The Chilling Trade Effects of Provisional Anti-dumping Duties: The Case of Korea

  • Purpose - This study empirically analyzes the effects of provisional anti-dumping duties levied on imports by Korea following anti-dumping investigations. An anti-dumping duty is a legal tool that countries use to impose duties on imports to offset injurious dumping. This study verifies how effective the imposition of a provisional anti-dumping duty is and whether such duties have trade chilling effects on aggregate imports. Specifically, this study examines import trade diversion from named to unnamed countries caused by the imposition of provisional anti-dumping duties. Design/methodology - This empirical analysis employs an econometric model of provisional anti-dumping measures for cases in which Korea imposed final affirmative anti-dumping measures. We construct a monthly panel dataset for each stage of anti-dumping investigation undertaken by Korea for all manufacturing industries during 1995-2013. We illustrate a stage-by-stage analysis of anti-dumping investigations from initiation, preliminary decision, imposition of provisional duty, final affirmative decision, and imposition of final affirmative duty on a monthly basis at the six-digit harmonized system code-level. Findings - For cases in which provisional duties are imposed, the reduction in imports from named countries outweighs the increase in imports from unnamed countries. The substantial reduction in imports from named countries is large enough to offset the import diversion to unnamed countries, suggesting that import diversion in investigations is limited during the investigation period. Therefore, the use of provisional anti-dumping duties in Korea is effective, providing evidence of a chilling effect on aggregate imports. Originality/value - Few studies examine the size of the effects on import trade diversion of the imposition of provisional anti-dumping duties. We contribute to the literature by disentangling separate trade effects for each phase of the anti-dumping investigation process and imposition of provisional duty.

A Study on Compatibility between DTV and CDMA System (DTV와 CDMA 시스템간의 양립성 분석에 관한 연구)

  • Korea has made a plan to allocate CH 14~CH 51 (470 MHz~698 MHz) for DTV. This paper assumes that DTV operates on CH 51 (692 MHz~698 MHz) and CDMA system operates on CH 52 (698 MHz~704 MHz) in spare band. Minimum Coupling Loss (MCL) method to get protection distance and Spectrum Engineering Advanced Monte Carlo Analysis Tool (SEAMCAT) to get guard band through 5 % interference probability are used. The protection distance is required to be 665.67 km at close frequency offset of 698.625 MHz between DTV transmitter and CDMA Base Station (BS) receiver. The required guard band between DTV transmitter and CDMA Mobile Station (MS) receiver is 5 MHz for the worst case of rural environment. There is no serious impact between CDMA MS transmitter and DTV receiver. The required guard band between CDMA BS transmitter and DTV receiver is 6.25 MHz for the worst case of urban environment. The analysis results may offer a reference and be helpful for considering interference between DTV and other communication systems.

  • This study proposes a path generation technique for simultaneous five-axis driving for ball bar measurement, which is equivalent to cone frustum machining as mentioned in the NAS979 standard. The technique is generalized for a 3D circular path, and it is applicable to all machine tools regardless of their structural configurations. A mathematical machine input model that consists of a five-axis machine tool, ball-bar measurement and conical path information as inputs is presented for easy NC code generation, simulation for various test conditions, and a measurement test. The movement range of rotary axes, which depends on various conditions, is mathematically analyzed based on the proposed conical path model. Moreover, the effect of the movement range on various conditions (apex angle and inclination angle, ball bar tilting acceptance angle, offset position of workpiece ball, etc.) is analyzed.

Systematic comparisons among OpenFAST, Charm3D-FAST simulations and DeepCWind model test for 5 MW OC4 semisubmersible offshore wind turbine

  • Reliable prediction of the motion of FOWT (floating offshore wind turbine) and associated mooring line tension is important in both design and operation/monitoring processes. In the present study, a 5MW OC4 semisubmersible wind turbine is numerically modeled, simulated, and analyzed by the open-source numerical tool, OpenFAST and in-house numerical tool, Charm3D-FAST. Another commercial-level program FASTv8-OrcaFlex is also introduced for comparison for selected cases. The three simulation programs solve the same turbine-floater-mooring coupled dynamics in time domain while there exist minor differences in the details of the program. Both the motions and mooring-line tensions are calculated and compared with the DeepCWind 1/50 scale model-testing results. The system identification between the numerical and physical models is checked through the static-offset test and free-decay test. Then the system motions and mooring tensions are systematically compared among the simulated results and measured values. Reasonably good agreements between the simulation and measurement are demonstrated for (i) white-noise random waves, (ii) typical random waves, and (iii) typical random waves with steady wind. Based on the comparison between numerical results and experimental data, the relative importance and role of the differences in the numerical methodologies of those three programs can be observed and interpreted. These comparative-study results may provide a certain confidence level and some insight of potential variability in motion and tension predictions for future FOWT designs and applications.

Development of a Measurement Data Algorithm of Deep Space Network for Korea Pathfinder Lunar Orbiter mission (달 탐사 시험용 궤도선을 위한 심우주 추적망의 관측값 구현 알고리즘 개발)

  • An algorithm is developed to generate measurement data of deep space network for Korea Pathfinder Lunar Orbiter (KPLO) mission. The algorithm can provide corrected measurement data for the Orbit Determination (OD) module in deep space. This study describes how to generate the computed data such as range, Doppler, azimuth angle and elevation angle. The geometric data were obtained by General Mission Analysis Tool (GMAT) simulation and the corrected data were calculated with measurement models. Therefore, the result of total delay includes effects of tropospheric delay, ionospheric delay, charged particle delay, antenna offset delay, and tropospheric refraction delay. The computed measurement data were validated by comparison with the results from Orbit Determination ToolBoX (ODTBX).

