As an interest in the efficiency of public sector expenditures has spread across the world, Korea has operated a self-evaluation system for government projects as a part of the performance-based budget system. However, an evaluation system for public information technology project has been criticized for its lack of validity, which stems from the uniformity of performance management. This study draws insight from knowledge management literature in an attempt to address the problems with the extant performance evaluation system in public agencies. To realize benefits from IT investment, an agency needs to develop its own performance management model for information systems projects, with a focus on the interaction of IT and organizational system. The knowledge management-based framework for IT projects was verified through a case study, with which we discussed the applicability of knowledge management to the evaluation of public information systems projects.
A Systematic Wealth Management Framework (SWMF) was developed as a private banking management tool to enable more integrative personal finance management of personal wealth. It is a reference model that provides an unified framework for development, operation, and management and makes provision for personal financial services in today's complex financial environment. This study suggested some practical results from banks and insurance companies that have established SWMF as the differentiation business strategy for wealthy customers. The focus of this manuscript is on capturing the methodological approach most financial institutions in Korea adopted to execute new e-finance planning and implementation based on the SWMF. The alignment between the wealth management business goals and information system architecture at an organization constitutes the main theoretical basis of the study. Relevant discussions are made on the wealth management framework as a general business model for financial industry, on the functional relationship between new information systems and business organizations. Finally, lessons learned from the SWMF implementation are discussed.
Recently, interest in the necessity and practical application of BIM (Building Information Modeling) is also increasing in the civil engineering field. However, there are difficulties in building BIM models and utilizing BIM modeling in the civil engineering field due to various reasons. To this end, it is necessary to develop management tools and research on management methods that can effectively utilize the BIM library in the civil engineering field. Libraries in the civil engineering field are complementary to each other, so library management in consideration of library management in various combinations and continuous updates is important. BIM library management was proposed through the development of a management tool that reflects these characteristics, which is expected to contribute to improving productivity in the field of civil design.

This paper investigates a design of optimization database structure layout of Message Oriented Analysis and Management Tool (MOMAT) for naval combat systems (NCS). The NCS is composed of heterogeneous and large-scale component such as communication service and data distribution servcies (DDS). Each components are massively made the data as components. To manage the messages, MOMAT is developed. Typical modeling tool have problems that low performance due to duplicate database tables. An efficient design that one of the database optimization is proposed to solve the problems in this paper. It reduces the number of tables and improves application response and processing time. Experiment results shows that an availability of proposed method in MOMAT and decrease of both amount of data from client node to server and sever load.

Nowadays, the study on e semantic web has been actively progressing for processing the web data semantically. For actualizing the semantic web environment, the core task is to build the ontology that defines the concepts and relations between concepts about the all things. Many ontology languages such as OWL, RDF(S), DAML+OIL were developed for building the ontology. And the many ontology tools were also implemented based on them. Although, many language and tools were researched, the practical use of the ontology tools is limited to the experts and researchers about the ontology because of the difficulty of the vocabulary, weak understanding about the ontology theory and the difficulty of the use of the ontology tools. And there are no studies on the reuse of constructed huge ontology. Therefore, in our study we design and implement the OWL ontology management tool that both the ontology experts and general users who want to build the ontologies are able to construct the ontology easily In this paper, we introduce the main modules used in our tool and features of our tool.
Recently, various Best Management Practices (BMPs) have been applied at a field to reduce soil erosion. Hourly Runoff and Sediment Model for Best Management Practices (HRSM4BMP) model could be used to evaluate soil erosion reduction for various agricultural BMPs at fields. Runoff and sediment yield from source areas have to be predicted with greater accuracies to evaluate sediment reduction efficiently with BMPs. To achieve this, the best parameters related with runoff and sediment modules of the HRSM4BMP model should be identified with proper calibration processes. Although manual calibration is often utilized in calibrating runoff and sediment using the HRSM4BMP, objective calibration method would be recommended. The purpose of the study was to develop an automatic calibration tool of the HRSM4BMP model with PARASOL method. This automatic calibration tool was applied to Bangdongri, Chuncheon-si to evaluate its calibration performance. The $R^2$, NSE and RMSE value for runoff estimation were 0.92, 0.92, $0.3m^3$, and for sediment yield estimation were 0.94, 0.94, 0.0027 kg. As shown in this result, automatic calibration tool of HRSM4BMP model would be used to determine the best parameters and can be used to simulate runoff and sediment yield with acceptable accuracies.

This paper study is for enhance the productivity. The purpose of this study is save the cost and contribute the enhancing company's competitiveness by analysis overall wastes in production line and improve the wastes in production line. Many company does not have clear process for analysis the wastes in production line. so they use classical IE tool and advanced IE tool by considering their current situation but the result was not so effective. The study to arrange the classic IE and advanced IE by each step to analysis the wastes by each production line include assembly line and processing line and automation line so that we can predict the mount of the overall wastes and easily select / focus on the tool for maximize the improvement result. It will contribute to establish the mid term and long term improvement activity plan.

Previous studies reveal the need for a tool to cost estimation of building design in early design stages. This paper proposes an internal finishes cost model tool to address this need. The tool allows users to evaluate the functionality, economics and quality of finishes concurrently with high-rise building design. Lack of information in the early stages of the project enables a relatively accurate estimates of work to raise up. Measurements are automatically extracted from simple design information and profile driven estimates are revised in real-time. The data model uses a flexible unit rate system that can easily be extended to other estimate dimensions such as mix-use building surcharge rate estimation. The approach illustrated in this paper is applicable to BIM tool conceptual estimation that support for massing purposes other than the one chosen for this study.
Recently the studies on user-centered design and form-development have become issues of general interest as the key methods for successful design. For form analysis on user it is important needs that an integrated approach of existing methods and development of expert tool for designer. Moreover analysis methods and tools have to meet with the designers needs of visual result, clear direction, concrete formative factor, user's emotional response and designer-friendly interface. This study proposed the main concepts of form analysis tool based on the user's emotional response ; integrated management, variables set-up, visual result of analysis, in-depth analysis with data mining and correlation, and reinforcement of user-centered analysis. Specific analysis tool consists of 5 functions: Project Management, Analysis Frame Set-up, Data Input-output, Basic Analysis, and In-depth Analysis. The feasibility of proposed tool was verified by a case study of mobile phone design in under-graduate class.

The purpose of this study is to develop a diagnostic tool to strengthen the reading competencies of children and adolescents with disabilities, analyze its validity and reliability, and present basic data for the development of a diagnostic program. For this study, it was conducted on literature and case studies, the Delphi Method, and a preliminary survey of actual disabled children/adolescents. As a result of the study, there were limitations in validity and reliability analysis due to the small number of samples, but basic data was secured along with the development of a prototype diagnostic tool for the reading ability of children and adolescents with disabilities. It was proposed to develop the future reading competency diagnostic program by expanding it to the web and mobile platforms, considering various variables such as the characteristics of each disability type, a plan for data collection and utilization through big data, diagnostic procedures, and precautions during the diagnosis.
