Application of Web-based Load Duration Curve System to TMDL Watersheds for Evaluation of Water Quality and Pollutant Loads (수질오염총량제도 유역의 수질 및 부하량 평가를 위한 웹기반 LDC 시스템의 적용)

  • In South Korea, Total Maximum Daily Load (TMDL) has been enforced since 2004 to restore and manage water quality in the watersheds. However, the appraisal of TMDL in South Korea has lots of weaknesses to establish the plan for recovery of water quality because it just evaluates the target water quality during the particular flow duration interval. In the United States, Load Duration Curve (LDC) method bas been widely used in the TMDL to evaluate the water quality and pollutant loads considering variation of stream flow. In a recent study, web-based Load Duration Curve system was developed to create the LDC automatically and provide the convenience of use. In this study, web-based Load Duration Curve system was applied in the Gapyeongcheon watershed using the daily flow and 8-day interval water quality data, and Q-L Rating Curve was used to evaluate the water quality and pollutant load in the watershed, also. As a result of study, water quality and pollutant load in Gapyeongcheon watershed were met with water quality standard and allocated load in the all flow durations. Web-based Load Duration Curve system could be applied to the appraisal of South Korean TMDL because it can be used to judge the impaired flow duration and build up the plan of load reduction, and it could enhance the publicity. But, web-based Load Duration Curve system should be enhanced through addition of load assessment tools such as Q-L rating curve to evaluate water quality and pollutant load objectively.

Characteristics of Biochemical Oxygen Demand Export from Paddy Fields during Storm and Non-storm Period and Evaluation of Unit Load (강우시와 비강우시 BOD 유출 특성 조사 및 원단위 평가)

  • The biologic Oxygen Demand (BOD) is a reliable and generally accepted indicator of water pollution by organic pollutants. Accordingly, estimation of BOD export from paddies carries important implications fwith regard to water management in rural areas. In this study, hydrology and BOD concentration were monitored during the period 2008 through 2012, in an effort to understand the characteristics of BOD export from paddy fields. The findings demonstrated that BOD load by rainfall above 50 mm. occupied about 50 % of total load, whereas the load by less than ten mm. rainfall occupied about 29 % of the total load during periods of stormy activity. It therefore seems that it could be possible to reduce the BOD load up to 29 % during storm periods, when drainage control conducted for rainfall less than ten mm.(an amount which is relatively easy to manage). The documented mean loads of storm and non-storm were $17.1kg\;ha^{-1}\;yr^{-1}$ and $11.2kg\;ha^{-1}\;yr^{-1}$, respectively. The BOD load during the significant rainfall period was similar to the renewed unit load by NIER (2014). However, there were substantial differences between unit load and actual load when the non-storm load was incorporated into the BOD load estimation from paddy fields. In view of the foregoing, it is felt that, the non-storm load needs to be further considered and managed for the successful implementation of Total Maximum Daily Load (TMDL) program.

Development of Load Duration Curve Methodology for TMDL Evaluation (오염총량평가를 위한 부하지속곡선 개발 및 적용)

  • The major streams in South Korea have established the TMDL(Total Maximum Daily Loads) regulation for just 4 years. Traditional concepts in water quality management in South Korea are based upon the selection of a design streram flow which is 10-year averged flow exeedance probability 75%(Q275). That is, a single flow value based upon average long term flow conditions is chosen for application in dilution calculations, permit design, water quality modeling, etc. While these TMDLs seems to satisfy the requirement of the target water quality regulations, they have contributed little to any watershed/waterbody assessment and restoration plans. These types of TMDLs do little to characterize the problems the TMDLs are intended to address. For TMDLs to be more beneficial in the assessment and implementation process, TMDLs should reflect adequate water quality across flow conditions rather than at a single flow value such as average daily flow. In this paper, we developed LDC (load duration curve) methodology for theevaluation of Korean TMDL evaluation based on watershed scaled, physically based on SWAT(Soil and Water Assessment Tool) model.