Design of Half Blanking Process for Reducing Rollover and Stress Acting on Tools in Forming of Lower Tooth (로어투스의 롤오버 및 금형 면압 저감을 위한 하프블랭킹 공정 설계)

  • In recent years, automotive seat components have been manufactured by the fine blanking process, allowing an improvement of dimensional accuracy at sheared surface in series production. However, the rollover has increased and die failures have occurred more frequently when manufacturing gears by fine blanking. Consequently, important goals for manufacturing seat recliner parts with gears have been to decrease the rollover as well as to improve the tool life. In this study, the half blanking and shaving processes were introduced to improve aforementioned problems for the lower tooth, the main component of a seat recliner. For this purpose, the half blanking process was optimized using the finite element (FE) analysis and design of experiment (DOE). The optimized conditions resulting from this study were an offset of 0.2 mm, a clearance of 0.1 mm and a penetration depth of 4.5 mm. Fine blanking experiment conducted under the optimal condition resulted in a rollover depth decrease from 1.9 to 1.3 mm, and no die failure occurrence.

Development of Hardware-in-the-loop Simulator for Spacecraft Attitude Control using thrusters

  • The ground-based spacecraft simulator is a useful tool to realize various space missions and satellite formation flying in the future. Also, the spacecraft simulator can be used to develop and verify new control laws required by modern spacecraft applications. In this research, therefore, Hardware-in-the-loop (HIL) simulator which can be demonstrated the experimental validation of the theoretical results is designed and developed. The main components of the HIL simulator which we focused on are the thruster system to attitude control and automatic mass-balancing for elimination of gravity torques. To control the attitude of the spacecraft simulator, 8 thrusters which using the cold gas (N2) are aligned with roll, pitch and yaw axis. Also Linear actuators are applied to the HIL simulator for automatic mass balancing system to compensate for the center of mass offset from the center of rotation. Addition to the thruster control system and Linear actuators, the HIL simulator for spacecraft attitude control includes an embedded computer (Onboard PC) for simulator system control, Host PC for simulator health monitoring, command and post analysis, wireless adapter for wireless network, rate gyro sensor to measure 3-axis attitude of the simulator, inclinometer to measure horizontality and battery sets to independently supply power only for the simulator. Finally, we present some experimental results from the application of the controller on the spacecraft simulator.

Equivalent frame model and shell element for modeling of in-plane behavior of Unreinforced Brick Masonry buildings

  • Although performance based assessment procedures are mainly developed for reinforced concrete and steel buildings, URM (Unreinforced Masonry) buildings occupy significant portion of buildings in earthquake prone areas of the world as well as in IRAN. Variability of material properties, non-engineered nature of the construction and difficulties in structural analysis of masonry walls make analysis of URM buildings challenging. Despite sophisticated finite element models satisfy the modeling requirements, extensive experimental data for definition of material behavior and high computational resources are needed. Recently, nonlinear equivalent frame models which are developed assigning lumped plastic hinges to isotropic and homogenous equivalent frame elements are used for nonlinear modeling of URM buildings. The equivalent frame models are not novel for the analysis of masonry structures, but the actual potentialities have not yet been completely studied, particularly for non-linear applications. In the present paper an effective tool for the non-linear static analysis of 2D masonry walls is presented. The work presented in this study is about performance assessment of unreinforced brick masonry buildings through nonlinear equivalent frame modeling technique. Reliability of the proposed models is tested with a reversed cyclic experiment conducted on a full scale, two-story URM building at the University of Pavia. The pushover curves were found to provide good agreement with the experimental backbone curves. Furthermore, the results of analysis show that EFM (Equivalent Frame Model) with Dolce RO (rigid offset zone) and shell element have good agreement with finite element software and experimental results.

Research into Head-body Thermal Bending for High-accuracy Thermal Error Compensation (고정도 열변위보정을 위한 주축대의 열적굽힘에 대한 연구)

  • Machine tools are engineered to give high dimensional accuracy in machining operation. However, errors due to thermal effects degrade dimensional accuracy of machine tools considerably, and many machine tools are equipped with thermal error compensation function. In general, thermal errors can be generated in the angular directions as well as linear directions. Among them, thermal errors in the angular directions contribute a large amount of error components in the presence of offset distance as in the case of Abbe error. Because most of thermal error compensation function is based on a good correlation between temperature change and thermal deformation, angular thermal deformation is often to be the most difficult hurdle for enhancing compensation accuracy. In this regard, this paper investigates the effect of thermal bending to total thermal error and gives how to deal with thermally induced bending effects in thermal error compensation.

  • A noncircular cutting such as a piston cutting has depended on the copy-machining because of its complex shape. But the copy-machining needs a master model and brings about a low quality of the piston caused by being worn out of the master model. And the lower cutting speed reduces the productivity. In this paper, for solving these problems, a specialized software system and its subsequent procedure are presented. The shape of a piston consists of an oval, an offset, recesses, and eccentricities. The paper describes these shapes as a consistent equation that is a function of the rotational angle and the position of longitudinal direction(Z-axis). It is simple to define the characteristic geometry of a piston and to generate a tool path for CNC machining. This paper proposes the a proper structure of a 4-axes CNC(Computerized Numerical Control) lathe for machining the piston. As well as X-axis and Z-axis, are attached to the machine a C-axis for rotation and a Y-axis for higher speedy prismatic motion parallel to X-axis.
