This study investigated the acceleration response and shape change characteristics of a gravity quay wall according to the magnitude of the applied acceleration. The quay wall was defined as a port facility damaged by the Kobe earthquake. Four experimental scenarios were established based on the inclination condition grades, considered to be a significant defect factor in the quay wall. Then, the shaking table test was conducted using scaled-down quay wall models constructed per each scenario. The ground acceleration was gradually increased from the peak ground acceleration (PGA) of 0.1 g to 0.7 g. After each ground acceleration test, acceleration installed on the wall and backfill ground and inclination on the top of the wall were measured to assess the amplification of peak response acceleration and maximum response amplitude and the change in the inclination of the quay wall. This study also analyzed the separation of the quay wall from the backfill and the crack pattern of the backfill ground according to PGA values and inclination condition grades. The result of this study shows that response acceleration could provide a reasonable prediction for the changes in the inclination of the quay wall and the crack generation and propagation on the backfill from a current inclination condition grade.

The present research evaluates the public engagement approach in various project stages. Hong Kong had long been criticized as top-down and executive-led jurisdiction by overlooking the importance of cultural heritage and public concerns on public projects. It was suggested to the government to engage public and provide sufficient public consultation. Thereby, the government announced a series of revitalization and conversion measures in Policy Address in 2008. To carry out the measures, there were voices, because of diverse and sometimes conflicting interests, over the effect of revitalization project. On the other hand, studies reveal that there are benefits of revitalization and enhancement of public engagement approach. In pursuit of the subject, the present research aims at studying the Central Market as a case study pilot project. In October 2009, the Policy Address announced that the Central Market be revitalized. Tasked to implement the project, Urban Renewal Authority (URA) continued to adopt the people-oriented approach as the guiding principle in its core business and in heritage preservation and revitalization so as to create a sustainable development. Between government and the public, URA acts as a bridge for communication. As between URA and the public, URA conducted public consultation, set up an ad-hoc committee in January 2016 to be in charge of the project and will continuously inform the government and public with the updates and project progress. The main objectives of the present research are to assess the advantages and challenges in different stages of public engagement approach, to evaluate the engagement system, to give a comprehensive view for participation of stakeholders, and to find out effective strategies to enhance civil engagement. Research was achieved through interviews to key persons in the project, questionnaire that was distributed to community and experts in the field. Case Study of the Central Market was studied and investigated using different sources, such as newspapers, journals, etc, to evaluate the degree of public engagement in the project. Both detailed qualitative methodological approaches of interview, questionnaire, and case study, act as a synergy to demonstrate the research objectives and provide the comprehensive perceptions on the revitalization project. The results show that public participants in revitalized project have generated considerable value enhancements to social-cultural, environmental, political and economic aspect. This study provides valuable insights that the public participation can make positive contribution to sustainability in the city. The findings indicate that no any single system is flawless therefore seeking both public opinions and professional advices are also important as a comprehensive approach to achieve higher sustainability of the building.
PURPOSES : The piezoelectric energy road analysis technology using a three-dimensional finite element method was developed to investigate pavement behaviors when piezoelectric energy harvesters and a new polyurethane surface layer were installed in field conditions. The main purpose of this study is to predict the long-term performance of the piezoelectric energy road through the proposed analytical steps. METHODS : To predict the stresses and strains of the piezoelectric energy road, the developed energy harvesters were embedded into the polyurethane surface layer (50 mm from the top surface). The typical type of triaxial dump truck loading was applied to the top of each energy harvester. In this paper, a general purpose finite element analysis program called ABAQUS was used and it was assumed that a harvester is installed in the cross section of a typical asphalt pavement structure. RESULTS : The maximum tensile stress of the polyurethane surface layer in the initial fatigue model occurred up to 0.035 MPa in the transverse direction when the truck tire load was loaded on the top of each harvester. The maximum tensile stresses were 0.025 MPa in the intermediate fatigue model and 0.013 MPa in the final fatigue model, which were 72% and 37% lower than that of the initial stage model, respectively. CONCLUSIONS : The main critical damage locations can be estimated between the base layer and the surface layer. If the crack propagates, bottom-up cracking from the base layer is the main cracking pattern where the tensile stress is higher than in other locations. It is also considered that the possibility of cracking in the top-down direction at the edge of energy harvester is more likely to occur because the material strength of the energy harvester is much higher and plays a role in the supporting points. In terms of long-term performance, all tensile stresses in the energy harvester and polyurethane layer are less than 1% of the maximum tensile strength and the possibility of fatigue damage was very low. Since the harvester is embedded in the surface layer of the polyurethane, which has higher tensile strength and toughness, it can assure a good, long-term performance.