Evaluation of Applicability for Nonpoint Discharge Coefficient using Watershed Model (유역모형을 이용한 비점배출계수 적용성 평가)

  • Total maximum daily load have been implemented and indicated that nonpoint discharge coeffients in flow duration curve were 0.50 of Normal flow duration ($Q_{185}$) and 0.15 of low flow duration($Q_{275}$). By using SWAT, nonpoint discharge coefficients are studied with the conditions of the instream flow and the rainfall in two study areas. The nonpoint discharge coefficient average of BOD and TP for normal flows duration in 3 years are 0.32~0.36 and 0.28~0.31. For the low flow duration, the nonpoint discharge coefficient avergae of BOD and TP were 0.10~0.12 and 0.10~0.11. These are lower than the coefficients of total maximum load regulation. There are big differences between one of regulation and one of SWAT for the normal flow duration. With the consideration of rainfall condition, the nonpoint discharge coefficient of flood flow duration are influenced on the amount of rainfalls. However, the nonpoint discharge coefficients of normal flow duration and low flow duration are not effected by the rainfall condition. Since the spatial distribution and geomorphological characteristics could be considered with SWAT, the estimation of nonpoint discharge coefficient in watershed model is better method than the use of the recommended number in the regulation.

The Calculation of NPS Load per Unit Area in Orchard to the Nakdong River Basin (낙동강유역 과수재배지의 단위면적당 비점오염부하량 산정에 관한 연구)

  • In this study, Calculated the nonpoint sources(NPS) load per unit area about various rainy events in vineyard of Nakdong River basin. NPS monitoring and calculation for NPS load per unit area were estimated from 'Investigation method of precipitation discharge(National Institute of Environmental Research, 2007)'. The evaluation of applicability for NPS load per unit by compared with prior research data and Total Maximum Daily Load(TMDL) data. Five target areas were each $2000m^2$, $1800m^2$, $1943m^2$, $2484m^2$, $864m^2$ and located in Gyeongsangbukdo Gyeongju, Gyeongsangbukdo Sangju, Gyeongsangnamdo Hapcheon in Korea. Since fruits were the only crop on the target area, the characteristics of stormwater discharge at survey sites could be evaluated independently. A total of 115 rainfall events in the Orchard area during five years(2008-2012) was surveyed, and 38 of them became stormwater discharge. In the Nakdong River watershed, average of event mean concentrations(EMCs) in Orchard area for biochemical oxyzen demand(BOD), Chemical oxyzen demand(COD), total nitrogen(T-N), total phosphorus(T-P) were 2.0mg/L, 10.1mg/L, 3.195mg/L, 0.578mg/L, respectively. NPS load per unit area in Orchard area showed BOD : $2.0kg/km^2{\cdot}day$, COD : $10.2kg/km^2{\cdot}day$, T-N : $3.220kg/km^2{\cdot}day$, T-P : $0.606kg/km^2{\cdot}day$.

Assessing Impact of Reduction of Non-Point Source Pollution by BASINS/HSPF (HSPF를 이용한 비점오염원 삭감에 따른 효과 분석)

  • This paper aims to assessing impact of reduction of non-point source pollution in the Bokha Stream watershed. The BASINS/HSPF model was calibrated and verified for water flow and water qualities using Total Maximum Daily Load 8days data from 2006 to 2007. Accuracy of the BASINS/HSPF models in simulating hydrology and water quality was compared and there were somewhat differences of statistical results, but water flow and water quality were simulated in good conditions over the study period. The applicability of models was tested to evaluate non-point source control scenarios to response hydrology and water quality in the Bokha stream using various measures which include BMPs approach and change of landuse. The evaluation of reduction of non-point source pollution was developed using load-duration curve. Despite strong reduction of non-point source, there are not satiated target quality at low flow season.

