reviving the regional economies by enhancing cultural competencies and developing the culture and tourism industries. This research is conducted to perform the policy project 'administrative support plans to make Seongnam a hub of international culture and tourism,' which was proposed as part of the urban renewal strategy of the city. This study proposes the establishment of 'policy communities' to build the infrastructure for 'creative cultural content tourism' as a plan to accomplish the policy goal pursued by Seongnam. The focuses include what the policy communities are, how they work, and what the local government has to do with them for a successful implementation of proposed policies, by theoretically examining the composition variables of policy communities. In particular, the study concentrates on how to reconstruct the infrastructure for the culture content technology (CT) in the IT-based city and to transform itself into a city of "creative cultural content tourism". If the policy communities are formed under the proposed model in this paper, it is expected that they will become the viable alternatives in the field.

In recent years, the relationships and inter-dependencies between the countries in East Asia have deepened, and the vision for regional cohesion such as the East Asian Community have been gradually elaborated. A Grand Design for Northeast Asia is one of these comprehensive visions that aim to improve and develop international infrastructure through cooperation in the field of transportation, energy, environment, and information technology. This study paid attention to the possibility for a system for regional cohesion and cooperation in spatial development in East Asia, and analyzed the roles of the ESDP according to the requirements of the East Asian situation. As a result, it was understood that while the development of infrastructure is a main stream in the case of the regional cohesion in East Asia, the cooperative visions for the conservation of natural and cultural heritage, which are being positioned as an important policy in the EU, have not been seen. It is a very important subject to promote the policy cohesion/cooperation on the conservation and management of natural/cultural heritage and the development of tourism infrastructure for the sustainable development of East Asia, considering the trends in the growth of the interchange population and tourism market in East Asia. It was discussed that the role of research networks like the International Landscape Architectural Symposium of Korea, China and Japan is becoming important in supporting this policy cohesion and in grasping the present conditions and trends of the spatial development of these counties.

The relevance of the published study lies in the fact that since the introduction of the first Global Distribution System, new information and communication technologies have constantly been changing the tourism industry. In the context of a current digital environment, travel agencies can't avoid participating in digital transformation processes aimed at rethinking operational models, skills, and organisational structures in the regions. This publication aims to present and provide a critical overview of digitalisation processes in tourism development in the regions of the Russian Federation, as well as to reflect on the challenges to the widespread digitalisation processes in the regional tourism sector. The subject of research is digitalisation processes, as they radically transform the modern tourism industry, in the regions as well. The pragmatic research paradigm was considered the most appropriate for the study of tourism digitalisation processes in the regions, as it does not require the selection of a specific theoretical basis for data collection. The pragmatic approach forms an alternative to classical theoretical approaches and serves as a particular type of grounded theory, combining both inductive and deductive methods. No software was used for the inductive part of the analysis. The deductive part was conducted using the qualitative data analysis software Nvivo 11. Given the wide diversity of interested parties in the regional tourism digital area, a stratified purposive sampling method was preferred due to its ability to adequately represent the full picture of the phenomenon under study. The selection and stratum criteria were chosen to maximise the representation of different perspectives in the regional tourism digital area. The novelty of the study is due to the digitalisation processes, with an implication of new needs, while opening up promising opportunities for more productive tourism business in the regions of the Russian Federation. Currently, e-tourism in the Russian Federation has become a subject of lively debate among scholars and practitioners. However, the involvement of advanced digitalisation technologies in the field of information processes in the regions of the Russian Federation is of a very sporadic character.

Competitiveness has been associated in the tourism literature as a crucial factor for the success of tourist destinations. This study is to develop indicators that measure destination competitiveness of rural tourism townships in Korea. It was conducted via a Delphi technique and the analytical hierarchy process method. After four rounds of discussions, the panel members reached consensus on a set of 27 indicators with three dimensions which are attractor (resource, infrastructure, and tourism products), assistance (tourism business assistance and value-added processing assistance), and planning and management (planning for development, capacity for management). This set of destination competitiveness indicators can serve as a starting point for devising a set of indicators at the local level in order to be useful rural tourism sector manager and administrators. The selected indicators are measurable, demand driven and practical to show the real performance in rural destination.