National balanced development and regional innovation have been one of the most important national agendas under the Participatory Government. National balanced development gives a central focus on realizing self-sustaining localization which is based on regional innovation. The core policy goal is to build competitive regional innovation system and innovative clusters in the regions of the country. In this vein, this paper aims to evaluate the present government's policies of regional innovation and innovative cluster. It needs to point out that the regional innovation and cluster policies show some critical problems. Firstly, the policy-making process is based on the top-down approach rather than the bottom-up one. Secondly, regional innovation policies, in many cases, expose the redundancy of similar policies and a lack of linkages between similar policies. Thirdly, the regional innovation policies are too much social infrastructure building-centered, even though the basic principle of regional innovation policy should be based on building superstructure such as networking and social capital.

Urban roads are not only congested with vehicles and pedestrians, but also have many pipelines buried to provide convenience for inhabitants. In addition, urban inhabitants live comfortably in buildings adjacent to the road for residence, business, commerce, rest and so on. Therefore, despite the high cost of land, urban underground buildings with high land use efficiency are constantly being built. Recently, the construction of underground buildings has caused social problems such as the collapse of surrounding roads and adjacent buildings. Institutional improvement is being actively carried out to improve this. In this study, a new type of MSRC diaphragm wall was developed and a study on the construction method of underground building was carried out. It is intended to secure the underground excavation safety of underground buildings in urban areas and effectively prevent land subsidence complaints. Also, a reasonable design method of MSRC diaphragm walls using the ultimate strength design method is presented through the flexural performance Experiment.
Intergovernmental Panel on Climate Change(IPCC) suggested the three methodology, Tier 1/2/3, considering with the accuracy and difficulty of greenhouse gas emission statistics according to the report determined as the international criterion. In Korea, the existing inventory building was made by the Top-down approach applying with the emission factors for transportation in the entire energy consumption, the emission factors were investigated under the domestic traffic situation which did not reflect by the continuing increase of vehicle and the change of road section. From the suggestion of IPCC, which it is estimated that the emission estimation of $CO_2$ in greenhouse gas emission could be calculated more accurate by the carbon content according to the fuel, the establishment of measures to respond to climate change from the latest greenhouse gas emissions statistics will be able to improve the accuracy of national statistics using monthly or seasonally the analysis of carbon content about the transportation fuels.

Prior hardware-centered rural development projects implemented top-down rural community regeneration via the local government in accordance with central government agency policies. To improve this, software-centered projects have been promoted since 2000. With central agency-led rural development projects changing into local government-led ones, rural community regeneration has been built per village. Although rural community regeneration projects appear to have implemented a bottom-up development currently, the top-down development procedures being facilitated by the intervention of administrative institutions have not disappeared. In this regard, the purpose of this research thesis is to effectively perform bottom-up development methods that go one step further from the current process of rural community regeneration. As the research site, this thesis selected Geochang, which has difficulties in being steadily maintained and operated despite the development of various rural community regeneration projects. Subsequently, it determined the current status and substantial analysis of a project of the rural community regeneration in Geochang through 1:1 interviews with civil servants in charge of administration as well as conducted a prior study on rural resident awareness of rural community regeneration through a survey of village head members and in-depth interviews with rural residents. Based on these data, a 10 times-round table conference was held under the participation of pertinent civil servants, professionals and rural residents to select practical strategies for cooperative rural community regeneration in Geochang as five key areas: local food, culture & welfare, rural villages, community development, and urban and rural interchanges. In addition, it is considered that the project of building villages must be implemented by establishing steadfast administrative co-operation systems, strengthening rural residents' participation capacities and supporting professionals' systemic integrated operation and maintenance. By doing so, this research thesis sought to determine practical strategies in the cooperative rural community regeneration in Geochang. It is expected that bottom-up development rural community regeneration will be built and introduced in each rural community in the future.