A Study on the Water Quality Changes of TMDL Unit Watershed in Guem River Basin Using a Nonparametric Trend Analysis (비모수 경향분석법 적용을 통한 금강수계 총량관리 단위유역의 수질변화 연구)

  • In order to assess the effect of TMDLs management and improve that in the future, it is necessary to analyze long-term changes in water quality during management period. Therefore, long term trend analysis of BOD was performed on thirty monitoring stations in Geum River TMDL unit watersheds. Nonparametric trend analysis method was used for analysis as the water quality data are generally not in normal distribution. The monthly median values of BOD during 2004~2010 were analyzed by Seasonal Mann-Kendall test and LOWESS(LOcally WEighted Scatter plot Smoother). And the effect of Total Maximum Daily Loads(TMDLs) management on water quality changes at each unit watershed was analyzed with the result of trend analysis. The Seasonal Mann-Kendall test results showed that BOD concentrations had the downward trend at 10 unit watersheds, upward trend at 4 unit watersheds and no significant trend at 16 unit watersheds. And the LOWESS analysis showed that BOD concentration began to decrease after mid-2009 at almost all of unit watersheds having no trend in implementation plan watershed. It was estimated that TMDLs improved water quality in Geum River water system and the improvement of water quality was made mainly in implementation plan unit watershed and tributaries.

Policy Directions of Total Maximum Daily Loads for the Scientific Management of Water Quality (과학적인 수질관리를 위한 오염총량관리제도의 추진 방안)

  • This paper presents the policy directions of total maximum daily loads(TMDL), which was recently adopted in Korea, for scientific management of water quality. The basic principles of water quality management are also discussed in this paper, along with the TMDL policy in United States as well as the previous policy in Korea. We discussed several unreasonable points out of the previous approaches, such as regulation of all point sources with equal standards, negligence of an assimilative capacity of the receiving water, and emphasis only on drinking water supply, etc.. For successful applications of the TMDL policy in Korea, the following directions are suggested: 1) the unit drainage basin for each TMDL application should be given, 2) the water body where the water quality standards should be maintained, needs to be guided, 3) the water quality parameters of TMDL should be given, 4) the technical guidances should be given for applications of water quality models, and 5) the seasonal TMDL would be allowed. In order to maximize the benefits of the TMDL policy, the local governments would need to implement the following strategies: 1) the increment of an assimilative capacity of the receiving water, 2) the effective controls of the non-point source pollution, 3) the advanced treatment of the point sources, 4) application of system optimization techniques along with effluent trade, and 5) utilization of watershed management systems.

  • The purpose of using CBD in the object-oriented modeling is to improve the software capability by reducing iterative time and space complexity. Despites many achievements of CBD, it is needed to study about design patterns and it's standardization for the increment of CBD design reusability. However, it is rather possible that impetuous constructing meta-pattern languages and pattern repositories make adapting patterns to software development more complicate and difficult. By applying GoF design patterns to the design of the TMDL(Total Maximum Daily Load) environmental software discipline, this study suggests a method which specifies Pattern names at class names for retrieving, exploring the adapted patterns on the stage of software design without meta-pattern language which is a redundant abstraction, nor additional pattern repositories. Thus, this study can contribute on the reducing iterations and repetitions that are frequently occurred in the process of the environmental software developments.

Performance Appraisal of Total Maximum Daily Loads: Performance on Development/Reduction Plan and Water Quality Status of Unit Watershed (수질오염총량관리제의 성과평가: 개발/삭감계획의 이행실적 및 단위유역의 수질 현황)

  • This study was conducted to performance appraisal of Total Maximum Daily Loads (TMDLs), especially in terms of performance on development & reduction plan and water quality status of unit watershed. Because load allocations for pollution sources were predicted redundantly by uncertainty of prediction, TMDLs master plan has been frequently changed to acquire load allocation for local development. Therefore, It need to be developed more resonable prediction techniques of water pollution sources to preventing the frequent change. It is suggested that the reduction amount have to be distributed properly during the planning period. In other words, it has not to be concentrated on the specific year (especially final year of the planning period). The reason why, if the reduction amount concentrate on the final year of the planning period, allotment loading amount could not be achieved in some cases (e.g., insufficiency of budget, extension of construction duration). If the development plan was developed including uncertain developments, it is necessary to be developed reduction plan considered with them. However, some of the plans in the reduction plan could not be accomplished in some case. Because, it is not considered financial abilities of local governments. Consequently, development plan must be accomplished to avoid uncertain developments, and to consider financial assistance to support the implementation of effective plan. Water quality has been improved in many unit watersheds due to the TMDLs, especially in geum river and yeongsang/seomjin river.