Evacuation facilities are installed so that people can evacuate high-rise apartment houses when it is impossible to escape fire through the front door. The households of apartment houses may escape the building in two ways, which will reduce loss of lives. This study examined the characteristics of two-way evacuation facilities, including a light-weight partition wall, shelter space at the balcony and horizontally-installed indoor emergency exit. Then, it proposed a horizontally-installed outdoor emergency exit that improved the problems of the examined facility types, and analyzed its economic-feasibility. When a horizontally-installed emergency exit instead of a traditional type to escape from fire is used, people may be more autonomous in deciding whether active evacuation is possible or not. Thus, the time required to evacuate the building with 4 different evacuation methods using the stairs and horizontally-installed emergency exit was simulated in consideration of the impact of evacuation methods that people choose on the time required for evacuation using pathfinder. Then, the simulation results were compared and analyzed. Any appropriate evacuation method to reduce the time required for evacuation was predicted, analyzed and decided. As a result of this study, it was analyzed that the high - rise apartment top - down type evacuation zone can shorten the total evacuation time compared to the staircase type.
A mulberry field and 3 graftage nurseries in Puyo were flooded for 2 to 5 days in 1987 to investigate flood damage. The effect of fertilization upon fall yield in previously flood fields was also studied. The results were : 1. Graftage which received 2 days of flood were alive with decaying leaves submerged under water. Graftages submerged completely for 5 days died, whereas those whose top appeared above the water lived. Graftages which were knocked down by water and scratched by sand, following washing by a fire engine, died. 2. Mulberry trees flooded for 5 days were alive when tops were above the water. 3. Mud soil carried by the flood and deposited on the mulberry had a pH of 6.43, organic matter 2.4%, and available phosphorus of 124ppm. The original sandy soil of the mulberry field had a pH of 5.52, organic matter 0.3%, and available phosphorus of 467ppm. Mud, as a clayey soil with higth fertility, may play a role in soil building. 4. Mulberry from the flooded field showed 3.4% higher yield with additional fertilization than no fertilization. This suggests nitrogen a mobile element, was lost in the flood.
In this study, I attempted to the architectural design characteristics of Daeung-Jeon in Sudeok Temple. For this purpose, After I set up several assumptions in the basis of the general characteristics of Korean wood architecture, and then, analyzed floor plan, structural formation and section sizes of structure and bracket members in relation to module and unit. As the results, the characteristics of the design process of plan and structure are follows. (1) 1 ja(尺), the unit applied to this building is measured $307.6{\sim}318.3mm$) and the average is 312.9mm (2) It is estimated that the floor plan designed on the basis of the top of columns. By the applied unit, every bay of the front side and the side is each designed by 15 ja and 8.5 ja. (3) The section is composed of piled members which have same section size. As basic module of section size called 'jae(재;材)', it is estimated at width 0.45 ja by height 0.75 ja. And as the secondary module, height between jae and is called 'gyoe(계;)' and it wes designed by three height size of 0.25 ja, 0.27 ja and 0.30 ja, (4) It is estimated that the section plan was designed by the order as follows. Firstly, the horizontal position of purlins wes decided on the basis of the intersection point of long and short rafters, and then the position and the section size of purlins and jangheyo(長舌) wes decided on the basis of the slope of roof and rafters. Secondly, going down from purlins, the members of structure composed of 'jae' and 'gyoe' was repeated. Lastly, for the purpose of linking the structure members located on the center line of adjacent purlins organically, the height of whaban(화반) was controlled.
